The Chairman welcomed the Members and thereafter agenda items were
taken for deliberation.
The project authorities and their consultant San Enviortech Pvt. Limited,
Ahmedabad gave a detailed presentation on the salient features of the project
and proposed environmental protection measures to be undertaken along with
the draft TORs for preparation of EIA/EMP.
The project was considered by the Expert Appraisal Committee-2
(Industry) in its meeting held during 23-24th October, 2009 to prescribe the Terms
of Reference. The Committee prescribed the TORs for undertaking EIA study
and exempted the project from public hearing as per para 7(ii) of Environmental
Impact Assessment Notification, 2006 as the expansion will be carried within the
existing unit. No additional land is required and there will be zero discharge of
effluent. Tail gas generated from the process will be used as fuel for the power
generation. Public hearing for the existing capacity was held on 23rd May, 2008
as per the procedures laid in the EIA Notification 2006.
The project activity is listed at 5 (c) and is of ?A? category and therefore
require environmental clearance.
M/s Phillips Carbon Black Limited have proposed for expansion of
production capacity of carbon black from 225 TPD (80,000 TPA) to 365 TPD
(130,000 TPA) and cogeneration power plant capacity from 16 MW to 22 MW
based on waste gas at Village: Moka, Taluk: Mundra, District: Kachchh in
Gujarat. Environmental clearance for existing capacity was accorded vide letter
no. J-11011/590/2007-IA-II (I) dated 19.08.2008. Public hearing was held on
23.05.2008. Construction activity of the existing unit is going on. Production has
not been started. Proposed expansion will be within the existing unit having land
area of 60 acres. The total cost of the project is Rs. 255 Crores.
Major raw material feed stock for production of carbon black will be a dark
brown liquid, the heavy end product of crude oil low sulphur refining. This will be
obtained from the refineries of the country and will be imported as required.
Molasses solution will be used as binder for beading/ pelletizing. In the process
of carbon black manufacturing, the feed stock which is liquid HC of petroleum
and coal tar origin is cracked in a reactor in the deficiency of the air and under
carefully controlled conditions. As a result of this, cracking is a part of feed stock
and is transformed into carbon black. Resultant smoke is cooled and passed
through bag filters and carbon gets separated from gas. The by product off ?gas
at a temperature of 200 deg C will be burnt in a boiler to run a steam turbine
generator to generate the power.
Water requirement will increase from 955 m3/day to 1200 m3/day and will
be sourced from Gujarat Water Infrastructures Limited ? Mundra. Out of 1200
m3/day of water requirement, 221 m3/day of the water requirement will be met
through the recycled treated waste water. Effluent (281 m3/day) will be treated in
ETP and treated effluent will be used for green belt. Domestic effluent (50
m3/day) will be disposed through septic tank/soak pit. Power requirement will be
met from the CPP. Tail gas generated from process will be used as fuel for
power generation. Bag filters will be provided to control the particulate emissions
from the boiler.
ETP sludge (85 kg/day) will be sent to TSDF site approved by GPCB.
Used oil (0.05 kl/month) will be sold to registered recyclers with CPCB. Used
lead batteries (if generated) will be sold to authorized dealers/recyclers.
The Committee wanted to know the sulfur content in the feed stock. To
this, PP informed the committee that the feed stock is imported which has sulfur
content of more than 2%. Feed stock obtained from Reliance, Haldia
Petrochemicals Ltd. and Barauni has sulfur content 0.5%, 0.9% and 2.5%
respectively. The committee advised the proponent that only low sulfur feed stock
shall be used having sulfur content not exceeding 2%. They also apprised the
committee about the standards evolved by CPCB regarding Carbon Black
manufacturing Industry.
As per the CPCB standards, the industry should blend the carbon feed
stock so that average sulfur content does not exceed 3%.
M/s Sri Lakshmi Narasimha Distilleries Private Limited and their consultant
Ramky Enviro Engineers Limited, Hyderabad gave detailed presentation on the
salient features of the project and proposed environmental protection measures.
The proponent have proposed for expansion of molasses based distillery from 20
KLD to 60 KLD to manufacture extra neutral alcohol / rectified spirit in District
Dharwad, Karnataka. No eco-sensitive areas are located within 15 km periphery
of the plant. The proposed expansion will be carried with in the existing distillery
premises covering an area of 116 acres of which an area of 40 acres will be
covered under green belt. The unit will operate for 300 days. The total cost of the
project will be Rs. 15 Crores.
The actual water requirement would be 2215 KLD. The fresh water
requirement would be 1228 KLD after reuse of water from RO, permeate, spent
lees, condensate which will be met from the ground water source. The major
source of water pollution from distilleries is the spent wash. About 720 KLD of
spent wash will be generated which after concentration in the MEE will be
incinerated in the boiler to achieve zero discharge. About 463 KLD of effluent
would be generated from boiler, cooling tower and plant washing which after
neutralization and secondary treatment will be utilized for green belt and
quenching of boiler ash.
The dried potash powder will be used for power generation after mixing
with coal. The condensate will be used for dilution and cooling tower make-up.
The carbon-di-oxide generated during fermentation reaction will be compressed
and sold out for further use. The steam requirement is met from a high pressure
boiler (4TPH) and the high pressure steam (3Kg/cm2) will be utilized to generate
400 KW of energy for captive consumption. The steam leaving the turbines at 1.5
kg/cm2 back pressure is supplied for further distillation processes which are
generally practiced at 300 mm of vacuum. It is proposed to install two number of
DG sets of 500 KVA capacities each to meet the power requirement during the
emergency. To control the particulate emissions from the boiler, a high efficiency
multi-cyclone followed by back filter will be installed.
The solid waste will be generated in the form of Yeast sludge (7.5 TPD).
ETP sludge (12 TPD) would be reused in compost making process. Sewage
sludge will be used as manure for green belt. The boiler ash (7 TPD) shall be
used as filler material in composting.
The committee noted that the predicted GLC values of NOx are 58.71
ug/m3
which are high and needs to be rechecked. The rechecked data shall be
submitted to the ministry and circulated among the members of the committee.
The Committee noted that method of treatment of spent wash is as per the
CPCB guidelines. The Committee after detailed deliberations recommended the
project for environmental clearance subject to compliance of following additional
specific conditions and submission of data regarding NOx:
10.2.3 Modernization / Expansion of Sugar Mill from 3500 TCD to 7000 TCD
Cogeneration Power Plant from 10 MW to 33 MW at Village
Randhawan, Tehsil Dasuya, District Hoshiarpur in Punjab by M/s A.B.
Sugars Limited ? Reg. Environmental Clearance
M/s A.B. Sugar have submitted a proposal for expansion of Sugar Mill
from 3500 TCD to 7000 TCD and Cogeneration Power Plant from 10 MW to 33
MW at Village Randhawan, Tehsil Dasuya, District Hoshiarpur in Punjab. Total
cost of the project is Rs. 207.91 Crores.
The issues raised during the public hearing were regarding, increasing the
production of sugar cane, effluent treatment , disposal of press mud , impact of
flyash generated, employment opportunities etc. The proponent had addressed
all the above issues
M/s A.B. Sugars Limited and their consultant M/s EST Consultants (P) Ltd
gave presentation on the salient features of the project and envisaged
environment protection measures. It is proposed to enhance the capacity of
sugar unit from 3500 TCD to 7000 TCD and capacity of cogen power plant from
10MW to 33MW in district Hoshiarpur and Punjab. Company has acquisition of
160 acres of land and another plot of 10 acres adjoining this land has also been
purchased and would be utilized for the expansion of sugar mill and cogeneration
power plant. The total area would be 170 acre.
It was noted that water requirement of 840 m3/d for the sugar mill during
the crushing season and 1800 m3/d for the co-gen power plant and 3485 m3/d for
the cogen power plant during the off season will be met from the ground water
source and also from the recycled water. No process effluent would be generated
from the sugar mill. About 3300 m3/d of effluent would be generated. The effluent
would be given primary and secondary treatment. The treated effluent after
conforming to the prescribed standards will be used for land irrigation utilizing the
Karnal Technology for Agro forestry.
To control the particulate emissions from the boilers, ESP will be installed
and emissions will be dispersed through stack of height as per State Pollution
Control Board/CPCB standards. About 27,474 MTPA ash will be generated. It is
estimated that during the 5 years about 13.74 acres of area will be required for
disposal of ash for which the company has available area of 17 acres. The
Committee advised the PP for ash management plan like disposal of ash to the
cement plant and submit to the Ministry within 3 months.
The Committee noted that the proponent has not predicted that
incremental NOx concentration from Boiler Stack to assess its impacts on the
AAQ. The proponent has furnished the information after prediction of incremental
NOx concentration. As per the prediction, the worst predicted 24 hourly
concentrations for NOx is 2.051 ug/m3 occurring at a distance of 2.5 km from the
