The WORLD CONFERENCE OF SOLIDARITY WITH CHI-
LE has bcen held in Madrid, capital of a Spain which is pro-
gressing along the difficult but glorious path towards democra-
cy. It has been attcndcd by delegates from about one hundred
countries of the five continents, representing very broad and
varied facets of política!, social, cultural, religious and philo-
sophical thought.
Aftcr a thorough debate, the participants consider that it
is of categorical importance to address themselves to all the
peoples of the world, all sectors of the International commu-
nity, to convey their thoughts as follows:

Only forty years ago, the world was enveloped in the fire of
war which burned it to cinders. Fifty million dead and íhe de-
vastalion of scores of countries was part of the price paid in
order to prevent the victory of barbarism and totalitarism over
Mankind.
Nevertheless, the peace agreed upon in 1945 did not bring
with it rest for those whose final goal is the building of a
world in which reason, justice and respect are the sources of
inspiration and determine the relations between men and peo-
ples.
During these years and in different parts of the world,
attempts have been made, time and again, and will continué
to be made, to use forcé, terror, dependence and exploitation
as Instruments with which to subjugate countries and conti-
nents. In e very case an attempt is being made to impede the
creative genius of the peoples from progressing towards the
construction of societies which are more just, more democratic
and more free.
The struggle between these forces has been, and is, long.
Today i I has taken on a new dimensión which is increasingly
powerful in that the peoples are acquiring a greater awareness
of their right to be protagonists in determining their future.
This confronlation has no frontiers but the central objective
of the Conference obliges us to be precise in our denunciation.

la CONFERENCIA MUNDIAL DE SOLIDARIDAD CON CHILE. Han
concurrido a ella delegados de un centener de países de los cinco
Continentes en representación de las más amplias y variadas fa-
cetas del pensamiento político, social, cultural, religioso y filosó-
fico.
Al término de un profundo debate, los participantes consideran
como un imperativo categórico dirigirse a todos los pueblos, a
toda la comunidad internacional, expresando su pensamiento que
se resume en ésta:

Hace sólo cuatro décadas, el mundo se vio envuelto en una
llamarada bélica que lo abrazó por entero. Cincuenta millones de
muertos y la devastación de decenas de países, fue parte del
precÜD pagado por impedir que la barbarie y el totalitarismo se
impusieran a toda la Humanidad.
Sin embargo, la paz firmada en 1945 no trajo el descanso para
quienes se han puesto como meta la construcción de un mundo
en que la razón, la justicia y el respeto sean las fuentes de ins-
piración que orienten la convivencia entre los hombres y entre
los pueblos.
En estos años y en distintos lugares de la tierra han surgido
y seguirán surgiendo, una y otra vez, intentos para convertir la
fuerza, el terror, la dependencia y la explotación en los instru-
mentos con que se sujuzguen a países y continentes. Se pretende
en cada caso impedir que el genio creador de los pueblos avance
hacia la construcción de sociedades más justas, más democráticas
y más libres.
La lucha entre unas y otras fuerzas ha sido y será larga. Hoy
alcanza una dimensión nueva y cada vez más pujante en la medida
en que los pueblos van adquiriendo creciente conciencia de su
derecho a ser protagonistas en la determinación de su futuro.
Este enfrentamiento no tiene fronteras, pero el objetivo central
de la Conferencia nos obliga a precisar nuestra denuncia. En el
Sur de América Latina, un país de 10 millones de habitantes, se
 ha transformado en un foco que puede convertirse, si se imponen
los designios de quienes se concertaron para arrebatarle su liber-
tad y sus conquistas, en un factor que impulse en otros puntos
del mundo los intentos de aplastar a otras Naciones. Chile, y el
drama que vive desde el 11 de septiembre de 1973, no es un
caso aislado o la sola consecuencia de una crisis interna en la
historia de ese país. Allí se alcanzó uno de los objetivos de la
estrategia del imperialismo destinada a mantener a todo un con-
tinente sometido a su dominio.
Debemos denunciar que esta política no se detiene simplemente
en el marco Latinoamericano. Sobran pruebas de cómo, sacando
enseñanzas del desarrollo de cada una de esas experiencias, las
fuerzas regresivas y enemigas del hombre aplican sus modelos en
uno y otro punto del orbe.
La lucha del pueblo de Chile y de quienes solidarizan con ella,
es la de todos los pueblos del mundo que combaten por su libe-
ración y por el derecho de elegir, de acuerdo a sus propias reali-
dades, los caminos que les conduzcan a mejores destinos.
Hoy, aunque constreñidos por la resistencia y la solidaridad,
la dictadura chilena y Pinochet siguen en el poder al servicio de
los intereses de una minoría e implementan las condiciones ma-
teriales y políticas para institucionalizar su régimen. En este con-
texto, ahora mismo, se desatan graves acontecimientos. El Go-
bierno dictatorial busca resolver el problema de los prisioneros
desaparecidos preparando un nuevo asesinato bajo la ficción de
declararlos presuntamente muertos; acentúa la represión a las
federaciones y sindicatos disolviendo y persiguiendo a sus orga-
nizaciones más representativas y que cuentan con cerca de medio
millón de trabajadores afiliados; reduce a niveles inconcebibles la
capacidad adquisitiva del pueblo, condenando a toda una genera-
ción al hambre y sus fatales secuelas; reduce radicalmente la
inversión pública en salud, educación, alimentación, transporte, vi-
vienda e investigación científica y técnica; aumenta la desocupa-
ción laboral a términos desconocidos en el mundo. En síntesis,
impulsa la más implacable agresión contra el pueblo chileno, como
una condición básica necesaria para desarrollar su esquema eco-
nómico y político.
Pero Chile no está de rodillas ni derrotado.
A pesar de sus miles de muertos y de seres humanos hechos
desaparecer, y los millares de presos políticos que la solidaridad
a debido salvar y de los que aún permanecen encarcelados o son
apremiados por el aparato represivo y terrorista más siniestro de
su historia, la lucha crece en contenido y amplitud. Los trabaja-
dores levantan con fuerza sus reivindicaciones; juristas y profe-
sionales enfrentan en e^ debate público la mascarada de una
constitución fascista; las mujeres y el conjunto del pueblo se
organizan en defensa de la vida de sus familiares desaparecidos;
la juventud manifiesta cada vez más claramente su rebeldía.
Toda esta lucha exige del mundo y de los demócratas una
respuesta.
Una respuesta coherente y concreta expresada en hechos y no
en declamaciones que no se correspondan a las conductas obje-
tivas. La lucha por el restablecimiento de la democracia, por una
parte, y el sostenimiento económico de las dictaduras, por la
otra, son conductas irreconciliables y contradictorias. La defensa
de los Derechos Humanos debe comprender necesariamente la de
los derechos políticos, sociales y económicos. Ellos son la base
imprescindible de la autodeterminación de los pueblos y de su po-

sibilidad de acceder a una vida libre y digna. *-~^,
Frente a esto, hay una pregunta que no podemos callar: ¿en
qué ha utilizado la Junta fascista los 3.000 millones de dólares en-
tregados en estos cinco años por Gobiernos, Organismos interna-
cionales de Crédito y la Banca privada? La respuesta es una sola:/
se han invertido en la compra de armas, sofisticados elementos]
para la represión y han sido absorbidos por dos o tres grupos finan-
cieros criollos y las todo poderosas transnacionales.
Denunciamos enérgicamente aquellos Gobiernos e Instituciones
que con esos recursos sostienen el régimen de Pinochet, lo con-
vierten en una amenaza para la Paz del Continente y hacen más
larga y difícil la lucha de los demócratas chilenos.
Por eso, junto con reclamar el término de la entrega de armas
y recursos a la Junta Militar, exigimos el mantenimiento de los
instrumentos de fiscalización y protección de los derechos humanos
en Chile creados por la comunidad internacional, particularmente
el grupo de Trabajo ad-hoc de la comisión de derechos humanos
de las Naciones Unidas; el esclarecimiento inmediato de la situa-
ción de los desaparecidos y la sanción de los culpables del ase-
sinato del ex canciller chileno Orlando Letelier.
Esta Conferencia Mundial tiene el deber de asumir un compro-
miso de acción concreto para impulsar todas las iniciativas que en
su seno se han acordado. De esta manera responderemos adecua-
damente al combate de las fuerzas políticas y sociales, de las
organizaciones sindicales, de la juventud, de las mujeres y de la
propia Iglesia Chilena.
Se encuentran aquí presentes fuerzas que deben impulsar ac-
tivamente el cumplimiento de las resoluciones adoptadas en las
Naciones Unidas y en las numerosas reuniones internacionales.
Hemos acogido en nuestros países a cientos de miles de per-
seguidos por la dictadura. En la mayoría de los casos los hemos

