To respond to these challenges, we shook up the way the CRNC ran its breaks down the

I can say with confidence that the CRNC is starting this new year, and
new election cycle, stronger than it has ever been—but there is so much
more to do. The CRNC’s mission of engaging young conservatives in the State Spotlights
political process, and winning young people over to our hopeful Pages 9-10
Conservative vision for America is not over. It wouldn’t even be proper
to say that it has begun. That mission is perpetual. It will be important in
every future election, and 2012 will be another huge test for all of us.

2011 is not a time to rest on our laurels—it is a time to be stirred and

OPERATION RED NOVEMBER RECAP


Operation Red November was a grassroots movement by College Republicans
nationwide to recruit and mobilize college students to take back our future by
voting and volunteering for Republican candidates in the 2010 mid-term election.
We did just that, and we did it BIG!

The below numbers quantify several goals of the program, which included
training twenty-three paid field representatives and our College Republican state
leaders to recruit students to join the College Republicans, set up volunteer
opportunities for them and then encourage them to volunteer, as well as vote for,
the Republican Party and its message of eliminating the federal budget deficit,
eradicating the national debt and returning government spending back to
sustainable, responsible levels.

Executive Director The numbers below speak for themselves, but I will say this: these numbers
strongly suggest that in the more than fifty "toss up" Gubernatorial, Senatorial
and Congressional races, of which the Republican Party won more than twenty-
five, the College Republican efforts were the difference between the Republican candidate winning and
losing. Without College Republicans and Operation Red November, there would, without question, be fewer
Republican Governors, Senators and Congressman waiting to be officially sworn in January 2011.

The College Republicans were indispensable to the Republican victories on Tuesday, November 2. Period.
The numbers prove it.

• Operation Red November Field Representatives and state leaders recruited 27,362 college students
to join College Republicans and pledge to vote and volunteer for the Republican Party in the 2010
mid-term elections.
• The number of College Republican volunteer hours that Operation Red November Field
Representatives and state leaders recruited was 71,526.
• The Operation Red November Field Representatives themselves personally invested 9,844.50 hours
pent recruiting, phone banking, precinct walking, sign waving and more. This means that the total
hours given by college students to the Republican cause this election cycle tops 80,000 hours.
• Of the students recruited to join the College Republicans and Operation Red November, the field
representatives recruited 14,868 as volunteers who called, door-knocked and rallied Republican
candidates to victory all over the country.
• Operation Red November Field Representatives were responsible for setting up 1,708 get-out-the-
vote phone banks, 707 campus recruitment events, 361 Red November rallies, 228 get-out-the-vote
precinct walks, 124 Red November sign waves and 21 absentee ballot drives. This comes to a total of
3,149 separate political events that young people participated in this election season directly
attributable to Operation Red November and it's College Republican Field Representatives.

What we saw this election was that the Democrats' reckless policies got students paying attention. The
Republicans' message of job creation, lower taxes and less spending got them thinking, and, as the numbers
above show, Operation Red November got them to the polls and Republican volunteer centers. This was a
Red November, but make no mistake, without the College Republicans, this November would have been a
lot less red.

THE ROAD WE TRAVELED


This November, the Republican Party made remarkable gains. From a record
setting 60+ seat swing in the House of Representatives, to earning back seats
in the Senate, capturing key gubernatorial victories in virtually all battleground
states, and even claiming a majority of the state houses, we have a lot to show
for our efforts.

No greater gain was seen amongst any demographic than the shift that
occurred amongst young adults, specifically college students. President
Obama’s approval amongst 18-29 year old voters dropped from 66% to a
meager 44%, an average decline of 10% a year. While there is no one single
reason for this faltering, there are some programs and efforts that played a
significant role.

Through “Operation Red November” and “Don’t Put It On Our Tab”, the
Rob Lockwood College Republican National Committee led the charge for young people to
Communications Director get engaged in the political process. While our two initiatives were
professionally designed, it was the marketing and promotion that led to record
results for our committee.

