This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Proper
public notice of the meeting was published in the local papers on March 5 and March 6, 2011.

If any Board member or member of the public in attendance believes that the meeting is in violation of
the Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement at
this time.

The Board wishes to make those in attendance aware that this meeting is being recorded on video and will
be broadcast by the Board at a later date on CATV Channel 77.

The Hoboken Board of Education is committed to preserving the decorum of the public process and is

1. Submitting for review and approval, I hereby recommend a change in our 2010-2011
school calendar due to the closing of the district for (3) snow days. The last day of
school will be June 22, 2011 with the last two days being half day sessions (June 21 and
June 22, 2011). June 16, June 17, and June 20, 2011 will be full day sessions.

2. Submitting for review and approval, I hereby recommend based on communication from
Veronica M. Scappatori, teacher at Wallace School, that the Board accept her resignation
for the purpose of retirement effective May 1, 2011. The Board expresses appreciation to
Ms. Scappatori for her dedicated service to the children of Hoboken. TCH.WA.ELEM.19

3. Submitting for review and approval, I hereby recommend based on communication from
Bartholomew Reilly, Principal at Wallace School, that the Board accept his resignation
for the purpose of retirement effective August 1, 2011. The Board expresses appreciation
to Mr. Reilly for his dedicated service to the children of Hoboken. ADM.WA.PRIN.01

4. Submitting for review and approval, I hereby recommend the Board rescind resolution #
11 on the Stated Session agenda of March 8, 2011, regarding the appointment of
Alexander Amar as a part-time custodian.

5. Submitting for review and approval, I hereby recommend based on communication from
Irene LaBruzza, School Nurse at Hoboken High School, that the Board accept her
resignation for purpose of retirement effective July 1, 2011. The Board hereby expresses
appreciation to Mrs. LaBruzza for her dedicated service to the children of Hoboken.

6. Submitting for review and approval, I hereby recommend the following staff for the
position of Assistant Softball Coach for the 2010-2011 School Year salary as per HEA

7. Submitting for review and approval, I hereby recommend approval for Hoboken High
School Student Center to enter into a contract with HOPES CAP, to provide
empowerment workshops to the Hoboken High School students during the 2010-2011
school year. Workshops will consist of (8) 1.5 hour weekly after school sessions, during
the months of April through June. Start date will be Wednesday, April 13, 2011; ending
date June 6, 2011. Sessions will be on Monday except for the first one. It is offered free
of charge to the students. Costs will include miscellaneous expenses such as snacks for
the students in the approximate amount of $100, to be taken from SBYSP grant line: 20-
436-200-800-13-0251-000.

8. Submitting for review and approval, I hereby recommend based on communication from
Jennifer Wetzel, that she will return to a teaching position in the district as of September
1, 2011.

9. Submitting for review and approval, I hereby recommend the termination of Bienvenido
Cueto as Assistant Baseball Coach for the 2010-2011 School Year.

10. Submitting for review and approval, I hereby recommend based on communication from
Kenneth Turso, 6th grade Social Studies Teacher at Connors School, that the Board accept
his resignation for the purpose of retirement effective July 1, 2011. The Board expresses
appreciation to Mr. Turso for his dedicated service to the children of Hoboken.

11. Submitting for review and approval, I hereby recommend based on communication from
Annemarie DeMaio, 5th grade teacher at Calabro School, that the Board accept her
resignation for the purpose of retirement effective July 1, 2011. The Board expresses
appreciation to Mrs. DeMaio for her dedicated service to the children of Hoboken.

12. Submitting for review and approval, I hereby recommend the acceptance of the 2010-
2012 Hoboken District Professional Development Plan.

13. Submitting for review and approval, I am hereby recommending the appointment of Ms.
Veronica Ramos as substitute for Connors Elementary School’s co-curricular activities
for the Monday after school program to be used as necessary. Compensation will be as
per HEA contract. Funding will be provided through line account number: 15-401-100-
100-09-1903-000.

