Shedding Light on 2012's Phase-In of Energy-Efficient Bulbs
The federal government’s energy efficiency standards
for light bulbs are expected to save Americans money
on their electric bills and make it easier for them to
choose the type of lighting they want, according to
several energy and lighting organizations. “We want to
make sure that consumers know about the transition
to efficient lighting and embrace the new technologies
being offered by the lighting manufacturers," said Gail
Hendrickson, the Alliance’s executive vice president
for external communications and operations. “Efficient
lighting products will reduce energy use nationwide and
have a positive impact on the environment.” California

year, and they will spread across the United States in
January 2012. At that time, light bulb manufacturers
will be subject to minimum requirements for the
amount of light emitted per unit of energy used in
general service light bulbs. By 2014, the old fashioned,
energy-hogging bulbs that have remained unchanged
for decades will gradually be replaced by many more
energy-efficient, cost-effective options throughout
the United States. Despite exponential progress in
technology, the incandescent light bulb has sustained
its form since Thomas Edison designed it more than a
century ago.
The U.S. lighting transition is part of the Energy
Independence and Security Act (EISA), which requires
manufacturers to develop light bulbs that produce

projects in their CDM portfolio: FICCI analysis
New Delhi: Renewable energy has emerged as the
most preferred option for Indian companies in terms
of their engagement with the Clean Development
Mechanism (CDM). Top corporates, however, have gone
in for more of energy efficiency projects, according to a
FICCI analysis of the Indian CDM portfolio. The analysis
notes that as on April 2010, amongst the top Indian
corporates (as per Business World Top 500 Ranking –
Nov 2009) that have proposed CDM projects, ONGC (oil
& gas) led the pack with 17 projects, followed by ITC
(pulp & paper and hospitality) with 16 projects; SAIL
(13 - iron & steel); Reliance Industries Ltd. (12 - oil &
gas); Indian Oil Corporation (10 - oil & gas); Tata Steel
(10 - iron & steel); Grasim Industries (9 - cement);
Birla Corporation (8 - cement); Bajaj Hindustan Ltd. (8
- sugar); DLF Ltd ( 7 - real estate) and Tata Chemicals
(7 - chemicals). What is also noteworthy is that a wind
sector company - Enercon India Ltd. - has the highest
number of projects in the overall Indian CDM portfolio
(23 renewable energy wind projects).

Wind energy projects have been the most popular
among CDM projects for the Indian corporate sector
with 322 companies engaged in 393 projects. This
is followed by power which has 165 companies
having 181 projects; hydro sector (133 companies,
165 projects); iron & steel (118, 150); sugar (68, 95);
chemicals (49, 56); pulp & paper (42, 61); textiles
(40, 43); cement (34, 55); and agro industry (30,
30). The FICCI analysis shows that as on April 2010,
there were 1633 projects in the Indian CDM portfolio
which includes projects approved by the Indian DNA
at various stages of implementation. Over 1100
companies representing almost 60 sectors were
engaged in CDM projects. Most Indian companies have
engaged in renewable energy CDM projects (34%)
followed by energy efficiency and biomass projects.
Over 800 companies representing over 60 sectors have
only one CDM project. Out of these 210 companies
representing different sectors have wind projects,
followed by power (131), and hydro (107). Most
100-watt bulb will have to produce the same
brightness by using just 72 watts. The increased variety
of energy-efficient lighting options include halogens,
light-emitting diodes (LEDs) and compact flourescent
lamps (CFLs). Most applicable for homes, CFLs use one-
fourth the energy that traditional incandescents use to
provide the same amount of light; CFLs also last 10
times longer and come in a variety of lighting colors
and dimming options. "The lighting choices consumers
will have … after the new efficiency standards take

In addition to EISA’s raised efficiency standards, the U.S.
Federal Trade Commission will require manufacturers
of incandescent, CFL and LED light bulbs to use new
labels on consumer packages starting in summer
2011. For easy comparisons between light bulbs, the
front of each package will feature the bulb’s brightness
measured in lumens and yearly energy cost. The back
of each package will feature a label similar to Nutrition
Facts on food packages. In addition to brightness and
energy costs, the Lighting Facts label reports the bulb’s
wattage, appearance, mercury content and a link to
instructions on safe disposal.