emissions of 120 TPH sugar mill boiler. The overall concentration of NOx would
be 17.451 ug/m3 which is much below the prescribed standards. Further, the
Committee also noted that the values of SPM were also high. To this the PP
clarified that the values of SPM are high as there was construction of National &
State Highway. Regarding supply of molasses, it was informed that Punjab Govt.
supplies the molasses during the off-season of sugar crushing.
i. The storage capacity of treated effluent from sugar unit shall not
exceed 15 days.
ii. The company shall monitor ground water quality around the plant
and the irrigation area and data shall be submitted to the Ministry?s
regional office at Chandigarh/CPCB/State Pollution Control Board.
iii. The company shall monitor PM10, SO2 & NOx in the ambient air and
the pH, BOD & TSS of the treated effluent and display the data on
its website.
iv. The PP shall furnish detailed Ash management plan for disposal of
ash from the boilers to the Ministry/RO of MoEF at Chandigarh
within 3 months.
v. Risk assessment report shall be prepared and submitted to the
Ministry within six months.
Public hearing of the project was held on 28th August, 2009. The issues
raised during the public hearing were regarding use of by products, control of
water pollution, details of bio digester, control of particulate emissions, recovery
of CO2 and land earmarked for green belt etc. All the above issues were
addressed
The total water requirement of 500 M3/day will be met from the Kolegaon
dam and existing bore well within sugar factory premises. It is proposed to
adopt continuous fermentation technology. Spent wash generation will be @ 8kl /
kl of alcohol produced and will be treated in bio-methanation plant followed by bio
composting with press mud to achieve zero discharge. The power requirement
of 0.8 MW will be met from the 15 MW Co-generation power plant. The sources
of air emissions from the unit will be 10 TPH bagasse fired boilers. The gaseous
emissions from the boiler will be dispersed through stack of 30 m height Solid
waste generation will be in the form of yeast sludge (2 m3/day) and boiler ash.
Yeast Sludge will be used as manure and fly ash will be used for land filling.
The Committee noted that the data regarding air quality, ground water
quality and soil quality needs to be rechecked. Further, molasses requirement
may not be sufficient from its own sugar unit. The Committee after detailed
deliberations decided to seek the following additional information for
reconsideration of the project. :
1. Details regarding source of molasses
2. Rechecked data on ground water quality, ambient air quality, and
soil quality
Public hearing of the project was held on 5.1.2010. The issues raised
during the public hearing were regarding the capital investment, source of water,
use of CO2 release due to fermentation, rainwater harvesting measures,
technology to be adopted for zero discharge and provision of manure to the
farmers etc. All the above issued have been addressed
All the molasses based distilleries have been listed at S. no. 5 (g) in
category ?A?, as per the EIA notification 2006 and have to be appraised by the
Expert Appraisal Committee at the centre.
M/s. Shri Sant Tukaram Sahakari Sakhar Karkhana Ltd. and their
consulatant AQA International, Pune gave a detailed presentation on the salient
features of the project and envisaged environmental protection measures.
The Committee noted that method of treatment of spent wash is as per the
CPCB guidelines. The Committee after detailed deliberations recommended the
project for environmental clearance subject to compliance of following additional
specific conditions:
The Committee suggested that the project should prepare EIA/EMP report
based on the TORs issued in the 85th meeting and submit the same to the
concerned SPCB for conducting Public Consultation. The EIA/EMP Report
should be as per the generic structure given in Appendix-III of EIA Notification,
2006. The concerns emerged during the Public Consultation may be
incorporated in the EIA/EMP Report and the final EIA/EMP may be submitted to
the Ministry for obtaining environmental clearance.
Public hearing of the project was held on 2nd January, 2010. The issues
raised during the public hearing were regarding use of treated waste water,
emissions from the plant, provision of job opportunities etc. All the above issues
have been addressed.
Power requirement after the proposed expansion will be 5150 HP and will
be met from the Madhya Gujarat Vij Co. Ltd and 5 MW power plant. Fuel
requirement will be coal/lignite (7366 MTPM), FO/LDO (125 MTPM) and HSD
(8.5 m3/day)
Water requirement after the proposed expansion will be 1498 m3/day and
will be met from the ground water source. Total wastewater generation will be
1008 m3/day. Low volume high COD/TDS wastewater (268 m3/day) will be
concentrated in multiple effect evaporator followed by incineration and zero
discharge will be achieved. High volume, low COD/ TDS industrial wastewater
(716 m3/day) stream will be treated in proposed effluent treatment plant and
treated effluent will be disposed of in to the Gulf of Cambay by a submerged
pipeline. Domestic effluent will be disposed through septic tank/ soak pit.
Solid waste generation will be in the form of used oil (0.4 MT/month) which
will be collected and reused or sold to registered refiners. Gypsum Sludge (4285
MT/month) and Iron sludge (1909 MT/month) will be sold to cement/fly ash brick
manufacturers. Glaubers salt (1100 MT/month) will be reused in the H-acid and
dyes and dye intermediates manufacturing process or sold to other dye
manufacturers. Other process waste including scrubber residue (283.5
MT/month) will be sent to secured landfill site. R-salt (29.4 MT/month) will be
reused or sold to other dye manufacturers. Ammonium carbonates (10-15%)
(1000 MT/month), spent sulphanilic acid (17 MT/month) and spent Hydrochloric
acid (25%) (300 MT/month) will be sold to other units. Spent acetic acid (64
MT/month) and spent sulphuric acid (20-23%) (2300 MT/month) will be used in
H-acid manufacturing unit. ETP sludge (4.2 MT/month) will be sent to secured
landfill site. Discarded carboys/drums/cylinder (28 MT/Month) will be sold to
authorized recyclers. Discarded bags and liners (21300 nos./month) will be
reused and sold to authorized recyclers. Resin from DM plant (0.072 MT/month)
will be given back to the suppliers. Incineration ash (200 MT/month) will be sent
to secured landfill site.
The Committee noted that the issues raised during the public hearing to
be addressed point wise and risk assessment for handling and transportation of
hazardous chemicals needs to be carried. Further data regarding CO & HC to be
rechecked.
TORs for undertaking EIA/EMP study and advised the project proponent to
submit the EIA/EMP report to the State Pollution Control Board for conducting
public hearing. The issues emerged during the PH/PC shall be incorporated in
the EIA/EMP report and the final report should be submitted to the Ministry for
obtaining environmental clearance.
Public hearing of the project was held on 2nd February, 2010. The issues
raised during the public hearing were regarding acquisition of land, control of
dust and fugitive emission, water requirement and waste water management,
socio economic activities etc. All the above issues have been addressed.
M/s Rushil Décor Limited have proposed for setting up of Agro Waste
Panel Board manufacturing plant (4,32,000 pieces / month of Agro Waste Panel
Board and Resin @ of 1400 TPM for captive use) at Survey no. 270, Navalgarh,
Dhangadhra, District Surendranagar, Gujarat. The company has acquired 31.7
acres of land of which 32,000 m2 area has been earmarked for green belt. No
eco-sensitive areas are located within 15 km periphery of the plant. The total cost
of the project will be Rs. 13.49 Crores.
There will not be any process emissions. Scrubber will be installed for
control of formaldehyde fumes generated during its handling. Fresh water
requirement of 49.7 KLD will be met from Sardar Sarovar Narmada Nigam
Limited. The unit has already obtained permission from the Public Health and
Sanitation Department, Surendranagar for supply of water from the Sardar
Sarovar Narmada Nigam Limited. The total power requirement for the proposed
plant will be 2 MW which will be sourced from Paschim Gujarat Vij. co. Ltd. One
DG set of 250 KVA will be installed to meet the power requirement during
emergency. The unit will install thermic fluid heater of capacity 30 lakh kcal /hour
where lignite, plant dust, agricultural waste generated from the manufacturing
processes will be used as fuel. The fuel for the DG set will be HSD.
To control the particulate emissions from the thermic fluid heater, multi-
cyclone separator will be installed and flue gas emissions will be dispersed
through stack of adequate height. The particulate emissions from the process will
be controlled by multi cyclone separator followed by common bag filters attached
to the sanding machine and material handling system. Cyclone separator will be
installed to dryer to control the particulate emissions.
The air emission sources will be from the DG set at well site, engine
driving rig and emissions during test and production flaring of wells. Air emissions
will be controlled by providing adequate stack height. Produced gas will be flared
through a vertical flare, installed at a distance of 90m from the well site.
Solid waste generation will be in the form of drill cuttings (70-100 m3/well)
which will be disposed off in an impervious lined pit. Domestic organic waste will
be disposed on site through a waste pit. Waste oil will be collected and stored in
a paved dedicated waste oil storage area and will be sent to authorized
recyclers. Spent lead acid batteries will be sent for recycling to authorized waste
contractors.
The Expert Appraisal Committee (I) prescribed the following TORs for
undertaking detailed EIA Study:

