III. Amendment to the Notification No.01/CGM(HR)/2010 & 4/CGM(Adm)/2010:

In the said Noitifications;-

AMENDMENT-1.
(1) On Pages 5 and 3 respectively of the said two notifications, against Item
No.4 relating to "Age", the follolwing shall be added; namely:-

In the case of Contract Labourers who compete for the post of Junior Plant
Attendant as well as Sub-Engineer, their age will further be relaxed
uniformly by 5 years to all categories of candidates.

IV. Amendment to the Notification No.01/CGM(HR)/2010:

AMENDMENT-2.
(2) On page 5, against Item No.3, relating to "Agency Area Certificate", the
following shall be added at the end; namely:-

For the purpose of this notification, the "Local Scheduled Tribe Candidate"
means, the candidate belonging to the Scheduled Tribes notified as such
under article 342 of the Constitution of India and the candidates themselves
or their parents have been continuously residing in the scheduled areas of
the Districts in which they are residents till to date since the 26th January,
1950.

(3) On page 6, against Item No.7, relating to "Educational Qualifications", the

following ITI Trades shall be added at the end for which only the Contract
Labourers are entitled to apply; namely:-
Draughtsman (Civil); Electronics Mechanic; Mechanic (Motor Vehicle) &
Moulder.

AMENDMENT-4.
(4) In Page 1, under the "Note", in Item No.(ii), the word "only" shall be omitted;
and after the word as so omitted, the following shall be added; namely:-

"Under sub-section (cb) of Section 2 read with Schedule–I of the Factories Act
1948, the Power Generating Stations will fall within the definition of “Hazardous
Process”..."...unless special care is taken, raw materials used therein or the
intermediate or finished products, bye products, wastes or effluents thereof would:-
(i) Cause material impairment to the health of the persons engaged in or
connected therewith, or

(ii) Result in the pollution of the general environment:

The work areas in the Generating Stations are far stretched, spread in vast areas like;
Fuel Oil Pump House, CW Pump House,Trash racks, Clarified Water Pump House, DM
Water Plants, Water Clarification Plants, Coal Handling Plant, Ash Handling Plant, Ash
Disposal Lines, Ash Pond Area, Cooling Tower, Chlorination Plant, Chemical Dosing
Pump House, Boilers, Turbo generator & Auxilliaries, Switchyard, Transformers Yard etc,
which are located in isolated places; required to work at high elevations of 57 meters on
Boiler; 24 meters in TG Building; 225 meters on Chimney; 78 meters on Cooling Towers
and Climbing on ladders is essential on tall structures like Chimney; Cooling Tower and
Boilers. Hard jobs like breaking of large coal boulders; working round the clock in
close proximity with heavy machines; needs to be exposed to high temperatures and
vibrations; while working on boiler burner floors; Turbine auxilliaries & valves;
Replacement of oil guns, cleaning of burners in hot condition, carrying of gas cylinders,
soot blowing operation etc. over the boiler floors are of highly arduous nature. Clearing of
furnace clinkers by physically hitting with crow bars through the boiler peep holes &
inspection covers are of more risky nature, again involved in high temperature zones;
Shunting operations like coupling & decoupling of wagons, operation of rail changing
points (pointsmen operations) in the marshelling yards, loco operations are highly arduous,
round the clock, and are stretched over kilometres of length in the railway marshalling
yards, thinly populated. Working over the coal conveyor floors is highly risky because of
the gradients over conveyor floors, are thinly populated and are lonely places; Working
along Ash Disposal Lines and over the Ash Pond area is totally risky since thinly

populated, far stretched and unguarded; Carrying of motors, pumps and heavy spare parts
of large machines over high elevations is highly arduous; Round the clock shift duties in
off-site and main plant are highly essential & inevitable.

Pursuant to the interim orders of the Hon'ble HC of AP in WPMP.No.1072/2011 in

WP.No.873/2011, dtd.24-01-2011 read with subsequent orders, the amendments
mentioned at 1, 3 & 4 are issued to the Notifications referred to in Item-III & IV of the
above Addendum for the post of Junior Plant Attendants/Sub-Engineers, and "women"
candidates may also apply for the post of Junior Plant Attendant.
