Young ones celebrate early at Hiller Aviation Museum

Anticipation grew amongst those 3
feet tall and under as noise makers
began to be passed out 20 minutes until
noon Friday.
It was not a traditional New Year’s Eve
countdown. But for the hundreds of
youngsters 5 years old and under, the
Noon Year’s Eve at the Hiller Aviation
Museum and Institute in San Carlos
Friday was the biggest party in town.
The annual event drew a larger-than-
usual crowd with lines wrapping around
the parking lot with only one hour
before the countdown.
With minutes to go, it seemed as
though the countdown would be delayed
when it became apparent that a little one
had become separated from his mom.
Little Ryan got to spend the countdown
on stage. And a room full of noisy kids
— and parents — quieted in time to
count down in unison.
“10, 9, 8, 7, 6, 5, 4, 3, 2, 1!! Happy
Noon Year!” the crowd exclaimed as
colorful balloons fell onto the hundreds
below.
The one balloon-per-child rule was
quickly dismissed as youngsters
grabbed for an array of colors to take
home from the mid-day celebration.
Comments of being tired almost
instantly came from the small party
goers, and for good reason.
Once inside, children had plenty of
activities to enjoy before the big festivi-
ties. While the main room had live per-
formers throughout the evening, kids
could dance in a side room, play in a
bouncy house outside or explore the
world of science and reptiles upstairs.
Three-year-old Erika sat down to get
her face painted with a strong opinion.
“I want a dinosaur,” she said.
Instead a blue dragon was painted on
her check, which Erika was just as excit-
ed to see.

The first 10 years of the 21st
century changed the nation

Sure, everybody remembers the year that was 2010. But what
about the other years composing the first decade of the 21st cen-
tury?
Like the rest of the nation, San Mateo County was stunned by
the terrorist attacks of Sept. 11, 2001. Although the planes tar-
geted New York and Washington, D.C., the West Coast was no
less shaken and the following months in 2001 and 2002 were
filled with memorial vigils, color-coded alerts, possible attacks,
increased anxiety and dozens of headline-grabbing moments at
city halls and San Francisco International Airport.
The fears and concerns sparked then continued to color the next
decade, as airport security tightened, airlines worried about their
bottom line and SFO continued feeling the pinch of travel restric-
tions and frightened passengers.
Every news outlet and pundit had their take on that Tuesday
morning, everything from “bastards” to more eloquent sum-
maries. The Daily Journal opted for “A nation mourns, braces for
retaliation.”
In 2003, one word said it all: BALCO. Little did San Mateo
County realize that the quiet raid of the Burlingame lab ran by
Victor Conte would lead to the largest sports steroid scandal in

Today is a new year — and the beginning of some new laws
courtesy of the county’s elected leaders.
Starting today, habitual drinking and driving will revoke a
license for a decade, domestic violence vic-
tims needn’t fear eviction and malicious
online impersonators face a misdemeanor
conviction.
One of 19th District Assemblyman Jerry
Hill’s 2010 bills is already in place. An
urgency measure by Hill, D-San Mateo,
providing tax relief for victims of the San
Bruno fire took effect Oct. 19, allowing
homeowners who already qualified for a Jerry Hill
$7,000 state property tax exemption to still
receive the write-off even if their homes were destroyed in the
Sept. 9 explosion and fire.

Ex-crime lab tech won’t face charges

SAN FRANCISCO — A former San
Francisco lab technician who acknowledged
snorting cocaine from evidence, resulting in
the costly dismissal of hundreds of cases, will
not be charged with a crime, state prosecutors
said Friday.
The attorney general’s office notified San
Francisco police on Dec. 2 that there was not
sufficient evidence to charge Deborah
Madden, AG spokesman Jim Finefrock said
Friday.
Madden, 60, San Mateo, had been accused
of stealing small amounts of cocaine from the
lab while working there last year.
The allegations led to the lab’s closure in
March and the dismissal of more than 600
drug cases. It also created a nightmare for
District Attorney Kamala Harris, who asked
the attorney general’s office in April to handle
any possible prosecution.
Madden’s attorney, Paul DeMeester, said
Friday his client is ecstatic.
“This lifts quite a burden for her,”
DeMeester said. “This is very positive news.”
Public Defender Jeff Adachi said the deci-
sion raises concerns about a possible double
standard when it comes to charging a police
employee who acknowledged doing wrong.
“This scandal resulted in the dismissal of
hundreds of cases and we’re still reviewing
thousands of others,” Adachi said. “This has

we’ve heard the last of
this.”
Police Chief George
Deborah Gascon said Friday that
Madden while he is “extremely dis-
appointed,” he respects the
attorney general’s decision.
“I’m not second-guessing the attorney gen-
eral’s office,” he said.
Gascon said that after discovering the theft,
he knew the lack of physical evidence could
be a problem in prosecuting the case. The lab
has since undergone several new procedures
and was reaccredited earlier this month to do
DNA and ballistics tests.
Drug testing is now being conducted in
neighboring Alameda County.
Madden’s behavior and job performance
began attracting attention outside the lab late
last year, according to records.
A top San Francisco prosecutor sent an e-
mail to a chief assistant district attorney in
November 2009 complaining about Madden’s
erratic behavior. The e-mail said Madden
appeared to be purposely sabotaging cases by
calling in sick on days she was to testify in
court.
Police were tipped off to problems at the lab
about a month later when Madden’s sister
notified Madden’s direct supervisor that she
had found a vial of cocaine on her sister’s
dresser in Madden’s San Mateo home.
Madden acknowledged during a Feb. 26
police interview that she snorted cocaine that
spilled on her work station to mask a drinking
problem. She had taken a leave of absence
when an audit revealed cocaine was missing
from the lab.
Madden retired a short time later after 29
years on the job.
Harris, who will become attorney general
on Monday, called the lab scandal a “fiasco.”
DeMeester recalled that Madden was honest
and forthright about all of the wrongdoing she
had committed at the lab, which he maintains
was “very minimal.”
“I think the length of time in this investiga-
tion, as it dragged on, showed the weakness of
this case,” DeMeester said. “Had it been a
slam dunk, they would’ve charged her in
February or March. That was not the case.”
Gascon, however, did leave open a slight
possibility the case could be revisited.
“She admitted to the crime and we have suf-
ficient evidence to believe that she committed
the alleged acts,” Gascon said. “But, again, I
recognize the difficulty for the prosecutor to
make a strong case out of it at this point.”
Madden still faces felony charges for
cocaine possession in San Mateo County. She
has pleaded not guilty.
A hearing is scheduled in mid-January.

Obituary
Catherine (Hanni) Lutticken
Catherine (Hanni) Lutticken died Dec. 24,
2010 at the age of 60 in Millbrae after a
courageous four-and-a-half-year battle with
cancer.
Born Oct. 8, 1950 in San Francisco to
Walter and Julia Hanni. She is survived by
her loving sister Christine (Michael) Jones,
husband Frank, sons Lance (Danielle Brandt)
and Scott (Angela). Daughter-in-law to
Claudia Lutticken and sister-in-law to
Claudette Blundell and many loving nieces,
nephews and friends.
Cathie was a native San Franciscan, gradu-
ate of Lincoln High School (1968) and San
Francisco State University. Cathie enjoyed
spending her free time socializing with her
friends at the Twain Harte Lake and traveling
the world. Cathie will always be remembered
for how passionate she was for decorating her
home for all the holidays (especially
Christmas) and throwing elegant and extrava-
gant parties for all of her friends and family.
She will be dearly missed by all.
A memorial service will be held 10:30 a.m.
Wednesday, Jan. 5 at the First Presbyterian
Church of Burlingame, 1500 Easton Drive.

