Status of Phase 1 and Phase 2 Stream Geomorphic Assessment Data


for Lewis Creek Watershed
Phase 1 and 2 geomorphic assessments of the Lewis Creek watershed have been completed over
an eight-year period from 2001 through 2009. During this timeframe, several improvements
have been implemented within the VTANR stream assessment program, that have been
incorporated to varying degrees during phases of assessment work in the Lewis Creek watershed:
(1) Phase 1 and Phase 2 protocols have been revised several times to include additional data
requirements and more rigorous data development in GIS shape files.

(2) Automation of select Phase 1 steps has been made possible by the development of the
Stream Geomorphic Assessment Tool (SGAT) software (an extension to ArcView© 3.x).

(3) Digitization of select Phase 1 and Phase 2 parameters has been enabled by the Feature
Indexing Tool (and its predecessor, Reach-Indexing Tool) – a component of later SGAT
versions.

(4) Data storage capabilities have been enhanced by development of a web-based Data
Management System (DMS) maintained by the VT Agency of Natural Resources.

(5) Segmentation of reaches has been enabled (in SGAT and the DMS) to address:
(a) subreaches of alternate reference stream type; (b) segments of distinctly different
geomorphic condition; (c) wetland-impounded sections; (d) bedrock-controlled sections;
as well as other conditions.

(6) Clarification has been added to the protocols to define incision ratio, human-enhanced
incision ratio, and which landscape features constitute a “recently-abandoned floodplain”.
In turn, these factors have influenced the assignment of reference stream type, existing
stream type and the presence and degree of stream type departure.

(7) Data have been subjected to an increasingly rigorous and standardized Quality Assurance
review process, portions of which are now automated within the DMS.

(8) Rapid Habitat Assessment protocols have been improved, beginning in 2007, to
incorporate stratification by stream type as well as the addition of significant ecologic
parameters (channel, bank, and cover features).
Of the 103 Phase-1-delineated main stem and tributary reaches of the Lewis Creek watershed,
39 reaches have been assessed in Phase 2 from 2001 through 2009. Several of the reaches
assessed in early years have since been updated to more current versions of the Rapid
Geomorphic Assessment and Rapid Habitat Assessment. The following sections summarize the
evolution of the Lewis Creek Phase 1 and Phase 2 data sets over the previous eight years. A
spreadsheet accompanies this summary to clarify the status of assessment data by reach /
segment.

Phase 1 Stream Geomorphic Assessment


During the initial Phase 1 assessment completed for Lewis Creek by the VTDEC River
Management Section (RMS), Steps 1 through 7 were calculated manually and data were stored
in a Microsoft AccessTM database [1]. When the ArcView©-based Stream Geomorphic
Assessment Tool (SGAT) was developed in 2002, this software automated portions of Phase 1
Steps 1 through 4. The SGAT software was piloted using the Lewis Creek watershed, and the
Phase 1 database was updated in 2002 to reflect the SGAT-generated values (which differed
somewhat from manually-measured values).

By May 2004, Staci Pomeroy of the VTDEC RMS had run the Lewis Creek watershed through
version 3 of SGAT to generate an updated land cover / land use and soils database and updated
corridor delineations (following Appendix E of the 2004 protocols). SGAT was also run at this
time to test a Floodway Determination module of SGAT and to generate a riparian corridor that
was later used in the Starksboro Valley river corridor management project (reaches M19 through
M22, only; [2]). Where appropriate, updated SGAT data for Phase 1 Steps 1 through 4 were
stored in the AccessTM database.

In 2004, Kristen Underwood of South Mountain Research & Consulting (SMRC) was hired by
the Addison County Regional Planning Commission (ACRPC) to: (1) update the Phase 1
database to reflect changes to the protocols that occurred between 2001 and 2004 for 53 of the 80
reaches in the watershed (“major” reaches), and (2) incorporate field-verified information
available for 18 major reaches that had undergone Phase 2 and/or Phase 3 assessment between
2001 and 2002. This update was finished in July of 2004 and data were stored in the then-
current version of the AccessTM database [3].