14. Submitting for review and approval, I am hereby recommending the addition of the
following position to our position control roster: (11-000-217-100-20-0000-000) AIDE
PT 1:1 HQ Unique Position Control – AID.FL.ICAP.22

15. Submitting for review and approval, I am hereby recommending the appointment of
Joshua Carmona as a part-time Highly Qualified Teacher Aide with a rate of pay at $13
per hour effective April 18, 2011 and ending June 30, 2011 for the 2010-2011 School
Year. This appointment is needed for a classified student attending Hoboken High
School who requires a one-on-one aide. (AID.FL.ICAP.22) (11-000-217-100-20-0000-
000)

16. Submitting for review and approval, I hereby recommend the acceptance of the
resignation of David J. Rivera, bus aide effective March 22, 2011. AID.FL.TRAD.11
(11-000-270-107-13-0000-000).

17. Submitting for review and approval, I hereby recommend based on communication from
Pasqua Cioce, transportation aide/security guard, that the Board accept her resignation for
the purpose of retirement effective May 1, 2011. The Board hereby expresses
appreciation to Ms. Cioce for her dedicated service to the children of Hoboken.

18. Submitting for review and approval, I hereby recommend the appointment of Mr. Jorge
Rodriguez, Sr., as a Custodian assigned to Hoboken High School effective April 18, 2011
through June 30, 2011 for the 2010-2011 School Year. Mr. Rodriguez will be replacing
Anthony J. Ocello a Custodian terminated on the March 8, 2011 agenda. Salary as per
HEA contract – Step 1 for $23,030. CUS.FL.CUSF.03 (11-000-262-100-13-1044-000).

19. Submitting for review and approval, I hereby recommend Ms. Yveliss Martinez for the
position of part time Bus Aide at $8.50 an hour pending original background check and
physical examination results. Ms. Martinez will be replacing Pasqua Cioce a part time
Bus Aide who will be retiring effective May 1, 2011. AID.FL.TRAD.17 (11-000-270-

20. Submitting for review and approval, I hereby recommend Ms. Marilyn Morales for the
position of part time Bus Aide at $8.50 an hour, 3 ½ hours a day pending original
background check and physical examination results. Ms. Morales will be replacing
David Rivera a part time Bus Aide who resigned effective March 22, 2011.

Schools Structured Learning Experiences Program to participate with Dwight Robert
Thomson, owner of “D’s Soul full Café”, in an internship for Hoboken High School
students. There is no cost to Hoboken School District.

27. Submitting for review and approval, I hereby request permission for Hoboken High
School to house the SAT test on the following dates through Education Testing Services.
An insurance policy for the building through ETS will be valid from September 11
through September 12, 2012.

28. Submitting for review and approval, I hereby request permission for Hoboken High
School to accept a donation of four televisions from Mr. Colon Demetri to be placed in
the physical education and EMT rooms. The value of the televisions is $140.

29. Submitting for review and approval, I hereby request permission for Hoboken High
School Emergency Response Team to enter into a partnership with Liberty Health Jersey
City Medical Center. Jersey City Medical Center would like to donate $2,000 to the
Hoboken High School Emergency Response Team to establish EMT scholarship
program. There is no cost to the Hoboken School District for this partnership.

30. Submitting for review and approval, permission is hereby requested for Hoboken High
School Hispanic Culture Club to conduct a series for the members of the Hispanic
Culture Club entitled “Hispanics in Our Community”. The scheduled speakers are:

NJ Assemblyman Ruben J. Ramos, Jr. from the 33rd Legislative District of New Jersey
US Representative Albio Sires from 13th Congressional District of New Jersey

mentee and mentor to the mentoring program at Wallace Elementary School:
Ms. Kerry McLoughlin (Elementary Resource/Special Education Teacher) is being
mentored by Ms. Denise Donnelly (Elementary Resource/Special Education Teacher).

37. Submitting for review and approval, I hereby recommend that Yudelka Gonzalez, a part-
time Highly Qualified ABA Teacher Aide receive a pay increase from $13 to $15 per
hour effective April 13, 2011. Ms. Gonzalez is presently a one-on-one aide in our ABA
class. She has recently completed the “Introduction to Applied behavior Analysis and
Teaching Verbal Behavior in the Classroom Training” at the College of New Jersey.

38. Submitting for review and approval, I hereby recommend that Board of Education shall
have their Reorganization Meeting on Tuesday, May 10, 2011 at 7:00 pm followed by a
ten minute break. After which time, a regularly scheduled meeting of the Hoboken Board
of Education will commence.

