TECHNICAL SPECIFICATION
1.0 GENERAL

In this Document the following words and expressions shall have the meaning
hereby assigned to them except where the context otherwise requires:
Engineer: The Owner or any person or organization employed or engaged at
any time by the Owner and authorized by the Owner, in writing, from time to
time to act on behalf of the Owner in the execution of the items covered by this
Document, in whole or in any part, for any or all purposes provided in this
Technical Specification.
Owner: Norðurál hf (Nordic Aluminum Corporation Ltd.), an independent legal
entity owned by Century Aluminum.

This Specification covers the general requirements for instrumentation and control of
type and manufacture. The objective shall be to standardise all measurement and
control equipment throughout the plant in order to rationalise operation, maintenance
and spares holding. Reference shall be made to the Preferred Vendors list (see
Appendix 1). Equipment to be supplied and not covered or which do not conform to this
list due to the manufacturer’s own standards shall be submitted for approval.

In addition to the requirements of this specification all equipment offered to meet the
requirements of instrumentation and control shall also comply where appropriate with
other general technical requirements of associated specifications as defined in Section
6.0 of this specification.

A consistent control and instrumentation philosophy shall apply throughout the plant and
shall be implemented in terms of a range of equipment exhibiting a minimum diversity

Generally equipment shall be supplied from one composite range of measurement and
control equipment as marketed by a reputable manufacturer of international standing.

The equipment shall be of modern compact design incorporating the latest


developments in proven technology.

Data Acquisition/Logging facilities with recording and indicating instruments shall be


provided for those parameters whose trends are considered necessary for product
quality, optimum plant operation and plant performance records. Integrating or totalising
facilities shall be provided for selected flow measurements especially those related to
plant performance and output.

All instrument control panels shall be provided with internal lights and utility sockets at
230 VAC 50 Hz.

Analogue signals shall be standardised at 4-20 mA


Any other analogue signal levels proposed shall be submitted for approval.

Direct current plant status and alarm signals shall be standardised on a d.c. voltage
level between 22 to 50 volts.

Pneumatic transmission and control signals where offered, shall be of the 0.2 - 1
Bar.

Measurement and control instrumentation shall have high electro- magnetic and radio
frequency interference immunity and shall not be affected by portable radio transmitters
operated in the vicinity of the equipment. Any limitations shall be stated by the Supplier.

All instruments whether for local indication or remote transmission shall be of good
quality and shall have an accuracy and repeatability appropriate to their duty. The
supplier shall state the accuracy and repeatability of each instrument offered which shall
be certified, when supplied, by means of supporting documentation.

All electronic devices shall be protected against transient voltage levels that would
otherwise damage the device.

The ranges of all instruments shall be arranged, where practicable, so that normal
working indication is at approximately 75% of full-scale deflection.

Measurement and control instruments shall be matched to the main plant equipment
ratings in all aspects. Instrument ranges, installation codes of practice and
precautionary measures for safety of the Plant and the operating and maintaining
personnel shall be observed.

All instruments and devices to which electrical connections are made shall have
approved type of terminations, connections and cable entries and cable glanding where
applicable.

Each instrument shall be properly labelled, and shall be identified by appropriate tag
numbers; permanent non- perishable nameplates attached to each instrument shall be
used for this purpose.

The instrument duty or nameplate shall be mounted on the panel front and rear beneath
the instrument. A similar label shall be fitted beneath each of the instrument modules

mounted in cubicles. These shall be of laminated plastic or transparent plastic back


engraved with black writing on a white background.

All field junction boxes shall be to IP66 rating with hinged door.

3.0 HAZARDOUS AREAS

All equipment for use in hazardous areas shall meet the requirements of EN60079 or
equivalent standard.

Either the use of I.S. barriers or explosion proof construction will be acceptable,
however all equipment for use in these areas shall have the necessary certification by
the appropriate certifying body and will comply fully with all the conditions of said body.

4.0 INSTRUMENT AIR SUPPLY

Dried oil-free compressed air shall be distributed to those instruments and actuators
using air. Unless otherwise specified the dewpoint of dried air shall be down to at least
–40°C.

All instruments installed external to control houses shall be provided with individual
reducing regulators and air filter sets.

Where a common reducing regulator and filtering assembly is fitted, it shall be


duplicated and the system provided with block valves to enable one unit to be on
standby service. Safety relief and pressure indicator shall be provided on the reduced
air side of the system.

Air receivers shall have a capacity such that the maximum safety rundown period for the
plant shall be carried out at the full-required pressure of the instrument and actuator
system.

Compressors provided for instrument air supply shall be of the dry cylinder type, i.e.
which use no oil on the parts exposed to the compressed air.

The installation of leads, pneumatic, electrical, shall be so as to minimise the possibility


of damage by fire, mechanical shock and continuous vibration.

5.0 DOCUMENTATION

Documentation shall include but not be limited to the following:

(d) Installation Details (Electrical and Mechanical Hook-up Details)
(e) Instrument Index
(f) Cable Schedule
(g) Location Diagram (Plot Plan)

The specific requirements for Loop Diagrams and the Instrument Index are given below.

5.2 LOOP DIAGRAM

Instrument loop diagrams shall be provided for all instrument loops as scheduled and
supplied. The diagrams shall identify all instruments, their location, their wire
connections including any intermediate stages of marshalling and giving all core
references in such a way that each loop may be followed from its sensing element to its
final indicating or actuating element without reference to any additional documentation.

Instrument index shall be provided listing all instruments for each system including loop
items of equipment and shall include but not limited to Recorders, Controllers,
Transmitters, Receiver Gauges, Air Sets, Control Valves and Solenoid Valves.

The Instrument Index is required to conform with ISO 9002 procedures and shall contain
all relevant information for each item of equipment such as the tag number, functional
group/functional subgroup reference, location, manufacturer, requisition number, type or
style, size, hook-up drawing, location drawing etc. Each instrument or items of an
instrument loop shall be supplied with a tag or identification number in accordance with
ISA and this number shall be used for all reference purposes.
