ANC PLEDGE TO HOLD 5–REGION SUMMIT OF THE PEOPLE OF JAMMU

& KASHMIR,FOR THE PEOPLE OF JAMMU & KASHMIR , BY THE


PEOPLE OF JAMMU & KASHMIR AT
JAMMU,SRINAGAR,LADAKH,MUZZAFARABAD,GILGIT-BALTISTAN TO
REACH AT A FINAL DECISION OF THE KASHMIR ISSUE.

Kashmir today is witnessing mayhem and widespread public unrest now
engulfing other parts of the state. During the past three months, budding
youngsters have been brutally done to death. Ironically, New Delhi, instead
evolving the right approach to deal with the crisis of its own making is
wittingly or unwittingly not taking the situation seriously. Half hearted steps
and delayed knee jerk reactions are worsening the situation. People are
alienated, humiliated, and traumatized. Jammu Kashmir demands a political
solution and the use of bullets to contain protesters is not the answer. It is
not a “Political Laboratory” for youngsters to experiment with. Handling a
sensitive state like J&K, having international ramifications need loads of
experience, seriousness, political acumen and in no case is it a “child’s play”
What is ailing Kashmir?
(1) Denial to Right of life and right to freedom of speech,
assembly and movement. Inhuman and degrading treatment to its
citizens.

(2) 8000 enforced and involuntary disappearance and more than


70,000 deaths resulting from extrajudicial execution, custody,
brutality and other abuses.

(3) 671 security camps, 3000unmarked, unknown mass graves of


those killed in extra judicial killings, summery and arbitrary
executions and massacre controlled by security forces
between 1990 to 2009.

(4)Thousands live as refuges in their own land and hundreds


languishing in prisons.

(5) Laws such as AFSPA (1958) disturbed Areas Act 1976, the un-
lawful activities (Prevention) Act 1967, J&KPSA1978 providing
Legal immunity to Security forces with no punishment for human
right abuses. The HR and Accountability Commissions nonexistent.

With approximately four million citizens under continued curfew, irreparable


damage to trade, education and health services compounded by curbs on
local media, confirm our stand that the Cong-NC coalition government in the
state no longer enjoys the confidence of the people. The irony of the
situation is that our children have not attended their classes since last three
months and state of Jammu and Kashmir has slipped into economic
depression by losing all-most Rs200 crore business revenue per day. The
state is under a constitutional breakdown. Earlier in 2008, the state had
witnessed loss of 60 innocent lives and revenue to the tune of Rs 3200
crores in the wake of Shri Amarnath Ji land row agitation during Cong-PDP
rule.
The Jammu and Kashmir Awami National Conference (ANC), right from the
beginning, earnestly believes that the issue of Jammu and Kashmir is seeking
a Resolution since the last 62 Years. ANC wants to make it clear that unless
all the three principle parties - India, Pakistan and People of Jammu and
Kashmir - come on a single table, no respectable or everlasting solution
could be reached.
It is the need of the hour to create the necessary climate of trust for
initiating a process of meaningful dialogue with the alienated people of the
state for finding a realistic, lasting and democratic solution of the basic
Kashmir problem.
It would not be out to place to mention that it is due to wrong polices and
negative approach of the leaders from both India and Pakistan that sense of
alienation and distrust has reached to this limit. We all need to strive for a
breakthrough to bring an end to this imbroglio.
We, as the principal sufferers of this dispute have an added responsibility.
We have to strive for a practically workable and politically feasible solution of
the Kashmir issue as we are to ensure a Bright, Prosperous and a Peaceful
future for our coming Generations. The issue of Jammu and Kashmir
warrants immediate attention of Policy Makers, Intellectuals and Decision-
Makers. They should discern the categorical imperatives that resolution of
Jammu and Kashmir is not only important for South Asia but the entire world.
Over the years, a number of suggestions or proposals have been floated in
different forums to resolve the issue. There have been calls of converting
Line of Control into International Border, Some proposed “Dixon Plan” while
others called for Independent Kashmir to act a buffer and bridge between
India and Pakistan. There were also calls of United nations supervised
elections and plebiscite, cultural and linguistic tri-fraction of the state,
autonomous, unified and demilitarized Kashmir and Plebiscite after 10-15
years , so and so forth.
However, when any of the proposals or theories are put to test or debated,
they have in-fact thrown up more questions than answers. For this the
formula laid down by former J&K Chief Minister and our party founder late
Jenab G M Shah needs to be taken up very urgently. His suggestion and
Concept of “Intra J&K Peace Conferences between Civil Societies of both
sides of LoC for Resolution of Kashmir Issue” be held in five regions of the
erstwhile Jammu and Kashmir state can no longer be ignored any further.
People from all walks of life viz. Journalists, Technocrats, Doctors,
Professionals, Politicians, Academicians shall deliberate, free of any coercion
or influence , on their own future and that of their future generations. These
conferences are proposed to be held at Srinagar, Ladakh, Jammu,
Muzaffarabad and Gilgit-Baltistan. They shall accommodate the views and
aspirations of all regions,religious,linguistic groups like Muislims, Sikhs,
Budhists, Christians, Dogras, Paharis, Gujjars, Kashmiri Pandits, Shias.

