WHAT IS POLITICS?

Politics is the activity through which people make, preserve and amend t
he general rules under which they live. As such, it is an essentially social act
ivity, inextricably linked, on the one hand, to the existence of diversity and c
onflict, and on the other to a willingness to co-operate and act collectively. P
olitics is better seen as a search for conflict resolution than as its achieveme
nt, as not all conflicts are, or can be, resolved.
Politics has been understood differently by different thinkers and withi
n different traditions. Politics has been viewed as the art of government or as w
hat concerns the state , as the conduct and management of public affairs, as the r
esolution of conflict through debate and compromise, and as the production, dist
ribution and use of resources in the course of social existence.
There is considerable debate about the realm of the political . Conventiona
lly, politics has narrowly been seen as embracing institutions and actors operat
ing in a public sphere concerned with the collective organization of social existe
nce. However, when politics is understood in terms of power-structured relations
hips, it may be seen to operate in the private sphere as well.
A variety of approaches have been adopted to the study of politics as an
academic discipline. These include political philosophy or the analysis of norm
ative theory, an empirical tradition particularly concerned with the study of in
stitutions and structures, attempts to introduce scientific rigour through behav
ioural analysis, and a variety of modern approaches including the use of rationa
l-choice theory.
The study of politics is scientific to the extent that it is possible to
gain objective knowledge about the political world by distinguishing it between
facts and values. This task is nevertheless hampered by the difficulty of gaini
ng access to reliable data, by values that are implicit in political models and
theories, and by biases that operate within all students of politics.
Concepts , models and theories are the tools of political analysis, prov
iding the building blocks of knowledge. However, they are only analytical device
s. Although they help to advance understanding, they are more rounded and cohere
nt than the unshapely and complex realities they seek to describe. Ultimately, a
ll political and social enquiry is conducted within a particular intellectual fr
amework or ideological paradigm.
ELEMENTS OF STATE
1. PEOPLE

2. GOVERNMENT
The agency or instrumentality, through which the will of the state is formulated
, expressed and realized.

ve in a social State, or which are imposed upon the people forming that society
by those who possess the power or authority of prescribing them.
3.TERRITORY-
fixed portion of the surface of the earth, inhabited by the people of the state.
The territory must not be too small as to be unable to provide for the needs of
the people; nor should it be too large as to be difficult to administer. The te
rritory can extend to over a vast expanse, like China or Russia, or be as small
as Abu Dhabi.

