As I indicated the tights that we installed were done prior to the DDOT trailers being moved
behind the salt dome. Again, I am clear that the lights being discussed are for the entire facility and not just the DPW
side.

Today I held an ernergensy pulilio oversight roqndtable on seourity at the DPW and DDOT
BrentwoodFacility" located W St.,NEand l40i W St.NE. Asyou know, on October

13, 2010, Mr. Larry Hutchins, a24 yeu DIW employee was shot and killed as he arived for
work at 6:15 a,m. One otb.sr victim was shot and ;is reoovering.

Tlre shooter is stilt at iarge. Various eyew;tnessesreporl the shooter'lsprayed" the yard with no
irtended target., Over 20 shell casings w€re reporled to have been found. Bullets were found in
cars and buildings throughout the yard. Clearly, there is a person out.there who is extretngly
dangerous and .could potentially strike again.

Most troub.ling frorn today's hearing was DPW Director William O. Hswland's testimony that
there is preseutly little, to no security at any of tire DPW facilities. I have included a list of
locations.

I am requesting tha! you take immejdiats action to protect ouf D?W employees at DFW lhcilities,
at leastuntil asuspect isarrested. Seourity guarcls at points ofingress and egress, identificadon
clearances and enhaheed lighthig in and arormdthe faeility are essential. Ifsecurity personnel are
not availabley consideration should be given to closi:rg gates at those facilitiEs with multiple

Security at W street on some shifts have been great and on some shifts a bit too
relaxed . Staff quickly point out when it is relaxed causing fear and anxiety to
elevate. We've encountered several instances where unauthorized persons have been
allowed to gain entry into the facility. For example today two guys entered the building
to inquire a*bout employment, upsetting many employees. We inquired how they got
through the gate, they said they showed non DPW ID and were let in' Security has
been uery reiaxed at the DDOT entrance, quite often you can ride through without
displaying any form of identification.

Preventing terrorism is everybody's business.

Yesterday an irate citizen entered the buildin gaL I241'W Street, NE to cornplain about missed
trash collection. It took the staff by surprise that he was able to enter the building
unannounced. The staff questioned the citizen on how he had access to the building and the ,
citizen responded that the guard did require him to show ID before he allowed him to pass.

I met with MPD oh Tuesday and they still do not have a suspect for the shooting. All of the
employees are still very sensitive about anyone that is unknown accessing the campus. I need
to keep a police presence until an arrest is made. With that I need the police presence is making
a difference. AII employees know they need to have a government ID. If they don't have one
they need to be treated as visitors and announced or escorted before entering the buildini;.