New recycling system launching Monday

After years of planning and preparing, resi-
dents of the RethinkWaste service area of San
Mateo County are getting a new system for
recycling, composting and garbage collection
on Monday.
Starting Monday, Recology San Mateo
County will be servicing over 92,000 homes,
taking over recycling and garbage collection
from Allied Waste, according to Recology
spokeswoman Gina Simi.
RethinkWaste, also known as the South
Bayside Waste Management Authority, over-
sees the collection services for an area that
includes Atherton, Belmont, Burlingame, East

Two men were arrested in connection with a
Thursday morning residential burglary after
neighbors alerted police to the suspicious activ-
ity, police said.
Residents in the 600 block of Skyline Drive
reported the burglary in progress, and arriving
officers were able to detain one of the two men,
21-year-old Dashawn Simmons, of Oakland, at
the scene.
Police said the second man, 22-year-old
Clarence Stimpson, of San Leandro, evaded
Palo Alto, Foster City, Hillsborough, Menlo
Park, Redwood City, San Carlos and San
Mateo.
The new 3-cart system, called CartSMART,
entails single-stream recycling so residents are
not required to separate their recyclables, Simi
said.
Recology will also collect recyclables and
compost weekly, as opposed to the current sys-
tem of every other week.
Recology won the contract back in 2008 and
have been working to establish an expansive,
and hopefully seamless, transition since day
one, Simi said.
“It was a huge undertaking,” Simi said. “This
transition is one of the largest of its kind in the
officers by fleeing across a rooftop before cross-
ing Skyline Boulevard and hiding in backyards
along Higate Drive.
Stimpson concealed himself for over two
hours, but at 1:20 p.m. another resident reported
a disoriented man matching Stimpson’s descrip-
tion boarding a SamTrans bus in the area.
Although officers caught up with the bus,
police said Stimpson had disembarked at a point
along the route.
Because the bus had made a scheduled stop
at the Serramonte Shopping Center, mall secu-
rity was alerted to the search, and police said a

ed collection vehicles, the new service will be
much faster and more efficient, Simi said.
“This will long be remembered as a signature
environmental event on the Peninsula as nearly
440,000 people will now enjoy the most mod-
ern, convenient and comprehensive recycling
and composting services anywhere in Northern
California,” said Kevin McCarthy, executive
director of RethinkWaste.
Some residents got a sneak preview of the
new system in a “soft launch” that started in
August 2010.
“It was received very well,” Simi said.

DETROIT — This was the year
General Motors Co. and Nissan made
good on their promise to bring mass-pro-
duced electric cars to the market. But
don’t count on seeing one in traffic soon.
Sales so far have been microscopic and
records to make sure their children got the
TDAP vaccine, which covers pertussis,
and not just the TD vaccine.

students is that immunity begins to wane

SACRAMENTO — Gov. Arnold Schwarzenegger has
appointed two members of his administration to a board that
will oversee California’s implementation
of the new federal health care law.
The governor announced the appoint-
ments of 51-year-old Kimberly Belshe, his
cabinet secretary for health and human
services, and 50-year-old Susan Kennedy,
his chief of staff, on Friday to the five-
member California Health Benefit
Exchange.
The exchange is responsible for creating Arnold

said Friday water systems should have no
more than 0.02 parts per billion of hexava-
lent chromium. That’s down from their
2009 recommendation of 0.06 parts per
billion.

ceptible to health risks from exposure to carcinogens.
It is intended to guide state public health officials as they
develop an enforceable standard for hexavalent chromium in

chromium releases in the town of Hinkley.
San Francisco police shooting victim ID’d
SAN FRANCISCO — Authorities say a 46-year-old man
who was fatally shot by San Francisco police had a history of
mental illness.
San Francisco Police Chief George Gascon said Thursday
the person who called police to report Vinh Bui said Bui was
suffering from mental problems.
Bui allegedly stabbed a teenage girl at his Portola neighbor-
hood home Wednesday afternoon. Police say officers who
responded opened fire when Bui refused repeated orders to
drop a knife and came at them with his arm raised.
He was taken to San Francisco General Hospital, where he
was pronounced dead. The girl was treated for non-life threat-
ening injuries.
Gascon said he believes the officers, who have not been
identified, acted legally.

Eileen Larsen, former
Foster City mayor, dies
Eileen Larsen, the first woman
elected to the Foster City Council in
1974, died Dec. 18 in Reno with her
family close by.
She was 76.
Larsen was a fixture in Foster City
politics for decades, being re-elected
to the council in 1996. She served as
mayor in 1998.
She was known for her dogged
love of Foster City and lobbied hard
to build a high school on land adja-
cent to City Hall donated by T. Jack
Foster. She opposed busing Foster
City children to San Mateo schools
and rallied successfully against a fire
department merger with the city of
San Mateo in 1996.
Man shot dead in apartment
A man was shot in his Redwood
City apartment Wednesday morning
and died later at Stanford Hospital in
an incident that police are saying is
neither a suicide nor gang-related.
Robert Florence, 30, was found by
Redwood City police early
Wednesday morning suffering multi-
ple gunshot wounds at an apartment
on Wayne Court in the southeast area
of the city, according to police.
Florence was transported to the
hospital where he was pronounced
dead, according to police. Police
responded to 126 Wayne Court East
just after 2 a.m. on a report of a man
who had been shot inside his resi-
dence, according to police.
Reward offered in
South City triple murder
The city of South San Francisco is
offering a $25,000 reward for infor-
mation leading to an arrest and con-
viction related to the Dec. 22 shoot-
ing that left three injured and three
dead on Eighth Lane at Linden
Avenue.

