The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the
financial statements of the charity for the period 28 May 2009 to 31 May 2010. The trustees have adopted the provisions of the
Statement of Recommended Practice (SORP) 'Accounting and Reporting by Charities' issued in March 2005.

In its second quarter, the charity launched on 9/9/9 and this received strong press interest. This coverage and a lively Have
Your Say that the BBC held at our launch showed that (a) this public benefit issue struck a chord, and (b) policy makers started
to reconsider the functioning of the criminal justice system and communities from the perspective of the independent witness.
Thereafter, the charity consulted and met with key interestS following the launch, handled enquiries from the public on its
developing service and published The Perils of Indifference, a report on the market research into the experiences and attitudes
of university students toward witnesses street violence. This report also received national media coverage. The charity also
produced a short film called Four out of Five Witnesses depicting the issue.
In its third quarter, the charity began to explore the potential and operation of its community project in Hackney and Islington,
to scope and consult on the role of an internet map on street violence, to research empirical evidence on witness satisfaction
and to review the qualitative data from the Have Your say ran by the BBC at the time of its launch. The charity welcomed the
emerging shift in approach to this issue when in January 2010 of the Commissioner of the Metropolis said that the police had
been giving out unhelpful signals on public engagement and that they and society should celebrate those who look out for
others and take a stand against street violence.
In its fourth quarter, the charity published Evidence Lost which brought together all recent research on the experiences of
witnesses and summarised the BBC Have Your Say debate. Due to an error in (and in our use of) Home Office statistics, we
were obliged to republish this report Evidence Lost (2nd edition) in May. This second edition contained a foreword from
victims' groups endorsing the charity's call that legal aid should be available for victims and witnesses in cases of violent and
serious crime. We raised our concern about this issue and confidence in the crime statistics with the UK Statistics Authority
and it replied positively and helpfully. We continued to develop the internet map and consulted the key interests on a beta
version of it.
FINANCIAL REVIEW
Reserves policy
As a start-up charity, the nature of the funding to date has not enabled Trustees to determine a formal reserves policy. The
Trustees monitor funds on an ongoing basis in light of recognised risks and regular reports and also consider the extent to
which activities should be planned, extended or modified as circumstances arise.
The charity also records its gratitude for their pro bono help to Rufus Leonard (who designed and developed the charity’s
brand and its website) and to Clifford Chance (who incorporated and registered the charity). It also thanks its company
secretary for taking a reduced salary during this first year.

FUTURE DEVELOPMENTS
As described above, in its first year the charity, as intended, set out the policy and public benefit reasons for a new approach to
witnesses if street violence is to be curbed.
In the forthcoming years its plan is to develop its expertise in this area and to promote this public benefit to policy makers and
professionals and the public. Its major activity will, however, be its project in Hackney and Islington that will address these
issues as a matter of practice at a community level. This project will demonstrate what works in promoting public and witness
engagement so as to curb street violence and what the charity learned from it will be disseminated to and through others.
This community work will include piloting the internet map; working with schools, youth clubs and community & faith
groups; and providing free legal advice to witnesses of street violence.

Independent Examiner's Report to the Trustees of
Witness Confident
I report on the accounts for the period 28 May 2009 to 31 May 2010 set out on pages five to eleven.
Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent examination,
it is my responsibility to:
(1) which gives me reasonable cause to believe that, in any material respect, the requirements
- to keep accounting records in accordance with Section 386 and 387 of the Companies Act 2006; and
- to prepare accounts which accord with the accounting records, comply with the accounting requirements of
Sections 394 and 395 of the Companies Act 2006 and with the methods and principles of the Statement of
Recommended Practice: Accounting and Reporting by Charities
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be
reached.

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the period ended
31 May 2010.
The members have not required the charitable company to obtain an audit of its financial statements for the period ended
31 May 2010 in accordance with Section 476 of the Companies Act 2006.

1. ACCOUNTING POLICIES
Accounting convention
The financial statements have been prepared under the historical cost convention, and in accordance with the Financial
Reporting Standard for Smaller Entities (effective April 2008), the Companies Act 2006 and the requirements of the
Statement of Recommended Practice, Accounting and Reporting by Charities.
Incoming resources
All incoming resources are included on the Statement of Financial Activities when the charity is legally entitled to the
income and the amount can be quantified with reasonable accuracy.
Donated services and facilities are only included in incoming resources (with an equivalent amount in resources
expended) where the benefit to the charity is reasonably quantifiable, measurable and material. The value placed on
these resources is the estimated value to the charity of the service or facility received.
Resources expended
Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related
to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities
on a basis consistent with the use of resources.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise
when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
