Summary of Experience:
I am bringing experience in the area of humanitarian aid and development. For the past 11
years, I have been in a high managerial position in Central Asia, Africa and Georgia, and
have managed diverse development programs and projects. Besides managerial skills, I bring
significant experience in project cycle from the project/program conception to evaluation.
Having worked under USAID, UNICEF, The World Bank and DFID assignments, I have
gained significant experience in the program/project development/design process.
My technical expertise covers health sector reforms and health care policy with the focus on
health care financing and personal interest lies in health care systems strengthening. I have
worked on number of consultancy assignments, which addressed issues of Primary Health
Care, Health Care Financing, Hospital Sector Reforms and in general health sector reforms.
My working experience with various donor agencies and with national governments and
private sector clients enables me to work on complex assignments with quality and timely
output.
I am a fluent in Russian and English. I devoted a large portion of my career toward assisting
the countries facing humanitarian problems as well as challenges of the development. Details

I was invited by Social Fund for Development to develop the program for Community Based
Health Insurance implementation in Egypt that will received funding from the World Bank over
the course of next five years.
UNICEF Country office in Tajikistan: Policy Analysis for the Maternal Child Health
Tajikistan, July 23 – August 4, 2005
UNICEF country office invited for the MCH policy gap analysis in lieu of the health sector
reforms that were undertaken by the Ministry of Health. Analyzed major strategies and policy
documents, identified gaps, and developed recommendations for the UNICEF and
Government on the policy improvements and integration with health system reform
strategies.

Managed the project - Gudushauri Hospital Financial feasibility Study in Georgia, funded by
MoH and the World Bank. The objective of the project was to evaluate financial feasibility of
the Hospital that was funded with the loan from the World Bank. It included analysis of
hospital's current operations and its current financial requirements, to determine hospital
utilization after renovation and change in the profile, estimate future financial needs and
identify the financing sources in order to develop financially self-sustainable entity.
