MANAGER’S MESSAGE

Congratulations and welcome to the Orange Walk Institute for Technical and Vocational
Education and Training (OWITVET). We are an institution whose mission is to offer the best in
the technical vocational field. This year marks our fifth school year and I am very grateful to the
Lord for our many achievements over these past four years. This past year on March 10, 2010,
the OWITVET was awarded by the Honorable Patrick Faber, Minister of Education, as offering
the highest standards in technical and vocational education. This award represents the dedication
and perseverance that are part of the Orange Walk ITVET’s daily life. I must say that I am
definitely anticipating zealously much more success stories this upcoming year 2010-2011.

As we commence this new school year, the Orange Walk ITVET commits itself once more to
provide quality training to our Trainees. Our Institution can proudly boast to producing over 50
BzNVQ Certified Trainees in the Building and Mechanical Trades Level 1. As one OWITVET
family, we know that it is not only important to provide the best in education but to also be
positive role models so that our Trainees are looked up to by our community and our beloved
nation, Belize. Because of this, we are firmly committed to be there with and for our Trainees.
We have a clear vision of where we want to go and we work arduously everyday to be able to
accomplish this. We promise to continue laboring to ensure that the “Training for Life”, which
is our commitment to you, becomes a reality. We are proud to say that over these past four
years, we have ensured to be the BEST and we will maintain these standards and thus remain
Number One.

The Orange Walk ITVET acknowledges the pressing need for skilled professionals who will
become competitive both regionally and internationally and the great importance of gaining our
institution’s accreditation. With this in mind, the Orange Walk ITVET will continue working to
be able to meet this need. To accomplish this, the Board of Governors, The Faculty, Staff and
Support Staff of the Orange Walk ITVET ask that you, our Trainees, be dedicated and to work
along with us to meet our goal and mission. We have been in existence since 2006 and after four
years, our institution still has that “new” look. We strongly encourage you to continue
maintaining this look that demonstrates our uniqueness. I am confident that if we work as one
ITVET Family, we will continue to achieve much success.

MISSION STATEMENT
The Mission of the Institute for Technical and Vocational Education and Training (ITVET) is to
equip Belizeans with skills, knowledge, attitude, work ethics and credentials that will enable
them to become gainfully employed to contribute significantly to the development of our
beloved nation.

VISION
To provide Trainees with the necessary tools and skills through training and support services to
obtain better jobs that will ultimately improve their quality of life and thus participate in the
national and regional development.

GOALS
ITVET will enable individuals to

• Enter the market with increased employability skills


• Attain advancement in their current employment situation
• Offer an improved quality of service/or product
• Engage in an entrepreneurial venture

PHILOSOPHY
ITVET exists expressively for the purpose of offering technical and vocational skills training,
geared towards training a workforce capable of producing goods and services that are viable and
competitive in the global economy.

ITVET believes that education is a basic human right that must be guaranteed to all Belizeans
and to the highest level of each person’s ability. Each Trainee is treated as an individual with
unique aspirations, needs and abilities.

PREAMBLE
Honor, personal integrity and respect are my greatest assets. I can control the extent and quality
of these traits. It is important to me now and in the future to be a member of an Institution whose
record for high honor is outstanding. Only by constant and voluntary effort on my part can the
Orange Walk I.T.V.E.T. attain the position of unexcelled reputation that I seek.

In order to further my personal position as an individual of high honor and in order to make my
Institution outstanding in every respect, I shall do my best to abide by the following creed and to
cooperate with my fellow Trainees and Instructors in furthering this creed.

CREED
1. I will at all times treat my fellow Trainees with the same respect I expect them to treat me,
having full respect for their property and rights. I will endeavor to always remember that
“Respect is our golden rule.”

2. I will intelligently follow the leadership of all properly elected Trainee officers and abide by
such decisions as they have been empowered to make by the will of the majority.

3. I will respect the authority of my Instructors. I will make special effort to be helpful and
cooperative at all times when a substitute Instructor is in charge, for I realize a substitute is in
fact my guest.

4. I will make every effort to protect my Institution’s property and maintain its appearance, for I
appreciate the fact that my Institution is frequently judged by its appearance and the appearance
of the surrounding grounds. With this in mind, I will always remember that “UGLY MUST
NEVER BE NORMAL”, meaning my classroom will never be dirty, my campus will always be
kept clean, etc.

5. I will neither give help nor receive help from a fellow Trainee during a test or examination. I
will make sure that all work submitted as a part of a test or examination is honest in every
respect.

6. I will do my best to do my own assignment at all times, for I realize that assignments are a
means for me to learn. Any help I seek in accomplishing my Institution work assignments will
be for the purpose of increasing my understanding and will not include copying from another
Trainee’s work or having anyone else do my work for me.

7. I will do my best at all times outside of Institution to act in such a manner that it can only
bring honor to my home and Institution.

a) All candidates should be at least fifteen (15) years old;


b) Candidates should have completed high Institution or an equivalent;
c) If candidates have not completed high Institution, they should have successfully finished
primary Institution and/or the Pre-vocational program;

d) All candidates are required to sit an entrance examination;

e) Candidates are asked that if they wish to pursue BzNVQ Level 2, they must possess
BzNVQ Certification Level 1 and to pursue BzNVQ Level 3, they must possess BzNVQ
Certification Level 2.

f) Candidates who have completed the Institutional Certification Level 1 will be allowed to
register for the Level 2 Institutional Certification. The same applies for Level 3
Institutional Certification.

g) Candidates are advised that all the Trades follow the BzNVQ curriculum but to be
BzNVQ tested, they must complete the Levels one by one in proper sequence (1, 2, 3,…).

ADMISSIONS
1.) Candidates are required to:

• be 15 years or older
• fill out an application form;
• provide the Institution with a copy of his/her birth certificate;
• provide an official transcript of the Institution that he/she previously attended;
• provide the Institution with one identification size photo;
• provide the Institution with a police record.

2.) Candidates will register for the program of their choice on a full-time basis or
customized.

3.) Candidates will be advised on any career counseling date or any examination date.

4.) Candidates will only be accepted in our Institution when the minimum fee has been paid.
This is done after examinations have been corrected and results have been given.
5.) Candidates who purposely provide the Institution with false information will be expelled
immediately.

6.) If a candidate is accepted, he/she will be given an outline of the trade they registered for.

7.) Trainees who are expelled for serious breach of the Institution’s rules may re-apply and

may be considered after two years. Exceptions may occur and a shorter wait time can be
applied. It is very much dependent on the Trainee’s conduct out in the community.
Flexibility in this guideline is carefully considered for we at the Orange Walk ITVET
extend our helping hand to any one once proper justifications are accepted.

8.) Every new training cycle requires that all Trainees reapply. If you have been with us for
more than nine months, you need to register once more for the new year.

9.) Since we run on an open entry/open exit basis, depending on the time the Trainee
enrolls, certain fees may be exempted. It must be understood however, that each level
has its specific fees and the Trainee has to pay the corresponding fees depending on the
training he is enrolled in. In other words, the Trainee has to pay for the certificate
package he/she is requesting and this is regardless of time within the first nine month
period. After nine months, Trainees need to apply and register again to complete their
training. Fees will be charged on a monthly basis; hence, the longer they take to
complete a course, the higher the fees will be. We encourage everyone to complete their
training on the first nine months.

TRAINEES’ RIGHTS
Any Trainee who has registered and is a part of the Orange Walk Institute for Technical and
Vocational Education and Training will have rights to:

• Rational and autonomous action in the pursuit of education.


• Correct and accurate information on material pertinent to the Trainee’s growth and
improvement.
• Full knowledge of all the Institution’s rules, regulations and procedures.
• Full knowledge and preparation in all safety and emergency procedures of the Institution.
• Protection from any harm to their health or learning. Environment should be free of
drugs, intoxicants and weapons.
• Protection from deliberate exposure to embarrassment, ridicule or verbal and physical
aggravation from staff or any Trainee. No prejudice should occur on the basis of race,
religious or political beliefs, gender, national origin, social or cultural background,
disability or sexual orientation.
• Be able to participate fairly in any educational, societal or sport forums.
• Be able to partake in Trainee government in order to acquire leadership skills such as
organizing and conducting meetings, electing officers and representatives and petitioning
to the Manager and/or Board of Governors.
• Non-disclosure of Trainee’s records and personal information except if it is required by
the law or by parents/guardians.
• If his/her rights are violated or corrective measures taken against the Trainee, the Trainee
has the right to engage in grievance procedures.

Registration for ALL Trades.

NOTE: Our Institution also carries out fundraising events and ALL Trainees and Staff are
required to participate. Fundraising dues will be added to a Trainee’s fee if not paid on time and
must be cleared before going on OJT and Certification.

