LIMA — In the previ-
ous two years, area agencies
have scrambled to keep afloat
in the recession. For some,
much of their funding is
from tax dollars the state col-
lects and distributes accord-
ing to population and other
criteria. Counties depend on
Local Government Funds and
enforcement and other vital
services. However, LGF dol-
lars were cut in the state’s
current biennial budget and
with another one looming,
area leaders are doing their
best to prepare.

Tax package heads toward
high stakes vote in House

WASHINGTON — A
massive tax package that
would save millions of
Americans thousands of dol-
lars in higher taxes is headed
for a vote in the House today
even as rebellious Democrats
complain it is too generous to
the wealthy.
House Democratic leaders
plan to pass the bill today.
But first, they will hold a vote
on imposing a higher estate
tax than the one negotiated by
President Barack Obama.

ingly passed the package

was tapped as president pro-
tem to preside at the 7:30 p.m.
Jan. 12 organizational meet-
ing. All school board mem-
bers’ terms expire on Dec. 31
and a pro-tem must be elected
to serve in the interim before
the next president is elected at
the organizational meeting.
The board approved the
senior class trip to New York
City. The group will leave the

ize the cut could be more than
anticipated.
“We don’t know how
much they’re going to cut it
but I talked with other county
auditors and the department
of taxation. Then, I gave
the commissioners the best
case scenario and worst case
scenario and we agreed to
estimate a 30 percent cut.
In talking with other county
auditors, that’s what they’re
anticipating but it’s all a
guessing game because we
don’t know what the state
will do,” she said.
Eddy-Steinecker has been
working closely with the
treasurer and commission-
ers to prepare for next year’s
budget. She explained that
she gets projections from the
state each year concerning
how much money the county
will get. She said she and
the treasurer take that data to
township officials and oth-
ers to review budgets and
produce a spread sheet based
on population, needs and past
expenditures.

she said. “The rumblings I’m
hearing is that the state will
cut in the second half, so
that’s when we’ll adjust but
we’ve also been told reim-
bursements could be elimi-
nated. Every taxpayer that
gets a tax bill gets 10 percent
off as a tax credit. If you
live in the house and you
own it, you get another 2
1/2 percent off, so there is
12 1/2 percent off in a tax
credit to homeowners. Then,
if you’re a senior citizen, you
also get a tax credit. The
taxpayer doesn’t see those
amounts but that information
is sent to the state after the
collection process and the
state reimburses the county,
townships, schools, parks
and other taxing entities. The
state could potentially elimi-
nate that reimbursement; for
Allen County, that’s about
$350,000 per year.”
Commissioner Dan Reiff
said the state has a big prob-
lem that will roll downhill
after those in Columbus fig-
ure out what to do next.
“Our carry-over is a little
more than $2 million but we

while the resident was inside.

we made earlier and a slight
improvement in sales tax,
we’d be okay except for not
knowing what the state’s
going to do. That has us bud-
geting pretty darn conserva-
tively just to cover our rears,”
he said.

four years of prison on the

months on each count for the
breaking and entering charg-
es, the two 12-month prison
sentences will run concur-
rently with the four year
sentence for the attempted
burglary.
Lyle L. Diltz, 45, Van Wert
and formerly of Delphos, was
placed on three years of com-
munity control and ordered
to spend 30 days in the Van
Wert County Jail starting
Dec. 27 and then spend an
additional 30 days in jail at a
time to be determined by his
supervision officer.
Diltz was indicted on two
counts of receiving stolen
property and one count of
forgery for the alleged use of
a stolen credit card and the
forging of another person’s
name.
Judge Steele also gave
Diltz three nine-month pris-
on sentences to be served
concurrently but deferred
the imposition of the sen-
tences pending the successful
completion of the community
control.
Tiffany Wolford, 21,
Van Wert, was sentenced to
a prison term of 10 months
after she was found to be in
violation of her community
control.
The violation of the com-
munity was the result that she
told the staff at the WORTH
Center that she didn’t want
to complete their program

