FAMILY REGATTA, RICH HALL JUNIOR REGATTA, WOMENS REGATTA


1 APPLICABILITY; RULES These Notices of Race and Sailing Instructions apply to all 2011 Ephraim Yacht Club racing series, and to all EYC 2011 regattas except the Ephraim Regatta, the Laser Regatta and the Optimist Regatta. The series and regattas will be governed by the rules as defined in The Racing Rules of Sailing, by the rules of the Flying Scot, Flying Junior, Laser and Optimist classes, and by these Notices of Race and Sailing Instructions. 2 ELIGIBLE COMPETITORS Any boat skippered by an EYC member is eligible to compete in series races and regattas. In addition, non-EYC members sailing boats of the appropriate class are eligible to compete in any regatta. Any boat carrying more than one EYC employee must also carry at least one person who is not an EYC employee. The Womens Regatta is limited to female competitors. The Rich Hall Junior Regatta is limited to competitors who have not yet reached their 18th birthday. The following boats sailing in the July 2 Flying Scot series races will be eligible for Family Regatta trophies: any boat carrying a parent and child, a grandparent and grandchild, or siblings. 3 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at the EYC. 4 SIGNALS MADE ASHORE Signals made ashore will be displayed from the flagpole located at the EYC. If a postponement is signaled ashore, the warning signal will be made not less than 30 minutes after flag AP is lowered. This changes Race Signals AP. 5 SCHEDULE. Weather and safety permitting (in the sole discretion of the race committee), if at least two boats wish to race, races will be held as scheduled. Any races held in a day after the maximum number of races for that day have been held will not be scored but will be considered practice races. Flying Scot Saturday Series / Fyr Bal Regatta / Family Regatta: Races will be held each Saturday beginning June 18 through August 13, except that there will be no races August 6 or August 13, and there will be races on Sunday August 14. Boat draw for EYC-owned boats will be at 9:15 A.M., the optional skippers meeting will be at 9:30 A.M. and the first warning signal will be at 10:00 A.M. The Fyr Bal Regatta (June 18) and the Family Regatta (July 23) each will be raced as part of the Saturday Flying Scot series but each also will be scored separately as a regatta. Up to three races will be held each day. Flying Scot Monday Series: Races will be held each Monday beginning June 20 through August 8. Boat draw for EYC-owned boats will be at 5:15 P.M., the optional

skippers meeting will be at 5:30 P.M. and the first warning signal will be at 6:00 P.M. Up to three races will be held each day. Flying Junior Sunday Series / Rich Hall Junior Regatta: Races will be held each Sunday beginning June 19 through August 14, except (a) there will be no races on August 7, and (b) there will be no races Sunday July 10, but there will be races Saturday July 9. The draw for EYC-owned boats will be at 1:15 P.M., the optional skippers meeting will be at 1:30 P.M. and the first warning signal will be at 2:00 P.M. Up to four races will be held each day. The Rich Hall Junior Regatta (July 17) will be sailed in Flying Juniors as part of the regular Sunday Flying Junior series, and also scored separately as a regatta of up to four races (without throw outs). Lasers and Flying Juniors will race on the same course with separate starts. Flying Junior Friday Series: Races will be held each Friday beginning June 24 through August 12, except that there will be no races Friday August 5, and there will be races Thursday August 4. The drawing for EYC-owned boats will be at 5:15 P.M., the optional skippers meeting will be at 5:30 P.M. and the first warning signal will be at 6:00 P.M. Up to four races will be held each day. Lasers and Flying Juniors will race on the same course with separate starts. Laser Sunday Series. Races will be held each Sunday beginning June 19 through August 14, except (a) there will be no races on Sunday August 7, and (b) there will be no races on Sunday July 10, but there will be races on Saturday July 9. The draw for EYC-owned boats will be at 1:15 P.M., the optional skippers meeting will be at 1:30 P.M. and the first warning signal will be at 2:00 P.M. Up to four races will be held each day. Lasers and Flying Juniors will race on the same course with separate starts. Laser Friday Series: Races will be held each Friday beginning June 24 through August 12, except that there will be no races Friday August 5, and there will be races on Thursday August 4. The drawing for EYC-owned boats will be at 5:15 P.M., the optional skippers meeting will be at 5:30 P.M. and the first warning signal will be at 6:00 P.M. Up to four races will be held each day. Lasers and Flying Juniors will race on the same course with separate starts. Optimist Saturday Series: Races will be held each Saturday beginning June 18 through August 13, except that there will be no races August 6. The drawing for EYCowned boats will be at 1:15 P.M., the optional skippers meeting will be at 1:30 P.M. and the first warning signal will be at 2:00 P.M. Up to four races will be held each day. Optimist Tuesday Series: Races will be held each Tuesday beginning June 21 through August 9. The drawing for EYC-owned boats will be at 5:15 P.M., the optional skippers meeting will be at 5:30 P.M. and the first warning signal will be at 6:00 P.M. Up to four races will be held each day. Women's Regatta: The Women's Regatta will consist of up to four races (without throw outs) back to back on Wednesday, August 3. The skippers' meeting will be at 1:00 P.M. and the first warning signal will be at 1:30 P.M.