Night Customized Training - $200.00 per month
Night Classes (Full Package) – Night fees are dependent on intake but it will be more expensive
than Day Classes (Full Package). This is because Night Classes must be self-sustained.

The balance of fees should be paid within three months after registration (December 2010)
for ALL programs offered at the Orange Walk ITVET. Henceforth, the monthly tuition is
due on the first of each month. Kindly note, however, that we encourage that all fees be
paid from the very beginning.

N.B. Insurance is paid for Trainees in order to cover injuries and accidents that may happen
during training.

CERTIFICATION AND ADVANCEMENT

Trainees are advised that all Trades at the Orange Walk ITVET follow the Belize National
Vocational Qualification levels (BZNVQ) curriculum. This certification will soon be recognized
internationally, also especially throughout the CARICOM Countries. The Orange Walk ITVET
is committed in giving Trainees excellent instruction and guidance so that their advancement
from one level to the next results in a smooth transition. Trainees are required to pass their
BZNVQ examination at each level before advancing to the next level. The diagram below
illustrates all the BZNVQ levels and their significance as it pertains to Technical and Vocational
Training.

Our grading system used to determine the Trainee’s performance is a letter grade with quality point
equivalents and percentage equivalents. This letter grade is converted to the numerical rating scale
that will indicate the degree of skill competency achieved by the Trainee. The table below shows the
relationship between the letter grade and the numerical rating scale. A grade 4 and above is
considered certifiable. Grade 3 and below indicates a need for further training and practice.

Presently: BzNVQ Level I is administered by the Belize Testing and Certification Unit, which is
part of the Ministry of Education. A passing Rating Scale is a grade of 4 or 5.

Presently: BzNVQ Equivalency Level II is administered by the OWITVET. A passing Rating


Scale is a grade of 4 or 5. Since the Belize Testing Unit is not ready with the BzNVQ level II
examinations we will only give Trainees an Institutional Certificate at Level II upon completion
of the following:

For the OWITVET INSTITUTIONal Certification at Level II Trainees must:


1. Pass ALL craft trade course modules Institutionally in both theory and practical tasks.
2. Pass ALL craft trade course modules in the BzNVQ Equivalency Level II in both theory
and practical tasks.
3. Make sure all completed Mark Schemes (Practical Assessments) are handed in by all
Instructors to the Admissions Officer or the Job Placement Officer for approval to be
sent on OJT. The chairpersons of the BzNVQ Examination Committee will be
responsible to verify that all Mark Schemes are properly carried out and completed.
4. Pass ALL modules in each support subject Institutionally.
5. Obtain an average pass (grade 4) when ALL modules of a particular support subject are
tallied in the BzNVQ Equivalency Examination Level II.
6. Obtain an average pass (grade 4) in all support subjects in the BzNVQ Equivalency
Examination Level II.
7. Successfully complete four (4) weeks On the Job Training (OJT).( Institutionally)
8. Acquire acceptable ratings and recommendations from the Manager, Assistant Manager,
Counselor and Instructors Institutionally concerning the following:

NOTE:
1. A final Institutional Examination will be given per module the week prior
to the BzNVQ sitting. This examination will carry a weight of 30% of the
final average of all Trades and Support Subjects. The remaining 70% is
obtained through the daily grades per module.

2. All Modules which need re-sitting at BzNVQ will also be given an exam
during this exam week even if they have passed the modules
Institutionally. The same as # 1 also applies in terms of 30% for exam and
70% for daily grades.

3. Because of the nature of this competency based training, re-sitting is allowed.


Therefore, NO FINAL GRADES (rating scale) are to be rounded up to meet passing
marks. A percentage grade however, can be rounded up or down

• Trainees must have 90% attendance.

• Daily grades are made up of tests, projects, quizzes, tasks, and assignments.

• Quizzes, tasks and assignment are worth 40% of daily grades.
• Exam grades are worth 30% and daily grades averages are worth 70% of the semester.

Please remember that Trainees who work to their full potential often receive better employment
opportunities and technical and vocational educational advancement.

UNIFORM
Trainees’ uniforms should be worn in full at all times and at any other Institution function when
it is required. The Trainee’s uniform consists of a beige shirt or blouse and brown pants or skirt
as depicted below. The shirt or blouse must be properly tucked in and buttoned up to the collar.
Socks, belt and black or brown working shoes are part of the uniform. Kindly note that we want
Trainees to wear only black or brown belts as part of the Institution uniform; any other color is
not considered part of the uniform. Trainees are also expected to wear their badge along with
their uniform at all times as indicated by the picture below. We also want Trainees to use a press-
stud or velcro to attach their badge to the uniform shirt. No pins will be allowed. We must keep
in mind that as adults we expect Trainees to be responsible and failure to come to Institution
without the proper uniform may result in Trainees being sent home. If for any unforeseen reason
a Trainee reports to Institution without uniform, a note and admission slip policy will apply.
These will be obtained from the Security Guards. However, under such circumstances, casual
wear must be acceptable and tidy: dress shirt/blouse with a collar, no inappropriate or offensive
messages, and trousers/skirts must be worn at the waist. Boys are not allowed to wear saggy
pants. The uniform pants must be undecorated in design, with only four inside pockets, two in
the inside seam and two in the back just below the waistband. Pants with pockets on the legs or
thighs are not allowed. Institution shirts must be fitted at the shoulders and worn only with white
undershirts without any markings. The sleeves of the white undershirts must be shorter than the
uniform shirts’ sleeves.

All Trainees are expected to wear the proper attire for their trade. Instructors will inform about
the proper attire to be used in each workshop and it must be followed. A pair of working black or
brown shoes will be allowed in the workshops. A well groomed, low basic haircut enhances the
professionalism; therefore, pony tails, designs and dyed hair are not acceptable for males.
Earrings are acceptable for females only and should be modest to avoid accidents when using
any equipment or machinery. Nose rings or any other type of rings visible on ones body is
unacceptable. Hats and caps are unacceptable in classrooms or buildings. Trainees are also
expected to wear their identification card at all times since they will not be allowed to enter the
Institution’s grounds if they fail to present it at the gate. Please keep in mind that identification
cards are a security measure issued to limit access to the Institution to authorized Staff and
Trainees.

The dress code implemented by the Orange Walk ITVET is appropriate for the technical and
vocational environment. The Orange Walk ITVET strives for excellence and professionalism
and Trainees are encouraged to be cognizant that their image and attitude is of utmost
importance in becoming a professional. Keep in mind that pride in personal appearance and the
practice of proper hygiene reflect a healthy mental attitude and are always noticed favorably by a
prospective employer.

OUR GOLDEN RULE

Respect for one another, respect for authority, respect for private property, respect to differences
in opinion, etc. are expected of all Trainees. The word “RESPECT” should be adapted as your
“golden rule.” Be respectful at all times to your Manager, Instructors, Staff Personnel, Security
Guards and each other and you will forever have peace of mind and be well on your road to
professionalism.

CASUAL DAYS
The Orange Walk ITVET holds Casual Days in order to be able to raise funds for the Institution.
However, Trainees must realize that the Institution must at all times ensure that Trainees convey
professionalism and with this in mind, the following rules must be observed:

NO Short Pants, Short Skirts
NO Open shoes/Slippers/Sandals
NO Shirts/Blouses with Profane Language

Anyone who doesn’t abide by the above rules will be sent home to change and will only be
accepted if they have followed instructions. Trainees can also be sent to the Disciplinary
Committee so that they may take further action.

LOCKERS

All trade Trainees and Pre-vocational Trainees will be issued a locker. They must be kept clean
and neat. Objects of value should not be placed within these lockers, but should rather be left at
home. Lockers are for tools, working clothes, books or Institution bags only. The Trainee
should be absolutely sure that his/her locker has been left securely locked after use.
Combination locks are not permitted on the Trainee’s locker unless granted permission by the
Manager. The Trainee will purchase a small padlock for his/her locker and ensure that a copy of
the key is delivered at the office. Their homeroom or trade Instructors will collect these extra
keys and deliver these at the office.

Trainees must use only the lockers that have been assigned to them. For Trainees who are doing
Customized Training, lockers will be made available for them upon request. Under no
circumstances should Trainees share their lockers with someone else or give their key to other
Trainees.

Trainees should be aware that the lockers are Institution property and are subject to searches by
members of the Institution administration and/or the police when reasonable information dictates
this action is required.

The Institution assumes no responsibility for any loss and provides lockers for the convenience
of the Trainees. Any suspected theft of an item from a locker should be brought to the attention
of the Disciplinary Committee for the eventual referral to the Manager and/or Assistant Manager.

