Squadron Operating Policy

Cadet Programs

MERIT/DEMERIT PROCEDURES AND ADMINISTRATION

The following squadron operating policy shall be used as a means to promote discipline and reward. The
system is outlined so all cadet members can easily recognize the severity or accomplishment of an act.

1. Objective: The overall goal of this supplement is not only to promote se|f—discipIine, but also group
discipline. Self-discipline is required for group discipline and group discipline governs the effectiveness
of the unit.

2. Punishment: Punishment is rarely used as a corrective tool because it is effective only when it creates
in the individual the desire to obey. Punishment by itself can be counter-productive. Punishment
administered as vengeance does not teach discipline, nor corrects the problem.

3. Merits:

a. Based on the philosophy of rewarding good behavior, special effort and distinctive achievements of an
individual.

b. Only officers (senior or cadet) in the cadefs chain of command may issue merits to the cadet in
question. All other officers and NCOS may recommend merits to be awarded to the cadet's officer in
charge (OIC). The amount of merits to be given for a particular accomplishment is listed on attachment
1.

c. Under no circumstances will different parties for the same accomplishment issue a cadet duplicate
merits. Duplicate merits will be removed by the Cadet Administrative Officer or the Cadet First Sergeant
(must be approved by the Cadet Administrative Officer) when brought to his/her attention.

4. Demerits:

a. Based on the philosophy that discipline should, correct, mold, strengthen, or perfect the individual in
a manner that is constructive and in control without the hazards of hazing or abuse.

b. Only officers (senior or cadet) in the cadet's chain of command may issue demerits to a cadet
whenever they observe an infraction, or have an infraction brought to their attention. The Cadet First
Sergeant and the Cadet Flight Sergeant of the cadet in question may issue a demerit to be approved by
the cadet OIC or a higher officer within the cadet's chain of command. All other officers and NCOs may
recommend demerits given to the cadets OIC. The amount of demerits to be given for a particular
accomplishment is listed on attachment 2.
c. Under no circumstances will different parties for the same accomplishment issue a cadet duplicate
demerits. Duplicate demerits will be removed by the Cadet Administrative Officer or the Cadet First
Sergeant (must be approved by the Cadet Administrative Officer) when brought to his/her attention.

5. Excessive Demerits:

a. Any cadet accumulating twenty-five (25) demerits or more are to automatically be scheduled to
appear before an Honor Review Board.

b. Any cadet accumulating Fifty (50) demerits or more will be subjected to the following:

a. Appearance before the Honor Review Board.

b. Restricted from a activities except Additional Duty Assignments (ADAS).

c. Restricted from advancement until demerits are worked off.

c. Any cadet accumulating one hundred (100) demerits will be subjected to the following:

a. Appearance before the Honor Review Board.

b. Restricted from all activities except Additional Duty Assignments (ADAS).

c. Restricted from advancement until demerits are worked off.

d. Restricted from taking any exam.

e. Face possible termination,

5. Honor Review Board;

a. The board will consist of the Deputy Commander for Cadets, Leadership Officer, and the Cadet
Commander. lf for any reason the persons cannot serve on the board (i.e. personal involvement
absence), the Deputy Commander for Cadets will assign a senior member or cadet officer as a
replacement.

b. All recommendations are final. All recommendations made will be reported to the Squadron
Commander for final approval.
