ITD in Brief
In implementing the projects, ITD will study the requirements, design and
specify the scope of work, supervise and manage the projects on behalf of the
users, test and commission the system, train and support the users, and
provide the maintenance. In some cases where, interfacing between systems is
required or where a specific application is required, ITD support personnel
will develop the application themselves.
To collaborate and provide quality ICT services and support efficiently and
effectively.
Towards providing holistic ICT services for the achievement and continuation
of excellence in IIUM
ITD Objectives
1.? To educate by training and inculcating awareness on the utilization of
ICT in IIUM community activities leading towards the development of
an Islamic ICT culture.
2.? To provide an excellent, accessible, reliable and secure ICT
infrastructure, facilities and services.
3.? To develop, implement and improve the integration of ICT systems
and tools that will further enhance productivity and efficiency in
IIUM.
4.? To provide consultation and advice in the formulation of a robust
IIUM ICT policy and guidelines for implementation.
5.? To synergise the knowledge-worker and technological advancement in
the e-university environment.
The ITD Service Desk provides a central point of contact for IIUM students and staff to report
all IT problems, queries and service requests associated with the services provided by ITD. It is
designed to be the first point of contact for IT support and work towards the resolution of issues
in the minimum amount of time possible to ensure that any disruptions are minimized. Keeping
updated with the University email account is very important, since most correspondence and
acknowledgement on service calls registered, progress and completion of your service calls is
done via the University email. You should also take note on the Report Id associated with your
service calls since referring to the Report ID when communicating with us on your service calls
would be a lot more convenient.

Getting Started
You need to have the student PIN (Personal Identification Number) in order to access the ICT
facilities and services in the University. The PIN is given to students the first time students
register themselves as new students. Accessing the facilities and services that require your
credentials will use your student matriculation number as the USERNAME and your PIN as the
PASSWORD.

ICT Services (for staff)
e-Meeting
Some of the University's meeting is administered, managed and done using the University E-
Meeting System. This is one of the paper-less initiatives implemented throughout the
University. If you are a new member to a meeting done via the E-Meeting System, your
account will be created by the meeting secretariat. If you wish to run an E-Meeting System,
you may submit your request to the ITD Service Desk at servicedesk@iiu.edu.my .

Personal Calendar
You may manage your personal calendar and share your events to anyone in the community.
Others in the community may also share their events with you. Your personal calendar is
accessible from anywhere and anytime, as long as you are connected to the network and have
access to the Calendering/File Sharing/Forum (AIMS)module of the myIIUM portal .

ICT Training
Most training is administered centrally by Management Services Division. The functions of
ITD in relation to ICT trainings are as follows:

The University began the development of its ICT Strategic Plan in January
2006. A number of workshops were held by the Information Technology
Division which has been described as Strategy Development to create an ICT
Strategic Plan. The brainstorming sessions during the workshop were
conducted with the participations from various experts in the related areas such
as Teaching and Learning, Administration, Research and Consultancy, Student
Development, ICT Infrastructure, Library Facilities and Financial aspects.
These outcomes were then prepared as a report and finally as a plan for
implementation.

The outcomes of the IIUM ICT Strategic Plan is a long term approach and well
coordinated of the ICT infrastructure development, information sharing and a
robust ICT Policy and Governance. The other outcomes can be considered

The current reality showed that the Knowledge Management is not fully
implemented in IIUM. A drastic policy need to be establish so that a proper
guidance and procedures for Knowledge Management could be further develop
and utilized.

Strategy III and Strategy IV inline with the IIUM strategic target to become a
Research University by 2010.

Any probs related to ITD will be given early noticed for student n staff
Dear Users,
The Information Technology Division has found trends of latency (slowness) in the internet
browsing activity for the past several days. We have noticed that from 7.00 am to 1.00 pm,
internet activities are normal but from 2.00 pm onwards the internet seems to be crawling to go
to any sites. We can confirm that there's no major attacks. In order to mitigate the problem of
slow internet, we have done the following:
a) All social networking websites (twitter,facebook,you tube etc)are given minimal priority to the
internet during normal hours. (8.00 am - 6.00 pm). Hence, users will feel slow in accessing these
sites.
b) Flash and streaming websites are reduced to 1% during normal working hours.
d) We also seek cooperation from all users to shut off their computer/notebook at the end of the
working day and do not leave your computer ON 24/7. This habit has severe effect to the
performance of our internet as applications accessing internet are left online throughout the night
or over the weekend. We also found malicious activities in the wireless network due to infected
computers/notebooks. This malicious activities also contributes to the performance of the
internet. Therefore, we seek the cooperation of all users (student/staff) to protect their notebook
with the latest Anti-Virus.
Please get the assistance from your technical staff at the Kulliyyah/Institute/Centre. For central
agencies, ITD has conducted preventive maintenance and installed the latest anti-virus.

