Group 7 Cohort 4 Project Charter

Project Purpose
To synthesize existing agency information pertaining to the Aviation and Space
Education (AVSED) Outreach Program with new resources and technology.

Project Objectives
• Evaluate existing website information for relevancy
• Gather data from different lines of business including but not limited to
employees, work groups, and AVSED Counselors
• Examine new opportunities for technology/internet improvements for project
delivery
• Consolidate existing information with new and using technology make
information accessible to employees
• Create marketing campaign to promote AVSED to employees

Summary Project Description


The FAA’s Aviation and Space Education (AVSED) Outreach program was established
to, in part, “…acquaint the young people with the full potential of finding careers in air
transportation systems and general aviation.” This is mostly accomplished through the
AVSED Outreach program web page which presently contains information to accomplish
this goal set forth in Order 1250.2A. However, the information is difficult to survey due
to the convoluted nature of its presentation. This project aims to create a clear and
concise utilization of the web site, specifically by creating a link titled “Counselor in a
Box”. This link will use information garnered from the AVSED web site, AVSED
counselors from different LOB and other national membership groups that offer a unique
perspective in teaching aviation and enhancing the FAA’s goals in aviation education.
Additionally, the AVSED web site and the new “Counselor in a Box” link need to be
promoted and advertised through out the FAA. This will ensure that the largest group of
people involved in aviation education will have easy access to and use of information,
activities and other tools to share, teach and educate young people about the FAA and its
career opportunities.

Upon completion of the project by September 1, 2011, the newly developed website will
be maintained by the appropriate agency information technology specialists. The content
contained within the website will be evaluated for relevancy and managed by agency
AVSED support staff.
Project Member Positions/Responsibilities
Team Lead – Ed and Tara
• Responsible for focusing and facilitating group operations and discussions.
Requirements include recognizing the needs of the group through feedback and
member input, consolidating project data, and overall project completion. The
Team Lead’s actions should be focused on ensuring individual task completion as
well as total team success.

Team Administrator/Scribe – Amy and Casey


• Responsible for documenting team meeting minutes and distribution to team
members. Ensures all appropriate documentation (emails, meeting minutes, group
agendas, etc.) is kept for reference and available to members of the group when
needed.

Meeting Organizer – Ed and Tara


• Responsible for maintaining timely meeting intervals, establishing the required
communication technologies for meetings, sending out meeting
information/reminders and agendas prior to meetings.

AVSED Counselor Lead – Natalie and Lourdes


• Responsible for gathering information from AVSED counselors for
implementation in group project. Surveys present counselors for existing areas of
improvement and areas that are satisfactory.

Coalition Group Lead – Lourdes and Natalie


• Responsible for gathering information from national membership groups within
the agency for areas of focus that can be developed into the project as a result of
those groups’ unique perspective.

Project Schedule Lead – Casey and Amy


• Responsible for tracking project schedules and task completions. This involves
setting appropriate deadlines and ensuring those deadlines are met then reporting
to the Team Lead project statuses.

Public Affairs Lead – Tara and Shawn


• Responsible for communications with agency personnel regarding project’s
scope. During and after work completion the PA Lead is responsible for creation
and implementation of a marketing campaign identifying the project’s benefits to
the customer.

IT Lead – Shawn and Tara


• Responsible for development and functionality of technology to be used during
the project. This position interfaces with internet and technology providers and
agency personnel to develop methods for the implementation of the completed
project.
