the existing highway to two lane as per MOST norms (MOST norms guide lines
attatched at page 15 to 17) i.e. 12 m to 14 m (Average 13.00 meters) , the
extra forest land required 5.00 meters to 7.00 meters (Average land strip
required 6.00 meters wide)

regarding formation width improvement of geometrics and essential safety
features on the National Highways in Hilly/mountainous terrain. These
guidelines regarding formation width may be brought to the notice of
concerned officials/field Engineers of your Department.

MINISTRY'S GUIDELINES REGARDING FORMATION WIDTH,

GEOMETRICS IMPROVEMENT AND SAFETY MEASURES ON HILL
ROADS.
It has been decided with the approval of competent authority in the

Ministry that the overall formation width of National Highways in
hilly/mountainous terrain may be kept as 12 m, comprising 7 m wide
carriageway flanked with 2.5 m wide shoulders. The drain and
parapet/safety railings will be accommodated within the width of the
shoulders.
2. The increased formation width will enhance operations on the road

and traffic movement due to the following.
(i) More space would be available for the parking of disabled

vehicles, without interfering with two way movement.
(ii) Two lane movement of traffic would be possible in the event of

some stretches being affected by Land Slides etc.
(iii) Movement of heavy/large size Military and Commercial Vehicles

would be easier.
(iv) Capacity of the road is expected to increase due to large space

becoming available for maneuverability.

3. However, it has been, felt that considering extra cost of hill cutting
involved due to increase in the width of the formation, the revised
standard could be implemented in stages. Priority may be given to
provide 12 m formation on new National Highways and on the existing
National Highways stretches, where widening of the carriageway is to be
carried out. The widening of formation to 12 m on 2 lane National
Highways already having 10 m formation width may be accorded lower
priority.
4. All other geometric design standards for the hill roads, except the
formation width may continue to be followed as recommended in IRC
Special Publication No. 48:1998 'Manual for Hill Roads'.
5. The requirement of road safety measures for National Highways in

hill roads were also reviewed and it has been found that the existing
guidelines and standards prescribed by the Ministry appear to be
adequate, however, these are not being provided/implemented by the
implementing agencies. The Implementing Agencies are, therefore,
advised by the Ministry to give due importance to safety aspects of
National Highways in hill roads and ensure that safety measures, such as
mandatory, cautionary and informatory signboards, parapet walls,
railings, crash barriers, slope protection, delineators, drains, extra
widening at curves, passing places at suitable intervals, rock stabilization,
treatment of land slides are provided at critical locations.

JUSTIFICATION FOR LOCATING THE PROJECT IN THE FOREST AREA
Diversion of 7.76 ha Govt. / forest land for the widening from existing carriage way to two
lane carriage way of PBNS road NH 21-A km. 49/0 to 66/275 in the state of Himachal
Pradesh.
The Pinjore-Baddi-Nalagarh- Swarghat road has been already constructed as a state Highway
by the Government of Himachal Pradesh before 1970.This road was declared as National
Highway NH-21-A during the year 2000. To upgrade this road to the National Highway standard,
the Government of India has agreed to upgrade the National Highway 21-A to two lane carriage
way from km 49/0 to 66/275 ( Kundlu Bridge to Swarghat). The alignment of this road passes
partly through the government and private land. As the road has already been constructed and
only the widening has to be done, so there is no need to seek out alternate alignment. The
widening is to be done through this forest in such a way that negligible numbers of trees are to
be removed.
.
The widening of this road involves minimum tree cutting
and as such the loss of forest produce involved in it is very negligible in comparison to the benefit
of the road. Widening of the road will provide better transport facility and riding quality. PCU’s as
per traffic cences March 2009 conduted by MOST on NH 21-A is 12240, which require double
lane. Goods vehicles tend to avoid entering Punjab due to additional tax resulting i…..n
conjection on single lane road on hilly terrain in this strectch. Hence the cutting of this road
through the aforesaid forest is fully justified. By the widening of this road. This highway also plays
an important role for the movement of troops to forward areas in Ladakh as it further links with
475 km Manali-Leh highway.