of the world. Chile, and the drama through which it has been
living since September llth, 1973 is not an isolated case or
simply the result of an internal crisis in the history of the
country. ít was there that imperialism achieved one of its ob-
jectives in its strategy of maintaining the entire continent un-
der its power.
We must denounce the fact that this policy does not limit
¡tself tu Latín America. There is ampie evidence of how, dra-
wing on the lessons of each of these experiences, the regressive
forces and enemies of man havc.applied their models all over
the world.
The struggle of the people of Chile and of those who are in
solidarity with them is that of all the peoples of the world
who fight for their liberation and the right to choose, in ac-
cordance with their own reality, the paths which lead to better
destínies.
Today, although hanrvpered by the resistance and solidarity,
the Chilean dictatorship and Pinochet continué in power in the
service of the interests of a minority and impose the material
and poütical conditions which are required to institutionalize
the regime. In this context, now, serious events are taking
place.
The dictatorial government is trying to solve the problem of
the disappeared prisoners, preparing a new assassination under
the fiction of declaring them as presumed dead; it is increasing
the repression of trade unions and their federations, dissolving
and persecuting organizations which represent 1/2 million wor-
kers; it is reducing to unbelievable levéis the purchasing capa-
city of the people, condemning an entire generation to hunger
and its consequences; it is radícally reducing public investments
in health, education, food, transport, housing and scientific and
technical research; it is pushing up unemployment to levéis
unknown in other parts of the world. In summary, it is pur-
suing an implacable policy of aggression agaínst the people of
Chile, as a basic condition for the development of its economic
and political plan.
But Chile is not on its knees, ñor is it defeated.
Despite the thousands of dead and missing persons, the
thousands of political prisoners saved by international solida-
rity and those who are still ín jail or are harassed by the most
sinister instrument of terror and repression in Chiles's entire
history, the struggle grows in contení and scope. Workers are
strongly pressing their demands; jurists and professionals dispu-
te in public debates the mockery of a fascist constitution; wo-
men and the entire people organise themselves in defence of
the Uves of their disappeared relatives; youth demónstrales its
rebelliousness more clearly every day.
All these struggles require a response from the world and
from democrats.
A response which is coherent and concrete, expressed through
facts rather than proclamations which bear no relation to ob-
jectíve conduct. The struggle for the restauration of democracy,
on one hand, and the economic support of dictatorships, on
the other, are incompatible and contradictory. The defence
of human rights must necessarily include the defence of poli-
tical, social and economic rights. They are the indispensable
basis for the peoples' self-determination and for their accession
to a Ufe of freedom and dignity.
In the face of all this, there is a question which we must
pose: what has the military junta done with the 3.000 million
dollars which it has received during these five years from go-
vernments, internationaf lending agencies, and the prívate banks?
The answer is simple: the money has been used in the pur-
chase of arms and sophisticated devices for repression, and has
been absorbed by two or three local financia! groups and the
mighty transnational enterprises.
We strongly denounce those governments and institutions
which sustain Pinochet's regime by providing it with these re-
sources, transforming it into a threat to peace in the continent
and making the struggle of Chilean democrats longer and more
difficult.
For this reason, while urging a ban on the supply of arms
and other resources to the military junta, we demand the appfi-
cation of the instruments created by the international commu-
nity to supervise and safeguard human rights in Chile, particu-
larly the Ad-Hoc Working Group of the United Nations Human
Rights Commission, the cíaritication of the circumstances sur-
rounding the fate of missing persons and the punishment of
those responsible for the assassination of the former Chilean
Foreign Minister, Orlando Letelier.
This World Conference has the duty of accepting a commit-
ment to take concrete action to press forward all initiatives
agreed upon during its debates. In this way, we shall make an
appropiate response to the struggles of the Chilean political
and social forces, the trades unions, youth and womens' orga-
nizations and the Church itself.
Here with us there are forces who must actively promote the
implementation of the resolutions adopted by the United Na-
tions and numerous other international oraanizations.
 We have sheltered in our respective countries thousands of
victims oí' the dictatorship. In the majority of cases we have
encouragcd them and helped them to face this difficult expe-
rience. But we feel that our obligations go further. We will
fulfill the responsibility we undertook when we gave them
asylum and we will defend without ceasing thcir right to Uve
in their own homeland.
The World Conference of Solidarity with Chile will raise its
voice to reach all countries and languages, all tribunals and
scctors of the world. The victory of those who in Chile strive
for democracy, for freedom and justice, will be the victory of
all of us, of the mcn, women and young people who every
hour, every day, in the most remóte corners of the world, are
struggling for the same high ideáis.
Resolutions of the round table
Jurist and Members of Parliament
The World Conference ot Solidarity with Chile, after listening
to the informations granted by a large number of Jurists, members
of the Parliament and leaders of social and political organizaíions
of different countries and ideologies REAFIRMS:
I. The violations of the public liberties and Human Rights
is still systematicatly realizad in Chile and it contitules a
challenge to all men and women of the World, and for all
Governments with democrática spirit.
II. This situation is aggravated by the constant pressure and
the tenacious interference of the Military Junta of Chile
upon the organs of Administrations of Justicei Judges and
Magistrales of different levéis and the very Suprcme Court
of Justice; Interference and pressure that have not found
the necessary resistence and reaction on the side of those
organs, but on the contrary the acquiescence and coopera-
tion of the mayority of thern; and those resolutions of
Members of the Judicial Power constitute a real denial of
Justice, with the Dictatorship established in Chile.
Facing this reality, the World Conference of Solidarity
with Chile, demands to all Juridical and Political Orga-
nism of the World, and active vigilance upon the proce-
dings of the Chilean Tribunals and cxcpts from the latter
a straight inlerpretation and applicalion of the Juridic
norms contained in the Constitution of 1925 arbitriarily
suspended in some of its precepts but not derogated by a
legitimated power, as well as the efficient protection of
the Human Righls, consecialed in the pacts of the U.N.O.,
of Deceinber lOth, 1966, ratified at the time and not de-
nounced afterwards by the Chilean State.
III. Specially, the World Conference claims a clear and cate-
goric behavior of the Judicial Power —up to now painfully
avoided regarding the fact by all means condemnable of
the situation of more than 2.000 political prisoners, of
whom their relatives have the facts oí" their arbitrary de-
tention, or of their presence in Pólice Departmens, otf in
the Prisions and Concentrations Camps, and of their sud-
den disapperence afterwards, with out having any rcsults
by Diplomatic means, ñor the appeals given notice by their
farnilies, ñor even the intervention of the high hierarchy
ot the Chilean Catholic Church, which in a receñí declara-
tion has reminded the Judicial Authorities their duty to
clarify thcse tragic cases.
In order to Cooperate with this, the World Conference
proposes íhal a Commission ot Democratic Judges and
Magistrates should go to Chile to examine the situation
and prepare an inforin about the resolutions of the Chilean
Tribunals in tbese subjets.
IV. There is a wide coincidence among jurisl and politican,
in apprecialing the danger that implies the atempts of Pi-
nochet to «intitutionalize the dictatorship, under the ap-
pearance of «democratic reforms amining to obtain a cer-
tain degree of acceptance, a facade of legality, and in this
way perpeluatehim in the power.
Especially serious is the provecí of a «New Constitu-
tion», that this not emanate from the people, in which the
citizens do not particípale, through iheir legitímate repre-
sentativas, and that only intends to appease the serious in-
ternal political crisis and the international pressure suf-
fered by the Military Junta Regime.
Conscious of this, the world Conference of Solidarity
for Chile, denounces Ihe regresivc and authorily character
of this «contitutional provecí» wilh all its serious conse-
cuenccs; and declares its suppori lo íhe proposas surged
from Ihe different social sectors wilhin Chile in favor of
the opening of a really democratic process, presided over
by a provisional Government, that will restore all the public
liberties and will cali for free general elections, based on
Universal suffrage, for the restoralion of a Conslituenl
Assembly, capable of sanctioning a ncw legitimalc politicai
conslitution, that will contribute to the restauration of
democracy in Chile.
V. It is ot special importante that the U.N.O. not only main-
tains but intensify ils behaviour in favor of the résped
for Human Rights in Chile, because this International Ac-
tion is one ot' the main factors —together with the internal
deed of the Chilean people— t'or the restauration of t'ree-
dom and democracy.
Regarding this, the World Conference of Solidarity with
Chile demands of the U.N. General Assembly the prorogation
of the mándate of the Ad-Hoc Group for thc invesligation
reconfortado y ayudado a enfrentar esa difícil experiencia. Pero
sentimos que nuestras obligaciones son mayores. Cumpliremos en
plenitud con la responsabilidad contraída al otorgarles asilo y sos-
tendremos sin claudicaciones el derecho de todos ellos a vivir en
su propia Patria.
La Conferencia Mundial de Solidaridad con Chile hará llegar su
voz con fuerza a todos los países, en todas las lenguas, a todas
las tribunas y ámbitos del Mundo. La victoria en Chile de los que
luchan por la democracia, la libertad y la justicia, será la victoria
de todos nosotros, de los hombres, mujeres y jóvenes que cada
hora, cada día, en los más diversos rincones del mundo, combaten
por estos mismos y superiores objetivos,