In October 2005, Shannon Hill Pytlik of VTDEC RMS re-ran SGAT (select elements of Phase 1
Steps 1 – 4) using the latest version (v. 3) of the software to accomplish the following tasks.
New SGAT data, as well as the existing Phase 1 data from the AccessTM database (where
appropriate), were uploaded into the web-based Data Management System (DMS).

1. Merged reaches M12 and M12.5. (When the Phase 1 was originally completed in 2001 a
reach numbered M12.5 was created. SGAT is set up to only number reaches in whole
numbers, so every time SGAT was re-run the user would have to manually change all of
the reach numbers above M12. i.e. M13 became M12.5, M14 became M13 and so
on….It was decided by the Lewis Creek Association, in consult with DEC, that reaches
M12 and M12.5 would be merged into one reach to stream-line the process of running
SGAT).

2. Corrected for missing downstream reach break T3.04, by delineating the subwatershed.

3. Created 23 reaches on three new tributaries (T1, T6 and M16-S1), and delineated sub-
sheds, valley walls and MCLs for these new reaches, where appropriate.

4. Renamed reaches for a tributary that was originally named T2.2S1, T2.2S2 and T2.2S3 to
comply with current stream numbering protocols, and because SGAT would not draw the
valley line with the old numbering system.

In the Winter and early Spring of 2006, Shannon Hill Pytlik and Jared Carrano of VTDEC RMS:

1. Merged existing Phase 1 data for M12 & M12.5 into one data set (all non-SGAT steps).

2. Completed all of SGAT (v.4.50) (Phase 1, Steps 1 – 4) for the 23 new reaches:
o T1 (unnamed tributary near Prindle Corners, 7 reaches),
o T6 (unnamed tributary in Starksboro, 12 reaches), and
o M16-S1 (4 reaches).

3. Used the Feature Indexing Tool (SGAT v. 4.50) to create shapefiles of channel
straightening (Step 5.4), bank armoring (Step 5.3) and berms and roads (Step 6.1) within
the Phase 1 Appendix E corridor (for 80 original reaches).

4. Determined the length of each reach impacted for bridges (Step 5.2) and river corridor
development (Step 6.2) per newest version of protocols (for 80 original reaches).

5. Completed Step 4.3 (Buffer Width %) for 62 original reaches (this step had been
completed previously for 18 of the original 80 reaches by SMRC [3]).

6. Completed the reference bed form (Step 2.11) and (where feasible) the windshield survey
bed material, bed form and sub-class slope (Step 7.1) – for 62 original reaches (this step
had been completed previously for 18 of the original 80 reaches by SMRC [3]).

In 2006-2007, under contract to Lewis Creek Association, SMRC completed the following
additional updates to the Phase 1 data [4]:

1. Completed all of Phase 1 non-SGAT steps for the 23 new reaches:


o T1 (unnamed tributary near Prindle Corners, 7 reaches),
o T6 (unnamed tributary in Starksboro, 12 reaches), and
o M16-S1 (4 reaches).

2. Used the Feature Indexing Tool (SGAT v.4.56) to create shapefiles of channel
straightening (Step 5.4), bank armoring (Step 5.3) and berms and roads (Step 6.1) within
the Phase 1 Appendix E (SGAT v.4.5) corridor for 23 new reaches.

Phase 2 Stream Geomorphic Assessment


During 2001 and 2002, Phase 2 Geomorphic Assessments were completed for 19 reaches along
the Lewis Creek main stem and tributaries as part of a Pilot Project directed by VTDEC [5] (see
table below). These assessments utilized earliest versions of the Rapid Geomorphic and Rapid
Habitat Assessment protocols; results helped VTANR to refine methodologies and produce the
2003 version of the protocols. (Eighteen of the following reaches – all but T4.3S1.01 – were
considered “major” reaches for which Phase 2 data was used to update the Phase 1 database in
2004 [3]).