4. SOVEREIGNTY
means the supreme, uncontrollable power, the absolute right to govern.
The supreme will of the State, the power to make laws, and enforce them by all t
he means of coercion it cares to employ.
Legal sovereignty: power to adapt/alter the constitution or supreme power to mak
e laws vs. Political sovereignty: sum total of all the influences in a state, le
gal & non-legal w/c determine the course of law
FORMS OF GOVERNMENT
Government type in the Philippines: Republic
Absolute monarchy - a form of government where the monarch rules unhindered, i.e
., without any laws, constitution, or legally organized oposition.
Anarchy - a condition of lawlessness or political disorder brought about by the
absence of governmental authority.
Authoritarian - a form of government in which state authority is imposed onto ma
ny aspects of citizens' lives.
Commonwealth - a nation, state, or other political entity founded on law and uni
ted by a compact of the people for the common good.
Communist - a system of government in which the state plans and controls the eco
nomy and a single - often authoritarian - party holds power; state controls are
imposed with the elimination of private ownership of property or capital while c
laiming to make progress toward a higher social order in which all goods are equ
ally shared by the people (i.e., a classless society).
Confederacy (Confederation) - a union by compact or treaty between states, provi
nces, or territories, that creates a central government with limited powers; the
constituent entities retain supreme authority over all matters except those del
egated to the central government.
Constitutional - a government by or operating under an authoritative document (c
onstitution) that sets forth the system of fundamental laws and principles that
determines the nature, functions, and limits of that government.
Constitutional democracy - a form of government in which the sovereign power of
the people is spelled out in a governing constitution.
Constitutional monarchy - a system of government in which a monarch is guided by
a constitution whereby his/her rights, duties, and responsibilities are spelled
out in written law or by custom.
Democracy - a form of government in which the supreme power is retained by the p
eople, but which is usually exercised indirectly through a system of representat
ion and delegated authority periodically renewed.
Democratic republic - a state in which the supreme power rests in the body of ci
tizens entitled to vote for officers and representatives responsible to them.
Dictatorship - a form of government in which a ruler or small clique wield absol
ute power (not restricted by a constitution or laws).
Ecclesiastical - a government administrated by a church.
Emirate - similar to a monarchy or sultanate, but a government in which the supr
eme power is in the hands of an emir (the ruler of a Muslim state); the emir may
be an absolute overlord or a sovereign with constitutionally limited authority.
Federal (Federation) - a form of government in which sovereign power is formally
divided - usually by means of a constitution - between a central authority and
a number of constituent regions (states, colonies, or provinces) so that each re
gion retains some management of its internal affairs; differs from a confederacy
in that the central government exerts influence directly upon both individuals
as well as upon the regional units.
Federal republic - a state in which the powers of the central government are res
tricted and in which the component parts (states, colonies, or provinces) retain
a degree of self-government; ultimate sovereign power rests with the voters who
chose their governmental representatives.
Islamic republic - a particular form of government adopted by some Muslim states
; although such a state is, in theory, a theocracy, it remains a republic, but i
ts laws are required to be compatible with the laws of Islam.
Maoism - the theory and practice of Marxism-Leninism developed in China by Mao Z
edong (Mao Tse-tung), which states that a continuous revolution is necessary if
the leaders of a communist state are to keep in touch with the people.
Marxism - the political, economic, and social principles espoused by 19th centur
y economist Karl Marx; he viewed the struggle of workers as a progression of his
torical forces that would proceed from a class struggle of the proletariat (work
ers) exploited by capitalists (business owners), to a socialist "dictatorship of
the proletariat," to, finally, a classless society - Communism.
Marxism-Leninism - an expanded form of communism developed by Lenin from doctrin
es of Karl Marx; Lenin saw imperialism as the final stage of capitalism and shif
ted the focus of workers' struggle from developed to underdeveloped countries.
Monarchy - a government in which the supreme power is lodged in the hands of a m
onarch who reigns over a state or territory, usually for life and by hereditary
right; the monarch may be either a sole absolute ruler or a sovereign - such as
a king, queen, or prince - with constitutionally limited authority.
Oligarchy - a government in which control is exercised by a small group of indiv
iduals whose authority generally is based on wealth or power.
Parliamentary democracy - a political system in which the legislature (parliamen
t) selects the government - a prime minister, premier, or chancellor along with
the cabinet ministers - according to party strength as expressed in elections; b
y this system, the government acquires a dual responsibility: to the people as w
ell as to the parliament.
Parliamentary government (Cabinet-Parliamentary government) - a government in wh
ich members of an executive branch (the cabinet and its leader - a prime ministe
r, premier, or chancellor) are nominated to their positions by a legislature or
parliament, and are directly responsible to it; this type of government can be d
issolved at will by the parliament (legislature) by means of a no confidence vot
e or the leader of the cabinet may dissolve the parliament if it can no longer f
unction.
Parliamentary monarchy - a state headed by a monarch who is not actively involve
d in policy formation or implementation (i.e., the exercise of sovereign powers
by a monarch in a ceremonial capacity); true governmental leadership is carried
out by a cabinet and its head - a prime minister, premier, or chancellor - who a
re drawn from a legislature (parliament).
Presidential - a system of government where the executive branch exists separate
ly from a legislature (to which it is generally not accountable).
Republic - a representative democracy in which the people's elected deputies (re
presentatives), not the people themselves, vote on legislation.
Socialism - a government in which the means of planning, producing, and distribu
ting goods is controlled by a central government that theoretically seeks a more
just and equitable distribution of property and labor; in actuality, most socia
list governments have ended up being no more than dictatorships over workers by
a ruling elite.
Sultanate - similar to a monarchy, but a government in which the supreme power i
s in the hands of a sultan (the head of a Muslim state); the sultan may be an ab
solute ruler or a sovereign with constitutionally limited authority.
Theocracy - a form of government in which a Deity is recognized as the supreme c
ivil ruler, but the Deity's laws are interpreted by ecclesiastical authorities (
bishops, mullahs, etc.); a government subject to religious authority.
Totalitarian - a government that seeks to subordinate the individual to the stat
e by controlling not only all political and economic matters, but also the attit
udes, values, and beliefs of its population.
CONCEPT OF STATE
The concept of the state can be distinguished from the concept of govern
ment. The government is the particular group of people, the administrative burea
ucracy, that controls the state apparatus at a given time. That is, governments
are the means through which state power is employed. States are served by a cont
inuous succession of different governments.
Each successive government is composed of a specialized and privileged b
ody of individuals, who monopolize political decision-making, and are separated
by status and organization from the population as a whole. Their function is to
enforce existing laws, legislate new ones, and arbitrate conflicts via their mon
opoly on violence. In some societies, this group is often a self-perpetuating or
hereditary class. In other societies, such as democracies, the political roles
remain, but there is frequent turnover of the people actually filling the positi
ons.