RESOLUCIÓN DE LA MESA REDONDA
Juristas y parlamentarios
La Conferencia Mundial de Solidaridad con Chile, después de haber
escuchado las informaciones aportadas por un gran número de juristas,
parlamentarios y dirigentes de organizaciones sociales y políticas de
diferentes países e ideologías, REAFIRMA:
I. La violación de las libertades públicas y de los derechos humanos
siguen produciéndose sistemáticamente en Chile y ello constituye
un reto para todos los hombres" y mujeres del mundo, y para todos
los Gobiernos de espíritu democrático.
II. Esa situación se ve agravada por la constante presión y la tenaz
interferencia de la Junta Militar de Chile sobre los órganos de la
Administración de Justicia: Jueces y Magistrados de los diversos
niveles y la misma Corte Suprema de Justicia; interferencia y
presión que no han encontrado la necesaria resistencia y reacción
por parte de esos órganos, sino más bien la condescendencia y
cooperación de la mayoría de ellos; y esas resoluciones de miem-
bros del Poder judicial, constituyen una verdadera denegación de
justicia y una colaboración, en la práctica, a la dictadura imperante
en Chile.
Ante esa realidad, la Conferencia Mundial de Solidaridad con el
pueblo chileno, pide a todos los organismos jurídicos y políticos
del mundo, una activa vigilancia sobre la actuación de los Tribuna-
les chilenos y espera de éstos una recta interpretación y aplicación
de las normas jurídicas contenidas en la Constitución de 1925
—arbitrariamente suspendida en algunos de sus preceptos, pero no
derogada por un Poder legítimo—, así como la eficaz protección de
los derechos humanos, consagrados en los Pactos de la ONU, de 10
de diciembre de 1966. ratificados en su momento y no denunciados
después, por el Estado chileno.
III. En especial, la Conferencia Mundial reclama una clara y categórica
actuación del Poder judicial —hasta ahora dolorosamente eludida—
ante el hecho, a todas uces condenable, de la situación de más
de 2.000 presos políticos, respecto a quienes sus familiares tienen
datos fidedignos de su arbitraria detención, o de su presencia en
locales de la policía, o en las cárceles y campos de concentración,
y de su súbita desaparición posterior, sin que hayan dado resulta-
do alguno las gestiones por vía diplomática, ni los recursos de
amparo interpuestos por sus familias, ni siquiera la intervención de
las instancias superiores de la Iglesia Católica en Chile, que en
reciente declaración han recordado a las Autoridades judiciales su
deber de clarificar todos estos trágicos casos.
Para cooperar a ello, la Conferencia Mundial propone que se des-
place a Chile una Comisión de Jueces y Magistrados demócratas, a
fin de examinar la situación y redactar un informe sobre las reso-
luciones de los tribunales chilenos en estas cuestiones.
IV. Hay amplia coincidencia entre los juristas y los políticos, en apre-
ciar e| peligro que entrañarían los intentos del régimen de Pinochet
de "institucionalizar» la dictadura, bajo la apariencia de -reformas
democráticas», encaminadas a conseguir un cierto grado de acep-
tación, una fachada de legalidad, y perpetuarse así en el poder.
Especialmente grave es el proyecto de «nueva Constitución-, que
no emana del pueblo, en el que no intervienen los ciudadanos, a
través de sus legítimos representados, y que solamente busca
atenuar la grave crisis política interna y el acoso internacional que
sufre el régimen de la Junta Militar,
Consciente de ello, la Conferencia Mundial de Solidaridad con el
Pueblo de Chile, denuncia el carácter regresivo y autoritario de
ese -proyecto constitucional» con todas sus graves consecuencias;
y manifiesta su apoyo a las propuestas surgidas de los diversos sec-
tores sociales de Chile en pro de la apertura de un proceso ver-
daderamente democrático, presidido por un Gobierno provisional,
que restablezca todas las libertades públicas y convoque eleccio-
nes libres, basadas en el sufragio universal, para el establecimien-
to de una Asamblea Constituyente, capaz de sancionar una nueva
Constitución política legítima, que contribuya al restablecimiento
de la democracia en Chile.
V. Es de especial importancia que la ONU no sólo mantenga, sino
que intensifique su actuación para el respeto de los derechos hu-
manos en Chile, por ser esa acción internacional uno de los fac-
tores esenciales —junto a la acciórv interior del propio pueblo
chileno— para la restauración de la libertad y la democracia.

 A tal efecto, la Conferencia Mundial de Solidaridad demanda a la
Asamblea General de las Naciones Unidas, que prorrogue el man-
dato del Grupo ad hoc para la investigación de las violaciones de
los derechos humanos en Chile, nombrado, en su día, por la misma
Asamblea y que ha cumplido una tarea de alto valor. Sus informes,
objetivos y fehacientes, han avivado la conciencia del mundo y han
contribuido a salvar muchas vidas humanas y a devolver la liber-
tad a muchos prisioneros políticos. Pero como aún quedan infinidad
de personas en peligro y en cautiverio, el cese de las funciones de
dicho Grupo ad hoc implicaría, para ellos, un recrudecimiento de
su situación, al tiempo que significaría un retroceso de la ONU en
su misión humanitaria y de justicia.
VI. Para cooperar a esa acción, los parlamentarios participantes en esta
Conferencia, estiman necesario que la Unión Interparlamentaria Mun-
dial refuerce su atención a Chile, especialmente en lo que con-
cierne al «proyecto de Constitución» del Gobierno Pinochet; y
reciba y distribuya los documentos y resoluciones de esta Confe-
rencia Mundial.
Vil. Finalmente, los juristas, los parlamentarios y los dirigentes polí-
ticos que participan en esta Conferencia, se comprometen a in-
formar a la opinión pública de sus respectivos países sobre la
arbitrariedad y las violaciones de derechos humanos en Chile; que-
dan disponibles para intervenir en Comisiones de estudio y de
acción en servicio del pueblo chileno; y simultáneamente reiteran
su convicción de que Chile recuperará pronto su auto-gobierno
democrático, por el impulso de sus hombres y de sus mujeres, cuyo
vivo amor a la justicia, tantas veces testimoniado en la Historia,
les hace superar todos los sufrimientos y les abre de nuevo el
camino de la libertad.