EQUIPMENT
Trainees enrolled in each program are expected to purchase small pieces of equipment to
enhance their skills in their trade. A tool box is provided for this purpose. The tool box is the
property of the Institution and must be properly utilized by the Trainee. Tool boxes can be taken
out of the campus but must be properly checked out and checked in at the gate. Tool boxes just
like the lockers are the complete responsibility of the Trainees and it must be understood that
they have contributed for a rental fee only.

OBLIGATIONS
All Trainees who are part of the Orange Walk Institute for Technical and Vocational Education
and Training shall abide by all the rules and regulations found in this handbook. If a Trainee
fails to do so, he/she will be subject to the disciplinary procedure as set out in this Trainee
Handbook 2010-2011.

THE ORANGE WALK ITVET GENERAL POLICIES


• Shared respect and a healthy professional relationship are expected between Trainees and
Instructors. Trainees are asked to show respect for themselves, for one another and to
respect their Instructors at all times. Instructors should at no time have any physical
contact with Trainees except for medical emergencies. Hugging or kissing Trainees is
strictly prohibited or allowing Trainees to hug or kiss Instructors will not be tolerated.
• In the cases of extreme misconduct that compromises the image or the teachings of the
Orange Walk ITVET, the Discipline Committee along with the Board of Governors will
discuss and decide how the Trainees will be disciplined with the maximum disciplinary
action being expulsion.
• The Institution has the right to conduct bag searches whenever it deems necessary.
• Bag searches are a MUST before Trainees leave to go on field trips and will include
sporting events also. Bag searches may occur during and at the end of said trip.
• To further its quest in providing a safe environment for all Trainees, the Orange Walk
ITVET can search any Trainee’s bag, clothing, purses, automobiles, lockers and
toolboxes whenever the Manager believes it is necessary. Searches will be carried out by
the Discipline Committee/Manager, Security Guards and even policemen.
• If any of the above rules is broken, Trainees will be penalized by the use of jugs,
suspension or even expulsion.
• Keep in mind that the Executive Committee of the Board of Governors and or the Board
of Governors reserves the right to expel any Trainee who shows attitudes and behavior
that are not in agreement with the “Training for Life” that the Orange Walk ITVET seeks
to offer, after all measures of working with the Trainee have been exhausted.

EXPECTATIONS OF TRAINEES
Trainees are expected and encouraged:
1. To study diligently at all times and to spend at least three hours studying and doing
homework everyday.
2. To refrain from cheating.
3. To sit in class orderly and behave mannerly, including keeping their classrooms and
workshops clean.
4. Follow the class time changes and to move between classrooms and workshop in a timely
and orderly manner. No Trainee is to leave a classroom until an Instructor has given
permission.(Time or no Time)
5. To obey the rules and regulations of the Institution in regards to the use of classrooms,
workshops, equipment and tools.
6. To keep the campus clean and tidy by not littering, but by using the garbage containers
provided.
7. To present their Trainee ID card and badges at all times in order to access the campus and
to wear this ID’s visibly while on campus except in the workshops where their use can
endanger their lives due to the use of machines.
8. To bring all necessary materials, books and equipment to classes daily, and to keep them
in a neat and orderly fashion. Loss of any materials (including handouts) will be replaced by
the Trainee.
9. To remain on campus during scheduled class times and to exit only with a written
authorization from the Manager, Assistant Manager or Counselor.
10. To lock all bicycles unto the bicycle racks. Trainees are expected to bring their own
locks for their bicycles since the Institution is not responsible for any lost or stolen bicycles.
Bicycles are not allowed on the verandahs or around classrooms, workshops and labs. The
riding of bicycles on the pathways and sidewalks is forbidden. A fee of $5.00 will be
charged if the bicycle is left unlocked. This is because we want Trainees to be very
responsible in taking care of their bicycles.
11. To park their personal vehicles accordingly in the designated parking area and to use
reverse parking only.
12. To wear the Institution’s uniform properly, at all times. This means that sagging is not
allowed, a black or brown belt should be worn with tucked shirt, white undershirts’ sleeves
should be shorter than uniform shirts, black or brown shoes, badges and ID cards should be
worn. In addition, Trainees should be well-groomed at all times meaning, for the boys, their
hair should be kept short and neat and for the females, their hair should be well-combed.
13. To come prepared for workshop activities by bringing the proper attire (workshop
clothes) so that any task assigned will not soil regular apparel.
14. To come prepared for classes and workshop activities by having available all textbooks
and necessary equipment that is required of them. Kindly keep in mind that all textbooks are
available in the office and that Trainees are expected to have all of them. No excuses will be
accepted since Trainees won’t be allowed to attend classes without them.
15. To exercise exceptionally high standards of personal hygiene.
16. To remember that chewing gum is not accepted on the campus, classrooms, workshops,
etc.

17. To have a valid driver license if they drive to school.


18. To abide by laws of country. For example, Trainees should not ride two on a bicycle.
19. To have all bills paid before receiving any progress or term reports or before going on the
job training.
20. To be in their assigned classroom/workshop on time.
21. To report to the office any malfunctioning of the toilet/bathroom facilities and other
fixtures.
22. To eat and drink under the shed at all times.
23. To work along with Instructors to come up with a cleaning plan for each classroom and
workshop.
24. To ensure that all that has been entrusted to them be taken care of. For example, Trainee
chairs, lockers, toolboxes, classrooms and workshops.
25. To form a line when buying from the snack shop.
26. To be willing to assist in the further enhancement of the appearance of the Institution.
27. To allow security guards, other staff members and even police officers to perform scans
and spot checks on their person, Institution bags and lockers. Please remember this is done
to ensure the safety of all Trainees and Staff members.
28. To report to the Counselor if they are ill or not feeling well. Keep in mind that all
medication that needs to be taken needs to be reported and left with the Counselor and
prescription must be given to her so that she in turn can administer the medication when
necessary. The Counselor will then assign an admit slip so that a Trainee is allowed to leave
the classroom in order to take medication. This is important to remember and once more this
is done to ensure the safety of Trainees.

Trainees are not expected:


(The following offences are categorized according to the disciplinary action which will be
taken.)
1. To run, play ball or spit off the verandahs, congregate on the stairways, throw stones, hiss
at each other or passers by.
2. To horseplay in the classrooms, workshops, buildings or compound.
3. To eat food or drink in the classrooms, workshops or offices. No Trainee is to access the
buildings including staff room neither before class time nor without proper supervision.
The staff room is off limits to Trainees.
4. To be involved in any willful conspiracy that is proven which could result in damage to
equipment and Institution facilities. Such Trainee will be dealt with by the Disciplinary
Committee.
5. To be involved with the use, sale or trafficking of illegal drugs, alcohol or weapons. Such
Trainee will be expelled.
6. To be smoking on campus.
7. To buy from the snack shop during class time.
8. To physically threaten or attack anyone.
9. To use obscene language.
10. To act or behave in any way that will endanger a Trainee or Staff Member.
11. To be members of gang or to show gang symbolism.
12. To sit on the rails of the verandahs.
13. To solicit funds or donations without the approval and signature of the Manager.

14. To leave campus without proper authorization.


15. To wear any jewelry which could lead to accidents in the workshops.
16. To walk on the lawn.
17. To disrespect anyone in whatever shape or form. This will not be tolerated.
18. To ride two on a bicycle. Trainees caught will suffer grave consequences, namely,
suspension or even expulsion.
19. To dress inappropriately and not following the indications provided by the Institution when
we have Casual Day.
20. To wear a lot of makeup. Applying makeup mildly is acceptable for the females.
21. To bring IPods, Mp3 players, Mp4players, CD players on campus since these cause much
distraction and can lead to unnecessary stealing offences on campus. Remember if caught,
you can lose your music equipment permanently and in addition, you will face
consequences issued by the Disciplinary Committee.

CLASS EXPECTATIONS
• Silence is to be kept at all times when you enter the classroom/workshop so as to
maintain the proper environment for study. Permission must be asked whenever Trainees
wish to go to the bathroom or wish to leave one’s seat.
• Trainees should address their Instructors by Mr. followed by surname of male Instructor;
or by Ms./Mrs. followed by surname of female Instructor.
• If a Trainee would like to ask a question, he/she must raise his hand and the Instructor
will then give permission for the Trainee to speak.
• Trainees should always give their full attention while in class.
• Trainees should not slouch, turn around towards the side or towards the back of the room
nor should they tilt their chair. All of these things portray poor manners and will not be
tolerated.
• Trainees are asked to keep the classroom, bathrooms and campus clean at all times.
Defacing chairs, picnic tables, walls, tables in the workshop will not be allowed.
• Trainees are forbidden to chew gum on campus and the eating of food is to be done only
under the shed. Eating in classrooms, workshops or computer lab is prohibited.
• No Trainee should be in a classroom, workshop or computer lab unless accompanied by
an Instructor or other staff member.
• Any Trainee sent out of the classroom or workshop because of misbehavior must report
immediately to the Counselor and not return to classes without an admit slip.
Disobedience will warrant a meeting with the Discipline Committee.

