Urban Scenario in India MNRE

• Urban population/households - 285 m / 53.7 m


• Cities and towns - 5161
• Population more than one lakh - 423
• Population more than one million - 35
• Country witnessing a boom in construction sector & in
real estate development
• Construction sector contributes to 10% of GDP & is
growing at about 9%, as against world average of 5.5%.
• India is blessed with abundant solar resource. 240 to
320 days of full sunshine in year with daily radiation 4 -
7 kWh per m2
• Vast potential for solar energy applications in urban
areas

Solar Energy Devices/


Systems MNRE

• Solar water heating systems for bathing, washing,


cleaning etc. in homes, hotels, hospitals, hostels,
dairies, industries, institutions, govt. buildings,
guest houses etc.
• Solar cookers & steam generating systems for
applications like cooking, laundry, sterilization
etc. in homes, institutions, hospitals & industries
• Solar air heating systems for drying of various
products in industries
• Solar photovoltaics for lighting & powering
various electrical appliances
• Solar passive architecture for natural cooling and
heating in buildings

Solar Water Heating Systems


Technology Status MNRE

• Systems with both Flat Plate Collectors (FPC) &


Evacuated Tube Collectors (ETC) being promoted
• FPC based systems well established & field proven.
ETC based systems also getting popular.
• Good manufacturing base & test facilities. BIS
Standards for FPCs.
• 59 BIS approved manufacturers of FPCs & 43 MNRE
approved suppliers of ETC based systems
• Vast potential in homes, hotels, hospitals, hostels,
dairies, industries, institutions, govt. buildings etc.
• Gross potential of 140 million sq. m. 40 million sq. m.
estimated as current techno-economic potential

Solar Water Heating Systems


Energy Savings MNRE

• A 100 lpd system can replace an electric geyser of 2kW


capacity. On an average, it can save around 1200 units of
electricity in homes or around 120 liters of diesel/ furnace
oil in a year in industries & commercial establishments
• Assuming that 50% of the domestic systems are in use at
a time, 1 lakh systems installed in a city can result in 100
MW of peak load shaving
• 1 lakh systems can also lead to electricity saving of 120
million units/yr to the users for a period of 15-20 years
• 40 million sq. m. potential could lead to peak load shaving
of 14,000 MW ( 70% systems in homes) apart from saving
of enormous amount of electricity & fossil fuels in homes
& other establishments besides abating CO2 emissions in
atmosphere

Subsidy Scheme MNRE

• Soft loans available at 2% to domestic, 3% to


institutions & 5% to commercial users through
public/private sector banks including RBI approved
NBFCs, & scheduled co-operative banks
• Interest subsidy paid to banks/FIs through IREDA on
upfront basis after receipt of documents on
installation of systems.
• Loan : 85% of system cost repayable within 5 yrs
• Presently 11 PSBs, 5 NBFCs and 12 Co-operative
banks are participating in the scheme.
• Capital subsidy equivalent to upfront interest subsidy
@ Rs. 1100/ sq. m. to institutions & @ Rs. 825/sq.m.
to commercial establishments who do not avail loans
• Incentive to Motivators, State Nodal Agencies & MCs

• Amendment in building bye-laws for mandatory use


of solar water heaters in certain category of buildings
(Support to MCs & Municipalities who notify amendments)
• Rebate in electricity tariff /property tax on use of solar
water heating systems
• Inclusion of system cost in housing loans by HFCs
• Incorporation of solar water heating systems in new
building & housing complexes by builders & developers
• Extensive publicity & awareness campaign
• Rebate in income tax being considered
• Linking of manufacturers’ websites & their dealers’
network with MNRE website

• GOs issued for amendment of building bye-laws :


Andhra Pradesh, Madhya Pradesh, Punjab, Himachal Pradesh,
Delhi, Maharashtra, Tamilnadu, Rajasthan, Haryana, Uttar
Pradesh, Uttranchal, Chandigarh, Chattisgarh, Nagaland, W.B,
Karnataka, Mizoram
• Bye-laws amended : Karnataka (1), Gujarat (1), W.B.(1),
Maharashtra (9), Andhra Pradesh (2), UP (7), Chatisgarh(1) ,