India's green growth

The World Bank has agreed to support India's
green-growth agenda by supporting newer
programmes such as biodiversity conservation
and capacity strengthening of Central and State
Pollution Control Boards (PCBs). The Environment
Minister, Mr Jairam Ramesh, who met the
World Bank President, Mr Robert B. Zoellick,
discussed the Government's vision for a strong
and sustainable growth agenda. The World
Bank will support programmes that help India
maintain high growth as a primary objective. This
will include projects with fuel-efficient transport
infrastructure, clean energy hydropower plants,
efficient water supply and waste water systems,
the Environment Ministry said in a statement. It
will also support programmes that help farmers,
fishing communities and people in other vulnerable
communities safeguard their livelihood against the
vagaries of nature. “India is working to integrate its
growth objectives and need to overcome poverty with
sustainability of natural resources and the well-being
of future generations. The World Bank Group is pleased
to share its experience to support India's inclusive and
sustainable development,” said Mr Zoellick.

a few companies have gone for multiple CDM projects.
In order to attract more companies in CDM projects,
FICCI has underlined the need for long term certainty
in the climate change regulatory architecture, clear-
cut direction on the continuity of Kyoto Protocol and
market-based mechanisms, strengthening of existing
market based mechanisms as well as introduction of
new mechanisms.

It is high noon for solar energy sector but…
A key aspect to watch for is the availability of production
capacities and manpower to launch all the planned
projects. With the Jawaharlal Nehru National Solar
Mission addressing most issues, the country's solar
energy sector is poised for the next phase of growth.
The first batch of projects is likely to be implemented
in 2011. However, concerns regarding funding, power
purchase agreements and making projects bankable
continue to plague the industry. Mr Hari Surapaneni,
Chief Executive Officer, Solar Semiconductor, said:
“The year 2010 had a good, modest start in the right
direction. This will ensure that fresh capacity is added
by the end of next year. However, the industry and
respective State Governments, and Utilities are still in
the process of figuring out the ability to get the right
power purchase agreements.” The company expects to
set up 25 MW by next year.
“Gujarat has managed to establish its leadership
by wooing solar firms. Therefore, a good number
of companies have lined up investments in that
State. Companies that are funding their solar power

A first in Asia: The Gujarat Chief Minister, Mr Narendra

lighting alternatives, including compact fluorescent

To enhance green energy proportion in the
energy basket, the Government has amended
the Power Tariff Policy to stipulate that the States'
solar power purchase obligation should go up
to 3 per cent by 2022. A decision to this effect
was taken by the Cabinet on. “The solar power
purchase obligation for States may start with 0.25
per cent in Phase I (by 2013) and go up to 3 per
cent by 2022,” an official statement said adding
that, “This will be complemented by solar specific
Renewable Energy Certificate (REC) mechanism
to allow solar power generation companies
to sell certificates to the utilities to meet their
solar power purchase obligations.” The present
amendment is in accordance with the National
Solar Mission strategy. The amendment will come
into effect from the date of its publication in the
official gazette, the statement added. “A need was
felt to prescribe specific percentages in the Tariff Policy,
which would guide the State Electricity Regulators
to meet the requirements under the National Solar
Mission,” a senior official said. To ensure that the State
Electricity Regulators could fix a percentage of energy
purchase from solar power under the renewable
purchase obligation, the Ministry of Power had
proposed amendment to the Tariff Policy, 2006.

India approves Asia’s first commercial-scale tidal power project
The Indian state of Gujarat has approved Asia’s first
commercial-scale tidal power project in the Gulf
of Kutch. The 50 MW tidal current power plant will
be developed by UK company Atlantis Resources
Corporation in partnership with Gujarat Power
Corporation, with construction starting as early as 2011.
A MoU signed at the Vibrant Gujarat Summit 2011 with
the State of Gujarat could see a total of 250 MW of tidal
power developed in the region. An initial economic and
technical study of the Gulf of Kutch by Atlantis indicates
as much as 300 MW of extractable tidal power, which
could also be combined with offshore wind resources
to create a ‘mega marine power project’. The initial
50 MW tidal development, which will require hundreds
of millions of dollars in investment, could ultimately
be scaled-up to over 200 MW. “Gujarat has significant
resource in the waters of its coast, so tidal energy
represents a huge opportunity for us,” says chair and
managing director of Gujarat Power Corporation, Mr D.