RULES AND REGULATIONS


“Procedures to be followed when a student commits a criminal offense (as defined by the Laws

1. School authorities will notify Parents/Guardians. In circumstances where notification of


parents/guardians is difficult, the school will notify parents/guardians as soon as possible.

2. School authorities will notify the police.

3. The school will take disciplinary action according to the school rules.

Any student who commits a criminal offense will be liable to suspension then expulsion
from the Institution.

GUIDELINES ON THE POSSESSION OF WEAPONS ON


CAMPUS
Because of the increase in crime in our community and because of the easy accessibility to
weapons the following guidelines are provided to help the Institution in their work with the
Trainees.

Trainees are not allowed to bring any form of weapon on campus:

(a) Signs of violence

Any Trainee who shows signs of aggressive behavior on campus will be immediately
reported to the Manager who will then seek assistance for the Trainee through the Counselor.
The Counselor will then report the matter to the Discipline Committee.

(b) Possession

Any breach concerning the possession of any kind of weapons, for example, knives, guns,
etc. makes the Trainee liable to suspension and even expulsion.

The weapon will be taken away. The parents will be informed. The incident will be reported
to the police and the weapons will be handed over to them.

(c)Use – on campus

Any Trainee who uses a weapon on campus to:


a. Threaten another Trainee
b. Inflict a wound on a Trainee
will be liable to suspension or expulsion and his/her behavior reported to his/her parents and
the police.

Any Trainee who uses a weapon on or off campus to


c. Threaten an Instructor or
d. Inflict a wound on an Instructor
will be immediately expelled.

(d) Off campus

Any Trainee who uses a weapon to threaten or inflict injuries on any person off campus will
be suspended from Institution until the court resolves the matter. If the matter is not taken to
Court, the case will be taken to the Discipline Committee.

THEFT

Theft as indicated by the Criminal Code of Belize is “dishonestly appropriating to another.”


Theft in any form will NOT be tolerated.

• A Trainee who is found guilty of stealing or any misdemeanor as defined by the Criminal
Code of Belize may be punished as follows:
 First Offense: Working suspension for five days
 Second Offense: Expulsion
• For any major offense or any Felony as denoted by the Criminal Code of Belize, the
Trainee will be liable to:
 First Offense: Exclusion from all school activities for an indefinite period
 Second Offense: Expulsion
• In every case, parents will be informed. Trainees may be required to attend counseling
sessions and the Institution reserves the right to report any case of theft to the police.

INSTRUCTOR/TRAINEE RELATIONSHIP

• Any Instructor who courts a Trainee shall be considered to have ignored the teacher’s
guidelines, which is known to be a previous warning about such incidents. In such cases,
Instructors shall be first warned through writing. A second instance of any such
forbidden relationship shall result in the Instructor being released of his/her duties as an

Instructor in the Institution he/she is employed. (All letters given will be copied to the
Ministry of Education and Board of Governors).
• If it is known that any Instructor parents a child with a Trainee, said Instructor will be
dismissed from the Institution.

GUIDELINES ON SEXUAL HARASSMENT

The Orange Walk ITVET is firmly committed to make its learning environment for its
Trainees free from sexual aggravation. Our Institution’s rules and regulations forbids sexual
advances, requests for sexual favors, and other verbal, visual, or physical conduct of a sexual
nature, made by someone in the educational environment.
Trainees are asked to report any sexual aggravation to the Manager, Counselor, or an
Instructor. Trainees who breach this rule shall be disciplined accordingly and can also face
suspension or possibly expulsion. Staff members who violate this rule shall also be
disciplined by the Board of Governors.

Sexual harassment/aggravation includes but is not limited to:


• Sexual comments
• Comments about body parts
• Spreading sexual rumors
• Put-downs or making jokes while mentioning gender
• Whistling/hissing
• Threats of sexual nature
• Sexual gestures
• Sexual look or propositions
• Cohering or blocking movements
• Unwelcome touches
• Unwanted sexual pressure from Staff or Trainees
• Displaying obscene or vulgar objects, pictures, etc.

If a Trainee is facing sexual aggravation, he/she must immediately report the incident so that an
investigation can be launched. Investigation of complaints will be carried out discreetly to
maintain the privacy of the individuals involved. The Institution forbids any retaliation against
any person who made the complaint since disciplinary actions will take place. Any Trainee who
made complaints of sexual aggravation need not be concerned that it will reflect on him/her
negatively nor will it affect his/her grades or rights.

To initiate a complaint, you are asked to:


a) First, tell the person who is aggravating you to stop and if he/she doesn’t then,
b) Write down what happened and ensure to include the date and time also
c) Then, talk to your counselor or any staff member, who you trust and feel at ease with
d) If the problem persists, finally discuss the matter with the Manager

PUBLIC EVENTS

The Orange Walk ITVET is cognizant that mature and responsible Trainees are members of its
Institution. With this in mind, Trainees are expected to conduct themselves as such during
Public Events. Trainees are expected to remember that their behavior at all times reflects the
Orange Walk ITVET and that any ill-repute will not be tolerated and will be dealt with by the
Discipline Committee.

TRAFFICKING OF DRUGS
Any Trainee caught or found trafficking drugs or using illegal drugs will be suspended
immediately for an indefinite period of time pending the decision of the Board of Governors
and/or the Executive Committee of the Board. The matter will then be reported to the police.

If the investigation shows that the Trainee is guilty, the Trainee will then be expelled from the
Orange Walk ITVET and parents/guardians, National Drug Abuse Control Council and Ministry
of Education will be informed of the situation.

If a Trainee is caught trafficking drugs or using illegal drugs and is proven to be causing harm to
other Trainees and thus the image of the Institution, he cannot return to the Orange Walk ITVET.

However, if a Trainee was using drugs and in the judgment of the Board of Governors was
hurting ONLY his own health and well-being, the Trainee may:
a) be allowed to continue his education at the Orange Walk ITVET, only with the approval
of the Board of Governors and must agree that he will allow arbitrary drug tests and will
do counseling as the Manager and Board of Governors see fit.

Or, depending on the severity of the situation, the Trainee may:

b) re-apply to the Orange Walk ITVET in two years after the expulsion under the following
conditions:
• The Trainee must apply for re-admission to the Orange Walk ITVET at least three
months before re-admission.
• The Trainee must do counseling and submit to a drug test before being accepted
once more at the Orange Walk ITVET.
• The Trainee must submit to random drug tests and continue counseling as the
Manager sees fit if he is allowed re-admittance into the Orange Walk ITVET.
• The Trainee must begin the Level he/she was in at the time he/she was expelled.

GANGS

No Trainee of the Orange Walk ITVET is to be a member of any “gang” or involved in “gang-
related activities”. No Trainee is to wear gang colors or display symbols of gangs. This will be
treated seriously and dealt with by the Discipline Committee. Trainees face suspension for an
indefinite period of time or even expulsion.

FIGHTING
Whether fighting occurs on or off campus, it will result in a meeting with the Disciplinary
Committee (see Disciplinary Procedures), immediate working suspension, and the Trainee will
be expected to attend at least two counseling sessions. In the case that a Trainee would exhibit
an extreme violent behavior, said Trainee can be immediately expelled. No Trainee is to bully or
harass any fellow Trainee. This includes making offensive remarks to or about a fellow Trainee.
Trainees who see such behavior should report it to an Instructor or to any Staff Member they feel
comfortable with.

COURTING

No dating or courting is allowed on campus. This includes holding hands, touching or kissing
and if caught, Trainees will face disciplinary measures. We strongly discourage “pairing-off” on
campus. Trainees must keep in mind that if this behavior is constantly seen, they will be sent to
the Counselor and Parents will be informed.

STEALING AND/CHEATING

Any Trainee caught stealing on or off campus will be referred to the Disciplinary Committee and
is liable to suspension or even expulsion.

Any Trainee caught cheating will receive a grade of 0 and be referred to the Disciplinary
Committee for further disciplinary actions.

REASONS FOR SUSPENSION, EXPULSION AND/OR

firecrackers, etc.)
• Repeated falsification of notes and/or phone calls
• Excessive tardiness
• Unexcused absences on special days ( Trade and Expo, Sports Day, Professional Day,
Field Trips)
• Violation of rules governing the Institution’s activities.
• Serious objectionable behavior off campus
• Stealing

c) EXPULSION
• Selling, distributing or possessing alcohol, drugs or weapons
• Any Trainee who has a physical altercation with another Trainee may be expelled
• Second offence of stealing
• Any Trainee who threatens an Instructor, Administrator, Security Guard, Maintenance
Personnel or Board Member
• Bomb threat and/or possession or use of an explosive or incendiary device.
• Any activity prohibited by criminal law.