• Rebate in electricity tariff : Rajsthan (15 paise/unit) ,


Assam ( Rs. 40/-), Karnataka ( 50 paise/uint) , West Bengal
(40 paise to Max. of Rs. 80/-), Haryana ( Rs 100/ 100 lpd up to
300 lpd) & Uttranchal ( Rs. 75/sq. m. )
• Rebate in property tax : Thane, Amravati, Nagpur &
Durgapur MCs providing 6- 10% rebate
• Some states also providing capital subsidies

Initiatives of Delhi Govt. MNRE

• Use of systems in certain categories of buildings made


mandatory. Rigorous monitoring & publicity by Delhi
Govt. Penalty clause introduced
• Scheme for promotion of domestic systems launched
• Rs. 6,000 rebate on each system provided to users.
Award scheme announced for other systems
• Group Housing Societies/ RWAs / Builders being
persuaded to install systems in multi-storied flats.
Design guidelines prepared by MNRE
• Provisions of installing solar water heaters included in
Master Plan 2021
• Banks/ Suppliers/ Utilities being tied up for facilitating
installation of systems at users places. Implementation
in ESCO mode being explored

Solar Air heating &


Steam generating Systems MNRE

• Technologies based on fixed receiver and


automatically tracked parabolic dishes using locally
available material for steam generation & that on flat
plate collector for air heating under promotion
• Installed in hybrid mode can save significant amount
of conventional fuel in industries & institutions
• A typical system of 100 sq. m. can save upto 1 lakh
litres of diesel in its life time. Pays back in 3-4 years
• Support up to 50% of the cost available from Ministry
• Around 10,000 sq. m. installed for drying in 50
industries. 30 steam systems (7000 sq. m.) installed
for cooking & other applications.

Solar Passive Architecture MNRE

• Provides internal comfort conditions in all seasons and


conserves electricity
• Designs depend on direction & intensity of sun & wind,
ambient temp. & humidity etc. Different designs for
different climatic zones.
• Key features : Orientation, double glazed windows,
window overhangs, thermal storage walls/ roof, roof
painting, ventilation, evaporation, daylighting, low
energy construction material etc.
• 30 to 40% savings with additional 5 to 10% cost towards
passive features.
• Over 40 Architects active in passive and low energy
architecture

• A National Rating System for Green Buildings

• Suitable for buildings in different zones of the
country
• Indigenous system applicable to AC/ non-AC &
intermittent cooling requirements
• Developed & modified through interactions with
all stakeholders
• Compatible with NBC 2005 & ECBC 2007

Energy Efficient Green Buildings


National Rating System MNRE

• System will help in assessing predicted


performance of buildings over their entire life cycle
• Will operate on 100 point marking system. 43
points pertain to energy & waste management
• A National Advisory Council constituted to
provide advice & direction to Rating System
• A Technical Advisory Committee also formed
for modification & up-gradation of the system
• Proposed to be incentivized by the Ministry

Solar Cities MNRE

Objective : To encourage & assist urban local bodies in


assessing their present energy consumption and future
demand & preparing Master Plans for energy savings &
generation through energy efficiency measures & RE
installations
Targets : 60 cities with at least one in each State to a
maximum of 5 in a State. Each city to reduce their projected
energy demand by 10% over 5 years
Support : Upto Rs. 50 lakhs per city for preparing Master
Plan, oversight of its implementation, setting up of a Solar
City Cell in ULB & organizing promotional activities. Support
for implementation to be drawn from various schemes of
different Ministries

• To make NRSE devices easily available to people &


provide after sales services in their areas ( Target: one
per district )
• 269 shops established/under establishment in 28
States/UTs. Major thrust on private shops.
• Soft loan up to Rs. 10 lakhs at 7% from public sector
banks through IREDA.
• Monthly recurring grant of Rs. 5,000/ month towards
manpower, electricity, telephone etc through SNAs.
• Incentive of Rs. 5,000/month on minimum turnover of
Rs. 50,000/- month during 1st yr.& Rs. 1 lakh/ month
during 2nd yr.
• Service charges to SNAs, IREDA and Banks.