Risk• Presentation & proposed measures for Risk Reduction
• Disaster Management Plan (DMP)
Oil• Spill Contingency Plan and Emergency Response Plan
The power required to run the drilling rig, circulation system, lighting etc.
will be met from diesel engines & DG set of capacities 1000 HP, 40 HP & 40-60
KVA. 220 litres (approx.) of HSD per hour would be the total fuel requirement for
these diesel engines & DG set. About 20 m3/d of water will be required for drilling
operation of each well. 10 KLD of wastewater will be generated during drilling
operations from single well and will be discharged in a HDPE lined evaporation
pit at site. The wastewater would contain variable quantities of mineral salts,
solids, suspended & dissolved hydrocarbons and other organic & inorganic
components. The sewage generated from sanitation facilities shall be disposed
through septic tanks.
The total quantity of drill cuttings and spent drilling mud is estimated to be
34 MT. If found hazardous after testing, will be disposed in-situ or sent to a
nearby TSDF. Sludge containing oil (0.15 MT/well) will be sent for recycling to
authorized recyclers or to TSDF for incineration. HWM&H rules will be followed
for wastes disposal.

The Committee decided that these ?TORs? should be considered for the
preparation of EIA / EMP report for the above mentioned project in addition to all
the relevant information as per the ?Generic Structure of EIA? given in Appendix
III and IIIA in the EIA Notification, 2006. As soon as the EIA/EMP report is
prepared, the same shall be submitted to the State Pollution Control Board for
conducting District wise public hearing. The issues raised during the public
hearing and point wise response shall be incorporated in the EIA report. The final
EIA report incorporating the issues raised during the public hearing shall be
submitted to the Ministry for obtaining environmental clearance.

detailed presentation on the salient features of the project and the proposed
environmental protection measures to be undertaken along with the draft TORs
for preparation of EIA/EMP. The grain based distillery units are list at sl.no. 5(g)
of Environmental Impact Assessment Notification, 2006 and 30KLPD and above
require appraisal by the Expert Appraisal Committee at the Centre.
M/s A.B. Grain Spirits Pvt. Limited have proposed for 120 KLPD grain
based distillery unit in District Ambala in Haryana. The company has acquired
land area of 17.5 acres of which 5 acres has been earmarked for green belt
development. No National Park/Wildlife Sanctuary/Eco sensitive area is located
within 15 km radius of the project. The unit will operate for 330 days. Cost of the
project is Rs. 11.088 crores.
Water requirement of 4470 m3/d will be met from the ground water source.
Fresh water requirement after recycling of products condensate etc. will be 1783
m3/d. About 1105 m3/d of spent wash will be generated which will be fed to the
Centrifugal decanter for separation of suspended solids as wet cake. The thin
slops from the decanter will be partially recycled to process and partially taken for
evaporation in the multiple effect evaporator and concentration. The
concentrated syrup will be mixed with the wet cake to be sold as cattle feed. The
power requirement will be 2630 KW, which will be met from the 65 TPH boiler
and 8 MW turbine. 2 DG sets of 1250 KVA capacity will be installed to meet the
emergency power requirement.
About 360 TPD of wet cake and thick syrup will be sold as cattle feed. Ash
from the boiler 61.6 TPD from rice husk or 100TPD from coal fired boiler will be
disposed of as per MoEF guidelines.
The Committee prescribed the following TORs for undertaking detailed EIA
study:
(iv) The letter/application for EC should quote the MOEF file No. and also
attach a copy of the letter.
(v) The copy of the letter received from the Ministry should be also
attached as an annexure to the final EIA-EMP Report.
(vi) The final EIA-EMP report submitted to the Ministry must incorporate the
issues in this letter and that raised in Public Hearing/consultation along
with duly filled in Industry Sector questionnaire. The index of the final
EIA-EMP report must indicate the specific chapter and page no. of the
EIA-EMP Report where the above issues and the issues raised in the
Public hearing have been incorporated.
(vii) While preparing the EIA report, the instructions for the proponents and
instructions for the consultants issued by MoEF vide O.M. No. J-
11013/41/2006-IA.II (I) dated 4th August, 2009, which are available on
the website of this Ministry should also be followed.

KLPD grain based distillery unit in District Ambala in Haryana. The project
authorities and their consultants M/s EST Consultants (P) Ltd gave presentation
on the salient features of the project. The company has acquired an land area of
17.5 acres of which 5 acres has been earmarked for green belt development. No
National Park/Wildlife Sanctuary/Eco sensitive area is located within 15 km
radius of the project. The unit will operate for 330 days. Cost of the project is Rs.
11.088 Crores.
Water requirement of 4470 m3/d will be met from the ground water source.

The Committee prescribed the following TORs for undertaking detailed EIA
study:
1. Executive summary of the project.
2. Detailed break up of the project cost.
3. Detailed break up of the land area along with photograph of the area.
4. Present land use based on satellite imagery.
5. Details of site and information related to environmental setting within
10 km radius of the project site.
6. Information regarding eco-sensitive area such as national park / wildlife
sanctuary / biosphere reserves within 10 km radius of project area.
7. List of existing distillery units in the area along with their capacity.
8. Details of raw material and source of raw material including grains.
9. Sources of fuel and quantity for the boiler
10. Ambient Air Quality Monitoring for PM10, PM2.5, SO2 and NOx as per
GSR 826(E) dated 17th November, 2009 for three months except
monsoon.

The project authorities and M/s EST Consultants (P) Ltd., Delhi gave a
detailed presentation on the salient features of the project and the proposed
environmental protection measures to be undertaken along with the draft TORs
for preparation of EIA/EMP. The Molasses / Grain based distillery units are listed
at Sl.no. 5(g) of Environmental Impact Assessment Notification, 2006. Molasses
based units irrespective of capacity and non molasses based distilleries of 30
KLPD and above require appraisal by the Expert Appraisal Committee at the
Centre.
M/s Chadha Sugars & Industries Ltd. have proposed for setting up
Integrated Complex comprising 30 KLPD Molasses based Distillery, 30 KLPD
Grain/Sugarcane Juice Syrup based Distillery, 4500 TCD Sugar Mill and 23 MW
Cogeneration Power Plant at Village Kiri Afgana, Tehsil Batala, Dist. Gurdaspur,
Punjab. The total proposed area of the unit is 37 acres. The cost of project is Rs.
60 crores. There are no environmentally sensitive areas within 15 km of
proposed project location boundary.
The power requirement for distillery is 1940 KW, for sugar mill is 2000 KW
and for power plant is 1500 KW, which will be met from the proposed 23 MW
Cogen power plant. Sugar cane bagasse will be used as the primary fuel,
supplemented by steam, coal, rice husk and the biogas from distillery ETP. DG
sets (1each of 1000 KVA & 500 KVA) will be run on HSD. Particulate emissions
from the 130 TPH boiler will be controlled by installation of ESP/wet scrubber.
The water requirement of 1302 KLD (659 KLD for grain based process &
643 KLD for molasses based process), for sugar mill is 1600 KLD and for power
plant is 1560 KLD, which will be met from the ground water source.
The spent wash generation from the based process will be 398 KLD and
294 KLD for grain based process. The spent wash in the case of molasses based
process shall be sent to biodigester for recovery of biogas followed by
degasification, evaporation and biocomposting. The thick slops from grain unit
shall be subjected to decantation for removal of wet cake. A part of thin slops
shall be recycled back to process followed by evaporation, biomethanation and
biocomposting to achieve zero discharge. The effluent from sugar unit will be
subjected to equalization followed by anaerobic digestion and aerobic oxidation
and the treated effluent will be used for green belt. The sewage will be led to
septic tanks, run off to soak pits and used for horticulture/green belt.
Solid waste in the form of ash from boilers shall be used for land filling at
designated places. Wet cake from grain distillery shall be sold as cattle feed. The
waste bagasse, fly ash & filter cake/press mud from sugar mill will be used for
combustion in boiler or for biocomposting. The used oil & grease from
boiler/internal parts will be disposed off as per HWM&H rules. The scrap
generated from stores/workshop will be given to authorized recyclers.
The Ministry has also issued an circular no. J-11013/5/2010-IA-II (I) dated
13th January, 2010 regarding consideration of project for environmental
clearance based on CEPI with immediate effect. As per the report, the industrial
clusters/ areas having aggregated CEPI scores of 70 and above should be
considered as critically polluted; the clusters/ areas having CEPI scores between
60-70 should be considered as severally polluted areas and shall be kept under
surveillance and pollution control measures should be efficiently implemented;
and the critically polluted industrial clusters / areas need further detailed
investigations in terms of the extent of damage and formulation of appropriate
remedial action plan
It was noted that the Batala is designated as severely polluted area. The
Punjab Pollution Control Board (PPCB) was requested to depute the concerned
officer to appraise the Committee with respect to pollution load in term of
Ambient Air Quality/ Water Quality or solid/ hazardous waste management as per
the circular no. J-11013/18/2009-IA-II (I) dated 25th August, 2009 posted on the
Ministry?s website www.envfor.nic.in .
Further, PPCB has carried out AAQM from April & December, 2009. The
24 hour averages for PM10 at the project site recorded was 99 ug/m3 and at the
boundary of Batala was 114 ug/m3. Keeping in view the pollution level at the site,
the instant proposal can be considered for prescribing TORs.

