MINUTES OF THE TOWN COUNCIL

REGULAR MEETING
November 9, 2010

The regular monthly meeting of the Winfield Town Council was called to order on
November 9, 2010 at 7:00 p.m. by Mayor Ronald C. Stone, at Winfield Town
Hall, 1 Main Street, Winfield, WV.

ATTENDANCE
Members Attending – Ronald C. Stone, Mayor; Nathan Fewell, Joe Rumbaugh,
Charles Keefer, Charles Eshenaur and Dana Campbell, members; Jackie
Hunter, Recorder.

Staff Present: Gloria Chapman, Johnny Hodges, Staff; Tim LaFon, Town
Council; Harrison Lucas, Police Chief

Public: Fred Williams of Steptoe & Johnson was present to answer questions
pertaining to The United States Department of Agriculture loan for the Storm
water Project.

MINUTES
Minutes of the October 2010 Regular Session were moved to be approved by
Charles Keefer and Nathan Fewell made a second. Motion carried.

FINANCIAL
Bills Paid for the month of October 2010 were moved to be accepted by Charles
Eshenaur. Charles Keefer made a second. Motion carried.

The General Fund Financial Statements for the month of October 2010 were
moved to be accepted by Nathan Fewell. Dana Campbell made a second.
Motion carried.

The Coal Severance Fund Financial Statement for the month of October 2010
was moved to be accepted by Charles Eshenaur. Charles Keefer made a
second. Motion carried.

Budget Line Item Revision – Capitol Equipment


Charles Eshenaur moved that the Line Item Budget Revisions as stated below
be approved as follows. Charles Keefer made a second. Motion carried.

REPORTS, QUESTIONS & DISCUSSIONS


Police and Municipal Court Activity –
Chief Lucas stated that there was still an ongoing search for additional certified
police officers.

Sewer System Report:


The Mayor reported that ammonia levels in the lagoon are closer to normal. He
added that he is expecting approval from the Department of Environmental
Protection to purchase extra sewer plant equipment with surplus money left over
from the loan for the Sewer Project. The Mayor also reported that Rover
Construction has completed the final clean up work following the Sanitary Sewer
Project.

Storm Sewer Report:


The Mayor reported that there will be a pre-bid conference on the Storm Water
Project at the Town Hall at 11:00 AM on December 2, 2010. Bid opening will be
December 15, 2010 at 11:00 AM.

Comprehensive Plan The Mayor reported that a Laura Cox of Michael Baker
Engineering prepared a summarization of the collection of ideas and suggestions
that were given at the Public Visioning Meeting on October 21st at the High
School, and the Comprehensive Plan Committee then worked to put those ideas
into goals and tasks for the committee to work on.

OLD BUSINESS

Appointment – Planning Commission Member - No Action.

Second Reading of Ordinance 2010-2011-2 USDA Loan – Storm Water


Project - Tabled - No Action taken.

NEW BUSINESS

Reappointments to BZA - Dana Campbell moved to reappoint Tom Brown to


the Board of Zoning Appeals for a two-year term. Joe Rumbaugh made a
second. Motion carried.

Reappointments to Planning Commission - Charles Eshenaur moved to


reappoint George Armstrong and Dale Vance to the Planning Commission for a
two-year term.

Ordinance 2010-2011-3 Text Amendment to Subdivision Plan Review,


Article 1305-1317 – Charles Keefer moved to amend the text in the Subdivision
Plan Review, Article 1305-1317 to read as follows: No development, other than
that of a single family residence, shall be permitted without site plan approval.
Nathan Fewell made a second. Motion carried.

Police Vehicle – 1996 Ford Crown Victoria. Charles Eshenaur moved to


donate the 1997 Crown Victoria, no longer used by the Winfield Police
Department, to the Town of Bancroft. Charles Keefer made a second. Motion
carried.

ADJOURNMENT

Nathan Fewell moved that the meeting be adjourned at 8:15 PM until the next
regularly scheduled meeting.
