FLOOD AFFECTED PEOPLE

PROBLEMS AND SUGGESTIONS FOR


REHABILITATION
An outlook of the problem by the comparison of different group

people and their geo specific state of affairs.

Our report is concerned with the problems of flood affected people who
are inhabited in relief camps. Different camps have different
composition of the people and camp specific problems. In this report
we have tried to show a comparison of two entirely different camps.
We have showed here that how the type of organization and
composition of the camp dramatically affect the people sufferings.

Here we have also discussed the problem of political affiliations of


people. Politics is the social organization of people. Politics may differ
from places to places. People belongs to the organization of the other
political group are severely exploited and oppressed. The people of
one of our surveyed camp are belonged to Sindh and other to
Balochistan. It is observed that people from Balochistan are not
treated well in comparison that of Sindh. Balochi people are
discriminated not only in the camps but also in the process of their
rehabilitation.

Rehabilitation is the crucial process which could mainly supervise only


by the govt. NGO’s and other organizations has not much resources
and infrastructure to organize it. Therefore govt. has to realize its sole
responsibility in this course of redevelopment. Govt. does not only
require to provide assistance for rehabilitation but also has to make
comprehensive program for dams and protective walls. Govt. should
also response to the long term impact of global environmental
problems and try to use water and floods as resource rather calamity.

CAMP’S INFORMATION

CAMP#1

Govt. Boys Primary School, DB Edwani.


At Sachal Goth, near Mosamiat.

Organizer from Jamat-e-Islami: Mumtaz Alam


Organizer from the affected people: Arbab Somro
Tribe or family dwelling in the school: Somro Bradri, Mirpur Broho,
Jackab-a-Bad.
Our attendant: Gul Hassan (Jamat e Islami)
Demographics of the camp: Approx. 275 people with equal no. of male
and females. 64 people were gone by our date of visiting camp. No. of
children are 56.

CAMP#2

Govt. Girls Primary School, DB Edwani.

Former Organizer: Jye Sindh (which was dismissed by govt. due to the
complaints of corruption). They are now living without any organizer.
Principle of the school acts as their representative. Food is provided
and organized by EDHI.
People dwelling in the school: They have come from Jaffar-a-Bad,
Lasbella, Balochistan.
Our attendant: Jan Muhammad (an IDP)
Demographics of the camp: Approx. 175 people. Most of the people of
camp were already gone.
PROBLEMS IN CAMPS

COMPOSITON

Camp#1 was constituted entirely a single family or tribe. So there is


many less social or psychological problems they are facing. They had
no sociological or interaction problems. Same family norms and
relationships made the camp like a big house. They are belonged to
the middle class group of income. In their former place they lived with
different types of businesses and occupations.

Camp#2 contained different families. They are very poor people in


their former places. The nature of their activities is primary. They lived
with occasional agriculture labor on the farms of others and basically
raised animals for their living and expenses. They also belong to the
same village and share same culture. Here we also did not find any
complaints of social interaction and problems.

ORGANIZATION

Camp#1 is organized by Jamat e Islami. They are managing it very well


and in a socially responsible way. People in the camp are very happy
with them. Jamat has connected the people of the camp well with the
city and helping organization. People of the camp have no such
problem of communication with the city people and helpers due to
them.

Camp#2 was formerly organized by Jye Sindh. But due to the political
differences of Balochi people and Sindhi organization and also huge
corruption of funds, govt. dismissed the organization from the school.
Now school had been organizing by the people of the camp. One of the
IDP told us that they are themselves organizers and gate keepers.
Because of communication gap and cultural differences they are not
getting proper communication with helping organization.

FUNDS AND DISCRIMINATION


CAMP#1: Jamat-e-Islami has their own organizational funds and links
with other NGO’s. It is also funding by govt. and other international
organizations like UN. The day before our visit UN visited the camp to
see the usage and organization of the fund. People of the camp had no
complaints about their usage of funds and services they are giving to
them.

CAMP#2: Because of no organizer they are facing a lot of difficulties in


acquiring funds and foods. Beside better medical services, they are
getting no other benefits. One of the bigger problems is also politics.
They are belonged to Balochistan. So it is the responsibility of the
Balochistan govt. to assist them and spend their funds. But they are
living in Sindh, so Balochistan govt. is not directly responding or
answering to their calamities. The people in the camp have gotten into
the dilemma of what to do in this state of affair.

MEDICAL

Both camps have nearly the same type of medical problems. They are
affected mainly with gastro, malaria and several diseases related to
the abdomen. Most of the diseases they have brought from their
former places. They also acquired some diseases from Karachi because
of the quality of water and weather changes.