was also outlawed by the U.S. Food
and Drug Administration.
As the nation saw its men and
women fight in Iraq during 2003,
patriotism tied up controversy back
home with one Burlingame mother’s
attempts to honor her son and his fel-
low soldiers nabbing the national
limelight. In April 2003, the
Burlingame City Council voted
unanimously to create a “Yellow
Ribbon Week” and allow a number
of ribbons to stand on city property.
The declaration came after Jagdeep
Grewal, a mother of a U.S. Marine,
decided to post hundreds of yellow
ribbons on street lamps, trees and any
other pole that had space. Palo Alto
resident Seth Yatovitz protested and
said the city should post black rib-
bons in protest of the war. That creat-
ed a storm of controversy that spread
across the nation. The ribbons came
down that summer when Grewel’s
son, Apinterjit, came home.
That same year, a piece of coastal
history died when Cunha’s Country
Store — a staple of Half Moon Bay’s
Main Street — burned to the ground
in a six-alarm blaze on May 21. The
fire raged so strongly billowing
smoke was seen as far away as
Interstate 280 and drew more than 50
firefighters from throughout the
county. The community rallied
around the store and it was rebuilt,
again providing residents with every-
thing from fresh-baked bread to nails.
In 2003, city of San Mateo ended a
15-year struggle to solve the issue of
congregating day laborers on Third
Avenue by opening a city-funded
center.
The city also opened its 12-screen
downtown cinema on B Street in
February, ending years of planning,
public meetings and lawsuits. The
years leading up to the opening saw
the city try ameliorating concerns of
business owners and visitors during
construction with valet parking and a
little-used trolley. Despite dire pre-
dictions, the cinema did not bring the
crime and traffic problems some had
anticipated.
In June, after years of construction
and delays, the Millbrae BART
extension opened in June to much
fanfare. The new station, however,
was later deemed a disappointment
as officials strategized ways to draw
people in, even reducing parking
rates.
Nancy MacDuckston, a nursery
school director, went missing in a still
unsolved case that drew national
attention. MacDuckston was last seen
by her adult daughter on Aug. 11,
2003. Her tan 2001 Mazda MPV
minivan was spotted on Highway 101
near Davenport in Santa Cruz County
Aug. 12. She was witnessed having
lunch earlier in the day with a man
who has never been identified.
The ecstasy-linked death of
Ralston Middle School student Irma
Perez, 14, at a sleepover in Belmont
on April 23, 2004 led to criminal
charges for the dealer and friends
who didn’t seek immediate help. The
death also led to school and commu-
nity meetings about drug use. Three
adults and two minors each agreed to
plea bargains and received punish-
ments ranging from rehabilitation
programs to five years in prison.
Some called it the trial of the cen-
tury; many in San Mateo County
called it a media circus. When the
Scott Peterson trial was moved
from Modesto to Redwood City in
2004, the case of the fertilizer sales-
man accused of murdering his preg-
nant wife on Christmas Eve brought
with it scores of media outlets, hun-
dreds of onlookers, a lottery system
for a coveted spot in the courtroom
and 12 county residents chosen to
decide his fate. When the jurors
returned verdicts of guilty and the
death penalty, reactions erupted in
waves outside the county government
center. The spotlight was on San
Mateo County and even if it looks
nothing in real life like the stand-in
sets prevalent in the subsequent tele-
vision movies, it cornered a little
piece of criminal history.
Prior to the November 2004 elec-
tion, developer Glenborough-Pauls
spent about $500,000 to promote the
passage of Measure Q allowing a
17-tower high-density residential
development at Pete’s Harbor along
the Redwood City Bayfront. It wasn’t
enough. Despite the unanimous sup-
port of the City Council, a resound-
ing 12,000 voters came out against
the proposal and the plan for Marina
Shores Village fizzled.
The county took center stage in the
capital punishment debate in early
2005, when Redwood City killer
Donald Beardslee was executed on
Jan. 19. Beardslee’s death came near-
ly 24 years after he murdered two
young women over a drug deal gone
bad and the 61-year-old’s lethal
injection was the first in California in
three years. Beardslee was the 11th
inmate executed in California since
the state reinstated the death penalty
in 1978.
San Mateo police made a grisly
discover Aug. 18, 2005 after receiv-
ing a call about a possible homicide
and suicide. The found Tony
Richards, 53, dead of a self-inflicted
bullet wound and his wife and two
teenage daughters killed and stuffed
in a backyard freezer. A typed note by
Richards blamed mounting financial
problems.
East Palo Alto police Officer
Richard May was fatally shot Jan. 7,
2006 after the officer and a teenage
explorer responded to a call for help
at a taqueria. In late 2009, a jury
would convicted Alberto Alvarez and
sentence him to death.
In April 2006, after a two-week
trial, a jury convicted former San
Carlos mayor Mike King of defraud-
ing what is now known as the
Belmont-San Carlos Fire Department
by submitting more than $13,000 in
false invoices for political consultant
Margaret “Peg” Collier. The authori-
ty hired Collier at King’s request in
fall 2003 to help pass Measure I. The
parcel tax was meant to pay firefight-
ers’ salaries. When it failed, seven
employees lost their jobs and another
three were demoted. The financially
limited campaign ended without the
funds to repay Collier approximately
$17,000 for fliers and postage. King
was sentenced to two concurrent 45-
day sentences which were stayed for
two years while he appealed. The fire
department, then known as South
County, was dismantled and rebuilt
although it now is in the process of
being dissolved again.
In July 2006, downtown Redwood
City finally said “action” to its newest
feature — the 20-screen, 4,200-seat
Century Theatres which is the cen-
terpiece of the city’s redevelopment
project that began in October 2005.
The theater officially opened with a
screening of “Cars” and throughout
the day screened blockbusters such as
“Superman Returns,” “The Devil
Wears Prada” and “Miami Vice.”
Property owners whose land was
seized by eminent domain sued the
city claiming they were not paid the
fair market value. Both sides ulti-
mately settled.
On Aug. 19, 2006, a new $108 mil-
lion San Francisco County Jail
opened in San Bruno, replacing a
facility cited for having deteriorating
conditions including poor food, ver-
min and inadequate sanitation.
Law enforcement drew a different
type of attention after recently elect-
ed Sheriff Greg Munks and
Undersheriff Carlos Bolanos were
discovered at a Las Vegas brothel
April 21, 2007 during “Operation
Dollhouse,” a series of raids by local
and federal authorities that capped off
a two-year prostitution investigation.
Both men were detained for a short
time and released. Neither man was
arrested or charged. The men were in
town for 120-mile law enforcement
run known as the Baker to Vegas
Challenge Cup Relay.
Also in April, Redwood City police
drew national attention for wrestling
and macing “Mr. Natural Universe”
Doug Burns, a bodybuilder who went
into insulin shock outside the down-
town theater. Officer said they
thought he was intoxicated; charges
of assault and resisting arrest were
later dropped.

Truths versus wishful thinking

lection results: A reader
writes, “It must be so frus-
trating to you, Keith.
Nearly unprecedented Republican
gains in the House, Senate, gover-
norships and state legislatures.”
Well, ugh, sorry! Actually, not
unexpected. The 111th Congress is
already, indisputably, the most con-
sequential in terms of the sum of
legislation enacted since the 89th
Congress. By the end of 1966, the
89th left behind the most produc-
tive law making in American histo-
ry to that time. And surprise, sur-
prise! In the midterm elections fol-
lowing, the Democrats lost 47 seats
in the House and three in the
Senate. So, not unexpected. Now,
how do I know that? Perhaps it’s
because I spend my time looking
up history instead of writing sar-
castic notes.
Another thing one learns from
spending time researching U.S. and
other political and economic histo-
ry is how many people react to
change. They often fear it. That’s
why they are called “conserva-
tives.” They don’t want to lose
what they have in power, promi-
nence and wealth over others. The
greater the change, the greater and
more extensive the reaction. There
has been so much change in the
past two years to help others and
put brakes on the financial world’s
exploitations of the middle class
and the poor that the current crop
of conservatives have been really
shaken up.
The writer continues: “and it all
had nothing to do with Obama’s
policies, but everything to do with
the American electorate being
‘mindless.’ Independents abandon
Obama and Tea Partiers besiege the
president, while Keith continues to
dream on as he gnashes his teeth at
the vast expanses of red on the
American political map.”
Nice try, Sir! But I still believe
you are gratuitously misreading the
results of the 2010 midterm elec-
tions. Yes, it was undoubtedly part-
ly a referendum on Obama, but that
does not explain why, nationally,
the Tea Partiers knocked off so
many innocent mainline
Republicans in the primaries and
were instrumental in nominating so
many outright fools.
And then, in the general elec-
tions, they knocked off so many of
their best friends among
Democratic congressional represen-
tatives — the Blue Dog Democrats
— who opposed so many of
Obama’s initiatives and who con-
stituted fully one half of their con-
gressional election victims. Pray,
tell, Sir! How was that a referen-

dum on Obama?
And the losses at the state and
local level? What did Obama’s
national policies have to do with
some poor state legislator in
Podunk, Idaho? That’s why I still
call the voting of many as “anger-
driven mindlessness.” This is not a
defense of Obama but a defense of
the truth. It’s just hard not to come
to the conclusion they were mad at
everything and everybody in their
paths, not just Obama, and they
“mindlessly” mowed them down.
Since that election, I have had
some more confirmations of my
opinion that Obama is really mod-
estly right of center as he has alien-
ated more of his liberal/progressive
base with the extension of the Bush
tax breaks for the wealthy and the
continuing of so many of the Bush-
inspired programs. So, I’m still of
the opinion that the vicious
National Republican Party propa-
ganda fostered by Fox News that
Obama is a left wing socialist is
absurd, nonsense and lies fostered
for political purposes.
Moving on! My prediction is that
at the outset of the 112th Congress,
the first and major problem of the
traditional Republican leadership
will not be the reversal of the legis-
lation of the past two years but the
new Tea Party congressional repre-
sentatives who will be holding their
feet to the fire with a cornucopia of
exotic agenda, some of which is
really weird (One has already pro-
posed the abolition of the
Methodist Church).
A belated word of advice to the
incoming House leadership: you
should have been more careful of
the issues you raised and the prom-
ises you made to re-achieve power,
as well as, your cutting down of the
president. You will now need to
posit those into reality and, this
time, the whole country, indeed,
the world, will be watching. You
will need to backtrack on your lies
about what were the true govern-
mental expenditures in the past two
years and your deliberately con-
cealing of information about the
many tax breaks invoked by the
Obama administration. And you
will likely make Obama look a lot
better if you continue your bitter,
tight-faced policies of obstruction
from the past.
Remember the words of Lincoln,

