 Executive Summary

Galle district is belonging to Southern province. Its main district in the province. This
district has massive area and hill places, state include this. It’s called Udugama. Udugama
famous for Tea and some other cultivated item. It’s pleasant and many natural resources
contained. Population was mixed but mainly Christian, Buddhist and Tamil are living
peaceful. People of Udugama contributing for our economy. Infarstucre facilities not
much have. Government providing health service for citizen and no of hospital were
located all island. One of them Udugama Base Hospital. This hospital running under
southern province council.
According to hospital director Dr Pathirage Udugama base hospital has 8 wards and 40
staff. There provided lot of medical services except serious cases. Day to day patient
coming get medicine and admitted hospital. People visited patient they brought meals,
food for patient. Hospital collecting waste day to day aproxtemly 25kg. They dump this
thing and bed smell in the environment. It’s not good for patient .It support to air
pollution. This was bad for patient as well as environment. But there having major
problem was waste didn’t have much place for dump. They wanted sustainable solution
for waste.
Human & Environment Links Progressive Organization HELP-O had enough knowledge
as well as good experience about Biogas Program. We introduced our Biogas Unit and
waste management plan for solve this problem. For over come that challenge UNDP
ARTGOLD was funded and HELP-O Donor both implemented good program. Through
this program we proposed construct biogas unit and conduct awareness programs and
including donate dustbins and leaflets.
On 2009 October we were started and finished this program with faced difficulties and
much success. We constructed and instructed technical part finance assist by UNDP
ARTGOLD. This was great an effort and success achievement. Other part of the program
we conduct an awareness program for staff. They praised program because through that
they learned many things.
Waste management not easy any where in the hospital because many patient and people
coming to hospital every day. But Health department needed provide better service for
persons. The hospital authority needs sustainable solution for waste. Through this
program they expected finished waste problem and keep good environment. HELP-O has
been construct biogas unit according to our technology.
The capacity of biogas unit is 22m3 it can dump more than 125kg and 150kg per day
organic waste per day. The goal is providing biogas for hospital purpose and manure for
cultivating too.

 Field Visit

The initial activity was see dump area in the hospital

and find place for construct biogas unit. After that we
were discus with Hospital authority which place
suitable for above. Both parties shared information and
came to final solution. According to director requested
we agreed their shown place. This place situated
between two wards.
According to that place we
made BOQ and other report to give donors and Hospital
authority. We observed place and look around hospital.
Proposed biogas unit capacity 22m3. Actually we could
obtain conclusion about static and expenses. According to
field visit we made report and started our duty. Through
this technical report we could able to realize the actual
situation of the area and the ground level.

Awareness Programs
The most important activities of the whole program are Awareness programs. Why
awareness program most important? They didn’t have much knowledge environment
pollution, about segregation and how can get sustainable solution for waste even they
don’t know how to implement this in proper way. HELP-O planned conduct four
awareness programs for staff of the hospital. Our effort gave much knowledge about
decease of waste, effect environment and reduces environment pollution about this
program.
Already we conducted three programs other one will be conduct shortly because that
is the evaluation workshop. The first program was conducted by Mr. Chathura
Welivitiya Chairman/Project Executive HELP-O, and second program conducted Mr.
Thilak Kariyawasam Executive coordinator Sri Lanka Nature Forum and Mr. Sunil
Garusingha Assistant Director Province Office Galle Central Environment Authority.
Between awareness programs they studied segregation of waste international code
system. How can face this problem and how can get sustainable solution for these
problems. We explained value of biogas system. We donated dustbins with
international code systems and carts to hospital doing segregation of waste. Staff and
patient hope good environment after construct biogas program. They got good
knowledge organic and farming about biogas unit.

 Awareness program about Effective of Biogas units and Maintains

Mr. Chathura conduct this program topic was Biogas Unit and Benefits. According
to chairman lesson he explained value and important this for environment. During
the program how to work built biogas unit, effect of waste and reduce the waste
explained to ordinance.

