RESOLUTION NO. 16
WHEREAS, the Sangguniang Bayan of Argao, Cebu enacted in 1999, an Anti-Rabies Ordinance
under Ordinance No. 44 which requires owners of dogs and cats to have the same vaccinated with Anti-
Rabies Vaccine, Prescribing Rules in Impounding Stray Dogs and Cats, Prescribing Custodial Fees and
Imposing Penalties on the owners thereof;
WHEREAS, in its 11 years of implementation, it has been observed that there are flaws in some
provisions;
WHEREAS, with the recent series of increase in prices of all commodities, the fees imposed in
said ordinance are no longer practical and has to be adjusted to attune with the changes of time;
WHEREAS, amending the subject ordinance will define clearly some provisions particularly the
management aspect of said ordinance;

8. Stray Dogs/Cats – are loose dog/s and or cat/s roaming around in public places including
those which are tied but are not in their “proper place “and is/are not attended to by the owner;

have escaped from their owners or not attended to by the same, irregardless of length of time;
13. Dog/Cat Tag or Name Tag - A durable plastic or soft metallic tag, serially
numbered and color coded issued by the vaccinator bearing the name of the owner and
vaccination record, shall be securely attached to the collar of the pet animal.
Article II. Section 1 – Creation of the Municipal Rabies Control Authority (MRCA)
which reads as follows:
Section 3. Meetings – The Municipal Rabies Control Authority shall have at least one (1)
regular meeting every quarter. However, the Chairman, may call a Special Meeting anytime for
the purpose of talking up specific matters upon request of any of its members.

Section 4. Administrative Support – The Municipal Health Officer shall act as the
Ex-Officio Executive Officer and Head of the Secretariat of the MRCA. He shall be
assisted by a recording Secretary, the Municipal Sanitary Inspector, who shall be assigned
by the MHO. The Secretariat shall notify the members on the meetings of the MRCA,
document its proceedings, process and issue Dog and Cat Registration and /or Vaccination
Certificates and perform such other functions as may be assigned by the MRCA.
Section 5. Per Diems – Each member of the Municipal Rabies Control Authority as well as
the Recording secretary shall receive a per diem of P100.00 for every Regular and every Special
Meeting attended. This is subjected to the limitation of two (2) paid meetings for every quarter.

every Special Meeting attended. This is subjected to the limitation of two (2) paid meetings
for every two (2) months.
Section 3. Registration Fee – In the exercise of the regulatory powers of the Municipal
Government of Argao, for proper identification and protection of rights of owners of dogs(s)/
cat(s)the following are the schedule of the registration fees of dogs and cats;
1. Dogs P10.00/dog
2. Cats P5.00/cat
Payment of Registration Fees shall be made directly to the Office of the Municipal
Treasurer and a corresponding Official Receipt shall be issued, after which, the MRCA shall
register the said dog/cat.
1. Dogs P20.00/dog
2. Cats P10.00/cat
Payment of Registration Fees shall be made directly to the Office of the Muni-
cipal Treasurer and a corresponding Official Receipt shall be issued, after which, the
MRCA shall register the said dog/cat.
Section 8. Dog/Cat Collar (Name Tag) Fee - The cost of the identification collar
shall be borne by the owner of the animal/pet concerned, the amount of which shall be
determined by the Municipal Rabies Control Authority.
Section 9. Anti-Rabies Trust Fund - Custodial fees and fines shall be held in
trust. It shall serve as additional fund for the Task Force Kalimpyo in their operations
and implementation of this ordinance, subject to guidelines set by the MRCA.
Section 6. Rate of Custodial Fees – Impounded dogs and cats shall be released only upon
payment of the following custodial fees:
1. For the first twenty four (24) hours or a fraction thereof P50.00
2. For the succeeding twenty four hours (24) or a fraction thereof P25.00

2. For the succeeding twenty four (24) hours or a fraction thereof P 50.00
Section 9. Disposition of Unclaimed Animals – If after a period of five (5) days from the
date of the impounding, the dog/cat owner concerned will not claim his dog/cat, the Municipal
Rabies Control Authority is authorized to dispose the said stray dog/s and or cat/s either killed in a
humane manner or sold through public auction, the proceeds of which shall accrue to the local
government unit concerned.
Section 9. Disposition of Unclaimed Animals – If after a period of three (3) days from
the date of the impounding, the dog/cat owner concerned will not claim his dog/cat, the
Municipal Rabies Control Authority is authorized to dispose the said stray dog/s and or
cat/s, either killed in a humane manner or sold through public auction, the proceeds of
which shall accrue to the local government unit concerned.
SECTION 13. REPEALING CLAUSE. All laws or ordinances that are in conflict with any
of the provisions of this Ordinance are hereby repealed and/or modified accordingly.
SECTION 14. SEPARABILITY CLAUSE. If for any reason, any part of this ordinance is
declared unconstitutional or invalid, those provisions not affected thereby, shall remain in full force and
effect.
SECTION 15. EFFECTIVITY – This ordinance shall take effect immediately upon approval by
the Sangguniang Panlalawigan of Cebu.
