I am bringing experience in the area of humanitarian aid and development. For the past 11
years, I have been in a high managerial position in Central Asia, Africa and Georgia, and
have managed diverse development programs and projects. Besides managerial skills, I bring
significant experience in project cycle from the project/program conception to evaluation.
Having worked under USAID, UNICEF, The World Bank and DFID assignments, I have
gained significant experience in the program/project development/design process.

My technical expertise covers health sector reforms and health care policy with the focus on
health care financing and personal interest lies in health care systems strengthening. I have
worked on number of consultancy assignments, which addressed issues of Primary Health
Care, Health Care Financing, Hospital Sector Reforms and in general health sector reforms.

My working experience with various donor agencies and with national governments and
private sector clients enables me to work on complex assignments with quality and timely
output.

I am a fluent in Russian and English. I devoted a large portion of my career toward assisting
the countries facing humanitarian problems as well as challenges of the development. Details

I was invited by Social Fund for Development to develop the program for Community Based
Health Insurance implementation in Egypt that will received funding from the World Bank over
the course of next five years.

Abt. Associates Inc.: Ukraine National Health Accounts

Ukraine, June 26, 2005 - Present
US Based health care consulting company invited me to Ukraine to develop the National
Health Accounts (NHA) and also sub-analysis for HIV/AIDS and Reproductive Health. In
close cooperation with the local consultants and national counterparts from various offices of
the government, evaluated the health care financing system, identified critical sources of
information, designed the process for NHA and sub-analysis production, developed
methodology and trained the staff to collect and compile all the necessary data.

Egyptian Social Fund for Development

Feasibility Study for Community Based Health Insurance
Egypt, November 4 – December 5, 2005
I was invited by Social Fund for Development to carry out feasibility study for piloting
Community Based Health Financing (CBHF) in Upper Egypt. I designed the study
methodology, applied it with the team of local counterparts and produced the report with
relevant recommendations for SFD country and regional offices.

UNICEF Country office in Tajikistan: Policy Analysis for the Maternal Child Health
Tajikistan, July 23 – August 4, 2005
UNICEF country office invited for the MCH policy gap analysis in lieu of the health sector
reforms that were undertaken by the Ministry of Health. Analyzed major strategies and policy
documents, identified gaps, and developed recommendations for the UNICEF and
Government on the policy improvements and integration with health system reform
strategies.

WHO/EMRO Sudan Feasibility Study for Community Based Health Insurance

Sudan, July 7 – 20, 2005
I was invited by WHO-EMRO to design and carry out feasibility study for piloting Community
Based Health Financing (CBHF) in Sudan. I designed the study methodology, applied it with
the team of local counterparts and produced the report with relevant recommendations for

WHO/EURO Tajikistan Solutions to Home Delivery in Lieu of Health Sector Financing

solutions from health system perspective with the aim to decrease rate of home deliveries
and improve the outcome for mothers and newborns in lieu of health sector financing reforms

DFID/UK Central Asia HIV/AIDS Control Project

Central Asian Countries, September - December 2004
As a consultant for the design of the World Bank and DFID financed Central Asia HIV/AIDS
Control Project design, I led the component design process with national counterparts. I
coordinated the process will various donors to assure coordinated approach to the epidemic
control in Central Asia.

Imperial College Consultants

Central Asia (Kazakhstan, Kyrgyz republic, Uzbekistan and Tajikistan) HIV/AIDS
mapping study.
During April-May 2004, with a group of researchers designed and implemented Central Asia
HIV/AIDS mapping study that looked at the overlap of four epidemics (HIV, STI, TB and Drug
Use) and regional drivers for epidemic spread. The findings of the mapping study were used
to advocate Central Asian governments for the regional HIV/AIDS control project.

DFID/UK Central Asia HIV/AIDS Control Project

As a consultant for institutional and stakeholder analysis contributed to the design of the
World Bank and DFID financed Central Asia HIV/AIDS Control Project design.

Senior Advisor on Community Based Health Insurance (CBHI)
This project is funded by several donors and aims at piloting CBHI in several communities in
Georgia. The functions of senior advisor are following: advise the project management team
on design and implementation matters for CBHI. Maintain dialogue with the government to
share the experiences form the pilots and to bring CBHI into policy debate and formulation
process on a national level.

Georgia health information system and disease surveillance reform programme, is financed
by USAID Caucasus mission. The functions of senior advisor are diverse and include:
support to the project management team on health systems issues related to HIS and

involvement in high level negotiations with the government authorities; production of issues
papers to raise the critical points and generate policy dialogue with the government and key
stakeholders.

Primary Health Care Service Delivery in Southern regions of Azerbaijan
The consultancy work entailed evaluation of population health needs and the primary
healthcare network in the selected regions of Azerbaijan through a survey. I developed study
methodology, study instruments, analyzed the data and offered recommendations to IMC for
appropriate strategy design. The assignment also included provision of the training of IMC
staff in project planning and management.

Managed the project - Hospital Financing in Georgia, funded by USAID through Abt.

Managed the project - Gudushauri Hospital Financial feasibility Study in Georgia, funded by
MoH and the World Bank. The objective of the project was to evaluate financial feasibility of
the Hospital that was funded with the loan from the World Bank. It included analysis of
hospital's current operations and its current financial requirements, to determine hospital
utilization after renovation and change in the profile, estimate future financial needs and
identify the financing sources in order to develop financially self-sustainable entity.