Encuentro de mujeres
Las mujeres participantes en la Conferencia Mundial de Solidaridad
con Chile, representantes de diferentes sectores políticos, sociales y reli-
giosos del mundo entero se han reunido en una sesión especial para
analizar la situación que vive la mujer chilena bajo la dictadura militar
fascista y reforzar la campana de solidaridad con la mujer y el pueblo
de Chile.
DE ESTE ANÁLISIS DESTACAMOS:
1. Que desde la instauración de la dictadura fascista del 11 de sep-
tiembre de 1973 la mujer chilena lucha por la liberación de todo el pueblo
chileno oprimido por la dictadura, entregando abnegadamente sus esfuer-
zos, su libertad y hasta su propia vida.
2. Estos esfuerzos han sido decisivos en varios aspectos de la vida
social del país para la subsistencia de los niños chilenos que, bajo la
dictadura fascista, sufren serios problemas psicológicos y sociales, edu-
cativos y hambre masiva.
3. La mujer chilena, junto a los trabajadores y otros sectores de
la sociedad participan activamente en la lucha contra la dictadura.
4. Por su tradición histórica libertaria y por su lucha democrática,
las mujeres chilenas se han convertido, en algunos casos, en fuerza
motriz para la movilización de la solidaridad internacional, la cual ha obli-
gado a la Dictadura a liberar prisioneros y hacer concesiones en contra
de su voluntad en materia de Derechos Humanos.
POR LO TANTO RESOLVEMOS:
1. Apoyo a todas las acciones de la mujer chilena (huelgas de ham-
bre, encadenamientos, actos de masas, desfiles, participación en la reor-
ganización política y sindical del país y esfuerzos en mitigar los proble-
mas gravísimos de los niños).
2. Apoyo a! Departamento Femenino de la Coordinadora Nacional
Sindical, especialmente al Encuentro de Mujeres a realizar en noviembre
de este año en Santiago (cartas, telegramas, dinero, participación de
delegaciones, etc.).
Enviar regularmente a la OIT la documentación acerca de la violación
de los derechos de los trabajadores.
Solicitar a' la AFL-CIO el cumplimiento de su promesa de boicotear
el comercio y el transporte de la dictadura chilena.
3. Mantenernos vigilantes en nuestros esfuerzos para exigir a la dic.
tadura una respuesta veraz y concreta sobre la suerte de las mujeres
detenidas desaparecidas.
Solidaridad con la Agrupación de Familiares de Detenidos Desapare-
cidos y presionar para que el decreto sobre «Muerte presunta» sea des-
enmascarado como una artimaña legal y sea abolido.
4. Continuar la lucha por los derechos de los niños chilenos e in-
cidir sobre ello en la Conferencia Mundial sobre los Niños a realizarse
bajo el lema -Por un futuro de paz y seguridad para todos los niños-,
en el marco del Año Internacional del Niño proclamado por la ONU.
5. Presionar para que el Presidente de la Corte Suprema de Chile
haga público el sumario de la extradicción de los asesinos de Orlando
Letelier.
6. Apoyar la proposición de llevar a Hortensia Bussi de Allende como
candidata al Premio que ofrece la ONU con motivo del trigésimo aniver-
sario de la Declaración de los Derechos Humanos.
7. Solicitar a la CEPAL que en la agenda de la Conferencia Conti-
nental sobre problemas económicos se incluya como punto especial la
situación de la mujer chilena. A la vez redoblar nuestra solidaridad con
motivo de la Conferencia Mundial de la ONU al cumplirse a mitad del
Decenio de la Mujer.
8. Llamarnos a las mujeres del mundo a intensificar su solidaridad
con la lucha contra las dictaduras en el mundo y en Latino América,
como Argentina, Uruguay, Brasil, Paraguay, Nicaragua y otros países en
situación similar.

soners. But there still a huge number of people in danger
and prison, the ceasing of functions of the named group
Ad-Hoc would imply For them a worsening of theír situa-
tion, and would mean as well a recession of the U.N.O.
in its mission for Humanity and Justice.
VI. To cooperate with that action, the members of Parlamcnt
participating in this Conference, consider necesary that the
World Inlerpariamentary Union should reinforce its atten-
tion upon Chile, especially concerning the «Constitutional
Projects» of Pinochet's Government; and it should receive
and distribute the documents and resolutions of this World
Conference.
VIL Finally, the jurists, the members of Parliament and the
political leaders that take part in this conference take the
compromise to inform the public ooinion in their respec-
tive countries about the arbitrarities and violation of the
Human Rights in Chile; they are at the disposal of possi-
ble future Study Commissions and actions in favour of
the Chilean people; and sirnultaneosly they reafirm their
conviction that Chile will recover soon its self —democra-
tic Government, because of the impulse of its men and of
its women, whose ardent love for justice, so many times
reafirmed in History, makes them overeóme all sufferings
and opens for them, once more, the path towarcls Liberty.
Women's Meeting
Resolution
The women participating in the World Conference of Solidarity
with Chile, representing different political, social and religious sec-
tors from ail over the world have met in a special session to analize
the situation that the chilean woman is living under the fascist
military dictatorship, and to reinforce the solidarity campaign with
the women and people from Chile.
OF THIS ANÁLISIS WE UNDERLINE:
1. That since the instauration of the fascist dictatorship, sep-
tember 11, 1973, the chilean women fight for the liberation of all
the chilean people oppressed by the dictatorship, offering unsel-
fishly their efforts, their freedom and even their lives to this cause.
2. These efforts have been decisive in several aspects of the
country's social Ufe, for the subsistance of the chilean children that,
under the fascist dictatorship, are suffering severe psicological, so-
cial and cducational problems, as well as masive famine.
3.' The chilean women, together with the workers and other sec-
tors of the society, are participating actively in the fight against
the dictatorship.
4. Because of their libertary historie tradiction and their demo-
cratic struggle, the chilean women have becorne, in some cases, the
motive forcé for moving thc intcrnational solidarity, which has
compelled the Dictatorship to free prisoners and make concessions,
against their will, in relation to Human Rights.
THEREFORE WE RESOLVE:
1. Support to all the chilean women's actions (hunger strikes,
chainings, mass's acts, parades, participation in thc country's poli-
tical and trade unión reorganization, and effort to diminish the
children's serious problems).
2. Support to the Feminine Department of the National Syndical
Coordinator, specially to the Women's Meeting to be held this year
in November, in Santiago (letters, telegramas, money, delegation's
participation, etc.).
To send regularly to the IWO the documentation about the vio-
lation of the worker's rights.
To request the AFL-CIO the accomplishment of their promise
to boycott the cornmerce and transport of the chilean dictatorship.
3. To maintain ourselves alert in our efforts to demand the dic-
tatorship a truthful and concrete answer about the situation of the
women that are under arresl or disappeared.
Solidarity with the Association of Relatives of the Disappeared
or taken under arrest, and to press in order to get that the decree
about «Presurned Death» is exposed as a legal trick and be abo-
lished.
4. To continué the struggle for the rights of the chilean children
and ínsisl about it during the World Conference about Children,
to be held under the slogan «For a peaceful and safé future for all
the children», within the Children's International Year pruclaimed
by the UNO.
5. To exert pression so that the President of the Supreme Court
of Chile gives to the public opinión the summary of the extradition
of Orlando Lctelcier's murdcrs.
6. T.) support the proposition to take Hortensia Bussi de Allende
as a candidate to the Price offered by the UNO because of the
thirtiest Anniversary of the Human Rights Declaration.
7. To request the CEPAL that in the agenda of the Continental
Conference about economical problems they include, as a special
point. the chilean women's situation, Al the same time, to double
our solidarity with the cause of the World Conrerence of the UNO,
now that the half of the Women's Decade is celebrated.
8. We cali the women from the world to intensify their soli-
darity with the fight against the dictalorships in the world and in
Latín America, as in Argentina, Uruguay, Brasil, Paraguay, Nicara-
gua and other countries in similar cumlitions.

