NOTICE OF RACE

DATE
The regatta will take place over three weekends: Saturday 6th, Sunday 7th, Saturday 13th, Sunday
14th, and Saturday 20th August 2011.

AUTHORITY
The regatta is organised by Raffles Marina Ltd, together with Singapore Management University
and sanctioned by SingaporeSailing.

RULES
The event will be governed by the rules as defined in The Racing Rules of Sailing 2009 -
2012, and by MPA Pleasure Craft Regulations, IRC Rules 2011 shall apply, Laser SB3 Class Rules,
J24 Class Rules, International One Meter Class Rules (IOM), International Moth Class Rules,
International Access 2.3 Class Rules, International Regulations for Preventing Collisions at Sea,
this Notice of Race and the Sailing Instructions.

ADVERTISING
A boat and her crew shall comply with ISAF Regulation 20, Advertising Code.

ELIGIBILITY AND ENTRY


The regatta is open to all sailing yachts, beach Catamarans, Moths, International One Meter boats
and Access dinghies belonging to members of Singapore Sailing affiliated clubs and invited sailors
of other yacht clubs.

The regatta will have following classes. Class divisions will depend on entries received.

IRC - Keelboats with a current valid IRC 2011 certificate.


Regatta Organiser may split this class depending on the entries received.

Club Racer – This class is designed for shorthanded sailors and for cruisers that do not normally
race and therefore may not have a valid handicap certificate.

Beach Catamarans - Beach launched Catamarans of a size and condition acceptable to the
Regatta Organiser with minimum 6 entries.

J24, Laser SB3 & Moth - one design class with minimum 6 entries each.

International One meter - one-meter class rules boats with minimum 6 entries.

For the purpose of class development, the Organiser may allow fewer than 6 entries to form a class.

Eligible boats may enter by completing the Official Regatta Entry Form and sending it, together
with the required fee, copy of valid boat registration & insurance, PPCDL or equivalent and 2011
IRC certificate to Raffles Marina Dockmaster’s Office by or on 22nd July 2011. Entries received after
will be charged an additional entry fee of $100.00.

The following fees shall be paid by either RML membership account, cash, credit card or cheque on
submission of the entry form. They are non-refundable. All fees subjected to prevailing Singapore
Goods and Services tax

a) Yacht / Cat / Moth Entry - S$200 per yacht (including Skipper)

b) Per crew member - S$50 per crew

c) IOM entry - S$20 per person/boat

d) Access dinghy entry - S$10 per person/boat

Maximum of 3 short course races scheduled on each day.


On the 14th and 20th August, no warning signal will be made after 1700hrs.

The Regatta Organiser may alter the course, change the racing area or nominate an alternative
course by posting a notice.

The Sailing Instructions will be made available from 1st August 2011 at Raffles Marina
Dockmaster’s Office and Official Regatta Website www.westerncircuit.com.

VENUE
Races will be in Johore Straits.

THE COURSES
The courses to be sailed will be short courses and distance racing as described in the Sailing
Instructions.

SCORING
The low point scoring system of the ISAF Racing Rules of Sailing for 2009-2012 Appendix A will
apply.

A maximum of 7 races are scheduled for Club Racer & IRC class. A maximum of 8 races are
scheduled for J24, Laser SB3 & Beach Catamarans.

One race is required to be completed to constitute a series.

A boat’s series score will be the total of her race scores excluding her worst score.

BERTHING
Complimentary berthing will be offered at Raffles Marina Ltd to all visiting participating boats from
30th July 2011 till 28th August 2011.

No hard stand is available for visiting yachts.

RADIO COMMUNICATION
Race Committee, support boats and Raffles Marina Ltd will transmit and receive on VHF Ch77.

PRIZES
Prizes will be given as follow:

i) 7 Aug 2011 - Prizes will be awarded to the top 3 in the Day 1 overall results in each
division with 6 entries.

ii) 14 Aug 2011 - Prizes will be awarded to the top 3 in the Day 3 overall results in each
division with 6 entries.

iii) 14 Aug 2011- Prizes will be awarded to the top 3 in the Access 2.3 and IOM overall
results in each division with 6 entries.

iv) 20 Aug 2011 - Prizes will be awarded to the top 3 in the Day 4 overall results in each
division with 6 entries.

v) 20 Aug 2011 - Prizes will be awarded to the top 3 in the Regatta Overall results in each
division with 6 entries.

DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The
organising authorities, officials, members, volunteers, sponsors and staff will not accept any
liability for material damages or losses, personal injuries or death sustained in conjunction with or
prior to, during or after the regatta.

INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum
cover of S$25,000.00 per event or the equivalent.
