MINISTRY OF ATTORNEY GENERAL

NOTICE OF INTENT TO DIRECT AWARD A CONTRACT

Notice is hereby given by the Ministry of Attorney General (Justice Services Branch) of
its intent to contract with Queenswood Consulting Group Ltd. to develop a business plan
to support the delivery of virtual Justice Access Centre services.

 Using technology to transform service delivery and expand access to


services is a key commitment of the Provincial Government.

1. Designing and implementing Justice Access Centres (JAC) is a critical


Ministry of Attorney General strategic priority; two JACs presently exist in the
Lower Mainland and southern Vancouver Island, and the ministry has an
interest in expanding access to these services province wide.

2. The services available in the JAC include early information, needs


assessment and referral; dispute resolution; and limited legal advice. Some
of the services are unique to BC and will require innovative approaches to
create virtual equivalents.

3. The business case must take into account critical issues inherent to
delivering confidential justice services offered by a range of service providers.

4. The ministry provides important core services supported by an existing


custom designed databases and a newly designed business intelligence
platform.

5. Building the business case requires extensive, current, and wide ranging
knowledge of technology solutions and their application.

6. The business case must allow the ministry to proceed quickly with
implementation post March 2011.

The anticipated term of the contract is from January, 2011 to March 31, 2011 and will not
exceed a value of $48,000.

The Ministry of Attorney General (Justice Services Branch) has chosen to direct award
the contract for the following reasons:

1. The vendor has the background, understanding, qualifications and expertise to


complete the requirements of this contract, including developing strategies
remedies within the aggressive timeframes required.

2. Timeliness is critical as commitments are sought for resources to implement.

3. The vendor has unique knowledge of the existing Justice Services Branch
technology environment, and excellent knowledge and understanding of the core
service organizations.

4. The vendor has demonstrated experience in leading teams of government and


non-government representatives with diverse mandates and responsibilities to
successful project completion.

Vendors wishing to challenge this decision should fax a letter of objection by January 4th,
2011 no later than 14:00 Pacific Standard Time to:

The letter must outline the vendor’s reasons for objection. The vendor’s ability to offer
services resulting in the same or better solutions at a lower cost in the same timeframe
will be the key criteria when considering vendor objections.