“you can’t fool all of the people all
of the time.”
What totally surprised me was
the amazingly historic quantity of
results favorable to the administra-
tion during the “lame duck ses-
sion,” mostly due to the fracturing
of the Senate Republican Caucus,
one which took some PR kicks for
fighting such things as extension of
unemployment benefits and passing
legislation for health benefits of
9/11 first responders, the conven-
tional doings of “Compassionate
Republicans,” I might add.
All in all, I will fearlessly predict
that Obama, that “centrist in
Socialist’s clothing,” will be enjoy-
ing increasing approval ratings as
he chugs along toward 2012 and I
look for “buyer’s remorse” as the
electorate is increasingly exposed
to what the national Repubs really
have in mind for them in the next
Congress.
I would hope that patriotic legis-
lators of both major parties would
join together to solve the nation’s
economic ills, but I am a big boy
now.

write about Sarah Palin, my
“Madonna of the Flapping Lips,”
but the temptation is too seductive.
The name alone evokes that great
Shakespeare line: “A poor player
that struts and frets his hour upon
the stage and then is heard no

full of sound and fury, signifying
nothing.”
I have come to believe that what
she hears and reads does not filter

remarks for accuracy or truth or
correction after they pass through
her beautiful lips? Ever?
Even prospective Republican
presidential candidate Mike
Huckabee needed to come to the
defense of Michelle Obama after
Palin retooled a comment made by
the first lady in her personal cam-
paign against childhood obesity,
when she “suggested” that parents
would be “wise” to find alternatives
to rich desserts with which to
reward children. Bypassing her
brain, again, Sarah’s lips spewed
out that Michelle is another exam-
ple of government telling
oppressed citizens what to feed
their children. Poor Michelle! Hit
in the head by a copy of the “The
Gospels of the U.S. Constitution,
according to Sarah Palin.”
The only rational words I have
known her to speak were naming
the “lamestream” media and boy
she was right on that one! First, it
has been granting her the fame she
is, relentlessly, angling for and
seeking and elevated daughter
Bristol to national prominence.
Apparently, what makes Bristol, a
high school dropout, and a “star”
eligible for “Dancing With the
Stars” is parlaying an out-of-wed-
lock birth into tens of thousands of
dollars a pop lecturing on what?
“Abstinence.” Whence the sacred
“family values” battle cry of the
conservatives and religious right?
On the other hand, send me your
addresses and I will forward the
resume of my daughter, who after
earning a Ph.D., has been
employed in pursuing important
national matters and married. That
is what a true star with “family val-
ues” is, you hypocrites!
And, by the way, she is a hell of
lot better dancer than Bristol Palin.

God and politics: When citizens,
such as Glenn Beck, assert God
inspired their politics, it is hard to
argue using research and viable sci-
entific facts. Because who would
be willing to argue with God?
However, the rest of us have an ace
in the hole. God must love us more
because he created so many more
of us to vote against the autocrats,
plutocrats and oligarchs and keep
things more humanly oriented and
out of the hands of the Glenn

In response to San Francisco res-
ident Roderick Llewellyn’s letter
“The Importance to Truth” in the
Dec. 23 edition of the Daily
Journal, isn’t it special that a San
Francisco resident writes to our
local San Mateo newspaper to
essentially tell San Mateo County
residents to shut up and live with
the cheapest and most damaging
high-speed rail aerial alignment —
equivalent to a six-lane freeway
through the middle of our commu-
nities and business districts? Isn’t it
ironic that San Francisco has a
HSR boardmember (Kopp) who
“convinced” co-HSR board mem-
bers to pay for tunnels through all
of San Francisco (so the city does-
n’t “see, hear or feel” 150-mph
trains), while the HSR board tells
small cities they must tax them-
selves $2 billion for similar tun-
nels? San Francisco treats San
Mateo County like a neglected
stepchild — they threaten a toll to
San Mateo County residents to
enter San Francisco, then demand
“San Francisco local hires” only
can work at the airport, Hetch
Hetchy, the jail or other San
Francisco projects despite their
location in San Mateo County.
Llewellyn, the $213 billion esti-
mate for first phase of CAHSR
construction comes from Stanford

and the 70-peer reviewers in their
“White Paper.” They are correct,
because one, SF Bay Bridge origi-
nal estimate was $1.2 billion, now
at $6.5 billion; two, CAHSR bal-

billion to lay 54 miles of track
(without trains, electrification, etc.)

NEW YORK — For investors, 2010
was a 12-month tug of war between opti-
mism and doubt. Stocks initially
strengthened, the job market didn’t, and
fears of economic collapse in Europe
and a chilling “flash crash” left many
investors almost too stunned to act.
The year ended with stock markets at
their highest level since the 2008 finan-
cial crisis on signs of an improving econ-
omy. But those same signs are producing
worrisome side effects: Interest rates are
on the rise, gold now tops $1,400 an
ounce and oil prices, poised to exceed
$100 a barrel, could send pump prices to
$4 a gallon.
None of that seemed possible in the
spring when many investors became
convinced that the economy would fall
back into recession. Then starting in
summer, the mood shifted.
Government reports started to show
the economy was gaining some strength.
Corporate profits surged. And Federal
Reserve Chairman Ben Bernanke sig-
naled that the central bank was prepared
to pump hundreds of billions of dollars
into the economy to stimulate demand.
By the close of trading Friday, double-
dip recession fears seemed like distant
memories. The Standard & Poor’s 500’s
15.1 percent gain for the year, after divi-
dends, was 53 percent more than its
average historical gain.
Whether the gains will continue into
2011 will depend in part on how quickly
the unemployment rate, now at 9.8 per-
cent, drops. That will, in turn, be driven
by how likely consumers are to increase
their spending and how likely corpora-
tions are to spend the more than $1 tril-
lion in cash on their balance sheets.
Many on Wall Street are optimistic
that the bull market won’t end in 2011.
“All of the economic indicators are
pointing to stronger growth next year,”
said Peter Cardillo, chief market econo-
mist at New York-based brokerage firm
Avalon Partners Inc.
Trading on Friday was quiet and
marked by some of the lowest trading
volume of the year. The Dow Jones
Industrial average rose 7.8 points to
11,577.5. The S&P 500 fell less than a
point to 1,257.64. The Nasdaq compos-
ite fell 10.1 to 2,652.87.
For stock investors, the numbers mask
the fact that it was a rocky year. The
Dow reached 11,205 and the S&P 500
reached 1,217 in late April, then took a
thrill ride downward after it became
Oil’s surge in 2010 paves
the way for $4 gasoline

NEW YORK — The price of oil is
poised for another run at $100 a barrel
after a global economic rebound sent it
surging 34 percent since May. That could
push gasoline prices to $4 a gallon by
summer in some parts of the country,
experts say.
Flying, shipping a package and order-
ing a pizza all likely would get more
expensive next year if that happens and
companies pass along higher energy
costs. Some economists say rising energy
prices will slow economic growth.
The U.S. is the world’s largest oil con-
sumer, but prices since spring have been
on a roll primarily because of rising
demand in developing countries, espe-
cially China. China’s oil consumption is
expected to rise 5 percent next year; that
compares with less than 1 percent growth
forecast for the U.S.

