Key Information: This study has been requested by Representative Kevin McGee (R) (District 59 – Rankin
County) and Representative Mark Baker (R) (District 74 – Madison and Rankin County)/ House Minority
Leader and endorsed by the Rankin County Board of Supervisors (District 1 – Jared Morrison; District 2 –
Wood Brown; District 3 – Greg Wilcox; District 4 – Walter Johnson; and District 5 – Jay Bishop).
Purpose of the Study: To conduct a comprehensive analysis and evaluation of the governance policies
and processes related to the Pearl River Valley Water Supply District; to examine the balance of equity
interests that impact multiple constituency interests and to assure that future revenue streams are self‐
sustaining to support the ongoing provision of services in a manner that best serves the public interest
and provides taxpayers with maximized outcomes for their investment of tax dollars.
General Overview of Study Activities
The study will engage in a series of community meetings and workshops to gain input and
information from both residential and commercial leaseholders.
Interviews will be requested with PRVWSD Board Members, the Executive Director, and the
Board Attorney to seek their input.
Interviews will be conducted with area Real Estate brokers and Appraisers to examine
historical market trends and to examine issues associated with maintaining and/or enhancing
property values
Interviews will be conducted with County Tax Assessors and other county and municipal
decision‐makers, to include Community Development organizations, to examine current and
potential future policies that may impact the PRVWSD, residential and commercial
leaseholders, county and municipal governmental entities, and the general public
Legislation, accounting records and financial reports will be reviewed.
Survey of existing facilities and infrastructure, to include public areas and residential and
commercial areas.
Exploration of similarly situated state entities in Mississippi and in other states will be
conducted to examine and compare the governance structure and policies of these entities.
Comparison of PRVSWD residential ordinances for compatibility with surrounding
municipalities to include:
o Examination of the Protective Covenants that Govern Leaseholders and the
Enforcement of these Covenants with a focus on maintaining and protecting property
values of a state resource
o Examination of the Rental Property Registration & Licensing Ordinance for compliance
with normative “municipal‐type” codes and examine the need for additional
residential/commercial ordinances that would align the District with the surrounding
municipalities
Are the functions of the PRVWSD severable and financially sustainable?
This is an information seeking process, upon the collection and evaluation of the findings, a written
report will be published by the Stennis Institute.