For the first time ever, the College Republican National Committee hired a Communications Director
whose job was to promote a narrative that young people would play a decisive role in electing Republicans,
and our programs were featured on major news outlets nationwide. We executed a strategy that was heavily
reliant upon “earned media”, coverage that we don’t pay to receive. We built a website (www.ourtab.org),
produced critically acclaimed television commercials, built an online grassroots network, and most
importantly we got out the vote in November.

In this past election College Republicans made 2.4 million voter contacts. In our targeted battleground states
we recruited more than 27,000 new College Republicans alone. More than 3 million people have seen our
commercials through “earned coverage” alone. The favorable press and compelling narrative we built
allowed us to expand the volume of our message, and reach out to college students in ways never done by
the CRNC before.

Investing in the training of college students is essential for the future of the party. The foot soldiers of
today are the generals of tomorrow. By winning their allegiance at a young age, we lay the foundation for
the future success of conservative ideals and Republican majorities.

CENSUS SHOWS GEOGRAPHIC WIN FOR


GOP; WORK STILL TO BE DONE ON
DEMOGRAPHICS
Republicans must have been very good girls and boys this year. It seems like
every week now they are getting a political gift. Between the election results, the
approval of the tax package, and the judicial blow to Obamacare, the
conservative stocking is just about jam packed. Well its time to make a little more
room under the tree. Yesterday the Census Bureau announced the results of its
decennial census that left many in the Republican party shouting “joy to the
world.”

Political Director States in the South and the West are set to gain the most seats, with most coming
at the expense of the Northeast and Midwest. This represents an enormous coup
for Republicans and their future electoral hopes. Of the changes, ten seats are leaving states that voted with
President Obama in 2008, while states that voted for John McCain are gaining eight seats.

Of the states set to gain seats, Texas will gain four, Florida will gain two, and Arizona, Georgia, Nevada,
South Carolina, Utah, and Washington will each gain one. Of those eight states, only Nevada and
Washington have a Cook Partisan Voting Index that favors Democrats.

The electoral shakeup doesn’t end there. Early next year, state governments will begin carving up newly
drawn House districts to satisfy the Constitutional requirement that each district have roughly the same
number of people. Redrawing the district boundary lines may be a powerful tool for Republicans to further
gain the upper hand from this decade’s population shifts.

Tim Storey, an expert in redistricting at the National Conference of State Legislatures, told the New York
Times, “Republicans are in the best position since modern redistricting began.” That is the result of the
historic gains made by Republicans in state governments this election cycle. All told, Republicans picked up
680 seats in state legislatures – the largest statehouse seat gain by either party in history. Republican
representation in statehouses nationwide is larger than at any point since 1928. The new seats translate into
new GOP control of 196 of the 336 districts whose borders are drawn by state legislatures, while
Democrats control only 49. That is nearly a four-to-one advantage in redistricting.

Before you break into carols and start pounding eggnog in celebration, the results aren’t all tinsel and
mistletoe. The geographic trends look promising. The South and West, which typically tilt Republican, are set
to gain seats at the expense of traditionally Democratic areas. But the demographic trends are likely to tell a
different story.

Over the next few months the Census Bureau will begin releasing more detailed results of the census,
including data on race, ethnicity, and age. One would expect a significant percentage of the growth to be the
result of the increasing population of minorities, particularly Hispanics. So although Republican states will
see gains, it could be Democratic districts that have experienced the growth. Or as Tim Storey explains,
“Just because Texas is getting four new seats does not mean Republicans will get four new Republicans to
Congress.”

Young voters, who went 66%-to-32% for Obama are also adding to their ranks each year. As today’s
younger generations become a greater percentage of the electorate, Democrats could build a base of
support that Republicans will struggle to overcome.

This is not to say that Republicans have lost the battle. It’s simply to say that we must get to work playing
catch up. The conservative message is an inclusive one of self-empowerment and limited government,
neither of which should preclude the party from being competitive among young adults or minorities.
However, the Republican Party must make an increased effort to court these voters. This does not mean
sacrificing principles, it means crafting and targeting your message in a way that resonates with all voter
groups.

College Republicans stand on the front lines of this plan. We understand that younger generations are the
most diverse in our nation’s history. Standing pat is akin to ceding the future. We must aggressively court
young adults, who represent future voters, and minorities, who will increasingly become the deciding force
in future elections. So even as we cheer the census results, understand that we’ve only won geographically,
there is still much to be done demographically.

