In order to secure the information exchange at

tion captured within CEN, the NCPs should:

identify new or unusual smuggling
methods, consistent patterns, smuggling

C OCAINE IN NATURAL
GRANITE
In May 2003, Customs officers in Antwerp
examined eight 40-foot open-top containers
loaded with eight blocks of natural granite
weighing 112,250 kg. Examination of the
goods was carried out together with the
Belgian Police. It was not possible to identify
any traces on the blocks, the drug detection
dogs did not react and the scan images
showed everything black. The goods were
put under surveillance. The blocks were
loaded onto trucks and transported to a
warehouse in Antwerp. Two weeks later, one
of the blocks was loaded onto a trailer,
which was then loaded onto a train bound
for Perpignan, France. A Belgian truck drove
the trailer from Perpignan to Reus in Spain,
where the block was unloaded in a ware-
house. Close co-operation with the Spanish
Police was established.

It was finally decided to examine closely the


granite block, which was broken into thou-
sands of pieces. A total of 294 kg of cocaine
was seized, and fourteen people involved
were arrested.

 The cocaine could not be identified by


using X-ray equipment. The granite block
was destroyed into thousands of pieces
and a total of 294 kg were seized

Statement
The World Customs Organization is an in-
dependent intergovernmental body whose
mission is to enhance the efficiency and ef-
fectiveness of Member Customs administra-
tions, thereby assisting them to contribute
successfully to national development goals,
particularly in the areas of trade facilitation,
revenue collection, community protection
and national security. WCO

Statement
The World Customs Organization is inter-
nationally acknowledged as the global
centre of Customs expertise and plays a
leading role in the discussion, development,
promotion and implementation of modern
and secure Customs systems and proce-
dures. It is responsive to the needs of its
Members and its strategic environment, and
its instruments and best-practice ap-
proaches are recognized as the basis for
sound Customs administration throughout
the world.