Govt. and PEEMA doctors and students are regularly visited these
camps. Dr. Shahida Manzor a visiting doctor told us that they are
also refering serious patients to Liaquat or Zia ud Din hospitals which
charges are paid by govt. We also met workers who were dosing polio
drops to children. There was enough storage of basic medicine in both
camps.

In short govt. and other related organizations are fulfilling their medical
jobs and social responsibilities very well.

HYGIENE

CAMP#1: They have proper hygienic conditions in their camp. Govt.


has built new toilets for them where they could also wash their cloths.

CAMP#2: They have shortage of washrooms. They have to wash their


clothes in the open area where water has been accumulated. This
water is causing serious hygienic problems for the people and
specifically children. Children play around this stagnant and harmful
water which is very dangerous for their health.
EDUCATION

CAMP#1: Jamat e Islami organized a Bethak School for the children of


the affected people. They are taught Quran Sharif, basic religious
morals and basic math. The teachers of the school are from the camp.
Two ladies among them were literate up to intermediate, who conduct
these classes.

CAMP#2: No education is provided to their children. A small but great


effort has been conducted by the one of the group of our class mates
who has conducted five fruitful visits of the camp. They have struggled
to provide basic moral and patience to the suffered children to endure
this great calamity.

FOOD

CAMP#1: Cooked foods are provided two times by Jamat-e-Islami. The


provide Biryani, daal chawal and other vegetables with bread. People
of the camp have some complaints about the availability of food but
not so much. It is the hour of difficulty; thus some problems and
troubles must be suffered.

CAMP#2: The food in the camp is provided by Edhi. But this food is not
cooked like the former one or other camps are gotten. They are
provided dry food by Edhi. They have not enough pots and containers
to cook and preserve food. This creates a lot of problem for them. They
have to cook their food by themselves using woods from school desks.
Principle has granted this because of no option and availability of the
funds.

WATER

CAMP#1: They are provided with mineral water for their drinking. This
water is being supplied by different private NGO’s and by common
people charity.

CAMP#2: They are using the same water which is providing through
the camp’s tap.

IMPACT ON PEOPLE
BEGGARY

It is reported to us that some people in the camp also go to the city for
the purpose of beggary. It is causing a huge and negative social impact
on the affected people. There is no way to stop them. They are
suffered with poverty and displacement from their settled places.

It is required that camp’s people should make some social body that
could prevent this alleged beggary which will have a disastrous impact
on their fore life.

EMIGRANT

Some young people also want to settle permanently in the Karachi. Our
attendant told us that these people are mostly technician, automaker
and electrician. The most amazing and general job which are offered to
them is safeguard. A person Mehboob Joyo is offering guards job to
them who are matriculate.

Besides individuals, some families also want to settle in the Karachi.


They were still in the camp but it is supposed that some families will
not return their homes which will cause the problem of land
grabbing.

MARRIAGES

The most amazing activity is the activity of marriage in the camp.


Jamat e Islami has arranged the marriages of six couples. They gave
ajrak, merriment clothes and haq mahar to bridegroom and shadi jora,
pots, some gold and dowry to the bride. It is the very healthy activity in
the camp which will help them to come out the sense of there
jeopardy.

REHABILITATION

SCHOOLS AS CAMPS

Govt. should take fast track action in the process of rehabilitation.


Camps are basically schools. Flood affected people are there for two to
three months. In these months, there is no education in the school
where they are settled. School children are loosing their months of
education which might have a huge impact on their final results. The
basic problem is the availability of funds which must be solved by the
govt. as fast as possible.
WATAN CARD

Govt. has arranged watan card for the purpose of rehabilitation


process. Watan card has an amount of Rs.100,000. The amount of
20,000 will be issued at the card’s issuance and further will be issued
afterwards. The process of issuance of watan card is under the
supervision of NADRA. After issuance of national identity card they
issue an ATM card in the name of the person who could use it in any
ATM machine.

This is a very supportive program for the affected people. But again
there is still no issuance of watan card to the people of Balochistan,
who might get it when they return to their homes. Due to no initial
amount of money, they have very difficulty in gathering initial resource
to go to their area. Govt. should collaborate with the Balochistan
provincial govt. and allow them some initial amount to them for going
home.

TRANSPORTATION

For initial transportation to their homes, Jamat e Islami has been giving
Rs.1,000 to each people. It is also providing vehicles to them for
transportation.

Camp#2 is very fortunate in this respect. They live in the area where
there is no obstruction in their way to the home. But the people in
Camp#1 reported us that in their way to home govt. transportation
only getting them to the main area after which some natural jheel has
been formed by the flood. Also bridges have been destroyed on the
river which has turn only boat transportation through it. Therefore boat
owners are charging whimsical rates from the affected people which
are very humiliating. Govt. in this respect has to respond the situation
and apply some moral obligation on the boat owners.
