Abstract

The following paper has the objective of proposing an assessment model to evaluate Brazilian IT
organizations of public administration regarding the presence of an Enterprise Architecture and, by doing
that, validate the proposal of an Enterprise Architecture based on business components. This kind of
assessment is of great importance as it presents a portrait of Brazilian IT administration leading the way
on how to reach these organizations as to propose a model that increases their maturity. To paint this
portrait, the paper bases itself on extensive EA referential resulting on a pure, descriptive, data collection
through questionnaire research. This research is applied on a great number of Brazilian executive,
judiciary, legislative and bank organizations. To build the questionnaire for the assessment, this paper
bases itself on an EA model based on Business components which supports organizational governance
dimension through the alignment of IT and business. Initially, the paper observes three paradigms that
limit the use of Enterprise Architecture: IT-Centric, Business Process-Centric and Governance Vision-
Centric approaches. Then, considering IT organization as a system decomposes it into performance
levels: Enterprise, Process and Implementation levels. Analyses how IT levels are correlated treating the
organization as an autonomous system and dividing it into three well defined subsystems: Direct, Develop
and Deliver. Then it divides each subsystem by the performance levels. By doing that, it builds a
schematic of an IT Organization explaining what are the principles that fundament an Enterprise
Architecture model based on business components. The component chart is then presented as a basis for
developing new strategic and operational ideas to the organization. Next, this paper proposes the tool that
verifies enterprise´s alignment of IT and business to validate the EA model. This is done by analyzing IT
and Business alignment assessment methodologies and developing an assessment model based on
business components. From the fundamental research constructs this paper builds a tridimensional matrix
correlating IT and business alignment variables and the constructs needed to assess organizational
maturity. The first dimension of the matrix is represented by the alignment between IT (Direct, Develop
and Deliver) and business. The organization´s dynamics, represented by the subdivision into the levels
enterprise, process and implementation is the other dimension of the matrix. Finally the results
(communications, metrics, governance, partnerships, technologies and human resources) of the
implementation constitute the third dimension of the matrix. This matrix is then named Governance Cube.
Slicing the Cube to focus on IT Organization, a chart regarding IT´s alignment to business is presented.
This chart along with Luffman´s EA approach through IT and Business alignment is the base to the
questionnaire. With the questionnaire ready, IT public administration organizations were assessed
presenting a rich material to evaluate their EA and discover gaps that their organizations have. Finally,
EA based on Business Components model is validated becoming a new approach when facing enterprise
architecture in different organizations. This paper opens a new window for future researches as it prepares
the ground to implement better EA by analyzing Brazilian IT organizations. The description of the IT
status on Brazilian government produced by this paper is a rich source of information for companies to
offer their services on implementing or repairing EA in Brazil where maturity is shown on its early
stages.