The list is not extensive and also includes any inappropriate conduct as determined by the
Institution.

d) EXPULSION PROCEDURES:

1. Trainees will be placed on suspension by the Discipline Committee in accordance with


the handbook policy.
2. The Discipline Committee will prepare all the necessary documentation concerning the
incident and provide recommendations.
3. The Trainee’s Counselor will provide any further information which is relevant to the
procedure concerning the Trainee.
4. Academic progress reports will be gathered from each Trainee’s Instructor and all other
Institution information (i.e., absences, tardiness, past disciplinary infractions) will be
compiled in the Trainee’s personal file with all relevant documents leading to expulsion.
5. The Trainee and his/her parents/guardians will meet with the Discipline Committee (and
Counselor when appropriate) to evaluate the situations and allow the Trainee and
Parent/Guardians to discuss the information at hand.
6. The Discipline Committee with the approval of the Board of Governors and or the
Executive Committee of the Board of Governors will make the final decision concerning
expulsion and will communicate this to the Trainee’s Parent/Guardians in writing.

NOTE: Kindly note that depending on the extent of the offense, a Trainee may be expelled
forthwith without ay prior suspension.

DISCIPLINARY PROCEDURE:

1. The Instructor has an audience with the Trainee and warns him/her of the misbehavior.

2. The Instructor has a Parent/Instructor conference to address behavior that has not
changed

3. Slips are given to the Trainee.

GREEN SLIPS

Violations: Violation of Uniform Code; Classroom Expectation Violation; Personal Conduct on


Hallways Violations; Lateness to Institution or classes without a valid excuse; Misbehavior
during assembly, Littering Institution property; Horseplay, including but not limited to, throwing
any object in classrooms, workshops or hallways; Chewing on campus; Being unprepared for
class (no homework; missing textbooks, assignment and no tools or equipment to work with);
bicycle violation.

Sanction: A Behavior Improvement form will be filled out by the Trainee. A 500 word essay
will also be written by the Trainee. The maximum number of green slips that a Trainee can
obtain is five. The last green slip will warrant a jug, an assigned task to be completed in 2 hours.

YELLOW SLIPS

Violation: Excess of Green Slips violations; Disorderly conduct on and off campus; Unexcused
from class; Disrespectful conduct in class; Absence from Institution functions: use of profane
language; Trainee Furniture Policy Violation; Truancy.

Sanction: A Behavior Improvement form will be filled by the Trainee. The Trainee will also be
asked to write a 500 word essay and will be asked to memorize and recite a poem during
assembly. The maximum number of yellow slips that a Trainee can obtain is four. The last
yellow slip will warrant a jug, an assigned task to be completed within 2 hours.

RED SLIPS

Violation: Excess of Yellow Slips Violations; Defiance of Authority; Care of Institution


property policy violation; Threatening Language; courting; violation of public functions code;
possession of cigarette lighter and matches

Sanction: A Behavior Improvement form will be filled out by Trainee. In addition, he or she
will be asked to write a 500 word essay. The last red slip will warrant a jug- an assigned task to
be completed in 2 hours. Upon completion of 1 creative education sanction- the following
sanctions may be issued (referral to conflict mediations; referral to anger management; letter of
apology to be read at Institution assembly; post his/her name on the bulletin boards; referral to
counseling; interview a Staff Member/Manager). The maximum number of red slips that a
Trainee can obtain is three after which, he or she will be placed on a working suspension.

THE DISCIPLINARY COMMITTEE


This committee will assist the Manager with disciplinary actions with regards to the Trainees. It
will consist of the Manager and four or more Instructors appointed by the Manager.

Trainees are advised that they may request and may be granted a hearing with the Disciplinary
Committee if they feel their suspension or expulsion was unwarranted.

Disciplinary Actions
Falsification of Data
If a Trainee’s record is found to contain a deliberately false statement, the Trainee’s enrollment
may be canceled and the Trainee may be dismissed.

Absences/Lateness
Absences from classes or lateness to class for any ten days may warrant dismissal. Further details
can be found in the Attendance and Punctuality System section of this handbook (pgs. 43-44)

Trainees who accumulate too many excused absences or lateness may not be able to receive
certification. Two lates are equal to one absent.

Disrespect to Instructors
If a Trainee is disrespectful to an Instructor, he/she will suffer serious consequences, namely,
suspension or even expulsion. In addition, he/she will have to issue a public apology to the
Instructor along with complying with the consequences issued by the Disciplinary Committee.
Disrespect to Instructors of any personnel is a definite NO, and will not be tolerated.
Drinking Alcohol/Consuming/Selling Drugs in or off Campus/Stealing is also a big NO, and is
completely unacceptable. Any Trainee caught will be disciplined and may be suspended or even
expelled from this Institution. In addition, he may even face criminal charges since the proper
authorities will be immediately notified for further actions.
General
If a Trainee continuously demonstrates negative attitude and misbehaves, the Manager and
Counselor will ensure to speak with his/her parents or guardians so as to come to an agreement
on how they will address the situation.

Any Trainee who fails to adhere to the rules and regulations of this Institution will be disciplined
according to the gravity of the offense and the times that said offense has been committed.

Appeal Procedure

The appeals procedure during disciplinary action is as follows:

1. The Trainee must first make a petition to the Manager, explaining the reasons why he/she
failed to comply with the rules and regulations. The Trainee may be accompanied by
his/her parents/guardians.

2. At this point, the Manager along with the Discipline Committee, can grant a hearing to
said Trainee.

3. The Trainee will be shown the reports of how serious the offense was and the instance/s
in which failure to comply with the rules and regulations resulted in such disciplinary
action. This will be done by the Manager and the Discipline Committee.

Reinstatement

Trainees who have been dismissed may re-apply after at least two years. Any Trainee that
applies for re-instatement will be subject to a counseling session(s) with the Manager and the
Counselor to determine the Trainee’s intentions to reform and properly observe the rules and
regulations.

Consequences leading to recommendation of suspensions must have the approval of the Manager
and/or Assistant Manager. For expulsions/dismissals, the Manager and/or Assistant Manager
will notify and get approval from the Board of Governors and/or Executive Committee of the
Board of Governors.

CARE OF INSTITUTION PROPERTY

Trainees must take care of Institution property. Trainees, who are underage, through their
parents are liable for the replacement cost for damages they commit and for properties they lose.
Damages include writing or defacing in any way an armchair, desk, wall, etc., breaking of
armchairs; damages to tools or equipment caused through abuse or negligence. Trainees shall be
required to clean or pay for the re-finishing of surfaces that they have defaced.

Trainees who vandalize Institution property or another Trainee’s property will be penalized by
the Disciplinary Committee and further action may develop depending on the seriousness of the
offense. Trainees who steal will be suspended for an indefinite period of time and can even
be expelled.

Each Trainee is asked to respect Institution property and to display pride in keeping the
corridors, cafeteria/shed, rooms, and grounds free from litter.

Each Trainee must assume the responsibility for all tools entrusted to them. Failure to return
tools or any other equipment will be brought to the attention of the Disciplinary Committee for
further action which will definitely involve the return or payment of such tool.

The Administration will meet with any Trainee or any parent who believes that his/her child
should not be held accountable. A determination or an arrangement should be reached at this
meeting. We only want our Trainees to become very responsible citizens.

Remember that we must be responsible people. From now, we should demonstrate that we are
trustworthy since this is a trait that will be highly valued by employers in the future.

SAFETY OF TRAINEES
The Orange Walk ITVET faculty and staff believe in taking responsibility for the welfare and
safety of its Trainees. Because of this, our Institution asks all its Trainees to look after each
other since we are one ITVET family. Trainees are asked to take into consideration the
suggestions found below:

• Bicycles should be kept locked at all times at the bicycle rack. Trainees are asked to
ensure to bring their own locks for safety reasons. If any bicycle is found without a lock,
a $5.00 fee must be paid in order to retrieve your bicycle.
• Riding “two on a bicycle” is strictly forbidden on and off campus. If Trainees are caught,
the matter will be dealt with by the Discipline Committee.
• Trainees are advised to walk with friends when coming or leaving the campus. It is also
recommended that if walking on streets, where there is much traffic that Trainees move
quickly for safety reasons.
• Any occurrence of robbery or violence should be reported immediately to the Manager or
Staff member so that the police can be informed.
• Trainees should refrain from inviting unauthorized guests on campus.
• Trainees are asked to have on their identification cards and badges at all times
• Parents, guardians, or guests when visiting the campus are asked to obtain proper
authorization before going to classrooms or workshops. All visitors are asked to sign the
official Visitors Log Book in our Administration Offices.
• Projects or extra classes may be held on campus over the weekend provided that they are
accompanied by a Staff member. However, notes will be sent home in order to gain
parents’/guardians’ consent.
• Trainees may remain on campus up until 5:00pm provided that they are accompanied by
a Staff member.