of the World against fascism
for the Freedom of Chile
We representatives of 86 youth organizations in 48 countries and
of 13 internationaí youth and student organizations assembled in Ma-
drid, the capital of Spain, to reaffirm our most determincd and mi-
litant solidarity with the cause of the youth and people of Chile.
We met in Madrid which, with its present-day reality, confirma
the inevitable collapse ot fascism and the valué of the democratic
accord in that- powerful conquest which is the heritage of al! men
and women worthy of human kind.
We, participants in the Youth Forum nave carried out our work
in the framework of the World Conferencc in Solidarity with Chile,
both thése events being a meeting point of men and women of all
the continents, representing a wide range of political and ideoló-
gica! views, religious beJiefs and cultural traditions and who are
engaged in the motil varied fields of social activity. This is evidence
that íhe cause of tht; Chitean people has the universal support of
all peoples who witness with alarm the tlestructive work of the
fascít dictatorship plunging Chile into a grave economic, social
and. moral crisis which weakens and compromises its national se-
curity.
We/participants ¡n the Youth Forum in Madrid condemn once
more Pinochet's Junta for the crimes it commits against the Chilean
Youth. Téns of thousands of young people havc been murdered or
brutally tortured, hundreds have heen victims of kidnapping by the
secret pólice of the tyrannical regime.
In the tield of .education and culture, fascism which destrbys the
Chilean cultural heritage, attempts to militarizé and subject the
Chilean youth, to curtail its fqrms of expression, to direct and muz-
zle its organizations, to reduce and narrow its horizons and aspira*
tions to build a better future.
Large sectors of young men and women have no prospects and
fall ínto delinquency and prostitution as a result of the economic
policy of the fascist regime,, of who^esale unemplozment, of the to-
tal lack uf possibilities for study and work, of frustration which
cripples Chilean society and has its effect chiefly on the youth.
Pinochet's regime spells the crushing of the dreams and wishes
of the youth, the destrucíion of life, the promotion of war and of
everything that ¡s opposed to the interests of the youth. Pinochet
is the mortal enemy of detente, of disarmament, of the historie
advance of the forces for progress which, contrary to his goals and
those of US ¡mperialism, are steadilly developing.
Echoes of the struggle being waged by the youth inside Chile
reach us here at this Youth Forum in Madrid. More than ever their
revolt and desire for freedom are beginning to crxstallize in múl-
tiple forms of opposition and active, united mobilization.
The struggle of students for the right to hi*ve their own inde*
pendent organization, the actions of young artists and intellectuals
for the development of cultural bodies free of fascist control, the
mobilization of young workers for their demands —with a back-
ground of actions like this the youth of Chile have gone down into
the streets lo cries of; Peace! Justice! Liberty!
This resistance movement is becoming broader and more uni-
ted. It unites new forces who join in the antifascist struggle, in
the fight for the defence of human rights, against hunger, poverty
and the destruction of the country which is being pursued by the
Pinochet dictatorship. We highly appreeiate the .new áreas being
won day to day by the action of Chile's democrats. Today more than
ever it is necessary, to rally internationaí solidarity to strengthen
íhe struggle of íhe Chilean people for democracy and freedom.
We fcnovv thal not even the worst crimes of fascism of Pinochet
could crush the desire for freedom and the will to fight of the Chi-
lean people and youth. We know also that in the day to day coming
together of those who oppose Pinochet's regime is forged joint
action against the dictatorship and- are built the pillárs of unity as
a determining factor for putting an end to fascism and building
a new future.
We therefore reaffirm our firm resolve to keep on giving our
unstinted support to Chile, and we are convinced that the day of
freedom will come.
From Madrid, witness of the fate that awaits tyrannical regimes
that deny the basic rights of the people, we express our conviction
that the Chilean people and youth will continué to march forward,
overcoming all triáis and difficulties to build a reality of effective
democracy and Justice, of full sovereignty and independence —goals
and ideáis for which millions and millions of young people throu-
ghout the world give of their best.
We, participants in the World Forum of Youth and Students for
the Freedom of Chile have decided to cali:
— on the youth of the world to continué supportíng the struggle
of the Chilean people and youth untíl the end of the fascist regime
and the full achievement of freedom and democracy,
— to stage concrete actions to increase the political, economic
and diplomatic isolation of the fascist Junta,
— to demand an end to the state of emergency. of the conse-
quences of war, of all extraordinary measures that viólate human
rights,
— to demand an end to the repression of democratic organiza-
tions, an end to the torture, the dismantling of the CNI-DINA, the
full restoration of civil, trade unión and political liberties, the
calling off of military intervention ín the universities and of cul-
tural repression,

