Radio Optimization
Project Proposal
This project proposal consist basically the Project Initiation Process of an
idle Mobile Telecommunication Network. This project was executed by
Unicorndivine Technologies Limited for a period of one year in the cities of
Lagos, Port Harcourt, Benin, Onitsha and Asaba respectively. The
initiation process is further explained below;

PROJECT NEED
The need to outsource the network drives test function supporting the
Radio Planning and Optimization of MTNN Nigeria’s GSM/GPRS/UMTS
network. This will free up the time spent by the Optimization engineers in
traffic jams while drive testing the network and also enable MTNN have
more drive test information which can be used to further fine tune and
improve network quality.

PROJECT OBJECTIVE
The main objective is to assist our clients in traditionally, specialised in-
house projects, in such a way, as to limit resource allocation from our
clients side to an absolute minimum, maintaining great levels of
professionalism with unsurpassed quality and data integrity.

To offer solutions that in essence would provide multi operator, multi


service, quality drive and scanner log data for benchmarking, statistics,
model tuning, frequency planning, optimisation and licensing purposes, as
well as professional consulting services.

The proposed solution consists of 14 fully equipped drive-test teams, 7


Regional Performance Engineer, a central RF Optimization Specialist for
data analysis and reporting and a management structure.

The scope of works cover comprehensive Routine drive-testing, Operator


benchmarking, case studies, physical site configuration changes and
reporting for 7 regions in Nigeria(2 teams per each region).

PROJECT REQUIREMENT
This includes a network quality and performance monitoring service in the
form of a contractual agreement and at the same time benchmarking the
results obtained against other results with the same or multi-technology
networks.
PROJECT CONSTRAINT
Mobile network operators and network vendors are faced with the
challenges of rapid new technology rollouts while at the same time still
managing and maintaining their existing networks.

One major constraint of this project is the time available to achieve result
irrespective of emergency, equipment problems, traffic, vehicle
unprecedented problems and bad road roads.

PROJECT STAKEHOLDERS
These are individuals and organizations that are actively involved in the project,
or whose interests may be affected as a result of project execution or project
completion. They may also exert influence over the project’s objectives and
outcomes.

The project stakeholders for this proposal are as stated below;

i. Project Manager – MTN Nigeria is the project manager /


leader and they define, plan, control, and lead the project.

ii. Project Team Members – They include MTN Nigeria, LM


Ericsson Nigeria and Unicorndivine Technologies Limited. This
group of people produce the outputs (deliverables) of the project,
participate in the project management process, and contribute their
skills and effort to perform tasks.

iii. Project Sponsor – The project was sponsored by LM


Ericsson Nigeria, they are major vendors to MTN Nigeria. They had
the formal authority and ultimately responsible for the project.
They act as a liaison between the upper management team and
the project leader; provide authority, guidance, and maintains
project priority.

iv. Project Customer – All MTN Nigeria subscribers fall into this
category whose needs and requirements drive the project; receives
the final output(s) that the project produces; and provides product
requirements and funding.
v. Functional Managers – They are also known as resource
managers or line managers. LM Ericsson Nigeria provided the
company policy and resources, particularly people who are
involved in the project.
