DERP-FUDS SITE NO. J09CA001300 STOCKTON MTI..ITARY AIRFIELD SAN JOAQUIN COUNTY, CALIFORNIA

SITE NAME: Stockton Military Airfield, also known as Stockton Field, Stockton Air Force Station, Stockton Airfield, Stockton Army Airfield, and is currently known primarily as Stockton Metropolitan Airport.

LOCATION: San Joaquin County, 4 miles southwest of Stockton, California (see map M-3).

SITE mSTORY: Stockton Military Airfield was acquired by lease from the City of Stockton on 21 July 1941 and used as an advanced training center for the U.S. Army Air Corps. Many improvements were added including: concrete runways, housing, shops, a medical center, gas mask instruction chamber, and ordnance storage facilities. In 1946 a majority of the site was declared surplus by the Army and returned to the City of Stockton and County of San Joaquin. In 1948 the Army returned the rest of Stockton Field, with the exception of Sharpe General Depot, to the city and county. Sharpe General Depot provided maintenance, repair, and supplies for aircraft assigned to the, Sixth Army and operated until it was vacated in 1973, thus ending any DOD presence at Stockton Field. A separate INPR for Sharpe General Depot (J09CA094800) was done in 1991.

The last of all former DOD structures were demolished in 1985. Currently the majority of land that comprised the Stockton Military Airfield is now occupied by the Stockton Metropolitan Airport. The site of the ordnance magazine is a Regional Sports Complex, and the remaining properties are presently occupied by the California Air National Guard, an Aviation Commercial and Industrial Park, and undeveloped County of San Joaquin property set aside for compatible airport developments.

Included in the land returned to the County of San Joaquin in 1946 was an Acqua Gasoline Fueling system that consisted of 12 - 25,000 gallon gasoline UST's and 3 - 550 gallon water UST's for a total of 15 UST's. After 1946, use of 9 of the gasoline tanks were deeded to various parties. According to Stockton Metropolitan Airport Manager Chris Melville, after the DOD left, the Acqua pumping system was no longer used - electric pumps were used to operate the 9 tanks used by the parties leasing the tanks. Between August of 1987 and February of 1990 all 15 tanks were removed by the County of San Joaquin. Mr. Melville stated that 6 of the 15 tanks had not been beneficially used since the DOD occupied the site - 3 former gasoline UST's and the 3 water UST's. Referencing a 1993 Archives Search Report by Huntsville Division: Stockton Metropolitan Airport Manager, Dan DeAngelis stated in an interview on April 7, 1993 that ground contamination is still evident. As of April 1995, Mr. DeAngelis says the County has performed a site investigation and is awaiting funding for the cleanup effort. Under the DERPFUDS program, the USACE cannot reimburse the County of San Joaquin for any past work such as the tank removal and the site investigation performed by the County of San Joaquin.

A letter of responsibility from the San Joaquin County Environmental Health Division was received by the Corps in June of 1995. The letter names the Corps as one of several parties seen as responsible for the cost of investigation and cleanup of the contaminated soil at the former UST farm site. On September 26,1995 Mike Metro and Roslyn Tobe of the Army Corps of Engineers Sacramento District met with Mary Meays of the San Joaquin County Environmental Health Division and Mike Brooks of the Stockton Airport to discuss the soil contamination resulting from the underground storage tank farm. The meeting concluded with the regulator and the Corps agreeing that the INPRwould be revised to recommend a PRPIHTW project.

SITE VISIT: Due to impending construction of a sports complex, of which portions were to be built over an old ordnance area, a site investigation was performed to ensure no chemical warfare material remained. On August 15-16, 1984 a team from CEHND, led by Robert D. Dempsey, conducted a site survey of the future sports complex site located at the former Stockton Military Airfield. No explosive ordnance materials were discovered, but it was recommended that an Explosive Ordnance Disposal (EOD) team should be called in to sweep the area.

The 87th Ordnance Detachment (EOD) of the Presidio of San Francisco conducted a site survey on May 10, 1985. No additional evidence was found detailing the presence of ordnance or explosive waste on site.

On April 7, 1993 Jerry Schwalbe, Chris Pulliam, and George Sloan of the Huntsville Division made a site visit as part of an Archives Search Report to examine the areas where the former ammunition storage area, skeet ranges, and pistol range were located. The site inspection failed to recover or locate any data indicating the presence of chemical warfare material and a RAC of 5 (form attached) was assigned and no further action regarding OEW was recommended.

CATEGORY OF HAZARD: PRPIHTW

PROJECT DESCRIPTION: A site investigation is to be performed that includes an archives search to acquire more information on the Acqua Fueling System, site history and soil testing to determine the type of contamination that exists where the 15 UST's and Acqua Fueling System piping were once located. Office of Counsel is to be referred to for negotiations with regulatory agencies and other PRP's.

FINDINGS AND DETERMINATION OF ELIGIBILITY

FINDINGS OF FACT

1. Stockton Military Airfield, composed of 1397 acres, was acquired by lease from the City of Stockton on 21 July 1941 and used as an advanced training center for the Army Air Corps until 1946. Many improvements were added including: runways, housing, shops, a medical center, gas instruction chamber, and ordnance storage facilities.

2. On 20 October 1946, approximately 1100 acres were declared surplus by the Army and transferred to the War Assets Administration and subsequently returned to the City of Stockton and County of San Joaquin.

3. On 23 December 1948, the Army returned the rest of Stockton Field to the city and county, with the exception of Sharpe General Depot that consisted of 138.58 fee acres and 2.90 easement acres for a total acreage of 141.48. Sharpe General Depot provided maintenance, repair, and supplies for aircraft assigned to the Sixth Army.

4. Sharpe General Depot was vacated in 1973, ending any DOD presence at Stockton Field.

DETERMINATION

Based on the foregoing findings of fact, the 1397 acre site has been determined to be formerly used by the DOD. Therefore, it is eligible for the Defense Environmental Restoration Program for Formerly Used Defense Site, established under 10 U.S.C. 2701 et seq.