Los representantes de 86 organizaciones juveniles y estudiantiles de 48

diantes nos darnos cita en Madrid, capital de España, para ratificar nuestra
más decidida y combativa solidaridad con la causa de Chile.
Nos reunimos en Madrid, que con su realidad de hoy, confirma el
inevitable hundimiento del fascismo y el valor del entendimiento demo-
crático en esta poderosa conquista que es un patrimonio de todos los
hombres dignos de la humanidad.
Los participantes del Foro Mundial de la Juventud y los estudiantes,
hemos desarrollado nuestro trabajo en el marco de la Conferencia Mun-
dial de Solidaridad con Chile, que representan un punto de encuentro de
hombre y mujeres de todos los continentes, portadores de una rica
diversidad de concepciones políticas e ideológicas, credos religiosos
y tradiciones culturales y que se desenvuelven en los más variados
ámbitos de la actividad social. Ello es un testimonio de que la causa del
pueblo chileno recoge la adhesión universal de todos los pueblos que
con alarma observan la labor destructora de la dictadura fascista, que
sume a Chile en una grave crisis económica, social y moral, debilitando
y comprometiendo su seguridad nacional.
Los participantes del Foro Juvenil de Madrid, condenamos una vez
más, a la Junta de Pinochet por los crímenes que comete contra la
juventud chilena y también a su principal sostén, el imperialismo norte-
americano. Decenas de miles de jóvenes han sido asesinados o feroz-
mente torturados, cientos son víctimas de la aberrante práctica del se-
cuestro por parte de la policía secreta de la tiranía.
En el terreno de la educación y la cultura, el fascismo, que destruye
el patrimonio cultural chileno, intenta militarizar y domesticar a la ju-
ventud chilena, coartar sus formas de expresión, tutelar y amordazar sus
organizaciones, empequeñecer y estrechar al máximo sus horizontes y
aspiraciones a construir un futuro mejor.
Im,;ortan1es sectores de la juventud se ven ante el abismo de caer
en la delincuencia y la prostitución como consecuencia de la política
económica del régimen fascista, de la agobiante cesantía, de la total
inexistencia de posibilidades de estudio o de trabajo, de la frustración
que asfixia a la sociedad chilena y repercute, principalmente, en la
juventud. A esto se agregan los nuevos métodos de represión que aplica
la dictadura en contra de todas las formas de organización democrática
que el pueblo chileno ha forjado en su lucha por la reconquista de la
democracia.
El régimen de Pinochet aplasta las aspiraciones y anhelos de los jó-
venes, niega el derecho a la vida, estimula el odio y el belicismo contra
otros pueblos, estimula el armamentismo. Contrariamente a sus propósi-
tos, y a los del imperialismo norteamericano, las fuerzas de la paz y el
progreso se desarrollan ascedentemente.
Hasta el Foro Juvenil de Madrid llegan los ecos de la lucha que en
Chile lleva adelante la juventud. Más que nunca, su rebeldía y su ansia
de libertad, ha comenzado a plasmarse en múltiples formas de oposición
y de combativa movilización unitaria;
La lucha de los estudiantes por el derecho a tener su propia organiza-
ción independiente, las iniciativas de los jóvenes artistas e intelectuales
por el desarrollo de las instancias culturales, libres del tutelaje fascista,
la movilización de la juventud trabajadora en torno a sus reivindicaciones,
es el cuadro de fondo, sobre el cual la juventud chilena ha salido a las
calles para gritar con valor: ¡Paz, Justicia, Libertad!
• Esta resistencia es cada vez más amplia y unitaria. Reúne en su
seno a nuevas fuerzas que se incorporan al combate antifascista en la
lucha por la defensa de los derechos humanos, contra el hambre, la
miseria y la destrucción del país, que lleva adelante la dictadura de
Pinochet. Valoramos altamente los espacios públicos que la acción de
los demócratas chilenos, pese a la represión, conquistan día a día. En
este sentido reviste importante significado la movilización del pueblo
en contra de la institucionalidad antidemocrática y retrógrada que la
dictadura intenta implantar. Hoy, más que nunca, es necesaria la movi-
lización de la solidaridad internacional para robustecer la lucha del pue-
blo chileno por la democracia y la libertad.
Sabemos, que ni los peores crímenes del fascismo de Pinochet, podrán
aplastar el sentimiento libertario y la decisión de lucha del pueblo y la
juventud chilenos. Sabemos, también, que en el encuentro diarlo de los
que se oponen al régimen de Pinochet, se forja la acción común contra
la dictadura y se construyen los pilares de la unidad como factor deter-
minante para terminar con el fascismo y construir un nuevo porvenir.
Por ello, reafirmamos nuestra firme resolución de seguir entregando a
Chile nuestro apoyo decidido, convencidos de que la hora de la libertad
llegará.
Desde Madrid, testigo del fatal desenlace que aguarda a las tiranías
que niegan los derechos esenciales de los pueblos, expresamos el con-
vencimiento que el pueblo chileno y su juventud continuarán adelante,
superando dificultades y penurias, para construir una realidad nueva, de
efectiva democracia y justicia, de plena soberanía e independencia, ob-
jetivos e ideales con los cuales millones de jóvenes eri el mundo entero
entregamos lo mejor de nosotros.
Nosotros, participantes en el Foro Mundial de la Juventud y los Es-
tudiantes por la libertad de Chile, acordamos llamar:
— A los jóvenes del mundo a continuar respaldando la lucha del
pueblo y la juventud chilena, hasta terminar con el régimen fas-
cista y obtener la plena conquista de la libertad y la democracia.
— A continuar desarrollando iniciativas concretas que incrementen
el apoyo político al pueblo de Chile y extienda el aislamiento
político, diplomático y económico de la Junta fascista.
— A exigir el fin del estado de excepción, de todas las medidas
violatorias de los derechos humanos.
— A demandar el cese de la represión a las organizaciones demo-
cráticas, el término de la tortura, la disolución del CNI-DINA, la
plena restitución de las libertades civiles, sindicales y políticas,
el término de la intervención militar en las universidades y de lav
 represión cultural y a respaldar el derecho de los jóvenes y los
estudiantes a darse organizaciones independientes y democráticas.
— A levantar un gran movimiento internacional que exija el esclareci-
miento de la situación de los patriotas chilenos desaparecidos, el
repudio al decreto de muerte presunta con que el fascismo pre-
tende ocultar estos crímenes y la libertad de Carlos Lorca, José
Weibel, Carlos Contreras Maluje, Juan Meneses, Juan Maino,
Ariel Mancilla, Sergio Tormes, Edgardo Enríquez y de todos los
desaparecidos.
— A dirigir a la XXXIII Asamblea General de Naciones Unidas, a fin
de que se ratifiquen las condenas en contra de la dictadura chilena
y se le conmine, de manera enérgica, a que responda ante la
comunidad internacional, de sus crímenes.
— A organizar, por todos los medios, la ayuda material a los come-
dores infantiles, centros culturales, centros de alumnos y otras
expresiones democráticas que los chilenos construyen en su en-
frentamiento a la dictadura.
A exigir el derecho de los chilenos a vivir en su propia patria.
Los jóvenes demócratas dei mundo tenemos la más firme convicción
de que la noche oscura del fascismo en Chile terminará.
Llamamos a enarbolar aún más alta las banderas de ía solidaridad con
Chile, cuya lucha es parte del combate de otros pueblos de América
Latina contra las dictaduras fascistas y reaccionarias impuestas y sos-
tenidas por el imperialismo.

Conclusiones del Foro Sindical
Los dirigentes sindicales asistentes a la Conferencia Mundial de So-
lidaridad con Chile, realizada en Madrid, del 9 al 11 de noviembre de 1978,
hacemos la declaración siguiente, en representación de millones de traba-
jadores de todo el mundo y de sus Organizaciones:
Hemos concurrido a esta Conferencia para reafirmar dicha solidaridad,
para hacerla aún mas eficaz, para- dar un nuevo impulso ai aislamiento de
la dictadura fascista de Pinochet, para intensificar la lucha contra la
destrucción y fascistización del movimiento sindical chileno en que está
empeñada en la actualidad la Junta Militar chilena.
Hemos considerado y valorado las informaciones entregadas por los
compañeros de la CUT de Chile sobre la situación sindical actual y que
se caracteriza por:
1. La situación de miseria y desempleo de los trabajadores de Chile
a consecuencia de una política económica que sólo favorece a los sec-
tores oligárquicos y a grandes consorcios internacionales.
2. El arrasamiento de todos los derechos políticos y humanos en fra-
granté violación de los acuerdos de la comunidad internacional, de las
resoluciones de las últimas cuatro Asambleas Generales de las Naciones
Unidas y de los llamados de otras Organizaciones que representan a la
opinión pública mundial.
3. La liquidación de toda libertad sindical en Chile; la prohibición de
toda libertad de los asalariados para elegir a sus verdaderos dirigentes;
la expulsión de quienes eran verdaderamente sus representantes y la
imposición de otros, elegidos por la dictadura, para conferir a los' sindi-
catos una dirección vertical ajena a toda democracia y a toda expresión
verdadera de los intereses de los trabajadores.
4. El drama de los detenidos-desaparecidos, entre los cuales hay varios
dirigentes y figuras conocidas y queridas por los trabajadores.
5. Los últimos decretos de Pinochet [decretos 2.345, 46, 47 y 2.379),
que significan una nueva y grave agresión a los sindicalistas chilenos y
a todos los trabajadores organizados de Chile. Estimamos que ello cons-
tituye también un desafío a todos los trabajadores del mundo.
6. El rechazo de la dictadura al retorno de los exiliados, violando el
derecho elemental de todo ser humano a vivir en su propia patria.
En el curso de la discusión se nos han propuesto las siguientes
actividades en apoyo al pueblo chileno:
a) Impulsar y profundizar el boicot a la dictadura, su aislamiento
a -través de:
— Cese de cualquier ayuda crediticia y comercial.
— Hostigamiento al transporte y el comercio.
— Rebajar el nivel de relaciones diplomáticas. Suspender los acuer-
dos culturales, tecnológicos y deportivos con la Junta.
b) Desarrollar el respaldo político y material a la Central Única de
Trabajadores de Chile, a todas sus organizaciones y a su unidad.
c) Exigir la derogación de los decretos 198, 660, 2.200, 2.345, 2.346,
2.347, 2.379, que eliminan las libertades y derechos sindicales.
d) Proponer a la Conferencia que las iniciativas que se adopten ante
la ONU y otras, consideren una participación sindical.
e) Elevar iniciativas y promover acciones hacia OIT. Instar al pró-
ximo Congreso de CRIT en América Latina, al desarrollo de acciones
más fuertes con miras a reforzar el enfrentamiento a la operación re-
presiva actual de la dictadura. En eJ mismo sentido nos dirigimos a todos
los próximos encuentros sindicales internacionales y regionales.
f) Exigir una amnistía general.
Las organizaciones participantes consideran que la Conferencia debe
valorar con interés especial la cuestión sindical.
Asimismo, toman acta de las reivindicaciones y acciones 'solidarias
en apoyo de la CUT, en cada caso la responsabilidad de cada organiza-
ción y sus realidades nacionales e internacionales.
Entendemos que así aportamos a ia gran batalla que por la demo-
cracia libra el pueblo de Chile.

