CONTENT:
This General Instruction describes the system established by SAUDI ARAMCO to respond to INLAND OIL
SPILLS from any Saudi Aramco facility. It contains the following information:
1. Purpose.

NOTE: This General Instruction contains general guidelines on response activities. Such details are contained
in the respective facilities Emergency Response Plans. In addition please refer to:
c. G.I. 6.003 “Guide For Committees Investigating Major Incidents And Engineering Reviews Of Other
Incidents".

1.0 PURPOSE:
This instruction describes SAUDI ARAMCO's plans and responsibilities in responding to oil spills
within its inland operational areas. The instruction describes:
3.1 Priorities:
3.1.1 The protection of human life is the first priority and primary concern during all phases
of an oil spill response operation. At any time during a spill incident, the initial overrid-
ing concern shall be the safety of the public and the SAUDI ARAMCO personnel who
are affected, or may potentially be affected by the oil release.
3.1.2 Protecting vital Saudi Arab Government and Saudi Aramco facilities such as major de-
salinization or power plants is the second priority. These facilities affect the health, safe-
ty and economy of a large segment of the people in Saudi Arabia.
3.1.3 Ensuring a minimum of disruption to the safe operation of critical oil handling and pro-
duction facilities is the next priority. The extreme importances of these facilities require
that all company resources be made available for their protection and safe continuous op-
eration.
3.1.4 The protection of the environment is of top priority. Saudi Aramco will follow the most
environmentally sound measures in limiting the impact of the spill.
3.2.1 Take immediate action to stop the spill if possible and promptly notify the appropriate
parties, as follows:
- Name of person reporting and/or observing the spill;
- Date and time of observation;
- Badge number;
- Contact details (tel, pager, mobile, radio, vehicle number(s) etc.;
- Location of spill;
- Size (approximate volume);
- Origin of spill if known;
- Weather conditions wind speed and direction and visibility;
- Number of victims / injuries; and
- Any action being taken.
3.2.2 Evaluate the spill and commit sufficient manpower and materials to carry out appropriate
clean up measures, as determined by the Facility Spill Response Coordinator, to contain,
remove or otherwise limit the impact of oil spilled from SAUDI ARAMCO's operations.
3.2.3 Investigate thoroughly the causes of the spill to:
3.2.4 Conduct, where appropriate, restoration of facilities and natural, private, or industrial
properties impacted by a spill from a SAUDI ARAMCO facility.
3.3 SAUDI ARAMCO will hold any non-SAUDI ARAMCO agency that is responsible for an oil
spill liable for the costs incurred by SAUDI ARAMCO to clean up the spill and to repair
damaged facilities.
3.4 SAUDI ARAMCO will comply with applicable industry practices, standards and Saudi Arab
Government regulations for the prevention and control of oil releases and abide by authorized
Saudi Government’s direction during the cleanup operation.
3.5 SAUDI ARAMCO will keep Government officials informed, as necessary, in the event of an oil
spill. This information transfer will take place only through appropriate channels as given in
this General Instruction.
These are oil releases generally less than 50 barrels in size and that are judged to have minimal
adverse effects. These spills represent a minor fire hazard.
These are oil releases between 50 and 5,000 barrels in size. Spills of this size can present a
significant fire hazard and carry the potential of substantial environmental impact.
These are spills greater than 5,000 barrels. These releases require immediate response because
they carry the potential of severe environmental impact and fire hazard. Response activities will
be initiated to protect facilities and environmentally sensitive areas and should continue until
the Facility Spill Response Coordinator (FSRC) determines that the threat is eliminated.
5.1.1 It is the responsibility of all SAUDI ARAMCO personnel to report the occurrence of oil
spills to management. Of particular importance are the personnel in oil operations or
support groups whose daily activities allow them to work with or observe oil transfer,
processing or storage activities. Immediate notification from these personnel is critical
in mitigating the hazard and in allowing rapid cleanup operation to be initiated.
5.1.2 The observer should be immediately report the leak to the appropriate Superintendent, or
Shift Superintendent, of the operating department involved and OSPAS Oil Planner/Dis-
patcher at either standard telephone number 874-6821 or 874-6822 or on Dedicated
Voice Dispatch (DVD) numbers 2409 or 2607.
