    In June 2005, after news reports surfaced that the administration had paid journalists to promote No Child Left Behind, Citizens for Responsibility and Ethics in Washington (CREW) filed a Freedom of Information Act (FOIA) request with the Department of Heath and Human Services (HHS) for more information on government propaganda. When HHS was not forthcoming with the information, CREW filed suit to force its disclosure.