bailout to deal with its debt crisis and
fears of a double-dip U.S. recession
grew.
Then came what came to be known as
the “flash crash” on May 6. The Dow,
already down about 400 points on wor-
ries about Europe, dropped 600 points in
seven minutes. It rebounded 700, then
fluctuated before closing with a loss of
347. The sudden drop was later attrib-
uted to a fund company that used a com-
plex computer trading program. It had a
profound effect on individual investors.
“The flash crash made retail investors
take a step back and say, ’Is this really
just a legalized gambling arena?”’, said
Scott Rostan, a financial consultant for
investment banks and an adjunct profes-
sor at the University of North Carolina,
Chapel Hill.
Stocks stayed in a funk through the
early summer as economic reports kept
pointing to an uncertain recovery, and as
the battered housing market was hit
again, this time by the end of tax credits
for homebuyers. By July 2, the Dow bot-
tomed out at 9,686.48.
What changed?
Shipping company UPS and construc-
tion equipment maker Caterpillar —
viewed as two bellwether indicators for
the economy — both said they saw signs
of improvement.
Then just days after Bernanke prom-
ised to flood the economy with dollars,
investors got unexpectedly good news on
Sept. 1 about manufacturing in the U.S.
and China.
“It was a market that needed stimulus
and responded miraculously,” said
Quincy Krosby, the chief market strate-
gist at Prudential.
The Dow rose almost 16 percent
through the end of the year as investors
grew more optimistic about the econo-
my. Signs of stronger consumer spend-
ing — including a solid holiday shop-
ping season — also helped.
By the end of December, investors
began moving money back into U.S.
stock funds after selling for every week
since May.
That earlier pessimism helped other
types of investments, including bonds
and gold, flourish.
The yield on the 10-year Treasury
note, which moves opposite its price,
rose to a yearly high of just under 4 per-
cent in April and then plunged in
October as investors kept buying the
rose $1.54 on Friday to end the year at
$91.38 per barrel on the New York
Mercantile Exchange. It reached $92.06
earlier in the day, the highest since Oct. 6,
2008. Nationwide gasoline pump prices
now average $3.072 per gallon.
Gasoline expert Fred Rozell predicts
that 15 states — including Alaska,
Hawaii, Connecticut and Rhode Island —
will see gasoline prices top $4 a gallon by
Memorial Day. “A dollar more per gallon
isn’t that much — probably about $750
more per year for each motorist, but
there’s a psychological aspect to gas
prices,” he said. “People are going to be
up in arms about this.”
Higher oil prices have fattened oil com-
pany profits. Excluding BP PLC, the four
other major investor-owned oil compa-
nies posted combined profits of $59.7 bil-
lion in the first nine months of the year, a
49 percent increase from the year before.
Exxon Mobil Corp., Royal Dutch Shell,
Chevron Corp. and Total SA are expected
to earn $81 billion for the full year.

points, or 12.8 percent. Including
dividends,its total return came to 15.1

383.72, or 16.9 percent, to close at
2,652.87. After dividends, its total
return came to 18 percent.
In other markets:
• Oil prices ended the year above $91
a barrel after surging 34 percent since
May as demand increased from China
and other emerging markets. That
could push gasoline prices to $4 a
gallon by summer in some parts of
the country,experts say.
• Gold topped $1,420 an ounce,up 31
percent for the year. Grains and
soybean prices also ended the year
sharply higher. The reason: China’s
seemingly insatiable demand for raw
materials and speculators betting that
they could profitably ride the
momentum higher.
• The yield on the 10-year Treasury
note ended the year at 3.29 percent.
That’s low by historical standards,but
up from an early October low of 2.38
percent that helped push mortgage
rates to 50-year lows.Now mortgage
rates are rising again.
• Economists are predicting the dollar
will fare better in the new year after
it fell against the euro and the
Japanese yen in 2010.

A distrust of the stock market also
helped fuel a boom in commodities,
which finished 2010 at their highest lev-
els in years. Gold closed above $1,400
an ounce after rising throughout the year
on global economic worries. Oil prices
rose from a low of $70 a barrel to close
the year higher than $90.
In large part because of worries over
the health of the euro, the currency
shared by 16 European countries before
Estonia adopted it Saturday, the dollar
rose throughout the year against an
index of six heavily traded currencies.
It reached its peak in June before falling
to nearly the level where it began the
year.

Cable fracas won’t bar
fans from seeing bowl games
Time Warner Cable, stuck in a dis-
pute over fees with Sinclair Broadcast
Group, says it will continue to provide
network programming to viewers even
if Sinclair pulls its stations off the cable
system.
Time Warner’s end run around
Sinclair late Thursday is the latest twist
in a long-running struggle between TV
broadcasters and the cable and satellite
operators that carry their signals into
customers’ homes.
As of midday Friday, Sinclair still
didn’t have a deal to carry its channels
on Time Warner Cable Inc. and Bright
House Networks. Previous contracts
were set to expire at midnight.
The dispute had threatened to prevent
cable customers in Sinclair markets
around the country from seeing
Saturday’s Outback Bowl between
Penn State and Florida. Time Warner
has about 4 million customers who get
local broadcast stations owned by
Sinclair.

SF in yachting spotlight

San Francisco won the bidding to host the
America’s Cup in 2013, which will be sailed
in fast catamarans with a backdrop of the
Golden Gate Bridge, Alcatraz and Coit Tower.
Friday’s announcement by the America’s
Cup Event Authority came after talks with
San Francisco and Newport, R.I., went to the
deadline for picking the venue for sailing’s
marquee regatta.
“We sought a venue that fulfills our promise
— to showcase the best sailors in the world
competing on the fastest boats,” America’s
Cup Event Authority Chairman Richard
Worth said in a statement. “And hosting the
America’s Cup in San Francisco will realize
that promise.”
San Francisco had the America’s Cup all but
secured in November. But Stephen Barclay,
the lead negotiator for the Golden Gate Yacht
Club, said the Port Commission changed the
deal that had been negotiated and sent to the
Board of Supervisors to begin the approval
process.
After San Francisco was put on notice on
Dec. 11 that its bid was unacceptable,
America’s Cup officials began negotiating
with Newport.

SAN FRANCISCO — Jim Tomsula will
make his NFL coaching debut for the San
Francisco 49ers’ season finale against Arizona
in what most everybody considers a meaning-
less game.
It’s for last place in the NFL’s weakest divi-
sion. Perhaps for draft position, too.
Both teams are out of the playoffs, the two
worst franchises in the woeful NFC West.
Tomsula was San Francisco’s defensive line
coach until late last Sunday, when the 49ers
(5-10) fired Mike Singletary following a 25-
17 loss at St. Louis that sent the club to its
eighth straight season without a postseason
berth. Tomsula was picked by team president
and CEO Jed York to lead the Niners through
their final game.
“We just have to go on and play ball. We
don’t have the playoffs to fight for and we
don’t have nothing — we just have to play for

Chiefs are where Raiders want to be

KANSAS CITY, Mo. —
Meaningless games are nothing new
to Kansas City. The Chiefs have
been playing them for years.
Now comes a meaningless game
that just below the surface is actual-
ly packed with nuanced signifi-
cance. Win or lose, it could have a
bearing on how long the Chiefs last
in their first foray into the postsea-
son since 2006.
It’s true their regular-season finale
against Oakland on Sunday has
nothing to do with whether they
make the playoffs. After clinching
their first AFC West title since 2003,
the Chiefs are in, guaranteed to host
a postseason game for the first time
since that season.
But beating the archrivals from
Oakland would give KC the No. 3
seed while losing could make it seed
No. 4. That would send the Chiefs to
No. 1 seed New England for the sec-
ond round if they’re able to get that
far — something they would prefer
to put off as long as possible.

PASADENA — When the TCU
Horned Frogs stepped off the team
bus and got their first look at the
Rose Bowl’s impeccably manicured
grass, any lingering thoughts of dis-
respect and disappointment evaporat-
ed.
No. 3 TCU might be the third
wheel in the BCS title dance, but the
unbeaten Frogs know they’re still
making football history in Saturday’s
meeting with Wisconsin.
Although the Mountain West
champions just might be the most
unlikely school to appear in the
Granddaddy of Them All since
Washington & Jefferson played a
scoreless tie with California in the
1922 game, nobody doubts these
Frogs (12-0) deserve to stand in
Arroyo Seco on the same beautiful

momentum, something players and
coaches hold precious any time, but
particularly when a young and inex-
perienced team is headed into the
postseason. A victory would give
them a three-game winning streak as
well as an 11-5 record.
“This game is definitely not
meaningless to the Chiefs players,”

“It’s a game that you need to win to
have a good taste in your mouth
going into the postseason. We’ve
accomplished a lot and you don’t
want to let yourself down, let the
team down, let the fans down by
going out there and not doing well.
We need to do well.”
The Raiders (7-8), who beat the
Chiefs 23-20 in overtime Nov. 7,
will be out to make bittersweet his-
tory as well as beat their old rivals
for a fifth straight time. Now 5-0 in
the AFC West, they could wind up
unbeaten in their division but still
miss the playoffs, which the league
says never has happened. The
Chiefs would be division champs
with a 2-4 AFC West record.
“We’re not going to the playoffs

people recognize that we’re a more
talented team,” he said. “Obviously,
that shows that guys went out and
performed at a pretty high level.

culmination to something special.
There is a difference in that ring if it
says Rose Bowl champions or just
says a Rose Bowl that you played in.
So that’s a big deal for our guys.”

