Expression of Interest (EOI) for carrying out


ALL INDIA STUDY ON SECTORAL DEMAND FOR DIESEL & PETROL

1. Background

Petroleum Planning and Analysis Cell (PPAC) was formed by the Government
of India through a notification with effect from 01.04.2002 as an attached
office of the Ministry of Petroleum & Natural Gas. Its major activities inter alia
are:

a) Administration of subsidy on PDS Kerosene and Domestic LPG


b) Administration of Freight subsidy for far flung areas
c) Maintenance of Information data bank and communication
system to deal with emergencies and unforeseen situations
d) Analyzing the trends in the international oil market and
domestic prices
e) Forecasting and evaluation of petroleum import and export
trends
f) Operationalizing the sector specific surcharge schemes, if any.

Diesel is sold mainly through retail outlets. The exact information on sector-
wise sales of Diesel / Petrol is not maintained by dealers operating the retail
outlets. In order to estimate the sector-wise/segment-wise sale of Diesel /
Petrol sold through the retail outlets Petroleum Planning and Analysis Cell
(PPAC) & PSU Oil Marketing Companies (OMCs) jointly propose to commission
an ALL INDIA STUDY ON SECTORAL DEMAND FOR DIESEL & PETROL. This EOI is
being issued by PPAC on behalf of PPAC & OMCs.

2. Scope of Job

a) To estimate percentage share of sectors/segments in Petrol & Diesel sold


through retail outlets on a Statewise & All India basis. The breakup of sectors /
categories would be based on end use of the fuel such as:

A. Diesel:

i. Transport with sub-categories such as Buses, HCVs, LCVs, Taxies &


SUVs/Cars (Personal Vehicles)
ii. Agriculture with sub-categories such as Tractors, Pumping Sets,
Tillers/ Harvesters/Thrashers
iii. Power Generation (Gensets)
iv. Industrial Applications other than for power generation

v. ‘Others’ for what is not included in any of the above categories. The
‘others’ category would have to be defined clearly and
subcategorized unambiguously in order to eliminate any confusion
and wrong categorization of sectors.

B. Petrol:

i. Cars
ii. 2-wheelers
iii. SUVs
iv. Others

b) To assess impact of seasonality factor on consumption. Survey/study


would be carried out over a period of one year in each quarter of the year to
capture the seasonal impact on consumption of both Diesel & Petrol.

c) Parties will submit in detail in Form-C (attached) along with EOI:

i. The proposed methodology to be adopted for conducting the


study to estimate the share of above sectors/segments in
consumption

ii. The suggested sample size and

iii. The proposed geographical spread of the study in terms of


number of states & districts to be covered

3. Pre-qualifying criteria:

Parties who are interested to participate in the tender should meet the
following eligibility criteria:

a) The party should have been in existence for at least three years from
date of EOI. It should have carried out at least three All India
surveys, out of which at least one job should be in oil / gas industry
on a national level, during the past three years. Proof for the same is
required to be submitted along with EoI. It should submit a list of
current jobs in hand with work order value and their
actual/schedule completion date.

b) The Bidder should have a minimum annual turnover of Rs. Five


Crores during any of the last three years. This criterion is not

applicable for educational institutes of national repute like IIM/IITs &


Govt. aided/sponsored market research institutes like NCAER etc.

c) The party should have presence in at least two of the four regions
(N/E/W/S) of India. This criterion is not applicable for educational
institutes of national repute like IIM/IITs & Govt. aided/sponsored
market research institutes like NCAER etc.

d) The Key personnel involved in the study should have the necessary
academic qualification preferably in Statistics and/or Economics.
The list of personnel expected to be engaged in the work and the
team leader with all participants should be given in the EoI
submitted. Supporting documents regarding experience of
successful execution of such jobs are to be enclosed with the EOI
documents.

e) The party should be a firm / consulting company/educational


institution of repute such as IIMs, IITs etc. / registered society /
company incorporated in India.

f) It should be registered under all laws applicable in India viz Labour


/PF registration/ service tax registration etc.

g) The party should have a good reputation & good track record for
delivery / completion of studies/surveys on time.
h) The party shall undertake that the data collated / received and
study result shall be not be disclosed to any outside entity without
the written consent of PPAC.

i) The party should not have been blacklisted by any Central /State
Government / Public Sector Undertaking in India. An undertaking to
this effect should be submitted by the Bidder in the enclosed Form-
B.

j) The response to this EOI must be complete and comprehensive with


explicit documentary evidence in support of all the eligibility criteria
mentioned herein (copies of Purchase Orders / Completion Reports,
turnover details etc. must be enclosed.)

k) Short listing of Parties: PPAC would shortlist the parties qualifying for
submitting price bids in the following manner:

i. A committee formed by a competent authority of PPAC


would scrutinize all EOIs received and assign marks for each of
the qualifying elements including turnover, educational
qualifications of key personnel, regional/national presence,
past experience in conducting similar studies etc. among
others.

ii. Apart from criteria as laid down herein above the information
given by parties on methodology proposed to be adopted
for conducting the study along with proposed sample size
and geographical spread of the study will also form part of
the qualifying criteria and shall also be assigned marks.

iii. The parties would be short listed based on the overall marks
secured.

iv. Only the short listed parties would be given the Request for
Proposal (RFP) for submitting the tender/commercial bid.

v. PPAC reserves the right to reject any party for being short
listed without assigning any reason and its decision would be
final.

l) Please note:

I. This is NOT a Request for proposal (RFP) and


commercial/price bid is not to be submitted along with this
EOI.

II. EOIs not received in the format or those incomplete in any


respect shall be summarily rejected

III. PPAC shall not reimburse any costs incurred by the Bidder
on account of preparation/ submission of this EOI and/or
any other costs incurred.

IV. PPAC may ask the parties to make a presentation at their


cost to understand the methodology proposed to be
adopted by the party for conducting the study

m) Interested parties may submit their Expression of Interest (EoI) in


Form-A, Form-B & Form-C (attached) in a sealed envelope super

work related to studies / surveys by any of the Central Govt., State Govt. or
Public Sector Undertaking offices in India. We undertake to indemnify PPAC
for all costs incurred in respect of conducting ALL INDIA STUDY ON SECTORAL
DEMAND FOR DIESEL & PETROL. PPAC shall have the right to terminate the
work order in the event of finding out that we have been black listed for work
by above entities and can also claim damages / costs incurred.
