execution, and if a reference standard is mentioned, it should be
considered complementary.
.4 Substitution and Equivalence
.1 The name of a Supplier is mentioned only to establish a quality standard

with respect to the equipment, material or service.
.5 Compliance of Equipment and Material
.1 Ensure that the equipment and material are compliant with the ICAO
and FAA standards and recommendations.

.6 Submittal
.1 Product Data:
.1 Submit, for review and acceptance, three (3)] hard copies and
electronic PDF of product data, describing in detail each product
of this Section, including illustrations, diagrams, dimensions,
materials, fastenings, Suppliers' requirements, recommended
instructions regarding handling, storage, protection, mixing,
preparation, assembly, connection to services, adjustment, and
special tools and accessory materials to be used in Work, as well
as maintenance materials and replacement parts] .
.2 Samples:
.1 Submit, for review and acceptance, [three](3) samples of each

material, product, assembly, and related materials used in Work.
.7 Acceptance of equipment
.1 All deliveries of a guidance signs are subject to inspection in the factory

prior to delivery.
.2 The Supplier is responsible for the organisation of this prior inspection

and must coordinate with Contractor.
.3 Prior to all convocations for the inspection, the Supplier must provide
the forecast testing schedule at least three (3) weeks before the planned
date.
.4 On the day of the inspection, the Supplier must have the reports from all
the tests in the program at the disposal of Contractor’s representative.
.5 Throughout the inspection, the Supplier must be able to carry out the
trials and tests described in the program at the requests of Contractor’s
representative.
.6 Additional test or inspections may be requested on the day of the

inspection prior to acceptance.
.7 The prior inspection report must be transmitted to Contractor’s

representative in the following way:
.1 1 copy is delivered with the CCR
.2 4 copies are sent to Contractor’s representative
.8 The acceptance is given by Contractor’s representative after seeing the

equipment and examining the documents.

.8 Equipment Delivery
.1 All equipment must be delivered at the following address:
.2 Notify Contractor 48 hours in advance, prior to delivering equipment, so

that he can notify the individuals concerned.
.3 The signs are delivered fully assembled, ready for use and efficiently
protected by individual packing.
.4 This packing is marked to indicate:
.1 The graphics of the sign
.2 The customer’s reference mark
.5 The protection of the message panels must be easily removable on

installation of the sign. It must, in no way, hinder the installation,
connection or electric tests.

.6 Content of the supplies
.1 The supply includes all the elements of the message panel, including
letters and signs.
.2 The sign housing will be of mono block type.
.3 Light source: Fluorescent lamps
.4 There must be an opening for access inside the housing to change lamps
and make connections.
.5 The supply includes all the accessories required for the good working of
the whole:

.7 Operational specifications
.1 Letters and signs
.1 The shape of the characters (letters, figures, arrows and symbols)

comply with the indications of figure 4.2 and table 4.1 provided
in appendix 4 of ICAO Annex 14 – Volume 1.
.2 Photometry
.1 The sign luminance (average luminance of the sign background)

is as follow:
.1 Red: 30 Cd/m²
.2 Yellow: 150 Cd/m²
.3 White: 300 Cd/m²
.2 The luminance ratio between the red and white elements of the
sign is between 1/5 and 1/10.
.3 To assure uniformity between the message panels and signs, the

luminance values ratios must be:
.1 Less than 1.5/1 between two neighbouring points
.2 Less than 5/1 between any two points
.4 The average luminance of the sign is calculated using ICAO

standards.
.5 The average luminance of the characters is calculated by

establishing the luminance of 3 to 6 points spread over each
character and then calculating the mathematical average.
.3 Colorimetry
.1 The colorimetry of the message panel and characters shall be as

defined in ICAO Annex 14 – Volume 1, Appendix 1.

