(5) Laws such as AFSPA (1958) disturbed Areas Act 1976, the un-
lawful activities (Prevention) Act 1967, J&KPSA1978 providing
Legal immunity to Security forces with no punishment for human
right abuses. The HR and Accountability Commissions nonexistent.
Taking the lead, ANC organised a one day Conference as a precursor to the
Intra J&K Civil Society Dialogue for Peace and Solution in New Delhi on 1st
Feb 2010 in which intellectuals, journalists, National and Regional political
leaders cutting across the party lines from Jammu, Kashmir and Ladakh
debated on Kashmir . On this occasion the then Prime Minister of Azad
Government of the State of Jammu and Kashmir, Muzaffarabad Raja Mohd
Farooq Haider Khan, Sardar Attique Khan (Presently the PM of AJK) and
Senior leader from Gilgit Wajahath Hassan Khan mailed messages
respectively, in support of our J&K Intra Kashmir Civil Society agenda
extending full support to Begum Khalida Shah’s Programme.
Without looking back, ANC again organised a Two Day Round Table
Conference in New Delhi on 2nd -3rd August 2010 under its party
Chairperson Begum Khalida Shah, in which representatives from Civil Society
and political leaders from J&K held interaction with the National political
leaders and members from civil society debated on History of conflict on
Kashmir, violation Human Rights, Declining J & K Economy and Governance,
regional imbalance and return of migrants.
The Conference unanimously resolved that Killing of innocent persons be
stopped immediately and accountability be enforced, Immediate revocation
of all draconian laws especially Armed Forces Special Powers Act and Public
Safety Act, the level of all security forces be brought down to 1989, Release
of all political prisoners, Civil Society debates across J&K and the rest of the
country to restart at once. India and Pakistan should restart their dialogue
process so that a meaningful resolution is found to the Kashmir problem that
satisfies the aspirations of the people of J&K and include them in the
dialogue process, All restrictions on the media in J&K be removed forthwith.
Moving ahead after holding the first Round Table Conference in Delhi
successfully, ANC president Begum Khalida Shah has decided to conduct
Round Table Conferences of Civil Society within the state in Srinagar, Jammu
and Ladakh to reach out to the people and gather different points of views
and suggestions beginning end October 2010 . After the completion of these
conferences ,ANC will finally execute the G M Shah’s model of J&K INTRA
KASHMIR CIVIL SOCIETY DIALOUGE in all the five regions Srinagar, Ladakh,
Jammu, Muzaffarabad and Gilgit-Baltistan of the erstwhile Jammu and
Kashmir state which would be called the 5-REGION SUMMIT, under time
bound action plan. The final recommendations of the Summit would be
presented to both Delhi and Islamabad for its implementation.
We call upon all of you to join together and facilitate holding of these Five
Region Summits in the State of Jammu & Kashmir. Let’s try for a Kashmir
which shall truly be an abode of Peace & tranquillity and a bridge of
friendship between India & Pakistan.