For five of the above reaches, only a portion(s) of the reach was accessed in 2001 – effectively
“segmenting” the reach. However, these reach sections were more or less arbitrary and were
related to reach access and logistics and did not relate to stream type or geomorphic conditions in
the way that segmentation is currently defined under VTANR protocols.

In 2004 and 2005, fourteen additional Lewis Creek reaches were assessed following the 2004
and 2005 versions of the Phase 2 protocols (RGA and RHA) by SMRC under funding
administered by LCA (see table below). Where appropriate, Phase 1 records for these reaches
were updated with Phase 2 data. Digitization of reach features and population of the database
was delayed, as protocols evolved rapidly from shape files to the Reach-Indexing-Tool to the
Feature-Indexing-Tool within this 2004-2005 time period. Data for these reaches were later
indexed using FIT (SGAT v.4.56) and were uploaded to the DMS in the Spring of 2009.

In 2006 and 2007,


ƒ Repeat Phase 2 assessments were completed by SMRC on four reaches that were only
partially assessed in 2001 – M07, M10, M15, and T2.01. These updates utilized the 2006
RGA. Observations and limited measurements were collected during a repeat reach walk;
assessments also relied in part on observations and cross sections from 2001.

ƒ Rapid Geomorphic Assessment (RGA) updates were performed by SMRC for six Lewis
Creek main stem reaches and one tributary reach that had originally been completed in 2001
and 2002. These updates utilized the 2006 RGA. Generally, a limited update was carried
out, consisting of additional cross sections and collection of select parameters that did not
exist under previous protocols: M03, M14, M17, M19, M20 M21 and T4.3S6.01.

In early 2008, Rapid Geomorphic Assessment (RGA) updates were performed by SMRC for
three Lewis Creek main stem reaches (M16, M18, and M22) that had originally been completed
in 2001 and 2002. Updates were completed to support development of a River Corridor Plan for
reaches M14 - M18 [6], and to enable future revision of the M19 – M22 River Corridor Plan [2].
These updates utilized the 2005 (M16) and 2006 (M18, M22) version of the RGA and relied
primarily on the original observations and measurements from 2001 and 2002, as well as limited
more-recent observations. For example, results of a 2005 Phase 3 assessment were incorporated
into the M16 record. For M18, observations of mass failures / streambank armoring / stormwater
inputs along this reach were added following repair of the States Prison Hollow Rd in 2007 in
response to localized stormwater flooding in 2006. And in M22, observations of streambank
armoring installed by NRCS in 2005 and a 2005 cross section were incorporated in the record for
this reach. Stream type was also recalculated following clarification in newer protocol revisions
of incision ratio and specific features that constitute a recently abandoned floodplain.

In 2008 and 2009,


ƒ Rapid Geomorphic Assessment (RGA) updates were performed by SMRC for 15 Lewis
Creek and tributary reaches that had originally been completed in 2001, 2002, 2004, and
2005. These updates utilized the 2007 RGA. In some cases, a full repeat assessment was
carried out relying on some observations from the original assessment date. In other
cases, a limited update was carried out, consisting of additional cross sections and
collection of select parameters that did not exist under previous protocols: M01, M02,
M04, M05, M06, M08, M09, M11, M12, M13, M23, T3.01, T4.01, T4.02, and T4.05 [9].

ƒ Original RGAs and RHAs (following 2007 and 2008 protocols, respectively) were
completed for seven new reaches of the High Knob tributary by Milone & MacBroom,
Inc (MMI) [7]: T6.01, T6.02, T6.03, T6.04, T6.05, T6.06, and T6.3S1.01.

ƒ Rapid Habitat Assessments (RHAs) following the 2008 protocol were completed for nine
Lewis Creek main stem and four tributary reaches by MMI [8]. These RHA assessments
relied on segmentation of reaches and other RGA parameters that were either finalized in
2008 (under the above SMRC work scope) or in previous years: M14, M15, M16, M17,
M19, M20, M21, M22, M23, T3.01, T4.01, T4.02, and T4.05.