6 RACING AREA The racing area will be Eagle Harbor, Ephraim, Wisconsin, in the vicinity of the EYC. To the extent consistent with setting quality courses, the race committee will attempt to locate courses for best viewing from the EYC. 7 COURSES and MARKS Exhibit A shows the courses, course designations, the marks in order and the rounding direction of each mark. Courses will be designated either on a white board on the race committee boat, or verbally by the race committee. Competitors should sail past the committee boat prior to each race to ask the course. All marks will be pink, orange or yellow inflatable buoys. 8 STARTING SEQUENCE Flying Scots: The starting signals and timing set forth in Rule 26 shall be used. For the convenience of competitors, that sequence is as follows: Signal [Alert prior to Warning; not mandatory] Warning Flag and Sound No flag; At least five short sounds Class flag; one sound Minutes before start [no specific time]

Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded.

9 STARTING AND FINISHING LINES; SIGNALS The starting and finishing lines will be between a staff on a Race Committee boat flying an orange flag or an "RC" flag, and a pink, orange or yellow inflatable buoy, or a pin mark with an orange flag. Individual recalls will be signaled by hail from the race committee, and no code flag "X" is required to be flown for individual recalls. 10 TIME LIMIT The time limit for each race will be 45 minutes (Flying Scots) or 30 minutes (FJs and Optimists) for the first boat to sail the course in accordance with rule 28.1. 11 PROTESTS Protests shall be delivered to a member of the race committee not later than one hour after the race committee boat has returned to the EYC pier after the last race that day. The race committee or other EYC staff, in consultation (when possible) with the Race and Regattas Committee Chairman, shall serve as judge(s) and hearings will be held as soon as possible after racing each day at the EYC.

12 SCORING Flying Scots: Scoring shall be by boat/sail number, not by skipper; except that EYCowned boats shall be scored by skipper. Skippers are reminded that FSSA class rules require the use of sails bearing numbers matching the boat number, except EYC-owned boats may use sails bearing the EYC-[number] designation. Optimists, Lasers and FJs: Scoring shall be by skipper. Scoring method: The low point scoring method set forth in Appendix A of the Racing Rules of sailing shall be used, with one throw out for each four completed races in the series, except as otherwise stated in this Notice of Race. Please note rule A9, which states that in a series longer than a regatta, a boat which came to the starting area but which scored DNS, DNF, DSQ or retired is scored one point more than the number of boats that came to the starting area; but a boat which did not come to the starting area is scored points for the finishing place one more than the number of boats entered in the series. Family Regatta: In awarding places in the Family Regatta, a boat will be awarded its total points for the day, including for purposes of calculating Family Regatta scores all boats racing but not eligible for Family Regatta trophies. 13 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected for any time for compliance with class rules and sailing instructions. Competitors are reminded that Flying Scot class rules require carrying an anchor and line, paddle, and bucket or bailer. 14 USE OF EYC-OWNED BOATS IN EYC RACES AND REGATTAS Ephraim Regatta and Womens Regatta: Boat drawing will be held in advance for these events, details to be announced later. EYC members who have an EYC skippers license and who are eligible to compete in these regattas are eligible to participate in these drawings. Series Races and Other Regattas: EYC members who have an EYC skippers license are eligible to participate in the daily drawings to skipper an EYC-owned Flying Scot in series races and regattas other than the Ephraim Regatta and the Womens Regatta. Daily draws will be held promptly when scheduled and skippers must be personally present to participate. To encourage junior participation in racing, no Skippers License is required to skipper an EYC-owned Laser, Optimist or Flying Junior in any races or regattas, but parents and members are asked to use good judgment in deciding whether to race or to allow their children to race. Responsibilities of Drawing Winners: Persons drawing an EYC-owned boat are expected to skipper that boat in the event drawn for, unless that person believes the

weather conditions are not safe for that person to sail. In the event the person winning a drawing does not compete as skipper, drawn boats are not assignable to other skippers, but will be placed back in the drawing pool. Persons skippering EYC boats are expected to use due care and to be responsible for the cost of any repairs of any damage caused by them or others to those boats. 15 SAFETY Competitors are reminded that they alone are responsible to decide whether to race or to continue to race. Members sailing club-owned boats are reminded of the EYC rule which requires PFDs to be worn at all times when on club-owned boats. The race committee, in its sole discretion, may require all competitors to wear PFDs, either by flag or verbally.