5. Dangerous air emission to air
6. Many diseases affect to community.

After that he explained about the benefits of the biogas unit like
1. Decrease the irregular waste dumping
2. Can use biogas for cooking purpose
3. Start organic cultivation from the Manure
4. Decrease the threat of Climate change by reducing the methane gas emission
5. Waste Become a resource and good income for the hospital
While he was explained about why they should implement this program properly
and how they can get more benefits while on this he explained about the other
waste management experience which is related to biogas program. For this program
hospital management and miner staff and nurses were participated.
According to them they have learned many things about biogas units and its
benefits and some of people agreed to construct biogas unit in their places. Even he
explained that what is the proper implementing process also he little bit explained
about the importance of waste segregation and international color code system too.

 Awareness program about Biogas Technology and Maintenance
Mr. Thilak Kariyawasam conducted about Biogas
technology and Maintenance. He had been explained
to staff above matter well. According to him most
important things technology and maintenance follow
up proper way other wise couldn’t get benefit. Also
his aware authority only essential items dump to
biogas unit. During his speech he explained some
things always should check and that is once a month
checking cooker, then pipe conditions and fill the water for top of biogas unit. This
matter understood well staff of hospital. He explained to Hospital management the
important of the follow up and waste segregation other wise whole program will be
shut even he explained to them about the basic conditions of maintains like
1. Check the gas tube and burner at least monthly
2. Important of Waste Segregation
3. Appoint special staff for only biogas unit and maintains
4. When you are dump big organic waste cut to small pieces
5. Dump only organic waste to biogas unit
6. Insert water properly with Organic waste
This program is very important because through that they able to know about the
proper implementing system and how it should be do.

Awareness Program about Non Organic Waste Management

Final program was conducted by Mr. Sunil Garusingha
Assistant Director Province Office Galle Central
Environment Authority. According to his program
explained about Segregation of waste and Non Organic
Waste Management. He said that our goal was built
biogas unit and get the benefit this program. During
this training period highlighted some topics. How to
segregation waste international code systems and
which item use for biogas keep these thing safely.
After awareness program working progress start good condition. He explained that
hospital generate clinical waste and that is much dangerous that other waste because
it is not good for human being. He strongly recommended starting the proper waste
separation process according to international color code system. On the other hand
this program much valuable to start good waste separation process.

 Biogas Unit Construct

125kg to 150kg per day. We started work October 2009. This unit construct and
technical by HELP-O.
During construct work down pour started and inside the pit landscaping. Because
of that reason we couldn’t finish work on time. But we worked creative support of
hospital staff, skill laborers and our staff effort. HELP-O used all experience built
best biogas unit and handed over too. This program was a partnership program
under Public Private Partnership Concept. Now hospital is getting benefit from the
biogas unit and they have a good place to dump the waste and they have decrease
the LP Gas usage. We got Good Corporation from the hospital side and the Hospital
Management to implement this program in their place.

The opening ceremony was conducted on 13th January 2010 with the participation of
Secretary of Health Ministry Southern Province. On that day we have hand over the
biogas unit and dustbins and mobile carts to Udugama Base Hospital. This is the
first biogas hand over ceremony of the 2010.

 Provided Awareness Materials

HELP-O and Hospital authority planned conduct awareness materials for hospital
that is a hand bill and when one patient admit to hospital they provide this leaf let
to them and through that we have aware them about our program and waste
segregation process. This program we couldn’t conduct program with out material.
Between programs we delivered hand bill for staff, patient and people of hospital
area. This paper mentioned waste management rules regulation, segregation waste
system, keep good environment in side the hospital and benefit of segregation of
waste etc included. Above point followed every one. People will be enjoyed better
environment. Patients are very hard to aware about this program and they are the
key persons who generate the waste and through that document we can easily
aware them.

 Followed Strategies

This project we hoped done our plan activities. But we have been used many
strategies for completed this program in successfully. HELP-O has followed many
strategies for completed it. This waste is a massive problem. Every one need it
became successes but couldn’t get easy we were uses many strategies for success
and gets advantage of this project.