- lo approach the 33rd General Assembly of the United Natíons
urging that it ratify the condcmnations of the Chilean dictatorship

for its crimes,
- to organize in all possible ways material support to the soup
kitchens for children, cultural centres, school children's centres
and other democratic forms which the Chileans are building in their
resistence to the dictatorship.
The world's young democrats are firmly convinced that the
black night of fascism in Chile will come to an end.
We cali on youth to raise still higher the banner of solidarity
with Chile and with other peoples of Latín America who are figh-
ting against fascist and reactionary dictatorships foisted on them
by ¡mperíalism.

Trade Union Forum Conclusions
The trade unión leaders who are attending the World Conference
of Solidarity with Chile, that is taking place in Madrid from the
9th to the llth of November, 1978, make the following statement
on behalf of millions of workcrs from all over the world, and of
their organizations.
We are present at this Conference to reaffirm this solidarity, to
make it even more efficient, to give a new impulse to the isolation
of the fascist dictatorship of Pinochet, to intensify the struggic
against the destruction and fascistization of the Chilean Trade Union
movement in which the Chilean military Junta is cngaged.
We have considered and studied the information given to us by
the comrades of the CUT of Chile on the present situation of the
trade unions, and which are characterized by;
1. The situation of poverty and unemployment among the Chi-
lean workers as a result of the political economv which only favours
the oligarchy and the large international concerns.
2. The destruction of all political and human rights, in open
violation of the international agreements. The decisions of the last
tour General Assemblics of the United Nations and the appeals
made by other organizations in representation of world public opi-
nión.
3. The annihilation of all trade unión activity in Chile; the
prohibition of the freedom of the workers to vote for their own
representatives; the expulsión of those who are their true repre-
sentatives and the imposiíion of others, chosen by the dictatorship
in order to give the trade unions a vertical form of management,
far removed from all democratic ideas and from all true expression
in favour of the interests of the working class.
4. The dramalie situation of the missing persons, among whom
there are many leaders and well-know figures much beloved by the
workers.
5. The latest decrees made by Pinochet (decrees 2345, 46, 47,
and 2379) which represent a new and serious aggression against the
Chilean trade unions and al! organized labour in Chile. We believe
that they also mean a challenge to all the workers of the world.
6. Rebuttal of the dictatorship to permit the exiles to return,
violating the fundamental rights of every human being to Uve
in his own country. During the discussion the foílowing activities
in support of the Chilean people have been proposed to us:
a) lo strenghten the boycott of the dictatorship, its isolation
through:
— the end of any credit and commercial aíd;
— to hinder transport and commerce;
— to lower the level of diplomatic relations. To suspend cultu-
tural, technological and sportive agreements of the Junta.
b) To develop the political and material support to the Central
Única de Trabajadores of Chile, to all its organizations and to its
unity.
c) To demand the cancellation of Decrees 198, 660, 2200, 2345,
2346, 2347 y 2379, which elimínate liberties and labour unión rights.
d) To ask the Conference that the initiatives adoptad .before the
UNO and other organizations take into account a labour unión par-
ticipation.
e) To submit initiatives and promote actions directed to OIT.
To calí attention to the next Congress of the ORIT in Latin Ame-
rica, to the development of stronger actions to reinforce the con-
frontation to the present repressive action of the dictatorship. In
this sense, we address all next international and regional labour
unión meetings.
f) To demand a general amnesty.
The organizations taking part consider that the Conference must
appreciate with special interest the labour unión question. Also, to
take note of revindications and solidary actions in support of the
CUT, and to make a permanent effort in carrying them out, taking
into account, in each case, the responsibility of each organization,
its national and international realities. We thus understand that, in
this way, we aid the great struggle for democracy carried out by
the Chilean people.

 CONCLUSIONS AND RECOMMENDATIONS
Intellectuals and Cultural
Representatives
1. The need to ¡ntensify the síruggle on all fronts against fas-
cism, which is the denial of all cultural valúes; to save Chilean
popular and native culture which foments and gives life to the
works of eminent artists such as Neruda, Gabriela Mistral, and
others, and without which the dcpth and qualify of the most au-
thentic of Chilean artistic creation could not be explained.
2. An importan! part of this rescue campaign is the recogni-
tion of the indigenous cultures, especially the Mapuche, with íts
great tradition of struggle and survival.
3. It is most importaní to emphasise the need to give máximum
support to the cultural expressions of the resistance, which are
taking place both in Chile and abroad, and constitute an essen-
tially important form of struggle against the Military Junta.
4. We demand the restoration of the free and independent de-
velopment of university life, so putting an end to the permanent
military interventions, with an aim to guaranteeing full university
autonorny in accordance with the democratic traditions of the
country.
5. We confirm the urgent need of a definke clarification of
the situation of the artists" and intellectuals who have disappeared
in Chile since the military coup. In order to guarantee a documentad
denounccment of these facts, it has been agreed on to publish a_nd
to make known all over the world, the following list of misstng
intellectuals and artistas (list adjoined).
6. We mala- an appeal for the re-inforcemcnt of ncgotiations
with UNESCO and corre-sponding International organizations, in
defenee of the legitímate rights of the representatives of culture
and science in Chile. We beg the governments of the countries
whcre therc are Chilean workers from the Field. of culture and
science and who have been affected by the fascist repression of
Pinochet, to guarantee them all the necessary social, material and
legal facilities for the free practice of their work.
7. Dennounce the distortion in the United States, of the infor-
mation concerning the Letelier case, and the atlempls of the reac-
tionary press agencies to blacken his ñame. Make an appeal to all
intellectuals and artists to unmask this infamous campaign.
8. Ratify the distortion of International Information regarding
Chile, due to the manipulation of certain sectors of the press and
take a firm stand against these distortions, resting on the judgement
of the UNESCO prbject which establishes an cthical code for the
mass-rnedia so that they might campaign in favour of pcace, against
military propaganda and alT forms of racism and fascism.
9. Demand a show of forcé in defence of the journalists who
suffer persecutíon.
10. Propose that the independent universities all over the world
adopt the policy applied by the Venezuelan universities, of non
participation in meetíngs with Chilean universities which imply the
recognition or ratification of the government's political and mili-
tary intervention in these establishments.
11. Carry out a world campaign for solidarity work in favour
of the defence, support and promotion of Chilean culture and
science.
11. Propose to those countries which form recognized geogra-
phical, historie or/and cultural groups to promote periodical rnee-
tings in order to analyse the siluation of the Chilean universities
as a means of broadenina and increasine solidarity with the people
of Chile.
12. Carry out a world campaign for solidarity work in favour
of the defence, support and promotion of Chilean culture and scien-
ce. As a result the table seconded the proposals for the underta-
king of the following events of solidarity ¡n the cultural field:
a) The organizalion, for one week in the month of May 1979,
of days in support of the cultural aspects of the Chilean resistance
movement, to be carried out in each country according to the pos-
sibüitics uf the respective naíional cornmíttees.
b) To carry out an International Forum in Support of Chilean
Culture, following a proposal made by Poland, to be held at ; the
beginning of May, 1979 at the university of the historical city of
Torún {Poland), the birth-place of Copernicus.
c) Following the proposal made by the Independent University
of Guerrero (México), the organization of a cultural festival in sup-
port of popular resistance in Chile.
d) Followiing a proposal made by the Soviet poet Eugene Ev-
tushenko, the organization of a concert to be held in Moscow in
1979, with the parlicipation of well-known poets from Latin-America
and the Soviet Union.