FINANCIAL AND SOCIAL BENEFITS
Name of the proposal: - Diversion of 7.76 ha Govt./forest land for the widening from
existing carriage way to two lane carriage way of PBNS road NH 21-A km. 49/0 to 66/275 in
the state of Himachal Pradesh.
FINANCIAL BENEFITS:-
a) Tomato Production :-
Approximate 40,000 boxes produced in this area. Due to bad condition of single
lane road ,the farmers send them to the near by state Punjab instead of nearest market at
Nalagarh (HP). They occur extra amount on carriage and taxes in Punjab. They carry the
tomatoes on an average cost of Rs. 50/- per box. After the completion of this road they will
save about Rs. 20,00,000/- only.
ii) Potato Production :-

Approximate 50,000 bags produced in this area. Due to bad condition of single lane
road ,the farmers send them to the near by state Punjab instead of nearest market at
Nalagarh (HP). They occur extra amount on carriage and taxes in Punjab. They carry the
potatoes on an average cost of Rs. 40/- per box. After the completion of this road they will
save about Rs. 20,00,000/- only.
iii) Cash Crops: -

The area has grant potential to production pulses seasonal vegetables produced in
the area can not be transported to he market due to inaccessible area. The likely benefit of
this aspect is Rs: - 70, 00, 000/-per year
SOCIAL BENEFITS: -
It will strengthen the communication net work of the area,

which in all ultimately affects the socio-economic condition of the area, health services and
education. The likely benefit in aspect is Rs: 500,00,000/- per year.

COST BENEFIT ANALYSIS
Name of the proposal: - Diversion of 7.76 ha Govt./forest land for the widening from
existing carriage way to two lane carriage way of PBNS road NH 21-A km. 49/0 to 66/275 in
the state of Himachal Pradesh.
Project Benefits
1. The project roads will provide many types of benefits:

(a) It will improve access to social infrastructure (schools and health centres) providing
many benefits from increased education and health facilities, and improved social
interaction and mobility, which are important for social, and economic development.
(b) It will provide better access to markets, by reducing transport costs, and also by
making it physically feasible to transport certain types of goods (such as construction
materials), since the existing narrow road cannot handle such items which are important
for many economic activities large and small hydro-electric projects, etc. and for general
economic development.
(c) It will improve marketability of perishable goods through timely and cheaper transport,
and this will provide a direct incentive for more market-oriented agriculture, with more
profitable cash crops, and also raise rural income and employment.
(d) Lastly, it will help sustain isolated rural communities spread over the difficult mountain
slopes of the country national income’s is produced to remain accessible to the country's
mainstream economy, and prevent their migration to urban areas which do not have the
capacity to absorb them. Indeed, the project impact in all these benefit-categories will be
limited primarily to the project areas.
In what follows, an attempt is made to quantify some of the project benefits

described above: from (a) social benefits, (b) transport cost savings, and (c) agricultural
benefits. Benefits from (d) and other benefits such as industrial and regional
development, will be difficult to quantify and therefore no attempt is made to assess these
impacts. Even where quantification has been made, the limitations of data make it a
partial assessment, thus resulting in a conservative estimates of project economic return.

A novel feature of the analysis is quantification of part of the social
benefits (in addition to transport cost savings); we have made rough estimates of the
value of better access to education which the road will provide, using Indian data on
enrolment levels with improved road access, and income levels of educated and
uneducated persons. Improved road access will allow easy transport of children to
schools, or schools may get located closer to the communities, leading to higher school
enrolment levels, and improvement in the quality of schools. Government of India have
already plans on building new Elementary and Junior High Schools after some of these
roads are constructed; at present the physical constraints in transport make school
construction extremely difficult. In the more accessible areas in the Himachal Pradesh,
indicate that about 75-100 children, (over years) would additionally go to schools every
year if the improved road is built (more girls because of proximity, and more boys who
would be released from the task of transporting goods); the life-time earnings of the
educated vs. uneducated provides an estimate of the income differentials; the net
incremental income has been estimated after deducting estimated education and
continuing education costs: this is attributable as net value added by the road since the
additional enrollment would not have happened without the improved access provided by
the road. Indeed education (especially education of girls) brings many more social benefits
than income benefits, but we limited our estimate to incremental income from education.
We have also estimated some health benefits (in reduced sick days, and reduced
maternity and other deaths) attributable to improved access to health facilities, based on
available local data. Overall, about 30% of the project benefits come from quantifiable
social benefits (estimated through a partial exercise).
3. Transport cost savings:
Transport benefits have been estimated for the following four major
categories: (i) transport savings on the normal growth of non-agricultural goods traffic
assuming traffic levels without the road project (agricultural traffic is excluded since the
benefits from transporting agricultural goods will be indirectly included in the estimate of
incremental agricultural income); (ii) transport savings on the induced non-agricultural
goods traffic(additional non agricultural traffic induced by the availability of the road); (iii)
transport savings on the normal growth of passenger traffic (persons travelling in the
absence of the new road); (iv) transport savings on the induced passenger traffic .

