The Joburg Advocacy Group is an independent, voluntary and self-funded group wor
king for best-
practice governance in the City of Johannesburg.
We have been conducting an advocacy campaign on the Joburg billing crisis and, d
uring the course of
that campaign, it has come to light that billing irregularities are affecting co
mmercial users as well as
residential users. It appears that, since November last year, the city has been
estimating the usage of
commercial customers rather than basing charges on actual usage, and some users
have reported being
overcharged by as much as R800,000 in a single month.
This situation was reported in the issue of the Mail and Guardian published on F
riday, 25 February:

As Johannesburg is the country s commercial hub, operational inefficiency of this
nature and, indeed,
such an evident failure of good governance, has a real and immediate impact on t
he city s businesses.
Worse still, it could also impact on its long-term ability to attract and retain
large commercial
enterprises.
We are therefore writing to ask whether the Chamber would be prepared to conside
r investigating this
matter further on behalf of its members and other business owners in the metro.
We feel it is vital that
an investigation into commercial metering and billing irregularities be undertak
en as a matter of
urgency.