LONDON — Julian Assange
will be freed on bail and sent to
stay at a British country man-
sion, a U.K. judge ruled today,
rejecting prosecutors’ attempts
to keep the WikiLeaks founder
in prison as he fights extradition
to Sweden.
Cheers erupted outside the
London court as the verdict
by High Court justice Duncan
Ouseley was reported.
Prosecutors had argued
there was a risk the 39-year-
old Australian, who faces sex-
crimes allegations in Sweden,
would abscond if he was freed.
But Ouseley said if Assange
fled “he would diminish himself
in the eyes of many of his sup-
porters.”
“I don’t accept that Mr.
Assange has an incentive not to
attend (court),” Ouseley said.
“He clearly does have some
desire to clear his name.”
Assange, dressed in a dark
gray suit, smiled and gave a
thumb’s up sign to a packed
board:

given 42 days credit for time
served in jail or while at the
WORTH Center. McNab had
originally been charged with
a drug-related violation.
Christopher Overmeyer,
20, Convoy, entered a guilty
plea to a charge of theft, a
misdemeanor of the first
degree.
Judge Steele ordered a
pre-sentence investigation
and scheduled sentencing for
9 a.m. Jan. 5.
Adriana I. Mileto, 27,
Van Wert, entered a guilty
plea to a charge of domestic
violence, a misdemeanor of
the first degree.

Tax cuts affecting
Americans at every income
level are scheduled to expire
Jan. 1 — a little more than
two weeks away. The pack-
age would extend them for
two years.
The tax cuts includes a more
generous child tax credit, tax
breaks for college students,
lower taxes on capital gains
and dividends and a series of
business tax breaks designed
to encourage investment. The
package would also renew a
program of jobless benefits
for the long-term unemployed
and enact a one-year cut in
Social Security taxes.
A worker making $50,000
in wages would save $1,000
under the cut in Social
Security taxes. A worker
making $100,000 would save
$2,000.
The bill’s cost, $858 bil-
lion, would be added to the
deficit.

Strickland:
Ohio stronger

COLUMBUS (AP) — Gov.
Ted Strickland on Wednesday
said Ohio has a stronger foun-
dation now than when he took
office four years ago, though
he said he believes his succes-
sor has already put some of his
accomplishments in jeopardy.
In his final address as head
of the state, Strickland spoke
about the challenges of gov-
erning Ohio during the worst
recession since the Great
Depression. He also highlight-
ed his efforts to reform school
funding, invest in solar energy
and clean up an embattled state
agency for injured workers.
“I am proud that we buck-
led down, we met the criti-
cal needs of our people and
we strengthened the founda-
tion of Ohio,” Strickland told
an audience at the Columbus
Metropolitan Club.
The once popular Democrat
lost his office to Republican
John Kasich in November
after being hurt by job losses
and his handling of the state
budget.
While not naming Kasich
directly, Strickland took issue
with the incoming governor’s
plans to scrap a proposed
high-speed rail system and his
intentions to revisit significant
changes that Strickland made
to state education policy.
Last week, U.S.
Transportation Secretary Ray
LaHood said the state’s federal
rail money was being sent else-
where after Kasich had declared
dead a project that would have
created passenger train service
between Cincinnati, Columbus
and Cleveland.
Kasich had wanted to use
the $400 million in federal
funds on other transportation
projects like road construction
or freight lines. However, the
economic recovery law that
authorized funding for high-
speed rail projects stipulated
that the money can’t be used
for other purposes.
“The new administration
has decided the train will
leave without us,” Strickland
said, adding that other states
will get the new jobs and new
development.
The governor also touted
his efforts to reform the state’s
education system using an
“evidence-based model” for
school funding. The new sys-
tem gives aid to school districts
based on the cost of funding
a high-quality education. The
costs are determined using the
latest research findings about
everything from class size to
teacher training to testing.
“It would be foolish to
expect Ohio students to suc-
ceed in a 21st century econo-

Strickland said, cautioning his
successor.
The governor spoke for
about 30 minutes before taking
questions from the audience.
He said has yet to decide
what he’ll do after he leaves
office Jan. 9. “The truth is I
don’t know, but I hope to die
working.”
Strickland, 69, is a former
psychologist and ordained
Methodist minister. He served
12 years as a congressman
before he was sworn in as gov-
ernor in January 2006.
Asked what he thought about
President Barack Obama’s tax
cut deal with Republicans,
Strickland said he would vote
for the compromise if he were
still in Congress.
Highway Patrol head demoted

untary demotion Wednesday
following two state reviews
that accused him of mishan-
dling investigations.

understand that China is
about to overtake the U.S.
as the world’s largest glob-
al warming polluter. What
is China doing to address
this issue as well as its other
environmental impacts as
such a populous nation?