Water requirement of 1800 m3/day will be met from the ground water
source. Fresh water requirement of 720 m3/day for the molasses based process
and 360 m3/d for the grain based process will be met from the ground water
source. Power requirement of 2.0 MW will be met from the captive generation.
Two boilers of 25 TPH each based on bagasse /rice husk and spent wash will be
installed. The waste water generation would be 1500 m3/day when operated on
molasses and 1260 m3/day when operated on molasses as well as grain. The
spent wash from the grain based process will be pumped into the decantation
section for removal of solids. The thin slopes will be partly recycled and partly
sent for evaporation. The thick syrup from the evaporator will be mixed with the
wet cake and sold as DWGS. The spent wash from the molasses based process
will be evaporated in the multiple effect evaporator and concentrated spent wash
will be incinerated into the boiler to achieve zero discharge. Particulate emissions
from the existing 25 TPH & proposed 25 TPH boilers will be controlled by wet
scrubber. Solid waste will be generated in the form of boiler ash and fly ash 4.0-
4.5 TPD and will be used in filling of low land areas and in manufacturing of
bricks.

water source. Industrial effluent (7,820 LPD) after primary treatment will be sent
to CETP for further treatment & disposal. The domestic wastewater will be
treated in septic tank and discharged into soak pits
The high noise generating equipments such as DG set & boiler will be
provided with acoustic enclosures. PPE equipment will be provided for workers.
The residual noise level of <65 dBA will be maintained.
The domestic wastes (12.5 kg/day) would be segregated at source,
collected in bins and composted. Boiler ash (9.75 kg/day) generated would be
provided to authorized agencies for disposal. The hazardous wastes (433.5
kg/month) generated during the manufacture of APIs will be stored at hazardous
waste storage area and sent to authorized agencies for disposal.
The project authorities and their consultant M/s Precitech Enviro Limited
gave a detailed presentation on the salient features of the project and the
proposed environmental protection measures to be undertaken along with the
draft TORs for preparation of EIA/EMP.
M/s PCL Oil & Solvents Ltd. have proposed to increase the production
capacity at Survey No. 56, Govt. Industrial Zone, Dunetha, Bhenslore, Daman
(U.T). The total plot area of the unit is 10200 m2, of which 1,000 m2 will be
developed under green belt. No additional land will be acquired for the proposed
expansion project. The total cost of project is Rs. 13.86 crores. A recurring cost
of Rs. 4.3 lacs per month will be utilized for Environmental Protection & Safety
measures.

number of steam boilers and three number of thermic fluid heaters will be based

borewell. The treated effluent would be recycled as cooling tower makeup and
cooling tower blow down will be utilized for gardening. There will be zero
discharge of effluent.

Adequate chimney height will be provided to the utilities to control their
emissions.
The hazardous/ soild waste generation will be in form of ETP sludge (2.5
MT/ annum) which will be sent to GEPIL site, Silvassa for final disposal waste
generation & disposal. The used oil (650ltrs/annum) and empty bags (12 lacs
nos/annum) will be sold to authorized recyclers.

site. Land area will increase from 4900 m2 to 8550 m2. of which green belt will
be developed in 2850 m2 of the land area . Cost of the project is Rs. 2.00 crores.

company is manufacturing 2400 MTPA of ABS sheets in the existing plant
premises. About 37645 m2 of area has been acquired. The estimated cost of the
project is Rs. 33 crores.
Water requirement of 415m3/d will be met from the bore well and through
tankers. Power requirement of 220 KVA will be met from MGVCL. There is no
wastewater generated from process. About 74m3/d of waste water will be
generated from the floor washings , utilities and cooling which after treatment will
be used for green belt within the plant premises. Domestic waste water (30m3/d )
will be disposed through septic tank/soak pit.
Solid /hazardous waste will be generated in the form of ETP sludge, used
resin, ash from incinerator and boiler (90.92 MTPA) will be sent to NECL for
disposal. The incinerable waste (951.08MTPA) will be sent to BEIL for
incineration. Discarded containers (50 nos./annum) will be sent to authorized
reprocessors. The used oil will be sold to registered reprocessors.

The total power requirement of 1500 KVA will be met from GESCL. DG

The total fresh water requirement is 53 KLD which will be met from
KIADB. Water consumption will be optimized by adopting water conservation &
effluent re-use/recycle. About 8.6m3/d of effluent will be generated which will be
forced evaporated in the multiple effect evaporator. The slurry collected will be
filtered and dried before disposal to TSDF. The condensate will be recycled back
to the MEE. The domestic wastewater will be treated in septic tanks and soak
pits. HCl from process will be scrubbed in a wet scrubber with soda ash.
Particulate emissions from the boiler will be controlled by cyclone separator and
emissions will be dispersed through stack of adequate height. Solvents will be
handled in closed containers to reduce losses in the form of evaporation and vent
condensers are provided to tanks for further reduction. The source of noise
generation would be DG set. The DG set will be provided with acoustic
enclosures and the noise at the plant boundary will be <65 dBA.
Solid/ hazardous wastes will be generated in the form of residue from the
MEE which will be disposed off to TSDF. Coal ash (3.5 TPD) will be disposed to
brick manufacturers. The spent lubricant (0.3 KLPD) will be disposed to
authorized reprocessors.

The project activity is listed at 5 (a) and is of ?A? Category under the
Schedule of EIA Notification, 2006 and proposal has been appraised at the
Centre. The unit is located in the Notified Industrial Area, and Public Hearing is
not required.
M/s Moni Minerals & Grinders have proposed for mmanufacturing N.P.K
Fertilizer with capacity of 30,000 MT/year at A.K.V.N Industrial area, Meghnagar,
Dist. Jhabua, Madhya Pradesh. The proposed unit is located in notified industrial
area. NPK Grade 1 (20:20:10), NPK Grade 2 (20:20:0) & NPK Grade 3
(12:32:16) are the different products that would be manufactured with a total
production capacity of 30,000 MT/year. The unit has acquired an area of 60492
sq.ft of which 20,000 sq.ft has been earmarked for green belt development. The
total estimated cost of project is Rs. 260 Lacs.
The power required for the unit is 275 HP and will be met from MPEB. 2.5
MT/day (approx.) of coal would be used. The water requirement of 6m3/d will be
met from AKVN supply and bore wells. There is no generation of effluent from
the process. Sewage shall be treated through septic tank and disposed to soak
pit. The coal ash generated from boiler will be disposed to brick manufacturers.
There is no generation of hazardous waste. Particulate emissions from the coal
fired boiler will be controlled by two stage cyclone dust collector.

