Chapter –II of Goods Tariff No.41 Part-I (Vol-I) amended from time to time is
relevant for Registration of Indent, Allotment and supply of wagons.
The following rules lay down the procedure for the registration of indents for
wagons over the Indian Railways. The Railway administration, after due notice, can
make such temporary local variations in any of the these rules as they consider fit to
meet any exceptional circumstances or to prevent misuse: -
All demands for dispatch of goods in wagonloads should be entered in the wagon
Demand/Priority Register maintained at the stations or goods sheds open for booking
of traffic in wagonloads. The signature of the sender or his representative should be
taken in the appropriate column provided in the register after duly filling in all the
other columns. The prescribed registration fee will be paid by the sender or his
representative at the time of registration of demands for wagons.
BG - 500/- - 15,000/-

Traffic in any commodity offered by Platinum & Gold card holder from their siding.
Railway Materials and stores booked by Railway officials in their official capacity.
Lump sump deposit for Government department shall be Rs 10,000/- The parties
having regular transactions with a Railway may be permitted, at the discretion of the
Railway, to pay a lump sum deposit in lieu of payment of registration fee each time
an indent is made for wagon supply. The lump sum deposit payable will be fixed by
Railway in such cases taking in to account the number of wagons that the parties
concerned have to register at a time.
Priority ‘A’
Priority ‘B’
Goods for emergency relief work for victims of natural calamities, like floods,
drought, earthquake etc. When sponsored by an officer not below the rank of Deputy
Secretary of Central/State Govt. or a non- official organization nominated by the
Central/State Govt. and mentioned in the sponsorship.
All traffic sponsored by a Central Govt. agency and approved by Railway Board/Zonal
Railway.
Priority ‘C’
All programmed traffic for which monthly or quarterly programs are approved by
Railway Board/Zonal Railway.
Priority ‘D’
General Instruction:-
Traffic will have preference over other traffic within the same class of priority in the
following order: -
Traffic covered by contractual obligations and/ or guaranteed under specific schemes
like wagon Investment scheme, Freight Forwarder scheme, Terminal Incentive cum
Engine-on- load scheme (TIELS) etc.
Traffic in rakes loaded from a siding/Goods shed having round the clock working.
Traffic in rakes from a full rake handling siding having mechanized system of loading.
Traffic offered for a distance of more than 800 Kms will have the preference over
other traffic within the same classification and priority.
2-(3.0) Traffic offered in block rake including clubbed indents constituting a block
rake will be given preference over traffic in piecemeal irrespective of the class of
priority and date of registration.
2-(3.1) Traffic offered in single point block rakes (including clubbed single point
rakes) will be given preference over two point multi point block rakes and mini rakes
within the same class of priority.
2-(3.2) Any traffic can be accorded preferential loading and movement under a
higher priority under special orders issued by the ministry of Railways, Railway
Board/Zonal Railways.
2-(3.3) Two days in a week shall be resumed and notified for allotment of rakes as
per the date of registration irrespective of the class of priority.
When the wagon indent is cancelled after physical supply of the wagon.
When the consignor does not agree to pay charges as per tariff rules.
When a wagon indent is cancelled by the indenter within 10 days from the date of
registration.
When a wagon is supplied to an indenter but he does not commence loading it before
the expiry of the free time allowed for loading.
When a wagon is supplied to an indenter and the wagon is detained at his request
for loading beyond the free time after which he cancels his indent.
Note- (I) When restriction is imposed without any time- limit the consignor shall be
allowed either to retain his indent or to cancel it before removal of the restriction
without forfeiture of the wagon registration fee.
(II) Whenever the registration fee is forfeited the corresponding indent will also be
treated as cancelled.
(III) When a wagon is supplied to an indenter which he commences loading within
the free time but takes more than free time permitted, the wagon registration fee
will not be forfeited, but demurrage charge will be recovered in accordance with the
rule.
Station Masters are authorized to refund the registration fee on surrender of the
receipt foil by the indenter in cases where the fee is not forfeited except where the
registration fee is paid by credit Note. In the latter cases, the claimant should apply
to the Chief Commercial Manager of the Railway for refund. In the case of “Paid”
consignments, the wagon registration fee will be adjusted against the freight charges
to be recovered. No refund can be allowed unless the original receipt foil issued at
the time of payment of the amount, is surrendered. In cases where the original
receipt is lost, the refund is to be made only on the authority of a stamped
Indemnity Note. Refund of registration fee will be made only to the person
mentioned in the receipt or his authorized agent, after obtaining his
acknowledgement. Fees collected for one indent can’t be adjusted against another
nor wagon allotted to one indenter be allowed to be used by another.
C: After receiving claim letter, Refunds branch will register the claim with no. and
date, and acknowledgement to this effect be sent to the party by post. Parties are
requested to quote claim no. for any queries with regard to refund claim status.