The facilities of the Orange Walk ITVET must be used and respected for their purpose. Any
damages or negligent use of these facilities like defacing walls, armchairs, tables, etc. will be
considered a grave offence and will be dealt with by the Discipline Committee.

Trainees are also asked to take care of their lockers and tool boxes and to secure their keys at all
times. Trainees must remember, however, that the lockers and tool boxes are property of the
Orange Walk ITVET and are subject to search conducted under supervision at any time the
Manager best sees fit.
Trainees will be held responsible for repairs to any damaged Institution property.

LIBRARY
All Trainees are encouraged to make use of the available material in the Library and to use the
facility for quiet study and preparation. The Library is open during all study periods and after
Institution each day. The Library may only be used during study periods under the supervision of
the Instructor responsible for the class. Entire classes which need to use the Library must check
with the librarian to see if space is available.
LIBRARY RULES
The Library is located in the upper level of the administration building. It has numerous of
periodicals, encyclopedias, magazines, books, computers hooked to the internet, and other
reference material. The library is open and available to Trainees from the time of the first
dismissal until 4:30 p.m. from Monday to Friday.

a. The Library is a place for private study and research; the Library is used for doing
preparatory course work and assignments, preparing for tests and exams,
engaging in reflections by means of articles in magazines and periodicals, and
engaging on other quiet activities.

b. All Trainees have access and privileges through a Library card, and they are
expected to use the available resources at all times; a Trainee may be denied
access to the Library and Library resources by the librarian in those instances in
which there is repeated non-compliance with Library regulations. The Library
card allows a Trainee to checkout a maximum of two books at any one time. The
card remains at the Library until the books are returned.

c. Each Library book has a card which must be checked by the Librarian before a
book is taken out.

d. To ensure that all request for books are properly processed, Trainees are not
permitted to take bags into the Library at any time; Bags must be kept on the bag
shelf at the Library entrance.

e. Books will be considered overdue the day following the “Date Due” as marked on
the side cover of each book.

f. Encyclopedias, dictionaries, magazines and special materials which do not have


checkout cards cannot be taken out at any time; these resources must be used in
the Library only. All books with cards may be taken out for a period of one week;

Trainees wishing to hold books beyond this time must return the books so that
they can be renewed

g. Trainees must return all books checked out in their names to the Librarian’s Desk.

h. Each Trainee is to make sure that the Librarian checks returned books so as to
avoid other Trainees borrowing those books while they are still in her/his name,
resulting in fines levied against him/her. Both the Trainee and the Librarian have
responsibility for exercising care.

i. Trainees will be charged book fines, payable to the librarian, for overdue books as
follows: 25 cents per day for the first 3 days for each overdue book, followed by a
fine of 50 cents per day per book. Fines must be paid to the Librarian; Trainees
owing fines cannot check out books. The Librarian will provide receipts for all
monies collected.

j. Trainees will be charged for lost books at the price of books plus an additional of
$5 for processing re-orders.

k. Trainees are not permitted to eat or drink in the Library at any time; care must be
exercised by each person using the Library to ensure a quiet place of study for all
the Trainees.

COMPUTER LAB
ADVICE: Any use of the computers must be for Institution purposes only.

These are guidelines to prevent the loss of computer privileges at the Orange Walk ITVET:
i. Do not use a computer to harm other people or their work.
ii. Do not damage/deface the computer system or network in any way.
iii. Do not interfere with the operation of the network or any workstation by installing or
loading software, shareware, or freeware.
iv. Do not violate copyright laws or license agreements.
v. Do not view, send, or display offensive materials.
vi. Do not share your password with another person
vii. Do not waste limited resources such as disk space or printing capacity.
viii. Do not trespass in another user’s folders, work, or files
ix. Notify an adult immediately if you encounter materials, which violate the rules of
appropriate use.
x. BE PREPARED to be held accountable for your actions and responsible for any
equipment, software or peripheral that is intentionally damaged.
xi. Do not change the computer configurations
xii. Do not play any out of hand computer games during and after class hours.

xiii. BE PREPARED to be held accountable for your actions and for the loss of privileges
and/or other disciplinary action (s) if any of these rules are violated. This may include
jug, or expulsion from the Orange Walk ITVET, or referral to local authorities.

CELL PHONE POLICY


Upon entering the Institution, Trainees are to turn off their cell phones or put them on vibrate. If
while in class your cell phone rings, the Instructor or any other staff member has the right to take
the phone away from the Trainee. If a Trainee refuses to turn over his/her cell phone, he or she
will be referred to the Disciplinary Committee. Trainees that repeatedly violate the cell phone
policy will be subject to disciplinary action and their phone will be confiscated until the
Disciplinary Committee sees fit to return it. Misuse of cell phones and/or camera phones could
lead to suspension and/or police involvement.

ELECTRONIC EQUIPMENT
Bringing a radio or other such electronic devices to Institution will be at the sole discretion of the
Trainee and the Institution will assume no responsibility for theft or loss. Equipment brought to
Institution must include private earphones. However, Trainees must take into account that they
are not to be used in class, workshop or in the library but only during break or lunch period.

Under no circumstances will loud and blaring music be tolerated during Institution hours.
Trainees who violate these expectations will have the equipment confiscated and will be returned
only upon the Disciplinary Committee’s discretion.

LETTERS OF STANDING
Letters of standing used to facilitate Trainees in their requests for visas and other identification
purposes can be acquired through the Administration Office. However, these requests will only
be approved if outstanding arrears have been cleared with the Institution. There is a $5 fee for
all printed documents given by the Institution and please note that these documents will only be
processed on Tuesdays and Thursdays. An additional fee of $8 will be charged for express
service.

DISMISSAL OF TRAINEES IN CASE OF INSTITUTION


EMERGENCY
In case Trainees need to be dismissed for the day due to an emergency, the following procedures
will be followed:
1. To the extent possible, the parent/guardian will be contacted.
2. Trainees will be dismissed and will be sent home by their usual means of transportation.

3. Trainees who have special problems (i.e., illness, public transportation shutdown,
excessive distance to walk in inclement weather), will be retained and a reasonable effort
will be made to contact the parent/guardian by phone.
4. Messages will be aired over the local radio and televisions when appropriate.

UNSCHEDULED INSTRUCTOR ABSENCE


In case an Instructor does not report to an assigned class, a representative Trainee must contact

classroom for the entire period. The office will ensure that appropriate substitute instructors are
assigned.

THE NEIGHBORHOOD

It is expected that Trainees will respect the privacy and property of our neighbors in the area of
the Institution. Gathering on the steps or in doorways of neighboring homes and stores, leaving
refuse lying around, defacing of property, not respecting our neighbors or their properties is not
acceptable. Trainees will be held responsible for their conduct within the neighborhood and are
subject to disciplinary action. Trainees should walk at the side of the road at all times. Trainees
riding bicycles or drive cars are to follow the transportation laws at all times. Breaking the
transportation laws is never allowed and Trainees who break these laws are subject to
disciplinary actions.
POLICY ON FUNERALS

1. All Trainees who are willing can attend the funeral of:
(a) An OWITVET Faculty member; and
(b) An OWITVET Trainee.

2. The class of the Trainee whose immediate family member has died will attend the funeral

3. The Faculty and Staff and any Trainee who wishes will attend the funeral of an
immediate family member of the Faculty or Staff.

4. All Trainees attending a funeral must wear full uniform.

POLICY ON TRAINEE’S HEALTH SERVICES

Trainee’s health services are limited to emergencies that require assistance by the Institution’s
personnel in obtaining professional care at the Orange Walk Town Hospital or from Trainee’s
family physicians.
Trainees who become ill on campus are expected to notify a Faculty member or a Trainee-
immediately in the area so that help can be provided. Generally, contact should be made at the

Office. A Trainee identified as having an infectious disease will be sent home and
parents/guardians will be notified accordingly.

POLICY ON PRESCRIPTION MEDICATION

The Institution’s personnel are not to dispense medication of any kind (including aspirin or over
the counter drugs) to Trainees without authorization from parents and the family physician. If
medication is to be taken by a Trainee during Institution hours, the following policy must be
observed:

1. The family physician must indicate in writing the frequency and dosage of a prescribed
medication.
2. The Trainee’s parent must request in writing the administering of the medication as
specified by the physician.
3. The parent must deliver, in person, the prescribed medication, in a prescription bottle, to
the Institution’s administration.
4. The secretary will store the medication in a locked area.
5. The authorization must be updated at the start of each training cycle.
6. Medication must be picked up at the end of the training cycle by a parent, or it will be
discarded.