instructions for the consultants issued by MoEF vide O.M. No. J-
11013/41/2006-IA.II (I) dated 4th August, 2009, which are available on
the website of this Ministry should also be followed.
The Expert Appraisal Committee (Industry) decided that the proponent may
be communicated the above ?TORs? for the preparation of EIA/EMP. The
EIA/EMP reports shall be submitted to Ministry for obtaining environmental
clearance. Public hearing is not required as the unit is located in the notified
industrial area.
ii. The company shall undertake measures for water conservation. The
specific water consumption shall not exceed 5.1m3/MT of urea. The waste
water generated from all sources after treatment and recycle back in the
process to maintain zero discharge condition. The process water
condensate shall be recycled as boiler feed water. The waste water
generation shall not exceed 0.9m3/MT of urea.
vi. Specific energy consumption shall not exceed 5.127G cal/MT of urea
production. Optimization of cycle of concentration (COC) to 6 and blow
down frequency from the cooling towers shall be reduced
In view of the above, it has been requested that the zero effluent
discharge condition may be amended as maximizing the use of treated effluent in
the green belt.
?The company shall undertake measures for water conservation. The specific
water consumption shall be in the range of 6.5m3/MT of urea produced. The
company shall undertake measures for maximizing the use of treated effluent
in the green belt. The process water condensate from ammonia and urea
plant shall be recycled back after treatment for use as boiler feed water. The
corresponding waste water generation shall be 2.0m3/MT of product.
However, the company shall continue efforts during the operation of plant to
meet the earlier stipulated values for water consumption and effluent
generation at the time of according environmental clearance.?
10.2.25 Expansion for 283 TPD Membrane Cell (conversion from Mercury
Cell) Caustic soda plant with 125 TPD Iron Oxide plant and
installation of 2X 25 MW Cogen power plant at Sahupuram,
Tiruchendur Tuticorin, Tamil Nadu by M/s DCW Ltd- amendment in
environmental clearance reg.
Since there is no change in the capacity of the boiler installed for steam
generation, there will be no additional impact on the environment. It is proposed
to generate additional power of 8.27 MW by installation of additional turbine to
make use of the unutilized steam from the existing 2X125 TPH boiler.
ii. A copy of the clearance letter shall be sent by the proponent to concerned
Panchayat, Zila Parisad/Municipal Corporation, Urban local Body and the
local NGO, if any, from who suggestions/ representations, if any , were
received while processing the proposal.
iii. The project proponent shall also submit six monthly reports on the status of
compliance of the stipulated E C conditions including results of monitored
data (both in hard copies as well as by e-mail) to the respective Regional
Office of MoEF, the respective Zonal Office of CPCB and the State
Pollution Control Board.
iv. The environmental statement for each financial year ending 31st March in
Form-V as is mandated shall be submitted to the concerned State
Pollution Control Board as prescribed under the Environment (Protection)
Rules, 1986, as amended subsequently, shall also be put on the website
of the company along with the status of compliance of environmental
clearance conditions and shall also be sent to the respective Regional
Offices of MoEF by e-mail.
M/s High Tech carbon is manufacturing carbon black from highly aromatic
petroleum oils, which are thermally cracked at high temperature in specially
designed reactors. The heat for endothermic thermal cracking is supplied by
either burning of partially carbon black feed stock oil or auxiliary fuel oil with
process air inside the reactor itself or both. Carbon black particles formed are
recovered and converted into pellets for ease of storage, handling and
transportation.
The Committee noted that the carbon black manufacturing is from the
petroleum fractions which listed at sl.no. 5(c ) of Environmental Impact
Assessment Notification, 2006 and require environmental clearance. The
Committee advised the proponent that the activity attracts provisions of
Environmental Impact Assessment Notification, 2006 and therefore requires
environmental clearance.
10.2.27 Proposed 60 KLPD Grain Based Distillery unit at Village: Dubi, P.S. Nirsa
at Dhuvi in District: Dhanbad in Jharkhand by M/s Ankur Biochem
Private Limited ? reg. EC after TORs
The Dhanbad District falls in the critically polluted area as per the CEPI
score. The proponent have submitted an additional information for
reconsideration of the project and also requested the Ministry that their project
should be reconsidered in light of circular dated 15th march, 2010. As per the
circular dated 15th March, 2010 Dhanbad District has four critically polluted
areas viz. Sadar (Dhanbad Municipality), Jharia (Jharia Municipality, Sindri
Industrial Area), Govindpur (Govindpur Industrial Estate) and Nirsa. The
proposed site is located at Village Dhuvi at a distance of 12km from the Nirsa.
They explained that Nirsa in various correspondence as earlier mentioned is a
nearby town on the connected highway. Their project is located at village Dhuvi,
Lakhiabad which is away from the Nirsa and does not fall in the critically polluted
area.
The project activity is listed at Sl. No. 5(f) of schedule of EIA Notification,
2006 under category ?B? as the project is located in the notified industrial area.
Due to location of the project within 10km distance of the interstate boundary, as
per general condition of Environmental Impact Assessment Notification, 2006,
proposal has been appraised at the Centre.
Water requirement of 80.5m3/d will be met from the ground water source.
About 33.30m3/d of effluent will be generated of which 3.0m3/d will be the
domestic effluent. The effluent will be segregated based on the pollution load.
The high TDS and high COD effluent will be generated in the form of mother
liquors, washings and spent scrubber solution which will be evaporated in the
multiple effect evaporator. The high organic low TDS residues for process will be
incinerated. The high TDS and high Organic Slurry / residues after evaporation
will be sent to TSDF. The low TDS / low organic from process and evaporator,
DM plant softener and effluent from the floor washing will be treated in the
effluent treatment plant for primary, secondary and tertiary treatment and treated
effluent will be reused for irrigation and utilities. The domestic effluent (3.0m3/d)
would be sent to septic tank for treatment. Power requirement of 600 KVA will be
met from the PSEB. It is proposed to install 1.5 TPH boiler fired on wood and pet
coke to meet the steam requirement. A DG set of 600 KW will be installed to
meet the power requirement during emergency.
The flue gases from the DG set and gaseous emissions from the boiler will
be dispersed through stack of adequate height. Particulate emissions from the
boiler will be scrubbed through scrubber and emission from the incinerator will be
scrubbed through double scrubber. The scrubbed water will be taken to multiple
effect evaporator. Process emissions in the form of HCl and other acidic fumes
will be scrubbed with scrubber. The emissions from the scrubber will be
dispersed through stack of 3m height above the roof level.
The hazardous/ solid waste will be generated in the form of solid residue from
MME (1160 kg/day), spoilt powders / spills (10kg/day) and process impurities will
be incinerated. The ETP sludge (14.2 kg/day) and incinerator ash (111 kg/day)
will be sent to TSDF at Nimbua. The empty drums after decontamination will be
sold.
i. The company shall carry out VOC monitoring in all the areas
where solvents are handled and used including ETP.
ii. The company shall carryout stack monitoring for incinerator as
per the procedure laid by the CPCB and data submitted to the
RO of MoEF, CPCB and SPCB.
iii. The flue gas emissions from the incinerator shall be scrubbed
with packed tower and emission shall conform to the State
Pollution Control Board standards. The specification of
incinerator shall be as per CPCB guidelines.
iv. To minimize the SO2 emission, lime injection shall be used for
the pet coke burning.
vi. The company shall explore the possibility of use of LPG instead
of HSD in the DG set.
10.3.2 Proposed Resins manufacturing unit at, Village Shikra, Taluka Bhachau,
District Kutch in Gujarat by M/s Euro Ceramics Limited. Reg.
Environmental Clearance
Public hearing of the project was held on 29th January, 2010. The issues
raised during the public hearing were regarding land use pattern , generation of
waste water, impact of the proposed project on the environment, funds
earmarked for development activity of the nearby villages and socio economic
development activities undertaken around the project and provision of
employment. All the above issues have been addressed by the project
proponent.
M/s Euro Ceramics Ltd. and their consultant Aqua-Air Engineers Pvt Ltd
gave detailed presentation on the project. It is proposed to set up a unsaturated
Polyester Resins manufacturing unit of capacity 750 MTPM in Dist: Kutch,
Gujarat. No eco-sensitive areas are located within 10 km radius of the plant.
Cost of the project will be Rs. 5.00 crores.
Power requirement of 300 KW will be met from the captive power plant of
10MW capacity from the existing unit. Fuel requirement will be lignite (7 MT/day).
Particulate emissions from the boiler are controlled by ESP and emissions are
dispersed through stack of adequate height.
The water requirement for the ceramic in resin unit is 607m3/day and
waste generation is 74m3/day. For resin plant water requirement of 9m3/day will
be met from the rain water harvesting and Gujarat Water Supply and Sewage
Board. The total waste water generation will be 2.7m3/day. There will no
process effluent generation. Other waste water generated will be neutralized and
will be used for cooling tower as make up water. Domestic effluent will be
disposed through septic tank/soak pit. There will not be any process gas
emission generation from the proposed unit. There will not be any solid waste
generation from the proposed unit. There will not be any solid waste generation
from the proposed unit.
The Ravi Industrial Estate has recently been declared as notified area as
per Gujarat Government Notification no. GID-102008-1125(PAFA)/G dated
8.10.2009. The project activity is listed at serial no. 5(f) categorized under ?B?
category of EIA Notification, 2006,as the plant is located inside the notified
industrial area.
The Committee decided to transfer the project to the SEIAA for further
consideration as this is ?B? Category project. The committee felt that at this
stage it may not be appropriate to transfer the case to the SEIAA.
The Ravi Industrial Estate has recently been declared as notified area as
per Gujarat Government Notification no. GID-102008-1125(PAFA)/G dated
08.10.2009. The project activity is listed at serial no. 5(f) categorized under ?B?
category of EIA Notification, 2006,as the plant is located inside the notified
industrial area.
The Committee decided to transfer the project to the SEIAA for further
consideration as this is ?B? Category project. The committee felt that at this
stage it may not be appropriate to transfer the case to the SEIAA.
10.3.5 New Ammonia/Urea Fertilizer plant within the existing plant premises of
Talcher Fertilizer Complex at District Angul in Orissa by M/s The
Fertilizer Corporation of India Limited.- Reg. TORs
M/s The Fertilizer Corporation of India Limited have proposed for New
Ammonia/Urea Fertilizer plant within the existing plant premises of Talcher
Fertilizer Complex at District Angul in Orissa The Committee noted that the
project falls in Angul District which is listed at Sl. no. 7 of the cluster/ industrial
area of the report on comprehensive Environmental Pollution Index. The CEPI
score for Angul is 82.09 and is considered as critically polluted area. The
Committee decided that the proposal may be returned as per the instructions
given in circular no. J-11013/5/2010-IA-II (I) dated 13th January, 2010 issued by
the Ministry which is also posted on the Ministry?s website www.envfor.nic.in .
Subsequently, a communication dated 8th February, 2010 was received
from Secretary, Ministry of Chemicals and Fertilizers interalia to the effect that
the Government of India had decided to revive the project in public interest
because it is critical in nature and of national importance. Keeping in view the
cogent arguments of Secretary, Ministry of Chemicals and Fertilizers, especially
the Importance of National self sufficiency in fertilizers and various steps taken
by the Ministry for the revival of fertilizer plants, this is a case for invoking para
4.1.2 of O M No. J-11013/5/2010-IA-II (I) dated 13th January, 2010.
M/s FCIL have proposed to revive its closed unit for Ammonia-Urea
Plant within the existing plant premises of Angul Fertilizer Complex at Angul in
District Burdwan, West Bengal. The operation in the Angul unit was stopped in
31.03.1997 and declared closed on 30.07.2002. The BIFR confirmed winding up
on 02.04.2004. The proposed project involves the manufacturing of chemical
fertilizers which is listed at item no item no. 5 (a) under Category A of EIA
Notification 2006. The total land available under FCIL Angul ownership is around
890 acres comprising of Plant and non plant buildings. The natural gas
requirement of 2.2 MMSCMD will be supplied through Kakinada ? Haldia-
Jagdishpur pipeline from KG Basin. The end product is urea with plant capacity
of urea ? 3500 MTPD, Ammonia ? 2000 MTPD and captive power ? 25 MW
(1+1). The expected cost of project Total project cost will be Rs.4517 Crores.

