(NRNA-NCC Finland)

Call for application for the candidacy for the new Executive Board of the National
Coordination Council (NCC)-Finland:

1. Executive board:

The NCC will have an executive board of 21 (maximum 21 and minimum of 9) members
including Chairperson and an additional ICC representative. The Chairperson and ICC
representative will be elected directly by the registered members during the Annual
General Meeting(AGM). In addition, the other board members (maximum total 20) will
also be elected by the registered members directly. However, the number of elected
members should be at least 9 including the Chairperson.

The elected NCC board members among themselves shall elect/appoint two Vice-
Chairpersons, a General Secretary, a joint secretary, a Treasurer, a Secretary, a youth
representative and a women representative from among themselves in the board.

The tenure of the NCC and the elected executive board shall be for two years as stated in
the By laws of NRN-Finland. The election is open for one Chairperson, One ICC
representative and 20 executive member seats. Out of 20 seats there is a quota each for 5
different hospital regions of Finland which implies in the case when a regional candidate
already wins as normal candidate, no other reservation seat will be available.

Eligibility for NCC General Membership

i). A person of Nepali origin (Citizen of Finland), a Permanent Resident, or a Nepalese


citizen must have lived in Finland legally for more than 182 days (six months) as defined
by NRN-ICC.

ii).Must be 18 years of age or older,

iii)S/he must have paid the NRNA-Membership fee before the deadline mentioned in
Election Schedule below which is usually one week before the AGM.

Eligibility for EC candidate

for membership queries) i.e. s/he must have paid the NRNA-Membership fee before the
deadline for submission of the application for the candidacy mentioned in Election
Schedule below which is usually three weeks before the AGM. Furthermore, a proof of
his/her payment should be attached with the application in the form of bank receipt.

Application Form and Documents to be submitted by the candidates

Election committee will publish an application form to file the nomination. In addition to
the application form, the candidates need to submit an election manifesto which will be
published by the election committee immediately after the deadline to file the nomination
has elapsed. Application can be submitted online as an email to the election committee.

The application form will contain among other information such as his/her personal
introduction (such as his name, date of birth, address in Nepal, and residence address of
Finland, profession ) and the position (such as Chairperson or board member or ICC
Rep.) s/he is looking to apply for. Please note that one is eligible to apply for only one
position, i.e. either for Chairperson or for a board member or ICC Rep. The application
should contain following documents along with the application form:

i). one passport sized photo (or scanned photo, if submitted electronically)

ii) Application fee of 25 Euro (non-refundable) for general member and ICC
representative, 50 Euro(non-refundable) for the Chairperson should be transferred to the
a/c number is '174530-86530' and International Bank Account Number IBAN is FI62
1745 3000 0865 30. Use reference number 20116 and write your email in message field.
PS. The elected ICC Rep. needs to pay additional 250 Euro/year to the ICC.

iii)In addition to the Application fee, a Membership fee of 10 Euro must also be paid to
the same account at the time of application and the payment proof (Bank receipt/s) for
both (application fee and membership fee) should also be attached with the application.

iv) A copy of the candidate's election manifesto that will be forwarded to the community
by the election committee.

A proof of his/her identity and residence in Finland (such as a copy of passport and
residence permit, personal ID (issued by Finnish government) or a copy of Kela card
with photo) has to be presented only on 15th May before Election.

The application should reach the office no later than 25th April, 2011 until 17:00
EET(Finnish Time). The application can be sent electronically to

Election schedule
i). Application deadline for filing Nominations: 25th April, 2011 until 17:00 EET (Finnish
Time)
ii). All candidates name list publication: 27th April, 2011
iii). Any objection to the published list: 1st May, 2011 until 17:00 EET(Finnish Time)
iv). All Candidates name list: 2nd May, 2011
v). Last date for withdrawal of Candidacy: 4th May, 2011 until 17:00 EET(Finnish Time)
vi). Final candidates list and ballot paper publication by Election Committee : 6th May,
2011
vii). Final name list of voters: 9th May, 2011
vii). Date of Election: 15th May 2011
viii). Publication of results: 15th May 2011
Election Timings
Election will be held in the premises of Moniheli (Työpajankatu 2 D, Helsinki) on 15th
May 2011 from 10:00 EET(Finnish Time) to 17:00 EET(Finnish Time). The counting
of votes starts from 17:30 EET(Finnish Time).
Voting and its requirement
The voting is also possible by post. The voting by post will start from 7th May 2011 and
the ballot paper should reach the Election Committee office no later than 14th May, 2011.
S/he should have got the NRNA-membership latest by 1 week before the election (i.e. 7th
May, 2011) to be eligible for voting. To vote, s/he has to present Identity card such as
passport or Kela-card with photo or personal ID aka Finnish eID (issued by Finnish
government) or Driving License; No other IDs will be accepted.
Election Rules
The regional representatives
There is a quota each for the five heath control regions (Helsinki, Turku, Tampare,
Kuopio, Oulu) for a position of board member. The quota is valid till one member from a

In case of a tie
Election committee draw lots to determine the winner.
Less number of candidates
In case, the number of contestants are less than number of candidates required 9, we'll
extend the dates by few days but without major overhaul of the election schedule.
Chairperson and ICC representative's election
In case of more than 2 contestants, the one receiving maximum votes will be declared
winner. The number of votes need not be 50% of the total votes casted.
Election Committe
Members of the election committee can not contest elections. Election comittee will have
the right to decide any contentious cases taking into consideration By laws of NRN-
Finland, NRN and general rules of the NGOs of Finland. Election committee will be
independent and current NRNA board will not interefare its activities and actions.
Legal Competance of Election
In order to qualify for the legal competance atleast 17% of the total members should cast
votes
