APPENDIX “C”

RULES & GUIDELINES


Daily Transport Facility for DHQ based staff App
1. ELIGILIBILITY: ALL Descon staff members are eligible to avail the facility, on first come
first served basis, as per procedure given below.

2. PROCEDURE FOR AVAILING FACILITY: Employee shall fill the prescribed “Request
Form / Undertaking for Daily Transport Facility” and send it to in charge Corporate
Admin (ICA) for arranging the facility.

3. Based upon the information provided in Request Form, ICA shall identify the specific
Route on which the employee can be accommodated. Depending upon availability of
vacant seat and the approved Route, ICA shall recommend the facility to be provided for
approval by in charge PP&A.

4. Subsequent to above approval, the employee shall be conveyed all the relevant details
(Route, Pick up/ Drop point, Seat Number if applicable etc) whereupon the employee will
be required to give an Undertaking, which is a prerequisite for commencing the services.

5. Transport Facility cannot be availed without proper authorization and submission of


Undertaking, which will be numbered for the purpose of developing a “Waiting List”

6. GENERAL DISCIPLINE & SAFETY RULES: Coaches shall travel on approved Routes
only and no deviation is allowed without formal change in the Route by in charge
Corporate Admin. Coaches will pick up / drop passengers at assigned stops only and
strictly observe the timings mentioned on the Route. Copy of Route duly signed by
Admin shall be provided in each coach for information.

7. Passengers should get off/ on the Coaches at specified stops only. Stopping of coaches
near traffic signals / crossings is not permitted as it constitutes safety hazard.

8. Females and elderly staff members shall be provided with designated seats.

9 All employees shall observe strict punctuality and are expected to be on their respective
pick up/ drop points well before arrival of the coach. No relaxation in time is allowed in any case to
any one. In case passenger is not in visible eye range, the Senior Passenger or Driver is authorized
to drive away. A Senior Passenger for each Route shall be nominated by Admin Dept, in consultation
with the relevant passengers , to maintain discipline and ensure smooth operation of coach on the
Route.

10 Each employee shall normally travel on the duly approved Route only. Any change in Route
shall be executed only by following the procedure mentioned in paras (2) to (4). Temporary travel for
maximum 3 days on another Route may be allowed with the consent of Senior Passenger, subject to
availability of seat on the desired Route.

11. Window panes of Coaches should not be opened when Air conditioners are in operation.

12. In no case passengers should enter into debate with the Traffic Police. In case of any
accident, Senior Passenger or other passengers should inform Admin Dept and never enter into any
Dispute with any outsider. No direct instructions to the Driver of a coach shall be given by any
passenger. All requirements, Suggestions, Complaints should be lodged with the Senior Passenger
only or in case of his non availability, Admin Dept may be contacted.

13. All complaints / Suggestions for Improvements in the service may please be sent by e-mail to the
Senior Passenger with copy marked to Admin Dept

14. Transport Committee;

A Transport Committee comprising of Senior Passengers, Representative of Admin Department


( to act as Secretary ) and two Female passengers shall be constituted to deliberate upon all
Transport related issues and take decisions to ensure that Quality services are provided at minimum
possible cost. Committee shall make recommendations for improvement of service by the Contractor
through the Secretary, who will arrange timely decisions by the Company Management through
Head HRD & Admin.

All complaints / grievances/ conflicts shall be brought to the notice of Secretary or any staff member
of the Transport Committee for resolving the same.

15 Liability of employee for payments :

15 a) As stated in the Undertaking, each passenger shall be liable to pay a fixed amount per
month, as notified from time to time. The aforesaid amount shall be deducted from his /her
salary every month.

15-b) above fixed amount shall change as per occupancy of the Coach operating on a
Route. If the number of passengers drops below twenty (20) the service on that specific
Route shall become unviable. Matter shall be discussed in Transport Committee meeting
and the service on Route terminated, if the number of passengers is not increased. .

15-c) In addition to the fixed amount per month, employee shall be liable to pay the
additional cost, if any, due to increase in price of Diesel as per following standard formula

Change in monthly charges per vehicle = ( New price of Diesel in Rs/ liter) – ( Base price of
Diesel agreed at time of award of Contract = Rs 82.60 per Liter ) x (70x 24 ) / 4

16. Subsequent to approval of Request to avail transport facility, withdrawal shall not
be allowed within one month from the date of start of availing service. Later on, if an employee
wants to discontinue the transport facility, minimum one month advance notice must be served in
writing while he may continue availing the facility during notice period. Payment for the notice
period shall be deducted from salary.