The normal power requirement (20 MW) of the proposed plant is
envisaged to be met by new captive power plant. New NG based gas turbo
generator set (1+1) of 25 MW ISO rating capacity will be installed. The exhaust
gas from the gas turbine and supplementary firing in HRSG boiler shall be
utilized for generating HP steam required for the urea plant. For start up
purposes, steam will be made available by fresh firing of natural gas in the HRSG
of CPP. For emergency, 2000 KVA DG set would be installed. The approximate
fuel (NG) consumption for GTG/HRSG would be 202,608 Sm3/day and for
Reformer would be 475,000 Sm3/day
(iv) The letter/application for EC should quote the MOEF file No. and also
attach a copy of the letter.
(v) The copy of the letter received from the Ministry should be also attached
as an annexure to the final EIA-EMP Report.
(vi) The final EIA-EMP report submitted to the Ministry must incorporate the
issues in this letter and that raised in Public Hearing/consultation along
with duly filled in Industry Sector questionnaire. The index of the final EIA-
EMP report, must indicate the specific chapter and page no. of the EIA-
EMP Report where the above issues and the issues raised in the Public
hearing have been incorporated.
(vii) While preparing the EIA report, the instructions for the proponents and
instructions for the consultants issued by MoEF vide O.M. No. J-
11013/41/2006-IA.II (I) dated 4th August, 2009, which are available on the
website of this Ministry should also be followed.
10.3.6 New Ammonia/Urea Fertilizer plant within the existing plant premises of
Sindri Fertilizer complex at District Dhanbad in Jharkhand by M/s The
Fertilizer Corporation of India Limited- Reg. TORs
M/s The Fertilizer Corporation of India Limited have proposed for Ammonia/Urea
Fertilizer plant within the existing plant premises of Sindri Fertilizer complex at
District Dhanbad in Jharkhand. The proposal was placed before the Expert
Appraisal Committee in its 7th meeting held on 16th January, 2010. The
Committee noted that the project falls in Dhanbad District which is listed at Sl. no.
13 of the cluster/ industrial area of the report on Comprehensive Environmental
Pollution Index. The CEPI score for Dhanbad is 78.63 and is considered as
critically polluted area. The Committee decided that the proposal may be
returned as per the instructions given in circular no. J-11013/5/2010-IA-II (I)
dated 13th January, 2010 issued by the Ministry which is also posted on the
Ministry?s website www.envfor.nic.in .
M/s FCIL have proposed to revive its closed unit for Ammonia-Urea
Plant within the existing plant premises of Sindri Fertilizer Complex at Sindri in
District Dhanbad in Jharkhand. The operation in the Sindri unit was stopped in
16th March 2002 and Government of India decided to close the unit on
10.09.2002. The BIFR confrrmed winding up on 2nd April, 2004. The proposed
project involves the manufacturing of chemical fertilizers which is listed at item no
item no. 5 (a) under Category A of EIA Notification 2006. The total land available
is about 6652 acres comprising of Plant and township. The natural gas
requirement of 2.2 MMSCMD will be supplied through Kakinada ? Haldia-
Jagdishpur pipeline from KG Basin. The end product is urea with plant capacity
of urea ? 3500 MTPD, Ammonia ? 2000 MTPD and captive power ? 25 MW
(1+1). The expected cost of project Total project cost will be Rs.4505 Crores.
Raw water requirement of about 20,664 m3/day will be met from Damodar
River through existing networks of pipeline. Sewage will be treated in STP. All
contaminated effluents will be treated and recycled. Plant washings
contaminated with oil shall be treated for oil removal and pumped into the
existing effluent disposal system, together with cooling water blow down.
The solid wastes generated in the proposed ammonia-urea plant are
spent catalysts, metal scraps, used bags & containers etc. The spent catalysts
would be sold to catalyst manufactures for recovery of valuable metals or stored
in sealed containers & sold to approved agencies. Sewage sludge shall be used
as manure and ETP sludge will be disposed as per standard guidelines.
(iv) The letter/application for EC should quote the MOEF file No. and also
attach a copy of the letter.
(v) The copy of the letter received from the Ministry should be also attached
as an annexure to the final EIA-EMP Report.
(vi) The final EIA-EMP report submitted to the Ministry must incorporate the
issues in this letter and that raised in Public Hearing/consultation along
with duly filled in Industry Sector questionnaire. The index of the final EIA-
EMP report, must indicate the specific chapter and page no. of the EIA-
EMP Report where the above issues and the issues raised in the Public

M/s HFCL have proposed to revive its closed unit for Ammonia-Urea Plant within
the existing plant premises of Durgapur Fertilizer Complex at Durgapur in District
Burdwan, West Bengal. The operation in the Durgapur unit was stopped in 1997
and declared closed. The BIFR conformed winding up on 12.12.2001. The
proposed project involves the manufacturing of chemical fertilizers which is listed
at item no item no. 5 (a) under Category A of EIA Notification 2006. The total
land available under HFCL Durgapur ownership is around 785 acres comprising
of Plant area ? 540 acres and Township - 245 acres. The natural gas
requirement of 2.2 MMSCMD will be supplied through Kakinada ? Haldia-
Jagdishpur pipeline from KG Basin. The end product is urea with plant capacity
of urea ? 3500 MTPD, Ammonia ? 2000 MTPD and captive power ? 25 MW
(1+1). The expected cost of project Total project cost will be Rs.4501 Crores.

