STAFFANALYSIS:

Land Use Compatibilitv: The 3.67acresiteis undeveloped and is locatedon Hensley

Field,a de-commissioned Naval air base, and is in close proximatelyto the City of
GrandPrairie.An open channelwatercanal,whichis west of the requestsite,will act
as a bufferbetweenthe proposedgas site and an existingresidentialdevelopment.
The nearestsinglefamilydevelopmentis approximately 898 feet from the proposed
site.

The applicant'srequestfor a Specific Use Permit will permit the operationand

productionof gas drillingand extraction.In the Development Code, gas drillingand
productionmeans the activitiesrelatedto the "the extractionof any fluid, either
combustible or noncombustible, that is producedin a naturalstatefrom the earthand
that maintainsa gaseousor rarefiedstate at standardtemperatureand pressure
conditions,or the extractionof any gaseousvaporsderivedfrom petroleumor natural
gas."

The Development Code requiresthe applicantto providethe followingsite plansfor a

gas drillingand production
use:

. Siteplanshowingexisting/original conditions;
. planfor the drillingphase;and
Site/operation
. planfor the production
Site/operation phase.

The applicanthas submittedthe followingplansfor the SpecificUse Permitapplication:

an existingconditionsplan,an operationsplanfor the drillingphase,and an operations
planfor the productionphase. The operationplanfor the drillingphaseaddressesthe
natural-gasdrilling. The plan shows the locationof severaltemporaryconstruction
trailers,water tanks, mud tanks, and drillingequipment. A drillingrig with an
approximate heightof 160feetwill be on siteduringthis phase. The buildingofficialwill
considerthis as a temporarystructure,similarto a crane used in constructing a tall
building.The SUPconditions will limitthe drillingphasefor 90 daysper calendaryear,

becausedrilling(withlighting)will be done24 hoursa day,and noisecouldimpactthe

sunoundinguses.

Thereare two methodsfor drilling:an open-loopsystemand a closed-loop system.An

open-loopsystemuses a lined mud-pitto hold mud. The mud-pit may be a safety
hazardand may have a negativeimpacton adjacentproperty. In contrast,a closed-
loopsystemusestanksto holdthe mud. Thereare fewerenvironmental concemswith
a closed-loopsystemand the applicantis providinga drillingphase plans that will
includea closed-loop system.The applicantis proposingto drillapproximately
12 wells
on sitein an areathat is 70 feet by 170feet.

rigsfloor,pumps,tanksgeneratorsand centrifuge.

The locationof the requestsiteis locatedon an undeveloped portionof landwithina de-

commission navalair field. The requestsiteis adjacentto an openchannelwatercanal
and is nearthe City of GrandPrairie.The applicantproposesto drillapproximately 12
wells to extractnatural gas from the site. There are several
measures that are in place
pursuantto the DallasDevelopment Codethat requiresthe applicantto restorethe site
back to it naturalstate after the wells have been capped. In addition,there are
additionalprovisionsin the Code that requirethe right-of-ways(infrastructure) to be
restored.

Staffhas reviewedthe applicantsrequestfor a SUPfor gas drillingand production and

is recommending approvalfor a time periodof 10 years with eligibilityfor automatic
renewalof additional10 yearperiods,subjectto the attachedplansand conditions.The
City PlanCommission had concernsregardingthe potentialhealthof the generalpublic
and discussedholdingthe case under advisementuntil furtherstudies/reports were
concludedby the City of Fort Worth and TECQ. The recommendations from the
proposedreportsare projectedto be releasednext year. The applicantrequestedthat
the CityPlanCommission voteon the zoningrequestbecauseof theirobligations under
the leaseagreement.As a resultof the applicant's request,the City PlanCommission
remmmendeddenialwithoutpreludice.