Warriors escape with one-point road win

CHARLOTTE, N.C. — Monta Ellis scored 25
points and the Golden State Warriors held off a
late rally to beat the Charlotte Bobcats 96-95 on
Friday.
Stephen Curry added 24 points and Dorell
Wright 17 for the Warriors, who led by as many as
11 points midway through the third quarter a\nd
held a six-point lead with 1:20 remaining.
Stephen Jackson scored 22 points for the
Bobcats, but missed a 3-pointer with 2 seconds
remaining that could have given Charlotte its third
consecutive win under interim head coach Paul
Silas.
Gerald Wallace added 20 points, D.J. Augustin
12 and Boris Diaw 10 points for the Bobcats.
Up by six points at the half, Golden State
extended its lead to 64-53 on Ellis’layup with 7:48
left in the third quarter, and were ahead 77-70 by
the end of the period.
Charlotte, however, cut the Warriors’lead to 91-
90 on Augustin’s 3-pointer with 3:43 left in the
fourth quarter. But David Lee hit a free throw and
Ellis made a jumper and layup to put Golden State
up 96-90 with 1:20 remaining.
The Bobcats made another run in the final
minute, with Jackson hitting a free throw, Gerald
Henderson tipping in a miss by Jackson, then
Diaw hit a layup to pull to 96-95 with 14.5 sec-
onds remaining.
Golden State had a shot at running out the clock,
but Ellis was called for an offensive foul on an
inbounds play with 8.5 seconds left, giving
Charlotte another chance. But Jackson’s 3-point
attempt clanged off the side of the rim.
Silas, who replaced Larry Brown on Dec. 22,
had won his first two games as Charlotte’s interim
head coach — 105-100 over Detroit on Monday,
and 101-92 over Cleveland on Wednesday. But
getting that third straight win proved to be too
much of a challenge, as Golden State hit its first
seven shots and raced to an 11-point lead early in
the first quarter.

Tomsula hopes at least to send his players into the offseason on

enough for a 5-10 club that fully expected to win the West and was
favored to do so back when the season started. York is working
furiously to hire a general manager, then that person will hand pick
Singletary’s successor. The 49ers are considering in-house vice
president of player personnel Trent Baalke for the job.
Tomsula has no idea what that means for his future, but it’s not
what he is most worried about right now.
“When I say a one-week calendar, that’s not something new for
me,” Tomsula said. “My whole life is a one-week calendar. ...
When Sunday night’s over, I go in, that’s why I watch film on
Sunday night, to make sure we close out the week, and I’m on to
the next. ... I’m very singular in my focus in that way. I’m a foot-
ball coach. I’m Jim nobody from nowhere.”
The young Cardinals (5-10) have plenty of their own reasons for
wanting to show up and make a statement in their last game. They
are still embarrassed by a 27-6 home loss to the Niners on Monday
Night Football on Nov. 29.
Arizona was awful in almost all phases that night, managing
only eight first downs and getting 11 rushes for 13 yards in its sixth
straight loss.
“If you can do some good things at the end of the year it cer-
tainly carries over into the next year,” Cardinals coach Ken
Whisenhunt said. “Playing as poorly as we
did against San Francisco helped (motivate
us). That was embarrassing. Our guys got
back to working the way we needed to. It’s
embarrassing to us and our goal is not to
come out flat like we did in that game. It was
tough ... especially with it having been on
Monday Night Football on national TV.”

hip — a big blow for a team that revolved its offense around him.

This week, it’s a defensive leader gone for the 49ers. Four-time
Pro Bowl linebacker Patrick Willis, the team’s leading tackler in
all four of his NFL seasons, had a second surgery on his broken
right hand and will miss the first start of his career.
Willis said earlier in the week the 49ers weren’t going to call it
quits before the final game just because they won’t be advancing
to the postseason.
“(Coach Tomsula), he said early: ’We’re not playing for the divi-
sion title, we’re not going to the playoffs. Right now it’s about
pride,”’ Willis said. “I know he’s going to coach the way he sees
fit. As long as he is our coach, we want to go out with a bang, and
this week we’ve got Arizona and that’s our focus.”

As one decade
ends,another
just beginning

T
he page has turned on yet another
chapter in history that was marked
by strife, accomplishment, mistakes
and breakthroughs. With the countdowns
complete and the fireworks having dissipated,
a new year and a new decade begin filled
with uncertainty and
opportunity.
It is important not to
forget the events of the
past 10 years to see how
far society has come.
Apple came out with the
iPod in 2001, an invention
that would revolutionize
the music industry and
the world of portable electronic devices. That
same year, the terrorist attacks of Sept. 11
dramatically shifted the focus of national and
global security with the war on terrorism.
The most destructive storm in terms of eco-
nomic losses occurred in 2005 when
Hurricane Katrina ravaged the United States
and left the city of New Orleans completely
underwater. A new way to share and host
video files over the Internet came about as
well during that year with the creation of
YouTube.
With the advent of Facebook in 2004,
social networking has taken the world by
storm in ways that would have been unimag-
inable just years before. Devices such as the
Apple iPhone created in 2007 grant access to
such websites at the palm of your hand.
All of these events were temporarily over-
shadowed when the first African-American
president was elected on Nov. 4, 2008. With
the achievements of Barack Obama, the
racial prejudices that had marred earlier
decades of American history seemed to be a
thing of the past.
With the new decade comes a new chance
to improve oneself in a way that can best be
displayed through the tradition of New Year’s
resolutions. More often than not, these reso-
lutions quickly fade away into obscurity or
are simply forgotten, with some of the com-
mon ones being better stress management,
debt repayment and vows to be more helpful
to others.
To achieve goals such as these, the biggest
obstacle a person must face is their own men-
tality and attitude toward achieving the goal.
The initial excitement and vigor soon gives
way to excuses and negativity in the face of
adversity and the inevitable harsh reality.
Resolutions vary from person to person,
but the key to success is the same. A person
needs to be realistic about setting achievable
goals and then be very specific about how to
achieve them. One must break down the big
goals into more manageable portions and be
willing to make alternative methods part of
the resolution plan if necessary. The most
important thing to remember is to aim for
things truly important to you, not what you
think you should do or what other people
expect of you.

The collaborative artistic team of Richard
Lang and Judith Selby Lang combine their
love of nature with their interest in science
by producing an on-going series of art works
about the oceans and the environment.
Richard Lang, President of Electric
Works, a gallery, store and fine art printmak-
ing studio in San Francisco’s SOMA district,
is a poet, short story writer, painter and print-
maker. Judith Selby Lang is an artist whose
work touches on a broad array of cultural
issues, from the environment to political
activism.
In the past ten years the Langs have col-
lected almost two tons of plastic from Kehoe
Beach in the Point Reyes National Seashore,
garbage washed ashore from as far away as
Asia and as close as the San Francisco Bay,
and have shaped the beach plastic it into art-
work and installations that comment on the
problem of environmental pollution.
Examples of their work may currently be
seen in the San Francisco Museum of
Modern Art’s Artists Gallery’s Windows
located at 150 Natoma St. and 147 Minna St.
(between Third and New Montgomery
streets). Natoma and Minna streets flank
SFMOMA which is at 151 Third St.
Ghost Net, in the Minna Street windows,
is the Langs’ comment on the pernicious
entanglements of fishing line, polypropylene
rope, monofilament line and plastic bits that
float in the ocean, ensnaring everything
(birds, fish, marine mammals) that enters
their domain.

dire situation. Scientists report that there are
on average 46,000 pieces of plastic in every
square mile of ocean. This shocking fact,
along with the average person’s difficulty in
visualizing that quantity, compelled the
artists to count and exhibit a representative
sample. Plastic pieces numbering 4,600, the
amount contained in one city block (or one-
tenth of a square mile of ocean), are hung in
a display designed to simulate the colorful
bits of plastic floating in the ocean.