.8 Particular specifications
.1 Mechanical resistance
.1 The signs must resist local wind and snow constraints.
.1 Normal: 60 m/s
.2 Maximum: 70 m/s
.2 In all cases, no material fatigue or permanent deformation must

be observed during the sign lifespan.
.2 Frangibility
.1 A frangible leg must break when the moment applied to it

exceeds 5 kN*m.
.2 The whole sign must not transmit energy greater than: 200 J to a
plane when the aircraft is moving at speed of 50 km/h.
.3 A mechanical link by a cable between the block, the housing and

the message panel avoids the parts being scattered in case of
destruction by shock or by excessively violent blast.
.3 Climate conditions
.1 The normal climate conditions are those within the following

range:
.1 The outside temperature varies from -5° C to + 60° C
.2 Relative humidity lower or equal 95%, without

condensation
.2 The sign must be able to deliver its rated photometry in all

normal climate conditions.
.3 It is admitted, however, that the luminance values may drop to

50% of the required luminance when the temperature is between -
20° C and - 10° C.
.4 Protection index: IP456.
.5 The internal temperature of the sign must not exceed 70° C in

normal operation. No part in contact with the outside may have a
temperature of over 60° C, whatever the normal climate
conditions.

.6 No interior condensation must subsist in normal operation.
.7 Normal operation begins 5 minutes after lighting up the panel.
.4 Protection against corrosion and the other external agents
.1 The sign is protected against the effects of corrosion and

atmospheric agents.
.2 The message panel is resistant to UV agents.
.3 No modification in photometry, hardness or shape is accepted

during the lifespan of the message panel.
.4 All the screws and bolts are made of rust-proof metal. They
comply with the ISO standards and have a metric thread. The
same applies to all rails, hinges or locking systems.
.5 The sign is made of a material that is resistant to external agents

without surface protection.
.6 The sign must have a mechanical resistance to perforation or

occasional shocks greater than 6 joules.
.7 The sign is adapted to resist blows by the beaks of crows or other

birds, especially in the corners.
.8 Remarks: The lifespan of the sign and the message panel is

greater than 20 years.
.5 Electric supplies
.1 Every sign is powered by a single supply coming from a single

transformer (6.6 A – 50Hz).
.2 The electric equipment inside each sign is composed of one or

several lamp supports with its circuit, possibly HF ballast, a
three-terminal strip and the necessary wiring for the parallel or
serial connection of the light sources as well as the earth. The
wiring used must be able to resist high temperatures in operation.
.3 The internal wiring must be easy to modify so to be able to adapt

the type of electric supply.
.4 In the case of series-connected lamps, circuit breakers must be

fitted to ensure that there are never more than 20% of the lamps
off.

.5 The supply cable inside the sign passes along an electric sheath
fitted with grommets for this purpose.
.6 The specific equipment for each type of power supply type must
be easily interchangeable.
.7 A switch located in the sign in the panel in a very accessible spot

can be used to switch off the electric equipment. This is
particularly suited for the safe replacement of lamps and their
fittings.
.8 All metallic parts of the panel are electrically connected to an

earth terminal where the connection is made with the protection
cable and which has the following characteristics:
.1 Flexible 1x6 mm² 600 V copper cable
.9 The secondary cable will have the following characteristics:
.1 Flexible 2x4 mm²600 V copper cable
.6 Electric performance

.7 Lamps
.1 The lamps to be used must have a long lifespan (10000 hours)

and low electricity consumption.
.2 The light flux of the lamp must not be less than 50% of the rated
light flux throughout its lifespan.
.8 Electromagnetic compatibility
.1 The proposed material is compliant with the standards defining

electromagnetic compatibility.