39. Submitting for review and approval, I hereby recommend hiring Bruce Radigan for the
position of Assistant Baseball Coach for the 2011 Spring Season only. Compensation for
said position will be at a pro-rated salary of $3, 560. Funding from line item #15-402-

communication from Mrs. Paula Ohaus, Theatre Arts teacher at Hoboken High School,

Education submit a grant application for the 2011 Safety Grant Program through the New
Jersey School Boards Association Insurance Group’s NJEIF Subfund in the amount of
$8,438.77 for the period July 1, 2011 through June 30, 2012.

Education enter into a contract with Hoboken University Medical Center for the Family
Health to provide medical services to students of the Hoboken School District effective
July 1, 2009 through June 30, 2012. Fees for services rendered under the contract shall
not exceed $150,000 (should be deducted from line item #11-000-213-390-20-0000-000).

11 SBA Submitting for review and approval, I hereby recommend that the Hoboken Board of
Education enter into a Special Education Tuition Agreement with Bergen County Special
Services (BCSS) to provide special education and related services to a auditorily-
impaired student for the extended school year (summer 2011) commencing on July 6,
2011 and ending on July 29, 2011. The total tuition cost will be $4,300.

The Hoboken Board of Education (the “Board”) resolves that:

1. TD Bank, N.A. (the “Bank”) is designated as a depository for the funds of the
Board and to provide other financial accommodations indicated in this resolution.

2. This resolution shall continue to have effect until express written notice of its
rescission or modification has been received and recorded by the Bank. Any and
all prior resolutions adopted by the President and Members of the Board and
certified to the Bank as governing the operation of this Board’s account(s) are in
full force and effect, until the Bank received and acknowledges an express
written notice of its revocation, modification or replacement. Any revocation,
modification or replacement of a resolution must be accompanied by
documentation, satisfactory to the Bank, establishing the authority for the
changes.

3. The signatures of the Board Secretary and School Business Administrator on this
resolution are conclusive evidence of their authority to act on behalf of the
Government Unit. The Board Secretary or School Business Administrator, so
long as he acts in a representative capacity as agent of the Board, is authorized to
make any and all other contracts, agreements, stipulations and orders which they
may deem advisable for the effective exercise of the powers indicated on page
one, from time to time with the Bank, subject to any restrictions on this
resolution or otherwise agreed to in writing. Board approval, via a duly adopted
resolution, is required for all matters so promulgated by State statute or
regulations, or as designated by Board policy or regulations.

4. All transactions, if any, with respect to any deposits, withdrawals, rediscounts


and borrowings by or on behalf of the Board with the Bank prior to the adoption
of this resolution are hereby ratified, approved and confirmed.

5. The Board agrees to the terms and conditions of any account agreement, properly
opened by the Board Secretary. The Board authorizes the Bank, at any time, to
charge the Governmental Unit for all checks, drafts, or other orders, for the
payment of money, that are drawn on the Bank, so long as they contain the
required signature for this purpose.

6. Except as prohibited by State statute or regulation, or by Board policy or


regulations, the Board acknowledges and agrees that the Bank may furnish at its
discretion automated access devices to Agents of the Board to facilitate those
powers authorized by this resolution or other resolutions in effect at the time of
issuance. The term “automated access device” includes, but is not limited to,
credit cards, automated teller machines (ATM), and debit cards.

7. The Board acknowledges and agrees that the Bank may rely on alternative
signature and verification codes issued to or obtained from the Agents named on
this resolution. The term “alternative signature and verification codes” includes,
but is not limited to, facsimile signatures on file with the Bank, personal

identification numbers (PIN), and digital signatures. If a facsimile signature


specimen has been provided on this resolution (or that are filed separately by the
Board with the Bank from time to time), the Bank is authorized to treat the

what means the facsimile signature may have been affixed so long as it resembles
the facsimile signature specimen on file. The Board authorizes each Agent to
have custody of the Board’s private key used to create a digital signature and to
request issuance of a certificate listing the corresponding public key. The Bank
shall have no responsibility or liability for unauthorized use of alternative
signature and verification codes unless otherwise agreed in writing.
