HATCH ANNOUNCES HEALTH CARE TEAM FOR SENATE FINANCE COMMITTEE

WASHINGTON – U.S. Senator Orrin Hatch (R-Utah), Ranking Member of the Committee on Finance, today
announced the new health care policy assignments for the minority staff of the Committee. The health care team will
be led by CHIEF HEALTH COUNSEL, JAY KHOSLA.

STEPHANIE CARLTON serves as Health Policy Advisor handling Medicaid and Medicare Part C on the minority staff
of the Senate Finance Committee. Having spent more than seven years on Capitol Hill, Stephanie has worked for
U.S. Senators John Cornyn (R-Texas) and (Dr.) Tom Coburn (R-Okla.), both members of the Senate Finance
Committee. Stephanie is a registered nurse, having completed a fellowship in labor and delivery at Georgetown
University Medical Center, and is currently pursuing her MBA at the University of Texas-Austin on occasional
weekends.

HAYDEN RHUDY serves as Senior Health Policy Advisor in Senator Hatch’s office and will be the conduit between
Utah and the Finance Committee. Before joining Senator Hatch's office, Hayden advised Senator Michael B. Enzi (R-
Wyo.) as a Professional Staff Member for the Senate Health, Education, Labor and Pensions (HELP) Committee of
which Senator Enzi is the Ranking Member. During her time there, Hayden was responsible for all issues relating to
public health, including programs administered by and through the National Institutes of Health (NIH), the Health
Resources and Services Administration (HSRA) and the Centers for Disease Control and Prevention (CDC). Prior to
working for Senator Enzi, Hayden worked for Senator Johnny Isakson (R-Ga.) in a number of capacities, including
health policy responsibilities. She has also worked for Fabiani and Company and Amgen, Inc. in Washington, D.C.
Hayden received her Bachelor of Arts in Communication, Law, Economics and Government (CLEG) from American
University in Washington, D.C. and is currently studying to receive her Master’s in Business Administration and
Masters of Arts in Government at Johns Hopkins University.

BECKY SHIPP serves as Health Policy Advisor on the minority staff of the Senate Finance Committee. In this role,
Becky handles Human Resources issues including: the Temporary Assistance for Needy Families (TANF) child
welfare and adoption, child support enforcement and child care. In addition she also covers disability and elderly
issue as well as Indian Health. Prior to joining the Committee in 2003, Becky served in Senator Hatch’s personal
office.

DAN TODD serves as Health Policy Advisor focusing on Medicare Part B and Part D on the minority staff of the
Senate Finance Committee. Prior to joining the Committee, Dan served as the Senior Director for Health Policy at
EMD Serono, an affiliate of Merck KGaA, Darmstadt, Germany. In this role, he provided policy expertise and analysis
to senior executives in the company, and served as the in-house expert on the policy landscape and challenges
related to patient access and to current and future products. Prior to his work with EMD Serono, Dan was a Director
in Amgen’s Government Affairs office, with primary responsibility for federal coverage and reimbursement issues for
Amgen’s oncology portfolio. Before moving to the private sector, Dan
worked as a Special Assistant in the Office of the Administrator at the Centers for Medicare and Medicaid Services
(CMS), the federal agency charged with the operation of the Medicare and Medicaid programs. Dan worked on
Medicare Part B and Part D issues during the implementation of the Medicare Modernization Act from 2003-2005.
Dan has a B.A. from Georgetown University and a J.D. from The Catholic University of America. He is licensed to
practice law in the State of New Jersey.

KRISTIN WELSH serves as Health Policy Advisor focusing on Medicare Part A issues and health information
technology on the minority staff of the Senate Finance Committee. Prior to joining the Senate Finance Committee,
Kristin was Vice President for Strategic Initiatives at the American Hospital Association in Washington DC. From
2000-2008, Kristin led the Association’s Executive Branch Relations efforts. Kristin has also held health policy advisor
positions on the Senate Health Education Labor and Pensions Committee during the 106th Congress, as well as the
Senate Labor and Human Resources Committee during the 104th Congress. In addition to her Senate experience,
Kristin lobbied for the Health Insurance Association of America. Kristin is a graduate of
the University of Kansas.
PAUL WILLIAMS serves as Health Policy Advisor on the minority staff of the Senate Finance Committee. He has
been on detail from the Food and Drug Administration (FDA) to the U.S. Senate, first with the U.S. Senate Committee
on Health, Education, Labor and Pensions (HELP) and now with the Committee on Finance. Paul works on
legislative, scientific, clinical, and technical issues dealing with FDA-related legislation and other health matters. He
has worked on legislation dealing with health care reform, food safety, dietary supplements, personalized medicine,
comparative effectiveness research, and follow-on biologics to name a few. Prior his detail with the Senate, Paul
served 13 years in the FDA most recently as a Supervisory Policy Analyst in Office of the Commissioner. Other
positions Paul has held in the FDA include a Clinical Program Analyst, an Orthopedics Device Scientific Reviewer,
and a Plastics and Reconstructive Device Scientific
Reviewer, all in the Center for Devices and Radiological Health. Prior to working at the FDA, he spent 2 years
working for a small private research and development firm in the area of prosthetics and orthotics. Paul has a
Bachelor’s of Science in Mechanical Engineering from Tulane University.
