REQUEST FOR PROPOSAL

1 INTRODUCTION

South Asia Gateway Terminals (Pvt) Ltd (SAGT) requests for proposals form authorized & capable service
providers to carry out the work specified bellow in full or in part.

1. Inspect the main diesel tank before the tank is emptied and produce a report on the condition
and estimate of repairs/improvements or modifications to be done on the same.
2. Removal and Disposal of Sludge form main diesel tank (DT02) and two mobile diesel tanks (FT 01
& FT02)
3. Implement repairs/improvements or modifications identified and produce an estimate of
further improvement work required after inspecting the inside surface of the tank
4. Testing the tank in accordance with API standard 653 and produce a certificate of conformity.

2 SCOPE OF THE WORK

2.1 REMOVAL AND DISPOSAL OF SLUDGE FORM MAIN DIESEL TANK (DT02) AND TWO
MOBILE DIESEL TANKS (FT01 & FT02).
1. Remove the sludge in the Diesel tanks using appropriate equipment adhering to standard safety
guidelines regulatory requirement.
2. Transport and dispose of the sludge adhering to standard safety, environment and legal
standards applicable.
3. Employ skilled people for the job with proper supervision.
4. Ensure job will be completed within the stipulated time period.

2.2 TESTING

1. List down all required tests need to be done in accordance with the API standard 653.
2. Agree on a time schedule.
3. Complete the job within the stipulated period.
4. Employ skilled employees with adequate safety precautions and supervision.

2.3 INSPECT THE MAIN DIESEL TANK BEFORE & AFTER THE TANK IS EMPTIED AND
PRODUCE A REPORT ON THE CONDITION AND ESTIMATE OF
REPAIRS/IMPROVEMENTS OR MODIFICATIONS TO BE DONE.
1. Recommend and agree on the repairs, improvements and modifications need to be done
before & after the diesel tank is emptied.
2. Agree the rates applicable for above identified work
3. Agree on a time schedule
4. Employ skill employees with adequate safety precautions and supervision
5. Complete the job within the stipulated period.

3 PROFILE OF THE TANKS

3.1 MAIN DIESEL TANK (DT02)

This is a surface mounted horizontal cylinder type steel structure which has been used for
about 8 years. A layout drawing is attached.
Tank capacity is about 65,000 liters.

3.2 MOBILE DIESEL TANKS


These are trailer mounted tanks so that the tanks could be towed by a prime mover. These
tanks have been used for about 8 years. Tank capacity is about 15 000 liters.

4 PROPOSALS

A bidder(s) should supply a detailed proposal along with the price quote. Detailed proposal
should contain a clear description about the total work plan and safety precautions, project
time plan prepared using Microsoft project or Excel.

5 SITE INSPECTION

All bidders are obliged to inspect the site and take any necessary measurement, drawing,
pictures, etc. before bidding. Inspection could be arranged through Shift Engineering Manager
Uditha Meewalaarachchi at 0772457102.

6 RIGHT TO ACCEPT ANY BID AND TO REJECT ANY OR ALL BIDS

SAGT reserves the right to accept or reject any proposal during the bidding process and reject
all proposals at any time prior to award of contract, without hereby incurring any liability to the
affected Bidder(s) or any obligation to inform the affected Bidder(s) of the grounds for the
action.
7 NOTIFICATION OF AWARD

SAGT will notify the successful Bidder(s) in writing that its bid has been accepted and on which
basis the bid has been accepted.

The duly accepted Letter of Award together with Purchase Order will constitute the formation
of a contract.

8 BID BOND

The Bidder shall submit with the bid, a Bid Bond valid for a period of Ninety (90) days after the
date of Bid closure from a commercial bank carrying on business in Sri Lanka, to the value of 1%
of the purchase consideration in the format attached. The Bid Bond of any unsuccessful Bidders
would be returned to them after selecting the successful bidder.

9 PERFORMANCE BOND

At or before the execution of the Contract, the successful Bidder(s) shall provide a Performance
Bond as security for the due performance relating to the supply of Equipments and services.
The Performance Bond shall be a "pay on demand" bank guarantee from a commercial bank
carrying on business in Sri Lanka. The performance bond should be 10% of the bid value,
validity for a period of 90 calendar days

10 DELAY OF COMPLETION

The bidder is subjected to liquidated damages at a rate of Rs 4000/= per day in a case of failure
to complete the work within the stipulated period mention in the proposal.

11 TERMS OF PAYMENT

Could be negotiated and agreed.


12 DEADLINE FOR SUBMISSION OF PROPOSALS

A. Bids with all accompanied documents must be marked ATTENTION CHIEF FINANCE
OFFICER, South Asia Gateway Terminals (Private) Limited, Colombo 1, Sri Lanka, and
received not later than 1600 hours on 18 November 2010.

B. South Asia Gateway Terminals (Private) Limited may, at its discretion, extend the
deadline for the submission of bids.

13 EVALUATION

To assist in the examination, evaluation and comparison of bids, SAGT may at its discretion, ask
the Bidder for clarifications of its’ proposal. All responses to requests for clarifications shall be
in writing.
Short listed Bidders may be requested to make presentations/demonstrations of the service
offered if requested by SAGT.