Actually, China passed
the U.S. as the world’s lead-
ing greenhouse gas emitter
back in 2006 and today pro-
duces some 17 percent of the
world’s total carbon diox-
ide output. According to the
China Daily news service,
air and water pollution, com-
bined with widespread use of
food additives and pesticides,
make cancer the top killer in
China. Meanwhile, World
Bank data show that, based
on the European Union’s air
quality standards, only one
percent of the country’s 560
million urban inhabitants
breathe air deemed safe. But
many Chinese insist that all
this environmental trouble is
part of the cost of developing
into a world superpower, and
government leaders there are
hesitant to impose restric-
tions on economic develop-
ment.
Nevertheless, the Chinese
are starting to take action.
In December 2009 at the
Copenhagen global climate
talks, China announced
plans to slow greenhouse
gas emission increases rela-
tive to economic growth by
40-50 percent between 2005
and 2020, and use renewable
fuels for 15 percent of its
energy. China also commit-
ted to increasing forest cover
by 40 million hectares by
2020 (forests absorb carbon
dioxide).
But even with such mea-
sures, analysts say China’s
carbon dioxide output will
still increase a staggering 90
percent in the next decade,
assuming eight percent eco-
nomic growth. While inter-
national negotiators were
pleased to finally secure
a commitment from the
Chinese, it was a far cry from
the fast and binding emis-
sions cuts many scientists
say are necessary to stave off
potentially cataclysmic cli-
mate change.
Regarding other pollu-
tion, China is a signatory to
the Stockholm Convention,
which governs the control
and phase-out of major per-
sistent organic pollutants
(POPs), including many
pesticides, PCBs and other
chemicals. China has com-
mitted to eliminating the
production, import and use
of pollutants covered under
the treaty, and will establish
an inventory of POP con-
taminated sites and remedia-
tion plans by 2015.

nationwide ban on plastic

The report suggests that
the gains against the Taliban

to descriptions of progress.
“The surge in coalition
military and civilian resourc-
es, along with an expanded
special operations forces tar-
geting campaign and expand-
ed local security measures at
the village level, has reduced
Taliban influence,” the sum-
mary says.
That is a reference main-
ly to the 30,000 additional
forces that Obama ordered a
year ago.
The review says progress is
most clear in the way Afghan
and coalition forces are “clear-
ing the Taliban heartland” in
Kandahar and Helmand prov-
inces, and in the boosted size
and capability of Afghanistan’s
security forces.
Adm. Mike Mullen, chair-
man of the Joint Chiefs of Staff,
told U.S. troops in Kandahar
on today that he considers the
fight in Afghanistan’s South
to be a harbinger of how the
wider war will go.
“We’ve got the right people
in you,” Mullen said. “We’ve
got the right strategy.”
Afghan army and police
are scheduled to grow to more
than 300,000 troops over the
next two years. They face
an estimated 25,000-30,000
Taliban guerrillas and other
rebels.

ences to the corruption that
plagues Afghanistan’s gov-

Still, the housing market

economic recovery. Builders,

are pessimistic about their
prospects over the next six

The latest government and
private-sector reports support
a more optimistic but mea-
sured view that the economy
is growing at a faster rate, and
that 2011 will be better than
most economists thought just

In addition to the improved
data, Congress is on the cusp
of passing a package of tax
cuts and an extension of
emergency unemployment
benefits. That will put more
money in the pockets of con-
sumers and businesses.