efficiency targets for eight industrial sectors in April in
a move that is expected to save 10 million tonnes of

(BEE) has prepared energy efficiency targets for 580
industrial units in the eight sectors - thermal power
stations, steel, fertiliser, cement, aluminum, chloralkali,
paper and textiles. Violators will be penalised, a

Keeping in mind the increasing dependence on fossil
fuels for power generation, the Solar Energy Association
of Gujarat was formed at AMA, in the presence of
Dr JJ Irani, director, Tata Sons. Pranav Mehta, founder
chairman of the association said, "Eighty companies
have signed Power Purchase Agreements (PPAs)
for generation of 950 mw of solar power in state.
The implementation of these PPAs would help the
state hold numero uno position among other states

Anil Ambani’s Reliance Power signed a power purchase
agreement with NTPC Vidyut Vyapar Nigam for a
100-Mw solar thermal power project in Rajasthan.
The project, being set up in the Bikaner region in
Rajasthan, is expected to be commissioned within the
next 28 months. It will be implemented by Rajasthan
Sun Technique Energy Pvt Ltd, a subsidiary of Reliance
Power. This is the company’s maiden solar power
project and one of the country’s largest. Reliance Power
is trying to set up 37,000 Mw, the largest capacity
addition in the country’s private sector. Reliance Power
won this project in rate-based competitive bidding
under the government’s Jawaharlal Nehru National
Solar Mission. The government plans to set up 1,100-
Mw solar plants by 2013, under the mission’s first
phase. Two months ago, the government had allocated

within Gujarat.”
Atlantis unveiled its AK1000™ 1 MW tidal turbine
last summer, which features two sets of blades to
capture tides whether ebbing or flowing. The device,
which took 10 years to develop and cost £5 million to
manufacture, is the world’s largest tidal current device,

of Reliance Power, had announced plans to set up
solar power plants of 600 Mw during the company’s
annual general meeting last year. Reliance Power was
50:50 funding deal with Australian wave developer
Carnegie Wave Energy for a €150,000 project to assess
wave energy sites in Ireland. The company’s Irish
subsidiary, CETO Wave Energy Ireland, will undertake
detailed site assessment and develop the design for
a 5 MW commercial demonstration project. Carnegie’s
technology consists of an array of submerged buoys
attached to seabed pumps. As the buoys move with
passing waves, the pumps drive pressurised water
ashore via a pipeline, where it is used to drive
hydroelectric turbines, generating electricity. And
finally, New York-based Verdant Power has applied to
US regulators to install up to 30 tidal power turbines in
the city’s East River. If the Federal Energy Regulatory
Commission (FERC) approves the application, the
Roosevelt Island Tidal Energy (RITE) project would be
the first of its kind in the US supply electricity to the
national grid. Verdant Power wants to install its fifth
generation ‘Free Flow’ kinetic hydropower system,
which uses three blades to harness the power of fast-
moving tides and rivers.

World’s largest solar energy plant destined for Arizona
A 290MW solar photovoltaic facility under construction
in Arizona has been given an offer of a $US967m loan
guarantee from the US Department of Energy to help
its progress in the clean solar-energy space. US Energy
Secretary Steven Chu made the announcement of the
conditional offer of the loan guarantee for the facility,
which the project’s sponsor, the New Jersey-based
NRG Solar, predicts will be the largest photovoltaic
generation facility in the world when it is completed.
Known as the Agua Caliente Solar Project, the solar
plant will be in Yuma County, Arizona, on 2,400 acres
of farmland on the former White Wing Ranch. Work
began in 2010 on the project, which is expected to
be completed in 2014. The project will use thin film
solar panels from First Solar. Coincidentally, First Solar
originally owned the project, which was bought

Renewable Energy Flexible Training Programme
(REFL)
The Master of Science in Renewable Energy is
offered as part of the Renewable Energy Flexible
Training Programme (REFLEX). The programme can be
undertaken in a full time or part time mode or as a
combination of both. The taught element of the
programme is delivered by a combination of distance
learning and one week intensive schools. Both
elements are compulsory.