3. Journey time
Good roads save enormous amounts of travel time and provide access to a
large number of destinations in a relatively short time. The average time in India for a
home to work journey by car is estimated to be 20 minutes. The corresponding figure for
public transport is estimated to be in the range of 39 minutes, or almost twice as much.
When citizens who normally use their cars to go to work were asked to take public
transport instead, they reported a journey time increase to 39 minutes, which means that
cars save them an hour of their time every day.
Furthermore what originally began as a home to work journey, is now
increasingly Becoming a complex array of smaller journeys that begin in the morning to
end in the evening, such as dropping-off children at school, shopping for food etc.
According to the Fédération International 'Automobile (FIA), the average Asia household
spends some ` 60000 - 95000 per year on car travel, corresponding to 10%-12% of all
household expenditures for the year 2008.The decision to buy a car and to spend such a
part of the household budget can only be explained by the fact that the economic
advantages of using roads (saving money, a more
efficient use of time, increased comfort and quality of life) outweigh the direct costs of
owning and using a car. Nobody has ever forced anybody else to buy a car and use it.
Road fatalities will always be regarded as a tragedy of modern history, but the situation is
slowly improving.
4 Savings in vehicular operating costs :
Annual vehicle operating cost is substantially reduced due to the higher speed
of vehicles and consequently lesser hours on road. It is estimated as the product of the
residual traffic, time saved on average lead per vehicle annually and the vehicle operating
cost per hour.
5 Agricultural benefits:
As regards the agricultural benefits induced by the improved road, the

estimate is based on a detailed analysis of the present cropping patterns in the area and
the likely switch in cropping patterns to more profitable cash crops which will be induced
by easier access and transportability to markets. A farm model with local production and

cost coefficients has been used for this estimate. It estimates the net value added in
agricultural production due to reduced transport costs of farm inputs and output, and
increased switchover to cash crops (such as Mangos, potatoes, tomatoes, ginger other
vegetables), based on similar experiences in India. It has been verified that apart from
marginal increase in extension services and the use of more fertilizers and improved
seeds, no significant agricultural investments in land improvements would be required to
adapt to the expected switch towards marketable crops. The net incremental benefits from
agriculture (after meeting all additional costs of farming and transport) have been taken as
benefits brought about by the road, since the absence of a road is the main bottleneck in
producing more market-oriented crops in this area.

In Lieu of Forest Area (7.76 ha) proposed for diversion under Conservation Act, 1980 for the Diversion of
7.76 ha Govt./forest land for the widening from existing carriage way to two lane carriage way of
PBNS road NH 21-A km. 49/0 to 66/275 Tehsil Nalagarh, District Solan, H.P in Baddi Range of
Compensatory Afforestation Scheme is prepared in lieu of forest area proposed for diversion totaling 16
ha. in Govt./ Forest land of Nalagarh Forest Division, for the Diversion of 7.76 ha Govt./forest land for
the widening from existing carriage way to two lane carriage way of PBNS road NH 21-A km. 49/0
to 66/275. Land Bank has been located/identified by Forest Department in 16.00 ha. of Baddi Range of
Nalagarh Forest Division for Compensatory Afforestation as shown in enclosed Compensatory Map.
Compensatory afforestation to be carried out is area 16.00 ha. i.e. approximately double the area required
for project. Total No. of trees to be planted are 17600 Nos. The trees species such as Chil, Khair and
other B/L will be planted 17600 Nos.
1) Objective of the Scheme.
The main objectives of the scheme are as under: -
1. To meet with the loss of the forest area by rehabilitating the degraded forest by adopting
suitable measures.
2. To check soil erosion and then by improving water retaining capacity of the soil.
3. To introduce fuel and fodder and of economic importance species in order to meet the demand
of the local people through out the year
4. To generate employment for local people.
5. To preserve a moderate environment and ecology of the locality.
6. To ensure the local participation of people in protecting the nearby forests.
II) Description of area and choice of species for compensatory plantation.
The proposed area for compensatory plantations will be planted during 1st year on deposit of
compensatory cost by user agency with seven year maintenance during subsequent years. The proposed
area for afforestation has been mentioned on top sheet attached as Annexure “A”. The species is to be
raised or planted as to suit local conditions and to improve the existing crop. Selection of species to be
raised in the plantation area is given below: -

III) Nursery
The requirement of nursery will be meet with from the existing nurseries in Nalagarh Range.
IV Afforestation
Afforestation will constitute the most important component of the scheme. The plants raised in
P/Bags will be planted in 30 cm X 30 cm X 30 cm /45 cm X 45 cm X 45 cm size of pits.
V Fencing of the area
Effective protection of the area from grazing and browsing by cattle is utmost important for raising
of successful plantation in the shorts possible time. The area shall be fenced with three stands barbed wire.
Fence post will be purchased from outside sources and user agency will pay the cost of fence post.
VI Executing Agency: -
DFO Nalagarh will execute the scheme with help of existing staff Departmental Charges @ 17.5%
of total cost will be paid by the user agency.
VII Financial Outlay: -

The scheme will be executed at an estimated cost of ` 1559460-00 Compensatory Afforestation
Scheme is enclosed herewith as Annexure.