an economy that is getting
back on track and developing

Factory output grew 0.3
percent in November, the
fifth straight month of gains,
the Federal Reserve said
Wednesday. Production of
computers, industrial equip-
ment, appliances and elec-
tronic goods all rose. That’s
evidence that companies and
consumers are spending more,
economists said.
Factory output has recov-
ered by 10.6 percent since
its low point in June 2009,
according to Steven Wood,
chief economist with Insight
Economics LLC. Still, it
remains 9.1 percent below its
peak in April 2007.
Riccadonna noted that
businesses will get a tax break
for buying new equipment
next year, under the tax agree-
ment hammered out between
President Barack Obama and
congressional Republicans.
That measure passed the
Senate Wednesday and is
now headed to the House.
If approved, that could spur
further business investment,
Riccadonna said.
Consumers would also
benefit, and many are already
increasing their spending.
Retail sales rose in November,
the fifth straight monthly
gain. That’s a sign the holi-
day shopping season will be a
healthy one.
One reason for that is tame
inflation. Consumer prices
barely changed in November,
the Labor Department said
Wednesday. Small increas-
es in food and energy costs
pushed the Consumer Price
Index up 0.1 percent.
Excluding food and energy
costs, core consumer prices
rose 0.1 percent, the first
increase in four months. In the
past year, the core index rose
0.8 percent. That’s slightly
higher than October’s 0.6 per-
cent annual increase, which
was the lowest since the index
began in 1957.
Prices have stabilized
since the summer, when
the index dropped for three
straight months. That raised
fears of deflation, a pro-
longed and debilitating drop
in prices, wages and the value
of stocks, homes and other
assets. But since then, the
index has increased for five
straight months.
Food prices rose slightly
last month, mostly because
of to higher costs for meats,
eggs and fish. Cereals, baked
goods and nonalcoholic bev-
erages also rose substantially.
Gas prices increased
0.7 percent, driving energy
costs up for the fifth straight
month.
Most Americans won’t feel
much better about the econo-
my until they see more jobs
and the 9.8 percent unem-
ployment rate begins to fall.

Hall of Famer Bob
Feller dies at 92

CLEVELAND — Teenage
pitching sensation, World
War II hero, outspoken Hall-
of-Famer and local sports
treasure. Bob Feller was all
of them.
One of a kind, he was an
American original.
Blessed with a right arm
that earned the Iowa farmboy
the nickname “Rapid Robert”
and made him one of the
greatest pitchers in baseball
history, Feller, who left base-
ball in the prime of his career
to fight for his country, died
Wednesday night. He was
92.
Feller, who won 266
games in 18 seasons — all
with the Indians — died at
9:15 p.m. Wednesday night of
acute leukemia at a hospice,
announced Bob DiBiasio, the
Indians vice president of pub-
lic relations.
Remarkably fit until late in
life, Feller had suffered seri-
ous health setbacks in recent
months. He was diagnosed
with leukemia in August;
while undergoing chemother-
apy, he fainted and his heart
briefly stopped. Eventually,
he had a pacemaker implant-
ed.
In November, he was hospital-
ized with pneumonia and recently
released into hospice care.
Even as his health deteriorated,
Feller continued doing what he loved
most — attending Indians games
deep into last season.
“Nobody lives forever and I’ve
had a blessed life,” Feller said in
September. “I’d like to stay on this
side of the grass for as long as I
can, though. I’d really like to see the
Indians win a World Series.”
Feller, in fact, was part of the
rotation the last time the Indians won
it all — in 1948.
Fiercely proud and patriotic,
Feller’s life was much like one of his
overpowering fastballs. He seemed
unstoppable, whether on the mound
or in conversation. Feller, who broke
into the majors at the tender age of
17, could always bring the heat.
“Bob Feller is gone. We cannot be
surprised,” Indians’ owner Larry Dolan
said in a statement. “Yet, it seems
improbable. Bob has been such an
integral part of our fabric, so much
more than an ex-ballplayer, so much
more than any Cleveland Indians
player. He is Cleveland, Ohio.
“To say he will be missed is such
an understatement. More to the point,

The Jackets used 11-of-12
shooting from the free-throw
line to counter a 33.3-per-
cent clip from the field in
the opening 20 minutes. The
result was a 29-27 halftime
edge for Defiance in a half
that saw seven ties and five
lead changes.
DC found its touch from
the floor and wasted little
time getting on track in the
second half, hitting its first
Chargers and Niners still alive for playoffs

Take one 7-6 team, match it
up with a 5-8 team on national
TV and let’s all yawn.
Except the San Francisco-
San Diego game tonight actu-
ally is quite meaningful, even
if it pairs mediocre teams in
downtrodden divisions.
Although the Chargers are
4-time defending champs in
the AFC West, they’ve hardly
looked like a playoff team for
much of this year. Their usual
late-season charge, though, has
lifted them from 2-5 and they
come off a 31-0 romp over
division leader Kansas City.
Yardage wise, their defense
is ranked first and the offense
is No. 2. Their special teams
have cost them some games,
as has some unimpressive
coaching.
Yet a win against San
Francisco, a 9-point underdog,
and victories in San Diego’s
final two games — at awful
Cincinnati and Denver —
might be enough for a playoff
berth.