The University¶s ICT Strategic Plan includes a commitment to develop a comprehensive ICT
Strategy for Kulliyyah/Centre/Division and other branch campuses. This ICT Strategic Plan
describes the major requirements and processes required for the IIUM to move into a new ICT
era.

The aim of the ICT Strategic Plan is to enable all Kulliyyah/Centre/Division to offer their staff
the best ICT services. The ICT Strategic Plan is a proposed comprehensive development,
deployment and support of ICT services and infrastructure. The main priorities areas of this
Strategic Plan are Teaching and Learning, Research and Administrative activities.
The University began the development of its ICT Strategic Plan in January 2006. A number of

ICT has contributed many essentials administrative process in IIUM such as Financial System,
Students Information System, Asset Management, Alumni, E-Learning, Student Co-Curricular
Activities, HRMS etc. Almost 90% of the administrative system developed in-house by the
Information Technology Division.
ICT environment has supported many critical decision making as well as to materializes the
Vision and Mission of IIUM. A single access point to multiple application system and databases
is required to support the fast and effective decision making process.

The demand of ICT usage in Teaching and Learning increase tremendously year by year. The
ICT has complemented the existing traditional teaching methods. Therefore, huge investment is
needed in the system to support the administrative processes in Teaching and Learning i.e. access
to teaching resources as exposure of academic staff to the new technologies.
The excellent infrastructure in ICT is required to support Teaching and Learning which includes
the Learning Management System (LMS). The development of LMS must continue to be
competitive and useful in future.

An excellent research ICT infrastructure is required to help the initiatives to promote research
culture in IIUM. Research infrastructure will be designed to support new research innovative.
The new infrastructure to support the research initiatives on inter-disciplinary i.e. Research
Group, Cluster, Institute and Centre. Subscription to MyRen and establishment of grid
computing facilities would be benefits to all Researchers. Integrated Research database that
easily accessible would be the priority to the Research Development in IIUM.

The long term-vision of Education for All in Cambodia is to ensure equal access to quality
basic education for all citizens and to prepare its citizens to play an active role in
constructing the country as well as integrating Cambodia to the knowledge-based global
community. The Ministry is introducing various initiatives to facilitate greater integration
of information and communication technology (ICT) to improve the effectiveness of
education at all levels and to produce the technologically literate, productive and critically
thinking workforce for the country. In term of Higher Education, it is stated the Policy and
Strategies on ICT in Education in Cambodia that "Since Cambodia is in serious shortage
of well-trained lecturers and professors, it is essential that universities must use its scarce
human resources to their full capacity through ICT as well as connecting learners to virtual
learning resources worldwide. The MoEYS will promote to use of ICT in teaching and
learning process, research and administration by creating a cyber campus consortium and
linking this to other virtual universities in other countries.."
According to this, some public and private universities are trying to develop their staff and
faculty to have opportunity and to study further by cooperation conducting programs or
courses of study (which are recognized each other, can be transferred and diploma or
(Cambodia)
It may not be possible to offer a full range of specialized programs. Anyhow NiDA could
develop and promote national approach to e-learning standards which contribute to the
current curriculum and staff development programs, especially in higher education. The
introduction of new technologies easier due to minimal upgrading needs, the Ministry sees
a growing scope for accessing ICT-based learning programs from other countries, with
appropriate accreditation, to fill any specialist gaps. A related opportunity is to use ICT to
enrich existing education and training programs. The Ministry sees real opportunities to
use internet-based programs to overcome these constraints and allow students to have
greater flexibility in their range of studies.
A second opportunity is to use ICT to provide more equitable access to education and
training opportunities. At present in Cambodia, much of education opportunities are
largely concentrated in the major cities and provincial towns. This means there is limited
opportunity for potential students in the rural areas. The Ministry anticipates that in the
coming years, individual education institutions will set up outreach centres in the
provinces using ICT.
A third opportunity is to use ICT for providing distance learning programs to upgrade
academic staff at various levels. In Cambodia, an immediate priority is to expand distance
learning for the faculty through ICT sensitization programs in the regional and provincial
teachers colleges. Once again, Cambodia intends to use ICT to enrich the teacher
education curriculum through accessing the internet for special studies.

In Cambodia we recognise there are many challenges associated with the development of
e-learning and ICT infrastructures, but there are many potential benefits. The Ministry
faces a number of constraints in expanding ICT in higher education. Firstly, although one
Internet Service Provider (ISP) provider offers preferential rates to MoEYS, the recurrent
costs remain significant. Another difficulty is that not all offices, faculty or schools have
connection with internet and the Ministry is investigating innovative ways of dealing with
this problem. In particular, we see opportunities in establishing links with private ICT
development.
The main conclusion is however, that the main benefits of the ICT-use for university
education are not the direct outcome of the technology itself; rather they arise from the
fact that the use of technology leads lecturers to perceive the need for rethinking
teaching methodologies and the ways in which they manage the whole process of