.9 Sensitivity to the radar radiation
.1 The sign must generate as limited an echo as possible to radar

radiation. However, any echo there is must be fixed and stable.
.10 Access inside the panel
.1 Access to the electric equipment required for making connections

and changing lamps is provided via an opening.
.2 This can be opened by just one operator. No tool is necessary and

the related parts are captive.
.9 Equipment acceptance file
.1 All supplies are subject to an acceptance file.
.2 This file must be attached to the response to the call for tenders. Offers
that do not include this full file will not be eligible for selection.
.3 The supplies are approved in accordance with the procedures after

examination, and possibly additional tests, of the acceptance file.
.4 The equipment acceptance file, provided by the Supplier, includes the

following elements for each type of guidance signs:
.1 A product specification sheet (described hereafter)
.2 Qualification tests (described hereafter)
.3 Complementary documents (described hereafter)
.5 This file remains valid as long as no modification has been made to the
device as described in the product specification sheet.
.6 Product specification sheet
.1 The product specification sheet describes the characteristics of the

sign as proposed and supplied. The values that are indicated are
contractually binding and guaranteed. The performances indicated
serve to judge the global performance of the offer.

.7 Qualification tests
.1 The qualification tests are performed by an independent

Laboratory and are at the expense of the Supplier
.2 In particular, they are intended to justify the values contained in

the specification sheets. A report on there tests will be attached to
the file.
.8 Contractor reserves the right to carry out additional tests that were not
scheduled at its own expense. In such cases, the Supplier should
nevertheless ensure that there additional tests can be performed
successfully.
.1 Description of tests
.1 Photometry tests
.1 Luminance measurements are taken for each type of

lighting and panel.
.2 Colorimetry
.1 The color emitted by each panel is measured with a

spectrophotometer. The measurement is performed
at 4 points on the surface of the panel (center, top
middle, middle right, top right corner).
.3 Mechanical resistance to wind and jet engine blast
.1 A complete calculation is made showing the

resistance of the sign to wind and jet engine blast.
.2 The calculation must show the hypotheses taken into

account, all the numerical results and the
interpretation and conclusion concerning the strength
of the equipment.
.3 As a variant, a test in a wind tunnel may be

performed. In this case, the full test report must be
submitted.
.4 Frangibility
.1 The test is performed on a frangible support. The

value at breaking does not exceed 5 kN*m.
.2 An impact test must be performed. The method and

results are described in full in the report to be
handed in. The maximum energy absorbed by the
“projectile” during the shock must not exceed 200
joules.

.3 Specific FAA tests
.1 All types of equipment specified to FAA specifications

must have undergone the tests stipulated in the related
Advisory Circular (current edition).
.2 The results of those tests must be provided with the

Equipment acceptance file.

.9 Complementary documents
.1 Check on luminance during maintenance operations
.1 A note is provided specifying the principles of how to take

the measurement, the means required and the description of
the apparatus used to obtain the best possible appraisal of
photometric compliance of the sign.
.2 This verification operation must be feasible for on-site

maintenance teams at night and, if required, during the day.
.3 The apparatus must be autonomous, easily portable,

protected against bad weather conditions and shocks, as
well as easy to check by the staff using it.
.2 Sensitivity to the radar
.1 A report is to be presented and it comprises the following

elements:
.1 The construction measures taken to minimize and

stabilize radar echoes
.2 The justification of there arrangements, the

calculations and the hypotheses adopted
.3 Tests and trails performed within this framework.
.10 Inspection prior to acceptance
.1 These inspections are performed on each device. The inspection report

is required for Contractor to accept the equipment and these reports
must therefore be provided at the same time as the equipment.
.2 The list of tests is drawn up before hand, by mutual agreement on the

proposal of the Supplier.
.1 The minimum tests are as follows:
.1 Visual inspection of the assembled sign
.2 Continuity of the earth circuit
.3 Verification of panel lighting

.2 Equipment acceptance
.1 The acceptance inspection of the signs is exhaustive. There

will therefore be no statistical processing.
.2 Any critical fault observed is considered as ruling out the

device in question. It must then be scrapped. Other faults
shall be handled by repairing of modifying the equipment
in question.
.3 Any failure to comply may therefore lead to the rejection

of the supplied batch and its replacement at the expense of
the Supplier.
.4 The Supplier is required to ascertain the compliance of

supplies with the specifications and to provide every
assurance of this.