The generalprovisionsfor a SpecificUse Permitin Section51A-4.219of the Dallas

Development Code specificallystate:(1) The SUP providesa meansfor developing
certainusesin a mannerin whichthe specificusewill be consistent with the character
of the neighborhood; (2) Each SUP application must be evaluatedas to its probable
effect on the adjacent propertyand the communitywelfareand may be approvedor
deniedas the findingsindicateappropriate; (3) The city councilshallnot grant an SUP
for a use exceptupona findingthat the use will: (A) complement or be compatible with
the sunoundinguses and communityfacilities;(B) contributeto, enhance,or promote
the welfareof the area of requestand adjacentproperties;(C) not be detrimentalto the

publichealth,safety,or generalwelfare;and (D) conformin all other respectsto all

zoningregulations

Landscapinq: The proposedpad site for a gas drillingand productionuse will not
triggerany landscaping requirementsthat pertainto landscaperequirements in Article
X, as amended. The requestsite is heavilyscreenedwith vegetationalong the
southernand western portionof the Property. Due to the naval base being an
emergency air basefor commercialaircraft,any additionalplantingmaterialsaroundthe
requestarea would not be recommended.Additionalplantingmaterialsmay attract
birdsto the areaand couldffiuse problems,if the de-commissioned air basebecomes
operationalin the future.

Traffic: The Engineering of Sustainable

Sectionof the Department Development and
Constructionhas reviewedthe requestand determinedthat it will not impact the
sunoundingstreetsystemfor the proposeddevelopment.The applicantproposesto
acce$sthe site from W. JeffersonBoulevard. Uponenteringthe naval base,the large
truckswill use the west taxiwayto deliverthe necessaryequipmentto the site. A
proposed30 foot gravelaccessroad will be constructedfrom the west taxiwayto the
requestsite.

be used, includingquantity,concentrations, combinations,and formulations,
sufficientto satisfythe Gas Inspectorthat full disclosurehas been made. All
such reportsshall be reasonablyavailableto the publicupon request. Any
failureor refusalto providesuch MSDSreportsto the Gas Inspectoras provided
herein shall be a violationas definedin Sec. 51A-12.105(h) and Sec. 51A-
1 2 .1 0 9 .

certifieddisclosure to the Gas lnspectorstatingthe final destinationof all fluids,
slurriesand mudsremovedfromthe sitefor disposalor reprocessing.

14. NOISEMANAGEMENT PLAN: Priorto the issuanceof a gas well permitand

the commencementof operations,the Operator shall submit a Noise
Management Plandetailinghow the equipment usedin the drilling,completion,
transportation,or production of the wellis) complies with the maximum
permissiblenoise levelsset forth in the appllcablecity ordinance. The noise
management planmust:

(a) identifuoperationnoiseimpacts;
(b) providedocumentation of a professional 72-hourstudy establishing the
AmbientNoiseLevelpriorto construction at the site;and
(c) detailhow noiseimpactswill be mitigated(e.9.,the providingof acoustical
absorptionwalls aroundthe site to shieldneighboring uses),considering
including,but not
specificsite characteristics, limitedto, the natureand
location,proximityand type of adjacentdevelopment, seasonalprevailing
weather patterns,includingwind directions,vegetativecover on or
adjacentto the site,and topographyof the site.

The Operatorshallbe responsible for verifyingto the Gas lnspectorcompliance

with this conditionand with the noisemanagement plan afterthe installation
of
noise generating equipment. Approval of such Noise Management Plan by the
Gas Inspectorshallbe a prerequisite to issuanceof a gaswell permitfor the site.

15. LEAKS: All flow lines,compression equipmentand shut-offvalvesshall be

inspected for leak at

annually,
and tunedfor thewavelengths by naturalgas
of sunlightabsorbedand re-emitted

16. AIR SAMPLING: Ambientair sampling,priorto a drillingpermitbeingissued

samplefor air quality.A secondsamplingmust be takenwithin60 days of the
firstwell enteringa productionphaseand annuallythereafter.Air samplesmust
be taken by a qualifiedfirm approvedthe directorof the office of environmental
quality.Sampleswill be analyzedby a qualified3rd partylaboratory, certifiedby
industrystandards,and all resultswill be providedto the city.

17, PRODUCTION SAMPLING: Within 60 days of the first well entering

production,gas samplesmust be taken and analyzedby a qualified3rd party

18. MAINTENANCE: The Propertymust be properlymaintainedin a state of good