1) Private, Public Partnership. (PPP)

This is famous and valuable concept in the world. This is combination of private
and public partnership whole program. Actually this concept finds sustainable
solution for waste management contribution with all sectors. We implemented this
program under this concept and that is a good key for the sustainability. We got
good co-operations from hospital side to implement this program. Some times they
helped us to construct the biogas unit and co-operated for conduct the programs in
their hospital. From the hospital they are agreed to dump the waste properly and
monitor about this program. While we implement this program we have shared
responsibility between hospital authorities.

2) Awareness Program
Other strategies we conducted awareness program for hospital staff to doing this
program. According to awareness program we aware how can get sustainable
solution for waste and how to do this work. We conducted three awareness
programs for staff after that they understood well as well as doing work very well.
Without this program they didn’t know segregation of waste system as well as
correct method. We learned to staff working responsibility to protect environment.
Through the awareness programs they could able to get good knowledge about this
program.
Those programs has been linked to others because this goes step by step from the
beginning program they can understand about the value and benefits of the biogas
and second we explain what is the suitable steps and process to run this program in
proper way by waste sorting and non organic waste management. Third program is
about Organic fertilizer and Modern Cultivation process and its benefits through
this way they start the organic cultivation. Finally we discuss about the challenges
and difficulties they have been faced during this program implementing.

 3) Awareness Materials

We aware biogas program for staff but we have another problem is that how to
aware the patients. Without this program can’t get achievement and do anything.
We provided hand bills for staff, patient and visited people of hospital. Every one
has follow up mentioned point. They studied about these segregation process and
waste system. End of this program they are starting segregation of waste and follow
up genuine method according to awareness program. Through this everybody
knows about the waste management process in hospital and that is one of good
system to aware them. We have used this strategy in several places and every place
is very success that is why we have implemented this.

4) According to Land Location

The hospital had place for construct Biogas unit. We have made a plan according to
land location. This land situated between two wards in the hospital. We planed
construct without any change. We dig pit around shown area. Organization uses
some strategies. We arrange every thing about situation of hospital. We always
think no damage to hospital because of the biogas unit. According land located we
were made BOQ. HELP-O built unit no changed land this was success of the
program. In beginning of the construct some areas were collapse but we had to
rebuild those areas and we have followed technical guidance when we construct
the biogas unit.

Challenges of the Program

HELP-O has implemented Biogas program for Udugama Base Hospital. All
programs has good working plan as well as have good goal to finish. But in
progress situation some plan for challenge and some incident occurred naturally.
We were faced below things challenges of the program.

During the digging pit surrounding wall break down. Because of that we faced
big trouble and our working plan also delayed. After that we made wall around
it. All constructions were delayed because of this reason and on that time there
was heavy raining situation. We cover the all area and started the construction
again. While we are construction we had to face raining situation.

 In working progress heavy rain started. Because of the rain inside the pit land
slide. After incident we get off soil for pit. This was another challenge we had to
face during the construction time. We used motors to pump the water and that
was an extra expense for us. We couldn’t do anything this reason. Few days ago
no rain. After that we take off storm water inside the pit and started the
constructions.
Another challenge was aware the resident patients about this program and we
introduced a leaflet about normal regulations and the waste management
process. From this way we could able to aware them in easy way. The hospital
authority gives this leaflet when one patient rushes to hospital.

On the other hand hospital staffs change every time and we have keep monitor
about this program and we have follow this process even conduct training
programs for the newly staff. We expect to conduct more programs for them to
overcome that challenge.

For over come that challenge we faced problem and we sold this problem. These
entire problem we were gone to our aim and finally we constructed biogas unit for
hospital. We got trim ender experience about this program.

Achievements of the Program

Under this program have many achievement during project period. HELP-O main
aim was construct biogas unit solution for waste problem. Initially we wanted
aware authority about biogas unit. We conducted three awareness programs for
staff after program studied well. Out put of awareness program is staff started
segregation of waste. It became main achieve of the project and they have started to
implement this in proper way. On this program we could able to stop the
environment pollution too.
The biggest achievement is through this program they could able to solve the waste
problem and methane gas emission to air even they could able to decrease the LP
Gas usage for their cooking purpose. Now waste became a resource for the hospital
because through that they can get many benefits. The other good achievement is
people and staff have been started the segregation of waste according to the
international color code system.

