Existing Condition and Feasibility Study

The City of Troy, New York is seeking proposals to furnish professional architectural and
engineering services to provide an existing condition and feasibility study of 275-283
River Street, Troy, New York (aka Dauchy Building) for use as Troy’s City Hall,
including an assembly space for use as the City Council chamber.

The proposing consultant or consultant team leader must be a NYS registered


Professional Services Corporation providing architectural and/or engineering services and
must demonstrate a minimum of ten years experience in providing existing condition and
feasibility studies of historic structures in an urban environment. They must also provide
three examples of similar projects completed within the last 48 months.

The proposal shall include, but not be limited to the following areas:
• Evaluation of existing components and systems of the building, including roof
membrane, flashings and penetrations.
1. Roof structure.
2. Building envelope, including masonry and mortar, caulking, doors and
windows.
3. Vertical and horizontal structural members.
4. Electrical System – main feed, panels and distribution system.
5. Sprinkler System, Fire Alarm System and Emergency Lighting.
6. Plumbing and Sanitary System.
7. HVAC system

8. Interior lighting.
9. Interior Finishes and Fixtures
10. Evaluate existing structure for compliance with state and local building codes
and the Americans with Disabilities Act according to the proposed use.
11. Hazardous Material Abatement – if applicable.
• Provide a prioritized list of repairs and upgrades to the structure from most to
least critical, including an opinion of probable cost for each.
• Provide a space usage analysis by department/bureau/office/function of the
existing city hall spaces at the Verizon Building at 1776 Sixth Avenue, Troy, New
York, and a proposed layout for each in the Dauchy Building, including any
necessary interior alterations/renovations to physical space or systems to
accommodate the move of city administrative functions from the Verizon to the
Dauchy Building. Provide an opinion of probable cause for any and all
alterations/renovations proposed.
• Provide an analysis of existing parking conditions and propose a plan to
accommodate city hall parking needs based on the current conditions and
availability at the Verizon Building
• Provide a cost estimate to prepare bid/construction documents based on the
finding of the study.
• The completion date for the study is April 29, 2011.

The proposal is to be a lump sum, not-to-exceed amount and the selected consultant or
consultant team must meet all other standard qualifications (insurance limits, etc.)
required by the city. These have been included below for your convenience.

Proposals must be received by the City Clerk no later 2 PM on February 25, 2011.
