6. I am also praying that aside from the relieve of fire inspectors (who were paid 5-10
thousand pesos each by the owners of all establishment new or old for their annual
fees....they will not continue to inspect the deficiencies and fire hazards of the bulding
because of the under the table procedure. they will set aside the 6 months training on fire
code which they know estimating 200-300 fire loppholes to such new and old
establishments.

thousand..some gave 50-60 thousand as kickback for big business such as hotels and
motor parts because they will assessed the amount to be paid and will lessened it down
and some will go to their pocket just declaring that they did not earned a lot on this
year...Fire Department can calculate those amount with the collaborative effort of the city
enginners office....
believe it or not from 2002-2005 being with this fire Inspectors aside from Major Jesus
Piedad fernandez the former City Fire Marshal and Provincial Fire Marshal Sergio
Soriano on that time received 50 percent money for the refill of fire extinguishers if the
refill of one unit fire extinguisher is 3thousand -1500 will be their share..and how many
establishment each year is refilled that is 800-900..Major Jesus Piedad Fernandez also
made a fortune to put his relative to that business as refilling station to gain fortune...and
the repair of firetrucks recently it happened on his compund without any bidding to have
a 90 percent share...aside from the ..imporovement of city fire marchal building in
Tuguegarao without any bidding the project went to his brother..the stainless doors and
cabinet....
7. I am praying after being relieved from services of those 6 fire inspectors and 1 fire
marshal I would comment and suggest their licenses as Engineer or what ever profession
they have aside from registered firefighter maybe revoked with the same story that will
soon happened to Inspector Jane Bartolome Arcangel who hides here in Miami, Florida
and is serving a warrant of arrest in the Philippines.
since majority of fireman according to latest Republic Act 1080 must be college graduate
with Bachelor Degree and aside from their licensed being revoked they must not be
admitted to any Government offices in the future. this is under the new Republic Act that
was active since 1995.