Feller was part of a vaunted
Indians’ rotation in the 1940s and
’50s with fellow Hall-of-Famers Bob
Lemon and Early Wynn. He finished
with 2,581 career strikeouts, led the
American League in strikeouts seven
times, pitched three no-hitters —
including the only one on opening
day — and recorded a jaw-dropping
12 1-hitters.
Feller’s win total remains a
Cleveland team record, one that
seems almost untouchable in today’s
free-agent era. His numbers would
no doubt have been even greater
had his career not been interrupted
by World War II.
The first pitcher to win 20
games before he was 21, Feller was
enshrined in Cooperstown in 1962,
his first year of eligibility.
The Indians retired his No. 19
jersey in 1957 and immortalized the
greatest player in franchise histo-
ry with a statue when they opened
their downtown stadium in 1994. The
sculpture is vintage Feller, captured
forever in the middle of his patented
windmill windup, rearing back to fire
another pitch.
“When you think Cleveland
Indians, you think Bob Feller and
vice versa,” Indians manager Manny
Acta said. “He was a genuine patriot
and a big-time Hall-of-Famer. Boy,
he loved the Indians and we all loved
him back.”
Baseball was only a part of
Feller’s remarkable story.
Stirred by Japan’s bombing of
Pearl Harbor on Dec. 7, 1941, Feller
enlisted in the Navy the following day
— the first major-league player to do
so. He served as a gun captain on the
USS Alabama, earning several battle
commendations and medals.
“More impressive than his
vast accomplishments on the field
was being part of ‘The Greatest
Generation’,” Baseball Commissioner
Bud Selig said. “Bob served our
country for nearly four years during
the prime of his career. Bob was a
great pitcher but he was first and
foremost a great American.”
Never afraid to offer a strong opin-
ion on any subject, Feller remained
physically active in his later years. At
the end of every winter, he attended
the Indians’ fantasy camp in either
Florida or Arizona.

tacked on 13 points, five
boards and two helpers.
The Jackets pulled away
behind 56.5-percent shoot-
ing over the final half, while
back, obviously we under-
stand nothing has changed,”
quarterback Philip Rivers said.
“We’ve got to go win the rest
of them. That’s all we can con-
trol. You never know what can
happen, not just for the Chiefs,
but you never know what can
happen in three weeks.”
The 49ers almost certainly
need to win out but the NFC
West is so weak that maybe
even a 7-9 mark will get them
their first division crown since
2002. San Francisco finishes
with division mates St. Louis
and Arizona.
Alex Smith’s return at
quarterback reinvigorated the
offense. The pass defense is
leaky, certainly not recom-
mended against Rivers, who’s
putting up some sensational
numbers, even if the wins
aren’t always there.