5.1.3 The observer should immediately report the leak to the appropriate Regional Oil Spill
Coordinator - Eastern Region (ROSC-ER) or Regional Oil Spill Coordinator - Western
Region (ROSC-WR) if he believes the oil spill may reach seawater or impact the marine
environment.
5.2.1 The OSPAS Oil Planner/Dispatcher, when notified of an oil spill by personnel outside
the operating department, shall ensure that the Superintendent, or the Shift Superinten-
dent of the operating department involved, is immediately notified of the spill.
5.2.2 The Superintendent or Shift Superintendent of the operating department involved shall:
5.2.2.1 Assume the function of Facility Spill Response Coordinator (FSRC).
5.2.2.2 Take steps to ensure that the spill is stopped.
5.2.2.3 Take steps to prevent a fire. Notify Fire Protection Department as needed.
5.2.2.4 Notify the following:
- Manager of the operating department involved.
- Saudi Aramco Affairs Representative.
- Area Loss Prevention Office per G.I. 6.001.
- Industrial Security Representative.
5.3.1 The OSPAS Oil Planner/Dispatcher, when notified of an oil spill by personnel outside
the operating department, shall ensure that the Superintendent, or the Shift Superinten-
dent of the operating department involved, is immediately notified of the spill.
5.3.2 The Superintendent or Shift Superintendent of the operating department involved shall:
5.3.2.1 Assume the function of Facility Spill Response Coordinator (FSRC) until re-
lieved by the Operating Department Manager.
5.3.2.2 Take steps to ensure that the spill is stopped.
5.3.2.3 Take steps to prevent a fire. Notify Fire Protection Department immediately.
5.3.2.4 Make the following notifications concurrent with previous steps:
Note: - Notification should be done at the same time as previous steps to:
5.3.2.6 Initiate an investigation into the cause of the spill in accordance with the re-
quirements of G.I. 6.003.
5.3.3 The Manager of the operating department involved shall:
5.3.3.1 Assume the functions of the Facility Spill Response Coordinator (FSRC) for
all medium and major spills, but can delegate this authority in the event of a
medium spill.
5.3.3.2 Notify the General Manager and/or Vice President of the operating area in
which the spill has occurred.
5.3.3.3 Invoke the major incident investigation procedure described in G.I. 6.003.
5.4.1 Ensuring that product hauling trucks are in good condition and suited for the movement
of petroleum products between Saudi Aramco Bulk Plants.
5.4.2 Inspect hauling trucks at the loading and at the discharging terminals to ensure trucks
meet Saudi Aramco’s “Truck Safety Inspection Program”.
6.1 Evaluate spill magnitute and hazards and initiate necessary protective measures, which may
include personnel evacuation.
6.2 Protect the safety of personnel, equipment, and facility whether company, public, or private, as
appropriate.
6.3 Initiate the necessary initial clean up activities and request assistance from other departments as
required.
6.4 Maintain contact through Saudi Aramco Affairs with various Saudi Arab Government agencies,
which may be involved with the spill.
6.5 Ensure that oil and oily waste are disposed of in an environmentally proper manner per Saudi
Aramco’s and Government’s established guidelines.
6.6 Initiate an investigation into the cause of the spill in accordance with the requirements of GI.
6.003.
6.7 Conduct annual oil spill drill for a major spill to ensure that involved personnel are well trained
for such situations.
6.8 Establish an Oil Spill Response Team (OSRT) to combat any inland oil spills incidents that
occured in the facility.
6.9 Ensure that the spill activities are fully documented and the cost data is kept current during spill
clean up work. Saudi Aramco form SA 5046-1 "LEAK and/or SPILL REPORT / INLAND"
must be completed and circulated to concerned departments.
Note: Whenever oil spills occur near inhabited areas, the potential requirement for personnel
evacuation shall be considered and implemented, when necessary.
8.2 The responsibility for completing form SA 5046-1 shall rest with the Division Superintendent of
the facility from which the spill originates.
8.3 The completed form should be routed to the appropriate department manager for comments and
signature.