CHANGE OF ADDRESS/TELEPHONE NUMBER

Change of a Trainee’s address and/or telephone number must be reported to the Office
immediately.

STAFF ROOM

Trainees are not allowed in the staff room. If a Trainee needs to see an Instructor, the Trainee is
asked to either knock or wait for an answer by the door, or to ask an Instructor for the person
they wish to see.

Information posted on bulletin boards is provided exclusively as a service to Trainees.
Information posted on bulletin boards includes notices addressed to Trainees through the office
of the Institution.

Notices will generally require approval by the Manager for their posting. Any Trainees who
defaces a sign or tampers with notices will be served with disciplinary action that can range from
a warning to dismissal from the Institution.

TRAINEE MESSAGES/DELIVERIES

1. If there is an emergency, a parent may call the Office and a message will be given to the
Trainee.

2. No other phone calls or messages can be delivered during Institution time.

3. All packages and messages must be delivered to the Office.

4. All personal packages and messages must be picked up from the Office.

RULES AND REGULATIONS TO BE FOLLOWED FOR


INSTITUTION TRIPS/TEAM TRIPS
Institution educational trips must be planned along with the Manager. An Institution trip is
exactly that, a Institution trip. Outsiders are not allowed to come along. Parents/guardians are
welcome to come along as long as space is available. Parents/Guardians must keep in mind that
they must cover their own transportation costs if that is necessary and they must also keep in
mind that they should not bring children along. For Institution trips, Instructors will accompany
Trainees and Trainees must remember that all fees must be paid before leaving on said trip.
Every person attending the trip must abide by Institution rules and regulations. These include no
drinking of alcoholic beverages or energy drinks (Monster, Red Bull, Blue Shot, etc), no
smoking, no illegal drugs, and no misbehavior by Trainees will be tolerated. Trainees are under
the care of every Instructor or Parents/Guardians attending this trip. Any Instructor or
Parents/Guardians can call the attention of a Trainee and the Trainee must show respect at all
times.
• If any Trainee misbehaves during an Institution trip, the Manager will be immediately
informed. Severe cases of misbehavior will be dealt with accordingly by the Discipline
Committee along with the Manager.

• A permission slip will be given to each Trainee at least a week before the trip is to take
place so that Parents/Guardians may grant or deny permission. These slips must be
returned to the Administrative Office three days before the trip is to take place. No
Trainee will be allowed to go on the trip without a signed permission slip.
• In addition, no Trainee will be allowed to swim without a written permission by
Parents/Guardians.
• There will be one Instructor who will be directly responsible for at least five Trainees
during a trip.
• Institution Trips are only allowed during an Institution year if the Manager grants
permission.
• Trainees with 10 or more slips or 2 Pink slips will not be allowed to go on class trips.
However, if a Trainee cannot attend because of this, he is still responsible to do his
research so he can meet the educational purpose of the trip.

OUR ATTENDANCE AND PUNCTUALITY SYSTEM FOR OUR


TRAINEES

• Instructors are to be at their work place 10 minutes before 8:00am.


• Instructors are to select one responsible Trainee to record attendance at 8:00am, 10:25am,
1:00pm and 2:30pm. An alternate Trainee should also be selected in the event that the
Trainee responsible for attendance is absent. The attendance slips will be requested form
the security guards.
• At 8:00am, the Instructors will be in class with the attendance record of the day before,
which they got from their mailbox. While the Trainee is filling up the morning
attendance slip, the Instructor will check the slip he/she has to see if:
1 Trainees absent the day before should report to class with an acceptance slip from
the security guards. Instructors collect and file these slips for future reference. No
Trainee should be accepted in class without this acceptance slip from the security
guard.
2 Trainees recorded as late the day before were indeed late and not absent. After the
Instructor has checked and crosschecked to make sure all the information in the
attendance slip is accurate, he/she will then proceed to check the morning
attendance slip from the assigned Trainee. Once all checks out well, he/she will
sign the morning attendance slip and send the Trainee to the security guard with
both: 1.) Attendance slip of the day before and 2.) The morning attendance slip.

• The security guards will file all the slips and pass these to the counselor at the end of each
day for proper record keeping.
• No Trainee arriving after 8:00am, 10:25 1:00pm or 2:30pm should be allowed in class
without an admittance slip from the security guards. Instructors should again collect and
file these slips for future reference.

• To the Trainee: Issuing of Admittance slips for absences or tardiness should be as


follows:

a) When absent a Trainee must present a note that states the reasons for being absent.
These notes should be filed. If the Trainee is 18 years or more he/she can write and
sign his own note unless instructed otherwise by his/her parents/guardians. If the
Trainee is under 18 years his parents or guardians need to sign the note.
b) For tardiness the security guards records the reason in their log book before issuing
the admittance slip.
c) Note that for now until the manager along with the Discipline Committee choose
otherwise every Trainee after three times late to Institution or reporting late to his
class/workshop will do one ½ hour of physical labor after dismissal. Total is three
late of whatever nature and the ½ hour physical labor after dismissed kicks in.
d) The list of late comers will be given to Mr. Trujillo so that he along with Mr. Cordova
make sure that enough work is assigned to these Trainees to discourage them from
being late. We need everyone to understand that we are doing everything possible to
ensure that proper work ethics is part of our “Training for Life”
e) If a Trainee is constantly absent for trivial reasons, maybe adding his name to the
latecomer list could eventually discourage this behavior.
• At 10:25am, 1:00pm and 2:30pm, the Trainee responsible for attendance will fill the
daily attendance record slip and the Instructor in class needs to make sure it is properly
filled and then sign it in the space provided.
• The Responsible Trainee will deliver the daily attendance record slip to the security
guards at 3:30pm. The slip MUST have the signature of the Instructors who were in their
class during these three times: 10:25pm, 1:00pm and 2:30pm. The security guards will
not accept incomplete slips and note will be taken of the Instructors who did not sign.

MAKE UP WORK

A Trainee who has been absent, or sent home, is expected to make up all Institution work. The
Trainee must make all arrangements with his Instructors for making up the work missed.
Please note that it is the responsibility of the Trainee to contact his/her Instructors for make-up
work. Trainees who fail to make up missed Institution work will be brought before the
Disciplinary Committee. Trainees must understand that our form of training is referred to as
“advance at your own pace” so it is imperative that all course work be completed expeditiously.
Trainees who intentionally and constantly keep back their progress will be referred to the
Discipline Committee. Advise and counseling will be offered and the Trainees’ progress should
continue smoothly otherwise a recommendation to see parents will be proposed by the Discipline
Committee. Trainees must understand that not because our form of training is “advance at your
own pace”, they are to intentionally and unjustifiably keep back their training thus
inconveniencing or monopolizing the Instructors’ time to “make up work” missed during their
absence. Our Instructors are always willing to go the extra mile for any Trainee who is absent
for genuine and justifiable reasons. Our Instructors will remain committed in providing
“Training for Life” to all our dear Trainees.

Trainees who have been hospitalized or under extreme extenuating circumstances, at the end of
the month, will receive an “Incomplete” on their monthly progress report, and will have a pre-
determined amount of time determined by the Instructors to complete any missing work.

At the request of their Instructor(s), Trainees will be expected to stay after class for the following
reasons:

1. Failed a test
2. Missing Assignments
3. Failing a class
4. Need extra help on class work

As a general rule, “In-completes” may be changed to whatever grade the Trainee has earned up
to the close of the determined extension.

Trainees who are absent five (5) consecutive days or more, because of illness or accidents, may
call the Office at 322-0309 for assignments. Trainees who will be out less than five (5) days
should contact their classmates for their assignments. Trainees, who for medical reasons will be
absent in excess of 14 consecutive Institution days, are entitled to ask Instructors for extra
tutoring. Parents or Trainees should contact the Office under these circumstances. Trainees
need to understand that covering the curriculum is not dependent on time but on their efforts for
certification will only take place after all competencies are completed satisfactorily.