Hill, the newest of the county’s legislators
in Sacramento save newly elected
Assemblyman Rich Gordon, D-Menlo Park,
had a dozen bills signed by Gov. Arnold
Schwarzenegger. The 12 represent 95 percent
of Hill’s bills send to the governor’s desk
which he said is a sign of bipartisan coopera-
tion.
Hill tackled the problem of driving while
intoxicated with a bill giving judges the power
to suspect a driver’s license for 10 years after
a third conviction for driving while intoxicat-
ed. The previous law limited the ban to three
years and give authority to the Department of
Motor Vehicles. If every judge acted on the
revocation, more than 10,000 repeat offenders
would vacate state roads each year, Hill esti-
mated.
Hill increased from $1,000 to $1,500 the
amount of money low-income Californians
receive to replace smoggy vehicles and hiked
the penalty to six months in jail or a $1,000
fine for pirate limousine drivers at San
Francisco International Airport. These drivers
illegally soliciting business on airport grounds
would now face misdemeanors rather than
infractions.
The San Mateo County Community
College District can now serve alcohol at spe-
cial events held on campus including the new
dining commons. Booze is typically barred at
public schools but Hill introduced legislation
to allow it as a way to hold special events and
generate more money for the district.

Restoration Authority use a one-time,
nine-county option for improvements
rather than requiring separate elections in
each county while a different piece of leg-
islation requires insurance companies to
tell consumers about cancellation fees

Many non-drinkers have thrown out the old
“just don’t get drunk advice.” Here’s the
thing, given the aching head and desire to
sleep the day away, it’s probably too late for
this logic. Plus, having that suggested when
you’re in this state is, well, annoying.
So let’s start with hydration.
Water is key to this step. Ideally, you should

Parkinson’s disease patients. The federal gov-
ernment removed it from all drug schedules in
1976 but California remained the sole state
that hadn’t reclassified it.
For state Sen. Leland Yee, 2010 marked a
major legislative milestone — reaching 100
pieces of legislation authored by him and
signed into law during his eight years of state
office as both an assembly-
man and senator.

A human trafficking bill allows the courts to
seize any property, such as a home or auto-
mobile, used in its commission and adds civil
penalties up to $25,000.
Another law modeled after a 2009 San
Francisco ordinance prohibits unfair evictions
of victims of domestic violence, sexual
assault or stalking. The fear of losing their
homes discourages women from reporting the
crimes, according to Yee.

protecting student speech at charter schools
and protecting employees from unfair retalia-

One bill signed into law but killed when the
governor signed a contingent bill — the
requirement of children under age 18 to wear
helmets while skiing and snowboarding — is
expected to be reintroduced this month.
State Sen. Joe Simitian, D-Palo Alto, also
had a busy year crafting legislation that
passed muster with the Legislature and the
governor.
The Kindergarten Readiness Act, which
changes to 5 the age that children start school,
doesn’t begin until the fall of 2012. Simitian
said the new year signals to districts and par-
ents to begin planning for
the switch.

Internet age, making it a
misdemeanor to mali-

networking revolution. Facebook or MySpace
pages, e-mails, texting and comments on web

California’s impersonation law had not
been updated since 1872.
Simitian also addressed privacy, specifical-
ly that of California motorists using the
FasTrak device. The law controls the use of
the personal information collected electroni-
cally and stored each time a motorist uses
FasTrak. The law also lets motorists whose
information is improperly released to recover
damages and legal fees.
Abusing the review process of the
California Environmental Quality Act also
becomes harder because of a Simitian law
streamlining the work to eliminate frivolous
appeals that delay or defeat projects.
Former assemblyman Ira Ruskin, D-
Redwood City, is no longer in office but he
left a legacy of legislation that also takes
effect Jan. 1. A bill signed in October helps
state agencies better protect the ocean off of
California’s coast by directing the Ocean
Protection Council to work with state agen-
cies that have ocean- and
coastal-related jurisdic-
tions.

abled veteran-owned busi-
nesses from unfair com-
petitive practices while
another protects con-
sumers by ensuring the

think for everybody, the actors and us, the
movie was done pretty much without refer-
ence to the other movie ... or to “Big
Lebowski.” Although ... the one parallel was,
on “Big Lebowski,” pretty much the only
directing we were called upon to do with Jeff
is, Jeff would walk up to us before a scene and
ask, “Did the Dude burn one on the way over
here for this scene?” And similarly, on this, the
question was, “How drunk am I in this scene?”
Matt Damon, who plays Texas Ranger
LaBoeuf: I was the one looking into his one
eye, you know, but there’s just a tremendous
amount of soulfulness to him and depth, and it
just seemed like a totally unique portrayal,
something he was having a lot of fun with. ...
Jeff works out of a place of joy. ... Whereas
some people might try to work from a darker
place, he works from that kind of place of
light, and you can feel it when you’re with
him, because he’s genuinely joyful when he’s

trailer, this one line, it’s when Mattie says,

at her and says “WE?” I think that’s the
biggest Dude moment.
Josh Brolin, who plays cowardly killer Tom
Chaney: There’s no Dude in there. Yeah, there
is. (Brolin imitates the Dude’s occasionally
falsetto voice) “Yeah, man. Hey, man. Yeah,
man.” ... The Dude has several keys, you
know, octaves, and the Dude always goes high
in the octave, and then once in a while — I’m
just going with you here — Rooster, you
know he’s so dry, his voice is so low. It’s like
Nick Nolte. And once in a while, he’ll go
(Brolin makes a high-pitched hum). You
know? And I go, there it is. There’s Jeff.
There’s the Dude.
Barry Pepper, who plays outlaw Lucky Ned
Pepper: Neither (the Dude nor the Duke) in
my opinion. I’m such a huge fan of Jeff’s fil-
mography, and for me, having met and worked
with him and spent time on and off the set in
every different environment and seeing the
way he is naturally, he will forever and always
be the Dude to me. He’s just such a super-cool,
water-off-a-duck’s-back, easy-go-lucky per-
sonality. Everywhere he goes, people smile,
and they enjoy being around him, and it’s an
infectious quality to have on a film set.

