Symptoms

Cross Currency Receipts cannot be accounted through Create Accounting with following error messages:

90100 
An internal error occurred. Please inform your system administrator or support representative that:
An internal error has occurred in the program XLA_JE_VALIDATION_PKG.populate_missing_ccid.
Cannot get valid code combination id.

95944 
Journal entry is unbalanced. No rounding account has been defined and suspense posting is disabled on
the ledger. Please either define a
rounding account, or enable suspense posting on the ledger.

Cause

The relevant error is 90100 and could be caused by cross validation rule that does not allow to create the
code combination id.

Sample:

'Entered Currency Balancing Account' has been setup for one balancing segment.

During replacement of the balancing segment the new code combination can not be created due to a
cross validation rule on Balancing Segment and Cost Center.

During Create Accounting the Code replaces the balancing segment for cross currency receipts to match
the one of the receipts for the Entered Currency Balancing Account'

If this hits a cross validation rule the code combination cannot be created and used.

Fnd Debug will show something like this including the message on the cross validation rule:
BEGIN LOOP - populate missing ccid
    LOOP - populate missing ccid: bal_seg_value = 062, balance_type_code = A
    g_ledger_coa_id = 101, balance_type_code = A, g_res_encumb_ccid = 1001,
    g_sla_entered_cur_bal_sus_ccid = 8340
    XLA_INTERNAL_ERROR : Cannot get valid Code Combination ID
    Error: Please select cost centre between 62001 to 62999

Solution

1) Logon with your gl responsibility


2) Navigate to Setup > Financials > Accounting Setups
3) Query for the ledger you have the problem in
4) Click Update Accounting Options
5) Click Update Icon on the first row 'Define and update the journal processing options for your ledger.'

Change the 'Entered Currency Balancing Account' so that even replacing the balancing segment values
does not hit a cross validation rule.

Additional information:
The same error message can come up if you have a disabled segment value for the account combination
defined for the 'Entered Currency Balancing Account'.
The debug would show a different message.