Another achievement is we got many requests to construct the biogas units in
various places like private factories because they are suffering from this waste
problem. Effect of the program has been spread to many places.

We started construct biogas unit. During construct period we faced many problem
heavy rains, Landslide inside pit and beak down wall etc. All problems we sold
and day to day close to our achievement. Staff was help for us and has good
relationship between us and authority. Finally we construct biogas unit and handed
over to hospital authority. Now hospital started organic cultivation with using
organic fertilizer.

Our achievement was wealthy environment provided citizens. We construct biogas

unit reducing environment pollution some other deceases. Finally we achieved our
goals it’s became fruitful project.

Future Plans and Expectations

In this program we have many future plans and expectations. HELP-O hope
launched Biogas program all island. Our aim keeps good environment and good
solution for global warming. Now we are introducing this program public and
private sector. We will be hoped our concept take international level also.

The hospital we expected good maintain and advantage given to people. This
program gets the benefit for wealthy life and sustainable solution for waste. Other
parts this model for health sector implement whole department. Urban council
waste working expenses reduced through this program. We will be expecting urban
council also followed this model. For this program we expect prevent some diseases
from patient and communities. Other thing we hoped people of Udugama has
followed their own places also.

Main expectation is facing global warming and deducts climate change. Although
protect water pollution and avoid massive small. This unique program becomes
good project of the country. HELP-O will be developed new technology to use this
program continue too. Through this experience we hope to expand this program to
many places and factories of the area.

 Effective of the Program
The effective of the program is high because many things were fixed because of the
program one thing there is a good and pleasant situation of the hospital. The main
reason is there is no bad waste smell in hospital land and they have a good waste
management program. While this program implement whole staff’s attitudes were
changed in beginning time they didn’t think this will workout but very soon they
changed the way of thinking because they could able to see the results in their own
eyes.
Through this program we certified again that we can implement good waste
management program in Hospital without any problem. Now the hospital staff and
other minor staff realized the important of the waste separation then they have started
this in their places that are one of good effective of the program. Even their attitudes
were changed because of this program. On the other hand they started to organic
cultivation in hospital.

Recommendations

We have some recommendation for this program one is if we able to distribute

large dustbins for them it would be increase their capacity. Because the dustbin is
little bit small on the other hand we could increase the efficiency through a
publishing a poster which is about waste separations. This hospital will expand in
future then they need more large dustbins to implement this process in proper way.
Even could able to construct a waste storage place it will be good to improve their
capacity to waste storage.

The other recommendation is implement this kind of program in other hospitals

because those hospitals are bigger than this hospital and waste generation is high
and they don’t have a proper plan to dump this proper way. If we can introduce this
system as a package it will be a good for them and for the environment.

Our next recommendation is to introduce this to local authorities because they are
got the legal responsible for waste collection and manage. On the other hand their
waste collection is high and they don’t have proper place to dump and methane gas
emission is very high from their dumping places.

 UNDP ARTGOLD Program

OVERVIEW

ART is an international co-operation initiative that promotes a new type of

multilateralism in which the United Nations system works with governments to
promote the active participation of local communities and social actors from the South
and the North. The UNDP ART GOLD Sri Lanka Program (AGSL) forms part of the
ART initiative and creates innovative partnerships within a global system of
cooperation by linking local, national and international actors.

UNDP ART GOLD Sri Lanka reinforces the territorial development processes
through mobilizing international cooperation resources, supporting decentralized
cooperation and sustainable decentralized partnerships, north-south and south-south
cooperation and through channeling specialized technical resources by activating
thematic networks and universities associated with ART.

AGSL was initiated through a Preparatory Assistance Phase in 2006. The main phase
of AGSL was initiated in October 2007 and is planned for a minimum duration of two
years. The latest project board meeting in 2008 approved the project extension until
end 2010.

Udugama Base Hospital

Udugama Base hospital is one of the main hospitals of the Udugama Area. This is a
developing hospital. Through this hospital many service provides to grass root level
community. In future they expect to expand these programs. One of their great
ambitions is to provide good and quality health service to community.
