The Bill of Rights was a compromise between the Federalists and the Anti-
Federalists. The Anti-Federalists thought that a Bill of Rights was necessary in
the Constitution. Without the Bill of Rights many Anti-Federalists would not vote
to ratify the Constitution. If this happened, the Constitution would not be here
today.
%Ratify to Gratifydz This represents Federalistsǯ views because they supported the
ratification of the Constitution.
A Unitary government has on central government that controls the state and
local governments. As a result the state and local governments are much less
powerful than the central government. In a confederation, the states have most
control. They control anything dealing with their specific state and its people.
The central government only controls things that are a common concern. A
Federalist form of government, the government shares its power between the
local, state, and national governments.

The Virginia plan and the New Jersey Plan were two ideas about how Congress
should be run. The Virginia plan proposed the idea of proportional
representation. This favored large states like Virginia and Massachusetts. The
New Jersey plan proposed the idea of equal representation. This favored smaller
states like Delaware and Georgia.