Taking the lead, ANC organised a one day Conference as a precursor to the
Intra J&K Civil Society Dialogue for Peace and Solution in New Delhi on 1st
Feb 2010 in which intellectuals, journalists, National and Regional political
leaders cutting across the party lines from Jammu, Kashmir and Ladakh
debated on Kashmir . On this occasion the then Prime Minister of Azad
Government of the State of Jammu and Kashmir, Muzaffarabad Raja Mohd
Farooq Haider Khan, Sardar Attique Khan (Presently the PM of AJK) and
Senior leader from Gilgit Wajahath Hassan Khan mailed messages
respectively, in support of our J&K Intra Kashmir Civil Society agenda
extending full support to Begum Khalida Shah’s Programme.
Without looking back, ANC again organised a Two Day Round Table
Conference in New Delhi on 2nd -3rd August 2010 under its party
Chairperson Begum Khalida Shah, in which representatives from Civil Society
and political leaders from J&K held interaction with the National political
leaders and members from civil society debated on History of conflict on
Kashmir, violation Human Rights, Declining J & K Economy and Governance,
regional imbalance and return of migrants.
The Conference unanimously resolved that Killing of innocent persons be
stopped immediately and accountability be enforced, Immediate revocation
of all draconian laws especially Armed Forces Special Powers Act and Public
Safety Act, the level of all security forces be brought down to 1989, Release
of all political prisoners, Civil Society debates across J&K and the rest of the
country to restart at once. India and Pakistan should restart their dialogue
process so that a meaningful resolution is found to the Kashmir problem that
satisfies the aspirations of the people of J&K and include them in the
dialogue process, All restrictions on the media in J&K be removed forthwith.
Moving ahead after holding the first Round Table Conference in Delhi
successfully, ANC president Begum Khalida Shah has decided to conduct
Round Table Conferences of Civil Society within the state in Srinagar, Jammu
and Ladakh to reach out to the people and gather different points of views
and suggestions beginning end October 2010 . After the completion of these
conferences ,ANC will finally execute the G M Shah’s model of J&K INTRA
KASHMIR CIVIL SOCIETY DIALOUGE in all the five regions Srinagar, Ladakh,
Jammu, Muzaffarabad and Gilgit-Baltistan of the erstwhile Jammu and
Kashmir state which would be called the 5-REGION SUMMIT, under time
bound action plan. The final recommendations of the Summit would be
presented to both Delhi and Islamabad for its implementation.
We call upon all of you to join together and facilitate holding of these Five
Region Summits in the State of Jammu & Kashmir. Let’s try for a Kashmir
which shall truly be an abode of Peace & tranquillity and a bridge of
friendship between India & Pakistan.
