Notification of Ministry of Commerce


Re : Prescribing TAPIOCA STARCH as a Standardized Commodity
and Standards of TAPIOCA STARCH (No. 4)
B.E. 2547(2004)

Reference is made to the Notification of the Ministry of Commerce Re: Prescribing TAPIOCA
STARCH as a Standardized Commodity and the Standards of TAPIOCA STARCH B.E. 2546(2003) , dated 6 th
November , B.E.2546 (2003) , the Notification of the Ministry of Commerce Re: Prescribing TAPIOCA STARCH
as a Standardized commodity and the Standards of TAPIOCA STARCH (No.2) B.E.2547 (2003) and the Notification of
the Ministry of Commerce Re: Prescribing TAPIOCA STARCH as a Standardized commodity and the Standards of
TAPIOCA STARCH (No.3) B.E.2547 (2004) dated 24 th May , B.E.2547 (2004).
For up grading Tapioca Starch and Tapioca Modified Starch to gain
standards, by the virtue of Sections 4 of the Export Commodity Standards Act, B.E. 2503 (1960) as amended by the
Export Commodity Standards Act (No.2), B.E.2522 (1979), which is an Act containing certain provisions in relation to
the restriction of the rights and liberties of persons, in respect of which section 29 in conjunction with section 31,
section 35, section 48 and section 50 of the Constitution of the Kingdom of Thailand so permit by virtue of law, the
Minister of Commerce, by the advice of the Committee Commodity Standards , hereby issues the Notification as
follows:
Clause 1. The provisions of the Standards of TAPIOCA STARCH annex to the Notification of the
Ministry of Commerce Re: prescribing TAPIOCA STARCH as a Standardized Commodity and the Standards of
TAPIOCA STARCH (No.3) B.E. 2547, dated 24 th May , B.E. 2547, (2004) shall be repealed and replaced by this
Notification.
Clause 2. This Notification shall come into force as from 1 st January B.E. 2548 (2005)

Annex to the Notification of Ministry of Commerce
Re: Prescribing TAPIOCA STARCH as a Standardized Commodity and the Standards of
TAPIOCA STARCH (NO.4) B.E. 2547 (2004)
The Standards of TAPIOCA STARCH

Clause 1. Definitions:
(1) “Tapioca Starch” means Tapioca Starch and Tapioca Modified Starch.
(2) “Tapioca Starch” mean starch appears in white and pale yellow which is the
processed product of cassava roots.
(3) “Tapioca Modified Starch ” means Starch which is the product of Tapioca Starch
that has undergone a modification of its physical and /or chemical characteristic
by applying heat and /or enzymes and / or other chemical substances in order to
prepare the Starch for appropriate uses.
(4) “other substances” means substances or matters which are not natural
components of cassava roots except substances or matters which may occur in
the Tapioca Starch production process.
Clause 2. The standards of Tapioca Starch shall be divided to 3 classes as follows:
(1) Tapioca Starch Premium Grade.
(2) Tapioca Starch First Grade.
(3) Tapioca Starch Second Grade.
Clause 3. The standards of Tapioca Starch shall have details as follows:
a) Tapioca Starch Premium Grade shall contain:
(1) Starch not less than 85 % by weight;
(2) Moisture not exceeding 13 % by weight;
(3) Ashes not exceeding 0.20 % by weight;
(4) Fiber not exceeding 0.2 cubic centimeter per 50 grams by starch;
(5) pH level between 4.5 to 7.0;
(6) Starch shall be able to pass through 150 micro-meter sieve at not less than 95 %
by weight;
b) Tapioca Starch First Grade shall contain:
(1) Starch not less than 83 % by weight;
(2) Moisture not exceeding 14 % by weight;
(3) Ashes not exceeding 0.30% by weight;

(4) Fiber less than 0.5 cubic centimetre per 50 grams of starch;
(5) pH level between 4.5 to 7.0;
(6) Starch shall be able to pass through 150 micro-metre sieve not less than 95 %
by weight.
C) Tapioca Starch Second Grade shall contain:
(1) Starch not less than 80 % by weight;
(2) Moisture not exceeding 14 % by weight;
(3) Ashes not exceeding 0.50% by weight;
(4) Fiber not exceeding 1.0 cubic centimetre per 50 grams of starch;
(5) pH level between 4.5 to 7.0;
(6) Starch shall be able to pass through 150 micro-metre sieve not less than 95 %
by weight;
Clause 4. Tapioca Modified Starch Standard
Tapioca Modified Starch must produce from factories which have appropriate and adequate tools
for starch modification , certified international system standard in production process and product has physical and/or
chemical characteristic changes from tapioca starch modification.
Clause 5. TAPIOCA STARCH (es) in all grades shall not be rancid, rotten, mouldy possess, abnormal odour or
colour, nor containing insects or any other substances, except substances or matters which may occur normally in the
TAPIOCA STARCH production process.
Clause 6. TAPIOCA STARCH shall be contained in appropriate, hygienic and sealed package, and shall display
wording “Product of Thailand” or manufacturer s name or trade mark which was registered in Thailand, except when
buyer do not wish to have such information displayed an the packages.
Clause 7. In the case where there is a sale and purchase of TAPIOCA STARCH by sample or quality condition do
not conform to standards or Tapioca modified starch from uncertified factories , such transaction must be approved by
the Office of Commodity Standards or its branch offices. The quality of such TAPIOCA STARCH shall not be
inferior to the specimens or the agreed conditions.
In the case of Tapioca Modified Starch for export , produced from factories that are implementing for
international system standard certification , must be approved by the Office of Commodity Standards or its branch
offices before applying commodity standard certificate issue in each analyzed result period.