corps, the Vietnam War generation and baseball,
was killed in a car crash in Menlo Park. He was
being driven to an interview by a 27-year-old
journalism student later sentenced to five days
jail for misdemeanor vehicular manslaughter.
The journey of Virgin America establishing
its headquarters in Burlingame and SFO
stretched over several years but the new kid on
the airline block finally took off in August 2007
with its inaugural flight. The airline has spent
the years since adding routes and treating trav-
elers to massage chairs, leather seats, on-
demand snacks and a new appreciation for all
things decked out in red.
The next month, Democratic fundraiser
Norman Hsu surrendered to authorities on a
15-year-old warrant for skipping sentencing on
a San Mateo County charge of grand theft. Hsu
scammed money from investors, including a
Daly City woman, and became a major
Democratic fundraiser often photographed with
candidates he supported — including presiden-
tial candidate Hillary Clinton. Her campaign
gave back the money.
On Sept. 4, 2007, the famed Burlingame tree
known as “Tom” became timber when the
eucalyptus was cut down on Easton Drive. The
city had been considering removal of the tree
since early 2004 but community uproar turned
the tree’s plight into a whirlwind, complete with
moniker.
Belmont was on the map in October 2007
after the City Council passed what was consid-
ered the toughest smoking ban in the United
States. The law banned lighting up inside all
multi-unit dwellings, all workplaces and 20 feet
from any non-smoking areas. The passed law
was slightly more lenient than an original pro-
posal to ban smoking on the street and all resi-
dences.
In January 2008, 27-year veteran U.S. Rep.
Tom Lantos announced he would not seek a
15th term because he had esophageal cancer.
Lantos, the only Holocaust survivor in
Congress and a top-ranked Democrat who
chaired the House Committee on Foreign
Affairs, died five weeks later on Feb. 11, just
beyond his 80th birthday. Former state senator
Jackie Speier had planned to run against Lantos
for the office but instead was left later that year
running in a special election in April to fill the
remainder of his term and a general election in
June for the next full term. She won both.
The Devil’s Slide tunnel bearing his name, in
honor of his securing $175 million in federal
funds, is expected to open in 2012.
On Feb. 14, 2008, the county Probation
when teenage murder suspect Josue Orozco,
with the help of two others, scaled a wall and
fled from the newly opened Youth Services
Center. Orozco, 18, was noticed missing Feb.
14 but a countywide alert was not issued for
hours, sparking the ire of the community and
officials. Orozco, who was 14 when arrested for
a July 2005 drive-by shooting in Redwood City,
remained at large for eight months until his cap-
ture in September by authorities in Texas. His
first trial later ended in a hung jury and he is
scheduled for retrial in 2010.
The escape also drew increased attention to
other walkaways through the year from the
county’s other juvenile facilities for which the
Probation Department has responsibility. One
former ward at Camp Glenwood, a juvenile
rehabilitation facility, was arrested and later
convicted for murder in Redwood City follow-
ing his walkaway.
March 2008 was a busy month in San Mateo
County. Environmentalists hoping to stunt
future Redwood City development filed paper-
work to change the city’s charter — a move that
pitted the City Council against proponents of
the “Open Space Initiative,” led to competing
measures on the November ballot and blew
through millions of dollars on campaigning.
The fight was a smack at the Cargill Saltworks
site, approximately the size of the Presidio in
San Francisco and the largest untouched land
parcel on the Bay. The initiative, renamed
Measure W, would have required voters to
decide by a two-thirds majority any develop-
ment on land deemed open space. The city sug-
gested an alternative, changing the city charter
so voters only had a say on the Cargill site. In
November, both failed, returning the city and
the interest groups back to square one.
Mills High School teacher David Joseph
Lista, 36, shocked the community after he was
discovered to have secretly taped girls using the
bathroom and having installed a peephole cam-
era in his desk to look up students’ skirts. In
November, he was sentenced to two years
prison and ordered to register as a sex offender.
Also in March, a settlement agreement
dropped a $41 million federal judgment against
the city of Half Moon Bay in exchange for leg-
islation that would allow development on two
wetland parcels known as Beachwood and
Glenacre. The bill later failed, leaving the city
with a $18 million bill it is still struggling to pay.
In April, Charles Schuttloffel of San
Gregorio pleaded no contest to involuntary
manslaughter in the 2004 house fire that killed
his two young sons, ages 2 and 3, in May 2004.
Prosecutors had claimed Schuttloffel was dis-
traught at the possibility of his wife leaving
him; the defense argued it was a tragic accident.
In June 2008, San Mateo County joined the
rest of the state in granting same-sex marriage
denying them. The county has mimicked the
back and forth of this controversial issue
throughout the decade, helped in part by the
public push by Assessor-County Clerk-
Recorder Warren Slocum to allow the issuance
and the seemingly never-ending work of San
Carlos couple Ramona and Arzu Gatto and their
teenage daughter, Marina.
The previous year, members of Slocum’s
office had begun an album of photos and com-
ments, chronicling the struggle of couples who
trekked there every Feb. 14 annually to the San
Mateo County Clerk’s Office to seek a marriage
license. The book was to be donated to the San
Mateo County Historical Museum when the
law finally changed.
One sentiment captured it all: “While I’m
proud to make history I wish it wasn’t neces-
sary.”
Bay Meadows race track held its final race in
August 2008, ending 74 years of history and
years of legal wrangling and readying for dem-
olition and construction of new homes, offices,
open space and retail.
As all eyes turned to Wall Street in the fall,
the financial turmoil hit home after the Sept. 15
collapse of Lehman Brothers siphoned more
than $150 million from the San Mateo County
investment pool. Not content to await bankrupt-
cy proceedings, the county sued the company
and specific executives, alleging they deliber-
ately misled investors.
Tragedy barreled down a San Mateo street on
Sept. 22 when the roofing truck driven by
Carlos Humberto Valderrama Siordia lost con-
trol on 43rd Avenue and crashed into a string of
vehicles outside a Mollie Stone’s grocery
store. Tyler Fahy, 9, was killed while his moth-
er and others were seriously injured. Siordia
claimed the brakes failed but prosecutors
charged him with misdemeanor vehicle
manslaughter. A jury would later find him not
guilty on one count and hang on another.
San Mateo was also shocked Nov. 25 when a
gun-wielding stalker invaded the San Mateo
home of Kim Loan Nguyen and killed the 24-
year-old mother of two with three shots as she
handed her two young children out a second-
story window to safety. Shooter Raymond Gee,
22, of Oakland killed himself and Nguyen died
shortly after being rescued from the Hobart
Avenue home. Police concluded Gee had
stalked Nguyen after meeting her at a San
Francisco Halloween party and broke into her
home by switching off power to the house and
opening the garage door.
The June 2, 2008 beating of Albert Korn, 88,
during a home invasion rocked the city of
Belmont. Korn died two weeks later and tran-
sient Tyler Hutchinson was later charged in the
murder after being arrested in Yolo County for
similar robberies.
Hillsdale High School in San Mateo on Aug. 24,
2009 turned into a national media storm, fueled
by memories of student attacks and fears of what
could have been, after former student
Alexander Youshock appeared on campus with
pipe bombs, a chain saw, a machete and a plan
to kill as many people as possible. Youshock,
then 17, set off two pipe bombs that injured no
one before being tackled by school staff.
According to prosecutors, Youshock planned
the rampage at his alma mater out of a desire for
revenge, particularly toward a chemistry teacher
whose class he had attended.
Youshock now awaits trial for numerous
felonies including attempted murder. He claims
not guilty by reason of insanity.
In July, jurors deliberated two weeks before
declaring they were hopelessly deadlocked in
deciding if former San Mateo child psychiatrist
William Hamilton Ayres, 78, abused any of
the six former patients prosecutors say were
fondled as young boys under the guise of med-
ical exams. He is being retried.
The Ayres case drew wide publicity after his
2007 arrest because he commonly received
referrals from the county’s courts, schools and
social workers. He also served as president of
the American Academy of Child and
Adolescent Psychiatry between 1993 to 1995
and developed a controversial sex education
program for teenagers called “Time of Your
Life.”
The curtain fell on the historic Fox Theatre
at the tail end of November, ending three
months of attempts by the owners to stave off a
foreclosure auction but raising questions about
the future of the downtown Redwood City fix-
ture. The theater would later re-open under new
owners.
As for 2010? Most of those moments should
still be pretty fresh but just in case, recall the
murder at Hillsdale Shopping Center of com-
munity activist David Lewis, an alternative
county jail site purchased, two separate small
plane crashes that left six dead, political musi-
cal chairs in county and state elections, World
Series glory by the San Francisco Giants that
seeped south, ongoing battles over high-speed
rail, sexual assaults at the county hospital, the
complete outsourcing of the San Carlos Police
Department to the Sheriff’s Office and financial
worries in Half Moon Bay which is still
weighed down by the $18 million Beachwood
settlement.
And of course, the story dwarfing it all — the
Sept. 9 gas pipeline explosion and fire in San
Bruno that leveled a neighborhood, killed eight,
wounded several and evacuated 271 people
form their homes. Like that Sept. 11 in the
beginning of the decade, that fateful September
evening at the end of it is an unforgettable part
of San Mateo County history.