READY TO WORK IN THE MIDWEST

Across the Midwestern Region, the winter months hit hard, and College
Republicans can fall victim to the beating that winter weather takes on the
student population. Without an election galvanizing CRs to work together,
there is a great void that must be filled by chapter leader after chapter leader all
over the Midwest. When it is so much easier to stay indoors than brave the
blowing snow and biting cold to attend a College Republican event, the true
creative nature of the CR leader is tested. The challenge is great, but if they
rise to meet it, the chapter emerges strong in the spring, saving valuable time
and resources. As we have held conference calls and talked among the
outstanding State Chairmen of the Midwest to get input on how they beat back
Mother Nature, some of the best methods of reinvigorating College

The 2011 edition promises to be packed with CRs from across the Midwest, as
it is the best venue year after year to hear the best and brightest conservative leaders speak. In addition, the
fellowship and tradition among CR chapters that results from attending CPAC in any given year continues to
be one of the best recruitment tools in the CR arsenal, as well as one of the top avenues to build
camaraderie. Taking a ten-hour bus ride, or road-tripping to the nation’s capital with one more person than
the car should normally fit has an odd way of replicating the sort of brotherhood or sisterhood that
normally can only be provided by Greek Life.

Lobby Days
While many states are facing budget shortfalls or trying to pass drastic measures to get through the tough
economic times, College Republicans can find some solace in continuing the battle on the ground that many
give up on following Election Day the fall prior. CRs are beginning to realize their role in passing
legislation, and we should be seeing many College Republicans storming the steps of state capital buildings
across the Midwest this winter and spring to aid in furthering the Republican agenda that voters
overwhelmingly supported in 2010. This is also an important piece of political education, which is another
element of the winter attack plan.

Training and Political Education


Many organizations take on political education, and these efforts can become stale, generalized, and
generally useless at times. What makes College Republicans different is that training done while students are
in college, trying to figure out what they are going to do with their lives, we have the opportunity to help
them catch the political bug. Sure, not every CR will go on to run campaigns or work on Capitol Hill, but
we do have the chance to create the next generation of Republican political operatives, a notion not lost on
College Republican leadership in the Midwest. Many states hold training sessions on multiple campuses
throughout the winter, offering CRs the chance to learn without having to travel halfway across the country,
or even their own state at that.

When the snow melts away and the grass begins to grow bright green again, you can be sure that the College
Republicans will be continuing to grow and build the grassroots network that it takes to win elections for
conservative Republican candidates year after year!

SOUTHERN UPDATE
The Southern region of the College Republican National Committee is
continuing on strong election successes. State House Democrats in Georgia,
Alabama, Louisiana, and Texas have switched parties, giving us super majorities
in the Alabama State House and Senate. Party switchers gave us the majority in
Louisiana for the first time in modern day history. These elected members are a
testament to the strength and steadfast resolve of the Republican party. We
welcome those who share our views and values to the party, and looking
forward to continuing the broaden the GOP-tent.

We are also excited about upcoming elections in 2011 in Kentucky, Louisiana,


and Mississippi. While these states are generally conservative strongholds, 2011
will be important in the path to victory in 2012. A vast array of qualified
primary candidates have emerged and will continue to come forward leading
into the 2012 primaries, and College Republicans are ready and excited to get to
work taking back the White House. Also in 2012, Republicans have a strong
chance at taking back the Senate, with Democrats having 23 seats to hold,
Alex Schriver while Republicans have 10.!
Southern Regional Vice Chair
As we start the Spring 2011 semester, College Republicans are continued in
high spirits from our 2010 election wins, while looking forward to the work ahead of us. Chapters across the
south are working to bring speakers to campus, continue to recruit new members, and gear up for state-wide
conventions this Spring.