training camp. Before home exhibi-
tion games in Winter Haven, Fla.,
or more recently in Goodyear, Ariz.,
Feller would throw out the ceremo-
nial first pitch. Introduced to a rousing
ovation every time, Feller delivered
the throw with the same high leg kick
he used while blazing fastballs past
overmatched hitters.
“We have all lost a friend and
the nation has lost an icon,” former
Indians manager Mike Hargrove said.
“Bob was always there with a word
of advice or a story. The thing is that
they were always relevant and help-
ful. I will never forget before the first
game of the ’97 World Series, Bob
came up to me and patted me on the
back and told me how proud he was
of me and the team, then gave me a
buckeye and said it was for luck.
“I don’t think that Bob ever
believed in luck, just hard work and
an honest effort. I will miss Bob very
much. He was my friend.”
An 8-time All-Star, Feller compiled
statistics from 1936-56 that guaran-
teed his Hall of Fame enshrinement.
He led the AL in victories six times
and is still the Indians’ career lead-
er in shutouts (46), innings pitched
(3,827), walks (1,764), complete
games (279), wins and strikeouts.
Despite losing his two starts,
Feller won a World Series title with
the Indians in 1948.
When he returned from military
duty in 1946, Feller arguably had
his finest season, going 26-15 with a
2.18 ERA and pitching 36 complete
games and 10 shutouts. For com-
parison’s sake, the Indians’ entire
pitching staff had 10 complete games
and four shutouts last season.
Born Nov. 3, 1918, near Van
Meter, Iowa, Robert Andrew William
Feller was 16 when he caught the
eye of Indians scout Cy Slapnicka.
Feller made his first major league
start on Aug. 23, 1936, two months
shy of turning 18. He never pitched in
the minors; when the Indians decided
to use him in a relief role on July 19,
1936, he was the youngest player
ever to pitch in a major-league game.
Many wondered if the kid — who
would later credit his arm strength to
milking cows, picking corn, and baling
hay — was in over his head.
Hardly.
Using a fastball later dubbed “the
Van Meter heater,” Feller struck out
15 — two shy of the major-league
record in his first game, beating the
St. Louis Browns 4-1 — a star was
born. Later that season, Feller estab-
lished the AL record by striking out
17 Philadelphia Athletics.
In 1938, Feller set the major-
league record by striking out 18
against the Detroit Tigers. No pitcher
in the AL fanned more in a 9-inning
game until Nolan Ryan in 1974. By
the time Feller joined the military at
23, he had won 109 games and was
well on the way to baseball fame.
In his day, nobody threw harder
than Feller, who sometimes had trou-
ble with his control. Because speed
devices weren’t as advanced as they
are today, it’s impossible to gauge
precisely how fast Feller threw in his
prime. There is famous black-and-
white film footage of Feller’s fastball
holding AC to just 8-of-32
from the field. The result
was a 38-24 spread over the
final 20 minutes that secured
the comfortable victory for
Defiance.
DC (4-4, 1-2 HCAC) will
not be in action again until
it hosts the Purple and Gold
Tournament on December
29 and 30. MacMurray and
Albion will open at 5 p.m. that
Wednesday before Defiance

motorcycle claimed to be traveling
at 100 mph.
Even in his later years, Feller
could recall pitch-for-pitch duels
with great hitters like Ted Williams
and Joe DiMaggio. He said his big-
gest thrill in the game was when he
returned from the military to pitch a
no-hitter against New York at Yankee
Stadium.
“I had been away four years and
people were saying I was washed
up,” Feller explained. “They had a
right to say it, too, since few come
back after being away so long. But
this game proved to me that I was
still able to pitch.”
He credited his father, Bill, with
encouraging his baseball ambitions.
“My father kept me busy from
dawn to dusk when I was a kid,”
Feller said. “When I wasn’t pitching
hay, hauling corn or on a tractor, I
was heaving a baseball into his mitt
behind the barn.”
Feller asserted the greatest hitter
he ever faced, without question, was
Williams, although Williams had only
a .270 average against him.
“I was a little luckier against him
than the others,” Feller said. “But he
beat me in more games than I care
to remember. Joe DiMaggio was the
only right-hander who hit me consis-
tently. The fellow who hit me best,
though, was Tommy Henrich, the
Yankees’ old reliable.”
After retiring from baseball, Feller
worked in the insurance business but
never got completely away from the
game. In 1981, he returned to work
for the Indians as a spring training
pitching coach and in the team’s
public relations office.
As recently as last season, Feller
was a fixture in the press box at
Progressive Field. Sitting in the
media dining area before games or
in the same seat during them, he
would offer his thoughts on current
event and, of course, his assessment
on the Indians.
When Washington’s Stephen
Strasburg made his second start
in Cleveland, Feller refused to get
caught up in the hype.
“Check back with me when he’s
won 100 games,” he added.
Cleveland’s chapter of the
Baseball Writers Association of
America recently asked the Indians
to turn Feller’s press box seat into a
shrine area.
Feller didn’t care for crowds and
didn’t particularly enjoy interacting
with fans but often attended memo-
rabilia shows to sign autographs for a

Feller, who lived in Gates Mills,
Ohio, is survived by his wife, Anne,
and three sons: Steve, Martin and
Bruce.