M/s IOCL has proposed to construct facilities for receipt, storage and
delivery of Aviation Turbine Fuel (ATF) and additional tankage for motor spirit
(MS) at the existing Kozhikode Depot in Kozhikode District in Kerala. At present,
ATF is received a Aviation Fuel Station, Calicut directly from Kochi Refineries
limited through tank trucks at a distance of about 200 km. Existing storage
capacity for ATF is only 740 KL. 4 mild steel tanks (above ground) of different
capacities aggregating 6665 KL (Motor Spirit - 905 KL; Aviation Turbine Fuel ?
5760 KL) are proposed in the existing storage depot. 3 pumps, 2 tank lorry filling
bays and related piping etc. are also proposed to be installed/constructed. M/s
IOCL have already acquired 9.27 ha of land area for the depot. No additional
water requirement for water storage will be required for the additional facilities.
The additional facilities proposed will be accumulated with in the already
acquired area. The depot was established in 1997 conforming to the OISD
standards. The pipeline for the additional facilities will be laid above ground. The
railway line is at a distance of 200m.
Motor spirit will be stored in the floating roof tanks to minimize the air
pollution. Storm water from tank farm, pump house, TLF will be routed through oil
water separator before discharging the effluent. No solid waste will be
generated. Storage and distribution of petroleum products will be done in a
closed system with precautions to minimize hazards. The facilities/installations
will conform to standards laid by PESO & OISD. Existing water storage capacity
(2256 kl) and fire pumps (2X410kl/hour ) would be adequate to meet the
requirement of the additional tanks. Safety distances between the facilities are
provided as per PESO /OISD norms. Also fire water tanks and pumps would be
located 30 m away from this area as per OISD 117 norms.
The Committee discussed the location details, safety aspects, transportation of
the gas and its storage etc. After detailed deliberations, the Expert Appraisal
Committee prescribed the following ?TORs? for preparation of EIA/EMP:
14. Details of water consumption and source of water supply, waste water
generation, treatment and utilization of treated water generated from the
facilities and effluent disposal
15. Detailed solid waste generation, collection, segregation, its recycling and
reuse, treatment and disposal
16. Assessment of impact on air , water, soil, solid/hazardous waste and noise

17. Details of proposed preventive measures for leakages and accident.
18. Adequate width of approach road to avoid congestion and to have safe
exit in emergencies.
19. Environmental Management Plan
20. Risk Assessment & Disaster Management Plan
i. Identification of hazards
ii. Consequence Analysis
iii. Risk Assessment & proposed measures for Risk
Reduction
21. Details of proposed occupational Health Surveillance program for the
employees and other labour.
22. Environmental Monitoring programme.
23. To represent during public hearing process and to address all the
environmental concerns based on the feed back of public hearing and to
finalize the EIA report after making appropriate changes to draft EIA/EMP
report.
24. Any litigation pending against the project and /or any direction /order
passed by any Court of Law against the project, if so, details thereof.
25. A tabular chart indicating point-wise compliance of the TOR.
The Committee decided that the proponent should prepare EIA/EMP Report
based on the above TORs including other information as given in generic
structure of EIA and submit the same to the SPCB for conducting public
hearing/consultation. The EIA/EMP Report should be as per the generic structure
given in Appendix-III of EIA Notification, 2006. The concerns emerged during the
Public Consultation should be incorporated in the EIA/EMP Report and the final
EIA/EMP submitted to the Ministry for obtaining environmental clearance.
10.3.9 Installation of ?Emulsion Butadiene Rubber (E-SBR) Unit? at Panipat
Refinery, by Indian Oil Corporation Ltd. reg. TORs
M/s Indian Oil Corporation Ltd. have proposed for Installation of Emulsion-
Styrene Butadiene Rubber (E-SBR) Unit of capacity 120,000 MTPA with allied
facilities at Panipat Refinery in Panipat. The proposed project will be located in
the area adjacent to Panipat Naphtha Cracker Project of Panipat refinery which
would supply the feedstock and certain utilities for the project. No national
park/wild life sanctuary/ reserve forest is located within 10 km radius of the
project site. Land area of 28 acres for the proposed unit will be acquired through
state Government. Cost of the project is Rs. 761.00 crores.
The proposal was placed before the Expert Appraisal Committee-2 (I) in
its 7th meeting held during 15-16th January, 2010. The Committee noted that the
Panipat District is listed at Sl. no. 37 of the cluster/ industrial area of the report on
Comprehensive Environmental Pollution Index (CEPI). The CEPI score for
Panipat is 71.91 and is considered as critically polluted area. The Committee
advised that proposal may be returned as per circular No. J-11013/5/2010-IA.II
(I) dated 13th January, 2010 posted on the Ministry?s website www.envfor.nic.in .
SBR is a value added product produced from butadiene and styrene and
is principally utilized for production of automotive tyres. At present there is no
SBR capacity in the country and the entire SBR requirement for tyre production is
imported. The proposed SBR project while enhancing the value addition of the
hydrocarbon chain would also be an import substitution project.
The project activity is listed at Sl. No. 5(e) of Environmental Impact
Assessment Notification, 2006 and is of ?A? category.
Land area require for the project is 60 acres. Water requirement of 3000
KLPD will be met from the existing raw water system facilities available at
Naphtha Cracking Unit. Waste water will be from process discharge, laboratory
and sanitary water. Waste water is basically sourced from coagulation, leaching,
dewatering press, exhaust gas scrubber in the finishing area and seal water for
pumps. Process Waste water is first directed to neutralization pit for
neutralization, and then transferred to the secondary treatment system by pump.
Waste water from each process area will be discharged to neutralization pit first
to adjust pH value within the required range, then discharged to liquid-solid
separator to trap coagulated rubber crumbs, and then sent through a waste water
treatment plant.
The styrene tank is sealed with nitrogen and the discharge content has
little styrene vapor, which is not directly released to atmosphere. Waste gas
containing minor styrene vapor from the air stripper will be released to exhaust
gas scrubber and then dispersed through stack. The butadiene absorber is
provided for the absorption of butadiene. It has an exhaust pipe, which releases
inert gases from the butadiene system to prevent any pressure increase. This
equipment is running continuously, using diesel to absorb butadiene, organics
and then discharging inert gases to flare.
The project activities is listed at 5 (e) of the EIA Notification, 2006 and is of
?A? category and require appraisal by the Expert Appraisal Committee at the
Centre.
The Committee prescribed the following TORs for undertaking detail EIA
Study;
1. Executive summary of the project
2. Justification of the project.
3. Promoters and their back ground
4. Regulatory framework
5. Project location and Plant layout.
6. Infrastructure facilities, existing and proposed including power sources.
7. Total cost of the project along with realistic estimates and cost for