NORTHEAST UPDATE
Throughout the Northeast, there were a tremendous number of Republicans
elected with the great work of the individual state federations of College
Republicans. From Maine to Pennsylvania, we saw common sense candidates
gaining control of state houses throughout the region, and who now will address
the serious ongoing issues that each state faces. The Northeast College
Republicans are excited for the next two years, and are ready and energized to
help take back the White House in 2012. Building a grassroots initiative in each
state will bring success to all of our candidates in the future. This upcoming
semester there will be many Northeast College Republicans attending CPAC
(Conservative Political Action Convention) where we hope to see hundreds of
young conservatives as we campaign to win back our country in 2012.
The former college republican state chairman of Maine, Alexander Willette was
successful in his first bid for state representative. Willette won an open seat race in
House District 7 in Maine. We wish Representative Willette all the best in his time
as a state legislator and are excited to see more CRs take on the opportunity to
run for elected office. It is our time, and our chance to turn this country around

THE DUST HAS SETTLED IN THE WEST BUT


NOT THE WORK
As the dust settles after the campaign season has ended, College Republicans of
the western state federations hold their heads up high knowing that they made a
difference. College Republicans came out in droves to support, volunteer, and
fundraise for republican candidates throughout the western states. The Montana
CRs volunteered for every statewide GOP candidate, while in Alaska the College
Republicans rallied behind their party’s targeted candidates. In California
hundreds of CRs came out to support the GOP’s statewide Get-Out-The-Vote
efforts.

While the main focus of CR Federations has been on electing Republicans,


College Republicans have also kept active on and off campus. The Arizona CRs
launched an aggressive speakers program to bring republican speakers from
across the ideological spectrum to speak to their chapters. These speakers
Michael Antonopoulos included candidate Ben Quayle and Congressman Ron Paul. In Colorado the
Western Regional Vice Chair CRs launched one of the most innovative new media campaigns of any CR
federation in the country. This included extensive use basic social
communication sites like Facebook and twitter to pioneering other new media tools as well.

The Alaska CR Federation took time to support worthy causes, and raised over $5,000 to help fund a shelter
for female victims of domestic abuse. The California statewide CRs have given out monetary grants to help
promote the projects and activism of local CR chapters. All in all, the Western CR Federations are proud
of their accomplishments, and look forward to keeping busy promoting the GOP message this spring.

GYM, TAN, LAUNDRY, VICTORY


“Gym, Tan, Laundry,” the trademark phrase from MTV’s show “The Jersey Shore,” is one
that nearly every college-aged student can recognize. This fall, however, while most of
our friends tuned in on Thursday nights to watch Snooki and The Situation, College
Republicans from both the District of Columbia and New Jersey partnered together to
not just watch “The Jersey Shore,” but to change its leadership.

Operation “Gym, Tan, Laundry, Victory” (GTLV), was launched in mid-October when nearly one hundred
College Republicans journeyed to Seaside Heights, NJ, a coastal town situated in New Jersey’s third
congressional district known for being the famous home of the cast of the “The Jersey Shore.” Our
mission was to defeat freshman Congressman John Adler, something which we knew would be an uphill
battle, given the Congressman’s significant cash advantage and infamous smear tactics.

Fortunately, CRs met the strength of Republican candidate and former Eagles offensive tackle, Jon Runyan,
with their enthusiasm for grassroots campaigning. From phone calls to door-to-door contacts, together we
reached over 33,000 voters in the course of one weekend. Runyan would later take the election by just
under 6,000 votes—a victory in which College Republicans were proud to share.

The GTLV effort demonstrates just what College Republicans do best: using their grassroots experience,
combined with rapid deployment to make the difference in a close race. Our peers may be able to claim to
be “Jersey Shore” fans, but College Republicans have proven once again that they are able to go beyond the
typical college experience in order to impact our future.