CONCLUSIONES Y RECOMENDACIONES
Intelectuales y Representantes
de la Cultura
1. La necesidad de intensificar la lucha en todos los terrenos contra
el fascismo como negación de los valores culturales, por el rescate de
la cultura popular y nacional chilena, que es el fermento en el cual
germinan las obras de eminentes creadores, como Neruda y Gabriela Mis-
tral, y de otras figuras, y sin el cual no podría explicarse la profundidad
de las más auténticas creaciones chilenas.
2. Parte importante de este rescate es la valorización de las culturas
indígenas y, en especial, la de los mapuches con su gran tradición de
lucha y existencia.
3. Es imperioso destacar la necesidad de dar el máximo apoyo a la
cultura de la resistencia, la cual se desarrolla dentro y fuera de Chile,
como un medio esencial de la lucha contra la Junta Militar.
En este sentido, subrayamos la urgencia de implementar una amplia
campaña de estimulo a la creación del arte de la resistencia, así como
de su divulgación dentro y fuera del país.
4. Exigimos la restauración del desarrollo libre e independiente de
la vida universitaria, poniendo fin a la permanente intervención militar,
a fin de garantizar la plena autonomía universitaria según las tradiciones
democráticas del país.
5. Ratificamos la exigencia de que se esclarezca definitivamente la
situación de los intelectuales y artistas desaparecidos en Chile desde el
golpe fascista. Con el objeto de garantizar la denuncia documentada de
estos hechos; se acuerda publicar y difundir a nivel mundial la siguiente
lista de intelectuales y artistas desaparecidos (lista anexa).
6. Llamamos a intensificar gestiones ante la UNESCO y los organismos
internacionales correspondientes en defensa de los derechos legítimos de
los representantes de la cultura y las ciencias de Chile. Solicitamos a los
gobiernos en cuyos países residen trabajadores chilenos de la cultura y
ciencia, afectados por la represión fascista de Pinocfiet, que les garanticen
todas las necesarias facilidades sociales, materiales y jurídicas para el
ejercicio libre de su actividad.
7 Denunciar la tergiversación en Estados Unidos, de las informacio-
nes en torno al caso Letelier y los intentos por parte de las agencias de
prensa reaccionarias, de desprestigiar su figura. Hacer un llamado a todos
los intelectuales y artistas para que desenmascaren esta infame campaña.
8. Constatar la distorsión de la información internacional que atañe a
Chile por parte de alguna prensa, y reafirmar la posición de luchar contra
estas distorsiones, apoyándose en los criterios del proyecto de la UNESCO
que establece un código ético para que los medios de información de
masas luchen en favor de la paz, contra la propaganda belicista y todas
formas de racismo y fascismo.
9. Exigir, en el mismo sentido, que se desplieguen esfuerzos por la
defensa de los periodistas perseguidos.
10. Sugerir, que las universidades autónomas de todo el mundo hagan
suya la política aplicada por las universidades venezolanas de abstenerse
a concurrir a reuniones con las universidades chilenas, que impliquen el
reconocimiento o la convalidación de la intervención política y militar del
gobierno de dichos establecimientos de enseñanza superior.
11. Sugerir, a los países que constituyen conjuntos identificados por
razones geográficas, históricas y/o culturales, que promuevan encuentros
periódicos de análisis de la situación de las universidades chilenas como
un medio de ampliar y de profundizar la solidaridad con el pueblo chileno.
12. Desarrollar una campaña mundial que permita articular la labor so-
lidaria en torno a la defensa, apoyo y promoción de la cultura y la ciencia
chilenas. En consecuencia, la mesa apoya las proposiciones que se hicieron
de realización de los siguientes eventos de solidaridad en el ámbito
cultural:
a) Organización, durante una semana del mes de mayo de 1979, de
jornadas de apoyo a la cultura de la resistencia chilena; desarrolladas en
cada uno de los países de acuerdo a las posibilidades de los comités
nacionales respectivos.
b) Realización, por iniciativa de Polonia, de un Foro Internacional de
Apoyo a la Cultura Chilena, a principios de mayo de 1979, en la Universi-
dad de la ciudad histórica de Torún (Polonia), donde nació Copernico.
c) Organización, a propuesta de la Universidad Autónoma de Guerrero
(México), de un festival cultural en apoyo a la resistencia popular chilena.
d) Organización, a propuesta del poeta soviético, Eugenio Evtushenko,
de un recital en Moscú, con la participación de destacados poetas latino-
americanos y soviéticos, en el año 1979.

En muchos casos se sabe de su aparición en campos secretos de torturas,
meses después de su arresto. La Junta niega tenerlos en su poder y hoy
desea declararlos muertos por «decreto- de defunción.

El Comité Preparatorio de la Conferencia Mundial de Solidaridad con
Chile —compuesto por el Partido Socialista Obrero Español (PSOE), el
Partido Comunista de España (PCEJ, Comisiones Obreras (CC OO) y
Unión General de Trabajadores (UGT), por la parte española, y por la
Oficina CHILE DEMOCRÁTICO, por la parte chilena— ha resuelto diri-
girse a la opinión pública al finalizar sus trabajos para expresar su pro-
funda satisfacción por el éxito con que ha culminado en Madrid el más
amplio evento que las fuerzas políticas, sociales y espirituales del mundo
entero hayan realizado para repudiar la dictadura fascista de Pinochet
y para comprometer aún más vigorosamente su respaldo a la lucha in-
cansable que libra el pueblo chileno por el retorno a la libertad y la
democracia.
Agradecemos a todas las fuerzas de la sociedad española y a los
partidos políticos, sindicatos e iglesias de todos los países, así como
a las organizaciones internacionales de distinto signo político e ideológico,
que hicieron posible que casi medio millar de personalidades represen-
tativas de la vida política, social, cultural y religiosa de un centenar
de países de los cinco continentes se hayan dado cita en la Conferencia
Mundial y hayan acordado la histórica ACTA DE MADRID POR LA LIBER-
TAD DE CHILE.
Estamos convencidos de que esta Conferencia, que ha ejercido ya sus
primeros impactos en el interior de Chile, jugará un roí valiosísimo para
multiplicar sin pausa los esfuerzos de las fuerzas democráticas de todos
los países en apoyo a ese pueblo y que, en consecuencia, la Conferencia
Mundial de Solidaridad con Chile queda inscrita entre las grandes inicia-
tivas con que nuestra época rechaza el fascismo v reafirma su voluntad
activa junto al pueblo chileno hasta que éste derrote a la dictadura y
conquiste sus plenas libertades.

Thc Prcparatory Committee of the World Conference of Solida-
rity with Chile —which is composed by PSOE (Spanish Socialist
Labour Party), PCE (Spanish Communist Party), CC OO (Workers
Commissions) and UGT (Workers General Union) on the Spanish
side, and by Chile Democrático on the Chilean side— has agreed
to address itself to the public opinión, at the end of its functions,
to express its deep satisfaction for the success achieved in Madrid
with the greatest event carried out so far by the political, social
and spiritual forces of the world, which were united to reject the
fascist dictatorship of Pinochet, and to commit thcmselves for an
even stronger support to the unflagging struggle of the Chilean
peoplc to regain their liberty and democracy.
We would like to thank all the forces of the Spanish society,
political, parties, trade unions and churches of all countries, as
well as the international organizations of each political and ideolo-
gical sign, all of which made possible that almost half thousand
personalities representing the political, social, cultural and religious
Ufe of about a hundred countries of the fíve continents, were able
to gathcr around thc World Conference and to issue the historie
ACT OF MADRID FOR THE LIBERTY OF CHILE.
We fcel sure that this Conference, which has already had its
first impacts inside Chile, will play a valuable role in the continous
multiplicaüon of efforts to push forwards the support from dcmo-
cratic forces of all countries lowards Chile. Therefore, the World
Conference of Solidarity with Chile will remain among thc greatest
initiatives of these times to reject fascism and as the reafirmation
of an active wish, along with the Chilean people, to defeat fascism
and to recover liberties in Chile.