providing various industries, surface water bodies, forests etc.
9. Present land use based on satellite imagery for the study area of 10 km
radius. Location of National Park/Wild life sanctuary/Reserve Forest
within 10 km radius of the project.
10. Detailed Layout of the plant.
11. Site-specific micro-meteorological data using temperature, relative
humidity, hourly wind speed and direction and rainfall is necessary.
12. Details of the total land and break-up of the land use for green belt and
other uses.
13. List of products (existing & proposed) along with the production
capacities.
14. List of raw material required and source.
15. Manufacturing process details along with the chemical reactions.
16. Design details of ETP, boiler, scrubbers.
17. Details of water and air pollution and its mitigation plan.
18. Ambient air quality at 6 locations within the study area of 10 km., aerial
coverage from project site. Location of one AAQMS in downwind
direction.
19. Ambient air quality modelling for plant.
20. One season data for ambient air quality as per the standards dated
16th November, 2009, water and Noise monitoring.
21. An action plan to control and monitor secondary fugitive emissions as
per CPCB and their control.
22. Determination of atmospheric inversion level at the project site and
assessment of ground level concentration of pollutants from the stack
emission based on site-specific meteorological features.
23. ?Permission? for the drawl of ground water from the CGWA/SGWB.
Water balance cycle data including quantity of effluent generated
recycled and reused and discharged.
24. Ground water monitoring minimum at 6 locations should be carried out.
Geological features and Geo-hydrological status of the study area and
ecological status (Terrestrial and Aquatic).
25. The details of solid and hazardous wastes generation, storage,
utilization and disposal particularly related to the hazardous waste
including detailed plan for disposal of waste rubber.
26. Butadiene waste shall be recycled and shall not be incinerated.
27. Details of the incinerator and destructive efficiency.
28. Risk assessment for storage and handling of chemicals/solvents
including engineered systems and HAZOP study
29. Occupational health of the workers should be incorporated.
30. An action plan to develop green belt in 33 % area
31. Scheme for rainwater harvesting.
32. Socio economic development activities should be in place.
33. Detailed Environment management Plan (EMP) with specific reference
to details of air pollution control system, water & wastewater
management, monitoring frequency, responsibility and time bound
implementation plan for mitigation measure should be provided.
34. EMP should include the concept of waste-minimization,
recycle/reuse/recover techniques, Energy conservation, and natural
resource conservation.
35. Any litigation pending against the project and /or any direction /order
passed by any Court of Law against the project, if so, details thereof.
36. A tabular chart of the issues raised and addressed during public
hearing/public consultation should be provided.
37. A tabular chart with index for point wise compliance of above TORs.
(iv) The letter/application for EC should quote the MOEF file No. and also
attach a copy of the letter.
(v) The copy of the letter received from the Ministry should be also attached
as an annexure to the final EIA-EMP Report.
(vi) The final EIA-EMP report submitted to the Ministry must incorporate the
issues in this letter and that raised in Public Hearing/consultation along
with duly filled in Industry Sector questionnaire. The index of the final EIA-
EMP report must indicate the specific chapter and page no. of the EIA-
EMP Report where the above issues and the issues raised in the Public
hearing have been incorporated.
(vii) While preparing the EIA report, the instructions for the proponents and
instructions for the consultants issued by MoEF vide O.M. No. J-
11013/41/2006-IA.II (I) dated 4th August, 2009, which are available on the
website of this Ministry should also be followed.
The activity regarding manufacturing of bulk drugs are listed at 5(f) of EIA
Notification, 2006. Depending on their location in the industrial estate or outside
the industrial estate, the projects are categorized as ?A? or ?B? category. Since
the instant project is located outside the Industrial Estate, this is a ?A? category
project.
M/s Vivin Laboratories Private Ltd. have proposed to set up a bulk drug
manufacturing unit at Village Mukteswarapuram, Mandal Jagagayyapet, in district
Krishna in Andhra Pradesh. The land area acquired for the unit is 21 ha, out of
which 215386 sq.m of area will be developed for green belt. The total estimated
cost of project is Rs. 10.36 crores of which Rs. 1.2 crores has been earmarked
for environment protection measures. There are no eco-sensitive areas within 25
km of proposed project.
The details of products along with their production capacity are given
below:
The total power requirement of 1500 HP will be met from A.P TRANSCO
and 500 KVA and 300 KVA DG sets during emergency.
The total water requirement of 128.4 m3/day will be met from the ground
water source. About 105.1 m3/day of wastewater will be generated of which
102.6m3/day will be industrial effluent and 2.5 m3/day will be domestic
wastewater. The domestic wastewater will be sent to septic tank followed by
soak pit. The trade effluent will be sent to Multiple Effect Evaporators (MEE)
along with stripping column after neutralization. The condensate from MEE will
be used in cooling towers after passing through activated carbon filter and
pressure sand filter. The salts from the MEE will be sent to TSDF for safe
disposal.
Process emissions will be in the form of HCl, CO2 and H2. HCl will be
scrubbed with the scrubber and dilute HCl will be used for neutralization. CO2 will
be routed to atmosphere through vents and H2 will be diffused with flame
arrestor. Boiler and DG sets contribute to emissions from plant. Particulate
emissions from the 5TPH and 3TPH coal fired boilers will be controlled by
cyclones and emissions shall be dispersed through stack of 32m height. Solvents
will be handled in closed containers to reduce losses. Chilled brine circulation will
be carried to condensate the solvent vapor for better recovery.
10.3.11 Proposed Production of Chlor Alkali at Sr. No. 29, 30 & 32 at Village
Talavali, District Raigad, Maharashtra by M/s Aditya Birla Nuvo

The details of products along with their production capacity are given
below:
6 Chlorinated Paraffin 50
The total power requirement of 35MW will be met from captive power
plant generated from existing unit and MSEDCL. Two nos. of DG sets of 1000
KVA capacity each will be installed for emergency.
The total water requirement of about 2 MLD will be met from the River
Patalganga. Domestic effluent (60m3/d) will be treated through biological
oxidation/septic tank and treated effluent will be used for green belt. Industrial
effluent after treatment will be used for green belt and recycled in the process.
Process emission in the form of chlorine and HCl vapours will be scrubbed
with scrubbers. To control the particulate emissions bag filters will be installed.
The unreacted chlorine will be recycled in the plant. The HCl emissions from the
polyol aluminium chloride and chlorinated paraffin will scrubbed with water
scrubber and scrubbed effluent along with aluminum oxide will be used for poly-
aluminium chloride formulation.
After detailed deliberations, the EAC (I) prescribed the following TOR for
preparation of EIA/EMP:

PESTICIDE INTERMIDIATE
It was noted that total water requirement will be about 14927m3/d which
will be met from the Sachin Infra Management Limited. The waste water
generated from the Industrial process will be about 11.147 KL/day and about 2.0
m2/day of domestic effluent will be generated. Industrial effluent will be
segregated into two streams i.e. concentrated stream (2.659 KL/day) and dilute
stream (8.488 KL/day). Concentrated stream after neutralization will be
evaporated in multi effect evaporator and dilute stream will be given primary
treatment in the Effluent Treatment Plant and treated effluent will be sent to
CETP of M/s. Globe Enviro Care Ltd. for further treatment and final disposal.
Domestic effluent will be dispersed through septic tank and soak pit.
The Committee prescribed the following TORs for undertaking the EIA study:
10.3.14 Proposed manufacturing of P.F. Resin & M.F. Resin & Laminated Sheets
at Survey No. 115, Village Daran, Taluka Sanand, Bavla Sanand Road,
District Ahmedabad in Gujarat by M/s Corus Décor Private Limited?

The solid /hazardous waste will be generated in the form of ETP waste
(3.5 MTPA) which will be disposed to TSDF site. The resin waste (10 MTPA) will
be disposed of to approved incineration facility. The used oil (45 lit/annum) will
be sold to registered recyclers with CPCB. The discarded plastic liners (7MTPA)
and discarded plastic bags (90kg/annum) will be sold to registered vendors.
The Committee prescribed the following TORs for undertaking detailed
EIA study:
The total water requirement is 19.3 KLD which will be catered through
borewell. A about 2 m3/d of domestic effluent will be generated which will be
dispersed through septic tank. The industrial effluent (1.8m3/d) will be treated in
effluent treatment plant and treated effluent will be evaporated in the evaporator
to achieve zero discharge. To control the particulate emissions from the boilers,
multi-cyclone dust collector will be installed and emissions will be dispersed
through stack of adequate height as per CPCB /State Pollution Control Board
standards.
The solid /hazardous waste will be generated in the form of ETP waste
(4MTPA) which will be disposed to TSDF site. The resin waste (11MTPA) will be
disposed of to approved incineration facility. The used oil (50 lit/annum) will be
sold to registered recyclers with CPCB. The discarded plastic liners (8MTPA)
and discarded plastic bags (100kg/annum) will be sold to registered vendors.
The Committee prescribed the following TORs for undertaking detailed
EIA study:
Power requirement of 1500 KVA will be sourced from Dakshin Gujarat Viz
Company and steam turbine of 4 MW from Sulphuric Acid plant. Water
requirement of 1256m3/d will be met from the GIDC Jhagadia. About 558.2m3/d
of effluent will be generated which after primary, secondary and tertiary
treatment and conforming to the prescribed standards will be sent through
GIDC pipeline of M/s Bharuch Eco Aqua Infrastructure Limited for further
disposal
Process emissions in the form of SO2, acid mist, HCl , Cl2 will be
scrubbed with alkali scrubber and emissions conform to the prescribed
standards. The boiler will be fired on natural gas and emissions will be
dispersed through stack of height as per CPCB/State Pollution Control
Board standards.
It was decided that next meeting will be held on 28th May, 2010.
