Prior to the council meeting commencing there will be an opportunity of up to 15 minutes for
members of the public to make comments and to ask questions of the Parish Council

3. Minutes of the last meeting


 To approve the minutes of the meeting held on 14th March 11 (Paper A)
 Matters arising (for information only)
o Hedge trimmer purchase - a Sthil hedge trimmer was purchased, as
recommended, at a cost of £241.67
o Carisbrooke Halt station plaque – meeting to be arranged between Chair
of Governors and Chairman
o Free car parking – to note the response from Cllr Edward Giles

4. Safer Neighbourhoods Team


 To receive an update from the Newport Safer Neighbourhoods Team

5. Finance
I. Financial Statement (Paper B)
To receive and consider a financial statement for the year end 31 March 11

II. Accounts for Payment


 To consider and approve accounts for payment (Paper C )

III. Payroll Provision
To discuss the increase in the IWC Payroll Charges from £141.12 to £252 per
annum. Initial enquires into costs charged by other payroll providers range from
£250 to £400 per annum; this would be for the paper transactions and does not
include actual payments to staff.

6. Planning and Licensing Committee


 To receive and consider the minutes of the Planning and Licensing
Committee held on 3rd and 17th March 11 (Paper D)

7. Referendum on the AV system – Cllr Jones-Evans


To discuss the referendum on the AV system and the implications for future
parish elections

8. Beacon Page
To discuss the best use of the newsletter budget and consider the following
options:
 Full page bi monthly - £220 plus VAT
 Half page monthly - £112.50 plus VAT

9. Bird Hide Project – Cllr Whiteman


To note the withdrawal of planning permission for the bird hide following
objections from the IWC and Natural England and discuss the plans for the
future of the project.

10. Annual Parish Meeting – Cllr Whiteman


 To confirm the Annual Parish Meeting will be held on Wednesday 27th April,
7pm at the Parish Centre Town Lane. The guest speaker will be Ray
Harrington-Vail from the Footprint Trust
 To receive and approve the Annual Report for 2010/11(Paper E)

11. IWALC – Cllr Lumley


To receive a written report (Paper F)

12. Reports from IW Councillors


To receive reports from IW Councillors who are not members of the Parish
Council

13. To receive items for next agenda

14. Date and location of next Parish Council meetings


The Annual Parish Meeting is scheduled for Wednesday 27th April, 7pm at the
Parish Centre, Town Lane.
The next meeting is scheduled for Monday 9th May 2011, 6.45pm at the
Riverside Centre. This will be the Annual Meeting of the Council which will be
followed by the normal monthly meeting