PERSONAL SAFETY
Trainees shall observe the following safety rules:
• Abide by all the safety procedures established by the Instructors.
• Use a machine, equipment or tool only with the permission of the Instructor. Trainee will
also make sure that he/she is familiar with all the dangers that can happen when using the
machine and that he has passed a safety test given by the Instructor.
• Inform the Instructor immediately if he/she has had an accident or suffered any injury.
• Ensure to use appropriate attire that will safeguard his/her health when working in
workshops, classrooms or computer labs.
• Maintain a friendly relationship with security guards. Trainees must respect and must
listen to them whenever they give instructions since they have the authority to correct and
question them. When the security guards do remind you to report to the office for a late
slip, admit slip, permission slip, etc. please comply, for not complying will bring grave
consequences from the administration. Our security do random or general checks on all
what Trainees bring to Institution and Trainees are expected to cooperate willing with
these checks. Remember the security guards will report to the office any irregular
behavior of Trainees. The security guards are just doing their job which is to secure all

our campus and keep us with peace of mind.

Trainees must keep in mind that our responsibility is to safeguard them at all times. Their
safety is our number one (#1) concern.

FUNDRAISING DRIVES
All Trainees will be expected and encouraged to participate in any fund raising drive for the
Institution. Trainees’ support is 100% expected for every extra we raise is to better serve them.
If because of culture, religion or any other reason, Trainees are not suppose to do fundraising
then a monetary contribution equal to the specified fundraising is expected from said Trainee. In
other words, no Trainee is exempted from fundraising for the Institution.

EXTRA CURRICULAR ACTIVITIES

All Trainees are expected to participate in the Institution’s extra curricular activities. These
include but are not limited to the following: sports, September Celebration parade, community
service, field trips, retreats, expositions, fairs, etc.

CAFETERIA
Trainees are encouraged to cooperate with us in caring for all our facilities. Procedures are
implemented for the order and smooth running of our cafeteria; therefore, the following is
expected of our Trainees

• Best behavior at all times.


• Form a line to get service.
• No pushing or shouting.
• Respect at all times to the cafeteria personnel.
• No littering.
• Maintain the picnic tables and underneath the shed clean always.
• Trainees are highly discouraged from taking food, snacks or drinks on credit.
Concerns and complaints received from the Cafeteria Personnel will be addressed accordingly.

The Orange Walk ITVET offers a “Training for Life” but Trainees must work hard and study
hard in order to achieve success. Below you will find some suggestions as how to achieve
success:

Studying
• Choose a quiet place to study. Studying requires you full concentration on the material
before you.
• Manage your time. Make a daily schedule and do your best to abide by it. Take a break
each hour. Study first, and then take a break.
• Know yourself and thus know your limitations.
• Don’t give in to friends and miss your scheduled study time.
• Spend less time on the phone, watching television or playing video games. Don’t be a
procrastinator, meaning leaving your studying for last minute, it rarely works and leads to
anxiety on the day of your tests or exams.
• Seek help if needed. Ask your Instructors for help or even your peers.
• Try to always attend all your classes. Getting second hand information is not the same
thing as when you actually sit in class and listen to your Instructors.

Test Anxiety
If you are worried about an upcoming test, the following are some tips that you may follow to
overcome this feeling:
• Ask your Instructor what all will be covered on the exam.
• Review your notes.
• Check your recall of facts by reciting them out loud.
• Try to think about possible questions and answer them.
• Practice recalling the information before the test.
• Get a good night’s rest the night before.
• Get up on time.
• Take a shower so that you feel fresh and ready.
• Before the test, try and relax and enjoy 10 -15 minutes of peace and tranquility.
• Breathe.
• Be calm.

Test-Taking Skills
• Read all directions.
• Survey the test to see what kind of questions there are. Try to spend more time on the
questions that have more points allotted to them.
• Outline answers for essay questions.
• Work on one question at a time.
• Mark difficult items and come back to them later.
• Concentrate on the test. (Everything else can wait)
• Keep a positive attitude.

To avoid Stress:
• Avoid drinking alcohol because its overuse or abuse can create more problems than it
can solve.
• Avoid drugs since they affect your mind and body and do not allow you to cope
effectively with day to day life.
• Avoid overwork since too much study will make you feel tense and angry. Ensure to use
some of your time to have clean fun and to relax.
• Avoid panic since worry just increases your stress level. Try your best to work on one
thing at a time.

To Manage Stress:
• Manage your eating – have a balanced diet with few sugar snacks.
• Manage your exercise – try to exercise at least three times a week for at least 20 minutes.
Exercise helps you feel energized.
• Manage your sleep – try to have a good night’s sleep since you will then feel alert and
more in control.
• Manage your pace – a change of pace can relieve tension. Take time to relax and try
new things. Do something you enjoy.

Just keep in mind that everyone at the Orange Walk ITVET wishes for you to be successful in
completing your education with us. If you face any problems, feel free to speak with the
Counselor, Instructor or any Staff Member you feel most comfortable with. Remember its best
to address your problem or concern from early so as for the problem not to become bigger than
you can handle.

If you stay at home:


• Store at least a 3 day supply of non-perishable food
• Store one gallon of water per person per day
• Store disposable plates, cups, etc

• Have proper shutters for all windows and doors. Who will put them on?
• Store food for persons with special diets
• Store small radio and flashlight with batteries
• Keep all documents and valuables in a safe place
• Store first-aid kit and important phone numbers handy

• Take a survival starter kit with you
• Take food for at least the first 3 days

Preparations for the Family Fair begins
13 Monday BzNVQ Level 1 and BzNVQ Equivalency Level 2
Exams begin. Once more resitting will be done but it may
require an extra fee.
13 Monday Final Grades for Pre-Vocational and Building Construction
Are due in the office. (Theory) (Second Semester)
This final grade will be a combination of:
1. May 2011 Progress Report
2. June Progress Report with exam results
3. Results of the third sitting of the BzNVQ Equivalency Level 2
sitting and resitting.
Trainees who have not completed their theoretical course
requirements will need to return to complete these during our three
week summer classes 2011.
16 Thursday All Mark Schemes (Practical Assessments) for Trainees
who have completed their Institutional Course requirement
are due in the office. (Mr. Serrano kindly review each
Mark scheme to ensure that they are complete.)
16 Thursday Report cards for Pre-Vocational and Building Construction
ready for distribution (Parents/Guardians are encouraged
to pick them up) completion of 1 or year 2 for both
programs.
Also report cards for the third trimester for all BzNVQ Trades are

Instructor responsible for your program. Trainees and Parents can always drop in to check how
and why our Instructors came up with all final grades. Of course, fees must be completely paid

BzNVQ exams.
11-15 PROFESSIONAL DEVELOPMENT WEEK

18.22 INTERVIEWS FOR NEW INTAKE and for Trainees who will
continue their training 8:00am – 6:30pm. (Every Trainee wanting to be in
the new training cycle 2010-2011 will be interviewed after filling up the
application form and bringing in all necessary documents.
25 – 12 SUMMER CLASSES for new intake (Those who need it
including those Trainees who will continue their training
and have been recommended by Instructors).

August 2011
12 Friday Summer classes conclude
15 Monday ENTRANCE DIAGNOSTIC EXAM at 8:30am for new
intakes and those in Pre-Vocational recommended by
Instructors.
18 Thursday All reports from both summer class and the diagnostic
Exam must be in the office (in a spreadsheet form).
19 – 26 REGISTRATION FOR NEW TRAINING CYCLE. New intake
and Trainees who will continue their training 8:00am – 6:30pm.
Every Trainee registering either to start or continue their training
must fill in an Application form. During this registration period
after reporting to our offices, You will be asked to make payments
at the La Immaculada Credit Union.

 Trainees in the BzNVQ Trades make sure Instructors have a mark scheme for you. This
is the BzNVQ accepted records of your practical assessments.

 The Testing Unit encourages all Trainees to be tested in their BzNVQ exams as soon as
possible.

 OJT will be on-going once the Trainees are ready.

 Registration is continuous, but the vast majority is encouraged to commence the training
cycle in September.

 Night classes are available as long as we receive sufficient applicant to have a self-
sustained night program. Check our offices for further details concerning all night
program offerings.

 Trainees urge your instructors to get you prepared as quickly as possible for your BzNVQ
exams. Make sure you prepare well for these exams.

 Trainees be in constant communication with the Instructors and office to make sure that
all your documentation as it relates to semester/trimester reports, OJT reports, report
cards, BzNVQ Exam results, certification requirements, etc. are in order. “SLEEP WITH
YOUR OWN EYES”.

 To return in September to complete a program will require additional payments. The


time allotted for each level or program is more than enough to complete the program if
you work consistently with your Instructors.

 At the beginning of every Training Cycle, all Trainees MUST fill in a new application
form and pay the fees levied depending on your Trainee status.

 All Trainees are encouraged to work arduously in their preparation for exams to ensure a
single sitting. Do not rely on re-sitting exams.

 “Advance at your own pace” is primarily for Trainees who want to go faster at covering
the Modules of the curriculum. This is not intended for Trainees who deliberately slow
down their training for unjustifiable reasons.