MICHIGAN TURNS RED; COLLEGE REPUBLICANS


HELP MAKE THE DIFFERENCE
For the first time in decades, Michigan turned red. I’m not just saying that we took over
a few state house seats and state senate seats and elected a Governor that is a
Republican. I’m saying that we raked in more wins than the Democrats did in ’06 and
’08, years that were supposed to be extremely favorable for them. Republicans in
Michigan have had difficulty winning for the past decade especially at the National level
but this year, Republicans won every office on the ballot. From college trustee
positions to Supreme Court positions, Republicans swept retaining the Secretary of
State and Attorney General. Now, we lead the discussion when the most important
event takes place after 2010: redistricting.
The State Party didn’t work alone as College Republicans worked hard to ensure these
victories especially at the congressional district level. We worked hard to promote these candidates on the
ground and ensure that they had the advantage over the democratic candidate. In top target districts,
Michigan College Republicans knocked on upwards of 6,000 doors and made more than 4,000 calls.
It was a record year for our organization in Michigan. Equipped with the tools needed from our parent
organization, the College Republican National Committee we were able to recruit more than 2,800 new
College Republicans statewide which then allowed us to target district early with the necessary man power to
knock on doors, and make phone calls.
Michiganders can now look to Governor Rick Snyder and Lt. Governor Brian Calley to lead the in re-
inventing the wolverine state and lead us forward into the future. Now that elections are over, it is up to our
organization to maintain the “troops” active and engaged so that we are able make repeated victories in
2012.

THE TURNAROUND IN MASSACHUSETTS


2010 has been a defining year for Republicans in Massachusetts. While the election of
Scott Brown set the tone for Republican success all across the country, it completely
changed politics here in Massachusetts. While Massachusetts is still a Democratic state, the
GOP has gone through tremendous growth this year, with College Republicans leading
the way.

Entering 2010, Republicans made up only 10% of the state legislature and had not held a
U.S. Senate seat since the 1970’s. Entering 2011, Republicans will have over 20!new delegates in the state
legislature and will have a Republican U.S. Senator. College Republicans were there in January, knocking on
doors in the snow, campaigning alongside Scott Brown every step of the way. Eleven months later, College
Republicans were there when we added over 20 new Republicans in the state legislature. This semester
alone, we have increased our membership by forty percent and put more volunteer hours into campaigns
than ever before. In October, we held the largest statewide convention in our history. Our energy and
activity did not go unnoticed, as Fox and CBS brought us on TV and covered our campaign efforts. While
2010 was a year where Republicans challenged the status quo in Massachusetts, we are confident that 2011
and 2012 will be years when we change the status quo, and take our country back.

CONTINUING THE CONSERVATIVE


MOMENTUM INTO 2011
College Republicans played an integral role in the 2010 elections. Our field
representatives and state leaders recruited 71,526 NEW college students into
college republican clubs across the country.

We gained the support of the Republican Governors Association. In tandem


with them this past Fall, our field reps and state membership were integral parts
of Republican victories in the 29 out of the 37 gubernatorial races. We
contributed to the 47 Senate Republican victories along with the 242
Republican victories in the House. Our membership invested over 80,000
man-hours volunteering for these races. We have proven, time and time again,
College Republicans ARE the boots on the ground. Our membership saw what
the Democrats’ reckless spending was causing. Youth unemployment teetered
around 20% and the national debt soared over 13 trillion. The message was clear,
it was time for the Democrats to go. As Jeremy stated earlier, this was a Red
Tierra Warren November, but make no mistake, without the College Republicans, this
Finance Director November would have been a lot less red.

Going into 2011, the College Republican National Committee will be driving the debate over the national
debt and it’s impact on our generation. In just five short years the national debt is expected to explode,
reaching more than $19 trillion by 2015. That means that right now I owe a little more than $118,000 for the
national debt and by 2015 my debt bill will have grown to roughly $180,000.!This level of debt is so toxic
that if the IRS were to offer me a monthly payment plan, I would have to pay $500 per month for 30 years.
And that doesn't account for interest or further government spending. Our “Don’t Put It On Our Tab”
project will tell America's leaders to stop putting trillions of dollars in new spending on the tab of future
generations. !It's time to elect leaders that believe in responsible, sustainable fiscal policy. !It's time to throw
out the mad economic policies that got us into this crisis and sustained it.

Help us make these plans a reality with a donation today. We are asking you for $250, $500, $1,000, $5,000
or whatever you can afford, to put towards the programs outlined in the previous pages. It is necessary to
invest in the youth of our party more than we ever have before if we want to continue winning in 2011 and
2012. 100% of the money you donate goes directly into our programs that make the dedicated efforts to
target youth voters. In 2010, our sophisticated grassroots field operations, online messaging, and campus
activism proved successful in our field mobilization efforts. Let’s continue that momentum in 2011.
